An added complication is that Assad comes from the minority Alawite sect in a largely Sunni country.

Texas regulators approved a new wind transmission project which will add a network of transmission lines from west texas to the big cities like Dallas, Houston, Austin and San Antonio. These lines will handle 18,500 megawatts of power, enough for 3.7 million homes on a hot day when air conditioners are running. It will add to the 5300 megawatts of already installed capacity. The project will cost $4.93 billion and will come on stream by 2013. Texas now leads the nation in wind energy with twice the capacity of the next leading state California. Texas is unique because it has its own transmission grid so it can move faster without needing approval of the Federal Energy Regulatory Commission. Transmission is a big problem because in west Texas some of the wind generators have to be turned off because of lack of transmission capacity.

It is not clear whether Citigroup is off the problem list of banks, banks which rate a 4 or a 5 on the scale of 1 to 5. This could change even now after the stress tests. Here's why. Since late 2007, Citigroup has more than $50 billion in write-downs and loan defaults. The recent stress test of the 19 largest banks produced results that showed additional large losses looming over Citigroup, and questions are raised how Citigroup passed. The test found that estimated losses could reach $104.7 billion in loan losses through 2010 under the government's worst case scenario, and face nearly $20 billion in losses on its credit card portfolio. Yet the Fed's conclusion that Citigroup needed to bolster its capital by only $5.5 billion to withstand another economic shock did not reflect these facts. Investors and analysts also saw Citigroup as being in much worse shape than the other banks. THe FDIC did not agree with the Fed's conclusion. Only the Comptroller of the Currency agrees with Citigroup CEO Pandit, that the Citi model is not broken and just needs more time. THe FDIC wanted the rating lowered for the Citibank unit, and sparred with the Comptroller of the Currency over this. The FDIC has 305 banks on the "problem" list, and would like to add Citigroup to this list, so that it could keep a tighter review of what is going on at Citigroup. FDIC is helping finance a $300 billion loss sharing agreement with Citigroup, and has large exposure to Citigroup. FDIC's Bair thinks Citigroup has not moved fast enough to get rid of unwanted assets which might cause problems if the economy deteriorates, and would like to see a change in management. FDIC officials have approached former US Bancorp CEO, Mr Grundhofer, who is highly regarded in the industry, as a possible replacement. One reason being that while most of the problems of Citi stem from consumer loans, Pandit's experience is in investment banking, and he has not moved fast enough to get rid of risky and unwanted assets. He has failed to bring in managers with experience in handling the kinds of problems Citigroup faces in this crisis. With the FDIC's Bair having anticipated the crisis earlier than other regulators, the FDIC is expected to get additional powers in the new regulatory structure. This may result in tighter supervision of Citigroup. It also shows gaps and flaws in the stress tests that let some banks off too lightly, and make them vulnerable to the next episode in this crisis. ...

As Merz said clearly- “My absolute priority will be to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA." European perceptions of recent happenings in the Ukraine war and the war's progression from the beginnings over three years will matter in 2025 as Europe, as Germany, France and Britain take on the role of bringing a fair peace to Europe that closes the war and does the reconstituting of defense architecture of Europe under new institutions that needed to be taken up in the 1990's after the fall of the Berlin Wall. ...

To a large extent as America moves into the middle of the 21st century most Americans see themselves as part of the creation of the Modern World, with science and technology at its core.  Even Spain which early in the 16th century settled this continent, for two centuries lost its place in the Modern World created in Northern Europe after the Renaissance, falling into poverty, then recovered its origins when it joined the modern world in the 1970's by joining the European Union. A science museum  financed with EU funds in the ancient city of Valencia, Spain, brings Spanish children in every day to know Spain's own achievements in science and the advancing world of technology. ...

