Nocera says the National Labor Relations Board and the Obama Administration's action to prevent Boeing from using a North Carolina non-union assembly plant for the Dreamliner is a clear case of regulatory "overreach. Precisely the kind that is not needed as the U.S. focusses on creating jobs and building manufactuing industry. There is no "retaliation" against the union in this case because Boeing is facing long delays and needs the additional facility to meet orders. The action of the NLRB as a government agency to prevent a company from locating its plants anywhere in the country- when Boeing has added jobs in Washington state as it expands- is incomprehensible.

Trump says he supports the House Republican tax plan for three brackets 12%, 25% and 33%. In his earlier proposal Trump has supported a top rate of 25%. He made these comments, including support for deducting childcare costs, in a speech at the Economic Club of Detroit. Trump did not repeat a call for repealing Dodd-Frank bank supervision legislation. Clinton was critical of Trump's economic team of business people from hedge funds and the real estate industry, saying this was another example of "trickle down economics,"  for giving  "super big tax breaks to large corporations." Michigan has not voted Republican since 1988, and the auto industry rescue was organized by president Obama, a point heavily advertised in the 2012 presidential campaign. Romney had opposed the rescue effort, and during the 2012 campaign the WSJ reports say  Trump called the bailout of automakers a mistake because of expansion overseas.

New legislation introduced in the U.S. Congress by Senators Orrin Hatch and Ron Wyden giving fast track and trade promotion authority to president Obama faces intense opposition from Democratic Party members of Congress. Only about a dozen House Democrats are considered to be supporting the legislation. Senator Schumer says "I don't believe in these agreements anymore, I've changed." Senator Warren on the left opposes the legislation. Senator Bob Casey of Pennsylvania says the legislation "as paving the way for another Nafta style deal that costs jobs." The deal if it passes the Senate, would face Republican opposition in the House where 50 or more Republicans are reported to be against the fast track approach and giving too much authority to president Obama without Congressional input. Fast track legislation would allow free trade pacts such as TPP to pass Congress without amendments or procedural delays. Labor groups and auto, other manufacturing companies, oppose the legislation because of the impact on manufacturing, West Coast groups in IT industries favor the legislation. Projections made by Petri, Plummer and Zhao at the Peterson Institute of International Economics, show the impact of Trans Pacific Pact (TPP) free trade pact would be $109 billion in added manufacturing imports to the U.S. to 2025 and $ 53 billion in exports, a net U.S. unfavorable of $56 billion. For IT and services sector the added U.S. exports to 2025 are projected at $42 billion and imports at $8 billion, for net $34 billion. U.S. favorable. Because of the dominant position of the U.S. in IT how much of this $42 billion might still happen without TPP. Other societal impacts also figure in the discussion, such as which sector needs the largest help and impacts the largest number of Americans for a sustained economic recovery in the future. ...

A lost sense of moral purpose for the U.S. Presidency during the Obama years, ironically from a president who was eloquent in his writings about the rights of minorities and people struggling for basic rights everywhere. He wrote years ago that words written two hundred years earlier had to mean something, that the words made their claim on the community called America. As she runs for president in 2016, Hillary Clinton faces a difficult challenge- to give Democrats a third term in the White House. Presidents elected for a third term such as Truman who followed Franklin Delano Roosevelt, and president George H.W. Bush who followed Ronald Reagan, were helped by the popularity of the president from their party who preceded them. Reagan's popularity rating was 57%, in the month preceding the election of George H.W. Bush, according to Gallop poll. Truman continued the popular policies of FDR, and took a strong foreign policy direction with the help of a capable team led by Marshall and Acheson in responding to the Soviets in the Cold War, before the 1948 election. In that election Truman upset political pundit predictions. He also brought an extraordinary tenacity in the rail tour across the U.S. and on the campaign trail. Hillary Clinton faces the 2016 election with president Obama's popularity rating at 46%, with only 32% saying the country is on the right track, in the WSJ poll. This means Clinton will have to distance herself from Obama to some degree. Other issues include her age 67 years, and the sense that she is somehow from the past in U.S. politics, offset by the experience she now brings. Hillary's popularity rating show 44% having a positive image in a WSJ-NBC poll of March 2015, down from 56% when she gave up her position as Secretary of State in the Obama administration. Her main Republican challenger, Jeb Bush, has only a 23% favorable rating in the same WSJ/NBC poll. Hillary's strategy for 2015 is to avoid large gatherings and try to meet people in small groups in this election campaign, so that she can bring a personal touch and come alive as a candidate relating to the everyday aspirations of working people. Hillary's election will depend on whether she can mount the kind of campaign Truman fought and relate directly to ordinary voters....