During the period of US engaged in wars in the Middle East under Bush and then Obama, the US Navy lost time and China built up its Navy. The lack of foresight of US business and focus on profits of firms like Apple shipping manufacturing to China meant loss of the manufacturing knowhow as other companies followed Apple for 2 decades. The result is that it takes long lead times for the US to build the ships the US Navy needs, a repeat of the situation the US faced with Japan by 1935 when the US was focused on tackling the Great Depression under FDR. At that time at a Naval Conference in London in 1934 the Japanese walked out rejecting the Washington Naval Agreement of 1924-25 that limited Japan to 60% of the US and British Navies ships tonnage. By 1941 the Japanese Navy was its main reason for its efforts to control Asia. FDR who had been Secretary of the Navy was not far behind so that America launched its own efforts in 1937- in an 18 month period 1942-1943 the US destroyed the Japanese Navy and protected China, India, from the worst Japanese Kwantung army elements that ran the government leading to 14 million lives lost in China. ...

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. China says it would f"ight this to the end." A sign that the USTR will try to get other nations to come up with deals and tackle China separately. ...

The title says it all. The Jobs bank the United Autoworkers trade union in the US setup in GM in 1984 threatened American automaker GM's very survival in 2006. It put workers who were not needed at GM in a jobs bank. It basically meant the idled workers -many of them close to retirement -would stay there till they retired doing nothing collecting full salary. As Mohandas Gandhi had done for India in Hind Swaraj in 1910, the American labor movement needs to look at itself in the mirror if labor is to find its way into a world of dignity and fairness in wages that Mr.Biden truly seeks for American workers.   It was setup when GM had 45% of the US market and 415,000 workers. By 2006 113,000 workers were not needed with GM having lost marketshare to Japanese makers and the Jobs bank was costing GM about $10 million a week, half a billion a year threatening its survival. The Labor movement and the UAW union did nothing to fight its own membership and set it on the right course in union with management, putting at risk the very foundation that labor had put in place since Wilson, FDR and Truman for  fairness in wages and working conditions. Jeremy Peters tells the story in the NYT. That it was recent as 2006 and shows how much had gone wrong with the labor movement and the failure of its leaders to do the right thing. The Jobs Bank says NYT was intended to prevent manufacturers from shifting manufacturing overseas, instead it did just that by undermining confidence in unions and the American labor movement, and in American workers. Two crippling wars initiated by Republicans Bush and continued by Democrat Obama, disinvestment in American manufacturing, companies like Apple shifting their entire manufacturing through outshoring to Taiwan and China, the 2009 crisis from deregulation of American banks, led to the loss of not one, but two decades for America. In today's news a modest $2 in minimum wage increase from $15 to $17 over 3 years is all that New York governor Kathy Hochul could get- even though Assembly Democrats were asking for more- to give American workers and families a fair wage to meet the cost of living crisis.  ...

Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

Efforts to bring better wages and conditions to fast food business  through a law passed by Governor Newsom in California, to bring upward mobility and integration into the mainstream of society for millions of American families and children being opposed by McDonald's and Starbucks. Current wages are $15 a week which would bring a typical fast food worker $30,000 a year for a 40 hour week for 50 weeks. The poverty level for a family of five is $32,470 on the Healthcare.gov site for the USA. Are fast food business corporations saying that children of these families should be kept forever at below the poverty level set by the American government? Why? Are they saying that labor is subordinate to capital? Are they then going to go further to say that upward mobility shall forever be denied to millions of children in these families? On what grounds? Republicans say they are the party of Lincoln. Something more- What did Lincoln fight the Civil war for? The plantation economy of the South also denied labour and children of labour the rights of upward mobility. How did Lincoln win the civil war? By speaking up for the rights of free men everywhere in a land of abundant land and new future. "This is essentially a People's contest. On the side of the Union it is a struggle for maintaining in the world, that form and substance and government, whose leading object is to elevate the condition of men- to lift artificial weights from all shoulders- to clear the path of laudable pursuit for all- to afford all, an unfettered start, and a fair chance in the race of life. Yielding to partial, and temporary departures, from necessity, this is the leading object of the government for whose existence we contend." July 4, 1861, Special Message to a special session of the US Congress. "Our adversaries have adopted some Declarations of Independence; in which unlike the old one, penned by Jefferson, they omit the words " all men are created equal."  Why? They have adopted a temporary national constitution, in the preamble of which unlike our  good old one signed by Washington, they omit "We, the People" and substitute "We, the deputies of the sovereign and independent States." The second is from Linda Barnes of Ashland, New Hampshire, who faults the Post for not having the headline about "Disastrous debate performance by Trump who failed to answer most questions and lied relentlessly." Lauri Costello of Las Cruces, New Mexico, says every American would have benefitted from an in depth analysis of the debate rather than a focus on how each debater looked and spoke. Diana Hasuly of Ashburn, Virginia, says the debate was an opportunity to see two men's perspectives about the future of America, and the Post had done a great disservice to America, as have the NYT, WSJ and the Media in general, by not spelling what each man was offering America for the future. To take just three Climate change, manufacturing investment and jobs, infrastructure spending, Biden is getting so much done and has the plan for 2030, the former president has none, simply none and did not talk about this. Mark Parkhurst of Silver Spring, Maryland, says of the June 28 front page in the Post that the Post uses "falshoods" not "lies" when a lie needs to be called a lie from the former president. And says to be fair the Media needs to point out the actual achievements of president Biden not dwell on MAGA rhetoric. Is the Post or the Media in general overreaching, is it listening? Signs that the SUV based model for running car companies is cracking. A study from the University of Michigan Transportation Research Institute estimates that profits from large and midsize SUV's for GM, Ford and Daimler Chrysler dropped 40% or $7 billion from 2001 to the end of 2004. These figures track a steady decline in profits from SUV's, as incentives are used to promote sales of SUV's, lowering the whole profit structure a big notch downwards. In 2001, this study found that the per vehicle profit was about $9500. In 2005 thanks to big discounts the margin on SUV's is about $6300. On midsize SUV's like the Ford Explorer or the Chevy TrailBlazer, margins are down even more to $4100 from $7200. Responding to this study GM looks at it differently, it sees declining sales as the main culprit not the margins. Its thinking goes like this- as long as we can keep sales up we can cover our fixed costs including costs to retirees which make up a big part of the picture And it looks at the variable profits which it finds to be much higher than the numbers put out by the Transportation Research Institute. ...

International Atomic Energy Agency (IAEA) chief, Yukiya Amano, answers questions in a closed door 90 minute meeting with the U.S. Senate Foreign Relations Committee. The IAEA chief says he cannot disclose details of his investigation into Iran's earlier weapons activities, or the agency's agreement with Iran for the inspection of nuclear facilities. Senator Corker who heads the committee said most senators left the meeting with greater concerns about the inspection process. The IAEA chief cited as reasons for the secrecy, independence of the agency, and what he called "a legal obligation" to protect confidential information. Senator Barroso described the process as one in which an NFL player or athlete is asked to mail in his own urine sample. Of particular concern to senators is the Parchin site where testing ocurred in the early 2000's, which Amano has said Iran is trying to sanitize, and which is not part of this agreement. Iran has not agreed to IAEA requests to interview a Iranian scientist Mr. Fakhrizadeh or other top Iranian military officers and nuclear scientists as part of its probe into past Iranian nuclear activities, Yukiya Amano told the WSJ in an intervew. ...

China takes a different approach to the stock market declines on August 24-25, 2015, after the earlier failed interventions in July and early August called into question the transparency and integrity of the financial markets. The main Shanghai index opened 6% lower on August 25, and ended down 7.6%. This time the government let the market find its own level. Li Jiange, vice chairman of state owned investment company Central Huijin, wrote in his blog post that "The trade volume of the market can reach 2 trillion yuan ($300 billion) a day, which means if it collapsed no one could save it...The issues of the market should be handled by the market itself." In July and the early part of August Central Huijin was reported to have intervened to support the market. On Aug. 14, the China Securities Regulatory Commission (CSRC) stated achange in policy to intervene "only when the market changes dramatically and introduces systemic risk." It is important to note that even with the 40% decline in the market index since June 2015 peak, it is still up 35% compared to the prior year....