Following the record fundraising by U.S. president Obama in the 2012 presidential election, outspending Romney at a critical point in the campaigning in Ohio, Republicans and right wing groups are making their own effort to raise fundraising levels. The spending goals set by David and Charles Koch at the winter retreat in Palm Springs is $889 million to be raised from Koch and 300 other donors. Hillary Clinton's Super PAC plans to raise $300 million. The Republican total spending in the 2012 presidential election was $657 million. Koch's 2012 organized donor effort spent $400 million for the 2012 elections.

Sanger and Broad report on the move by the Trump administration to go ahead with the overhaul of the U.S. nuclear deterrent,  with programs that were started in the Obama administration. With the more aggressive posture of Russia in Europe, the Trump administration is left with little scope for further advances in nuclear arms negotiations. A new technology based cruise missile system is now being built for $25 billion with contracts given to Raytheon and Lockheed Martin. Experts at Harvard's Belfer Center say that with the North Korean nuclear threat these programs to modernize the nuclear deterrent are getting the go ahead with little resistance. Another program modernizing the land based deterrent and replacing the Minuteman missile system is also expected to push forward at a cost of $100 billion. The Pentagon under Obama had pushed for these systems, yet there was discussion about ways to limit these programs in the hope that nuclear arms control talks could take place. The North Korean missile tests and Russia's posture have changed the discussion. By the end of the Obama's second term, a president who came into office in 2008 with hopes of nuclear weapons reduction had already lost much of the momentum he had in 2008. The situation changed with Russian intervention in Ukraine in 2015, and the North Korean long range missile test in 2017, to where the modernization of the nuclear deterrent was quietly accepted, without alternatives through negotiations. ...

This editorial cites the half a billion dollars in low interest Energy Department loans to Fisker for developing the Fisker Karma as wasteful spending. The Karma has a price of $100,000. It calls the Obama administration's projections of 1 million electric vehicles by 2015 as wildly optimistic. Sales of the Chevy Volt did not reach the 10,000 forecast in 2011 after safety issues. James Pressley, in this review of Joseph Stiglitz's new book- "Freefall: America, Free Markets and the Sinking of the World Economy," says Stiglitz's advice should be taken into account by the new administration. Stiglitz, says, the Obama administration has so far offered no alternative vision of capitalism and is only "mudddling through." It is simply following the course the Bush administration had taken. And has retained as key economic advisors, Geithner, Ben Bernanke and Summers, all from previous administration's economic teams, thus largely removing the possibillity of serious change. And by doing so, says Stiglitz, the Obama administration has "squandered the opportunity," to fix things that needed to be fixed in the economy. Stiglitz, says Pressley, urges Americans to think what kind of America they want to see, what kind of society they want to make, and then what kind of economy will get them there. Stiglitz wants to see banks back to where they they only make loans, and act as an efficient payments system, and not engaged in risk taking. At a meeting of the American Economic Association, Stiglitz, presented a paper that suggested that between globalization for integrating world financial markets and keeping them separate, the latter is the better course. Financial markets he believes, need circuit breakers to not bring down the whole system....

The healthcare reform bill has lost the support of the SEIU (the Service Employees International Union) , and the AFL-CIO union. Its also lost the support od Howard Dean and of his Democracy for America. Voters aged 18-34 and Hispanics are much less enthusuastic for he party. And only 23% of blue collar workers in December 2009 express positive feelings about the Democratic party in a Wall Street Journal/NBC News poll, a 30 point drop from February 2009. And the same poll showed that there just isn't the same level of interest in voters who back Democrats or Obama.

Brooks describes the U.S. presidential campaigns of Republican Romney and Democrat Obama as very consequential but incredibly dull, an effort to get uninformed voters with a barrage of negative advertising. There is very little enthusiasm for either candidate in their parties and the only feeling motivating each party is that the other candidate and his policies would be a disaster. There is hardly any effort at intellectual innovation, bringing new ideas or thoughtful debate into the election campaign. With four months left before the presidential elections the situation appears likely to drag on in this way right into the final days, with each side running a well oiled media campaign around themes that cast the other side in a negative light.

William Daley is with Chase since 2004, and was hired primarily to strengthen Chase's Chicago connections. In the past he has served as the main liasion with the White House.