The water situation on the Euphrates river. Three reporters for the NYT, Amir, Mohammed, and Abeer, join NYT's Campbell Robertson in talking to farmers along different stretches of theEuphrates river in Iraq, near Jubaish, Karbala and where it meets the Tigris. The causes of the problem are the water policies of TUrkey and Syria which are the upstrema countries and have built dams along the river which control its flow, a two year drought, and water mismanagement and neglect in Iraq. The river is significantly smaller now, and at this rate could be half of what it once was. It affects rice and wheat fields along the river which are turning into scorched dirt, canals becoming small streams, and water treatment plants sitting idle. The area for wheat and barley in the rainfed north is down 95%, and the date and citrus orchards in the east are dry. There are no treaties for water use with Turkey and Syria, so the situation is unpredictable. Recently Turkey doubled the waer flow into the Euphrates, a mover that increased water flow to ablut 60% to cover half the irrigation requirements for the rice growing season....

Revised auto fuel efficiency standards win the support of GM, Ford, Chrysler, Honda and Hyundai. These standards would lower the average fuel economy to 54.5 miles per gallon by 2025, a decline from the initial target of 56.2 mpg. The revised proposal calls for a 5% average annual increase in fuel economy for cars and a 3.5% increase for light trucks through 2021. After 2021 both cars and trucks have to meet a 5% annual increase. Useful innovation in the new standards is to provide credits for hybrid pickup trucks, and give credits for technological advances that improve fuel economy but don't show up in EPA tests such as the one that shuts of the engine when a car is idling. Other credits would be offered for solar roof panels on electric vehicles. It includes incentives for "promoting early market penetration of tailpipe CO2/fuel consumption reducing technologies." This comes after a long period in which the U.S. lagged behind other countries in fuel economy. It could be one of the main achievements of the Obama administration, and help build a new auto industry around new technologies....

Guido Westerwelle, foreign minister of Germany, and former head of the Free Democratic party, made another misstep by describing Germany's support for economic sanctions as a key factor in the fall of the Gaddafi regime. He did not credit NATO's military intervention as the main reason. Westerwelle opposed German support for NATO's military intervention and Germay abstained in a UN security council meeting vote to authorize military force in protecting Libyans from Gaddafi's regime. The results of this policy are seen as diminishing Germany's international image, and seen as isolating it from its allies in Europe and NATO. The new head of the FDP, Phillip Rosler came out strongly to credit NATO for the military intervention, saying: "our deep respect and thanks goes to our allies, who decisively thwarted Gaddafi's murderous units." German chancellor Merkel sidestepped the issue by crediting NATO for its leadership. FDP's rank and file supporters believe that voters will hold the party to account for this and other missteps by Westerwelle. Former German foreign minister, and former Green's party leader Joschka Fischer told Der Spiegel magazine: this was "perhaps the biggest foreign policy debacle in Germany's post-war history." ...

According to preliminary estimates of the UK Office for National Statistics, gross domestic product fell 0.5% in October through December 2010, after expanding 0.7% in the third quarter of 2010. The UK inflation rate increased to 3.7%. At the same time the money the UK needed to borrow in December 2010 came in at 16.8 billion pounds, down from the 21 billion pounds in December 2009, showing an improvement in public finances. The two main drivers of UK growth are now set to slow down. Consumption spending down because of higher unemployment and inflation, and tax increases equivalent to 8% of GDP over 4 years. And government spending cuts leading to a reduction in spending for the 2011 fiscal year of 23 billion pounds. UK economic growth is 2010 is 1.4%, after contractions of 4.9% in 2009 and 0.1% in 2008. The UK Treasury chief George Osborne said the government will "not be blown off course by bad weather." Central bank governor Mervyn King pointed to the choppy recovery. Referring to the austerity policies King said, "the right course has been set and it is important to maintain it."...

Botin expanded the bank with acquisitions of Banesto in Spain, Abbey National in UK, and acquisitions in Brazil and Mexico. This reduced its profit exposure in Spain to 15%, reducing its risk in the 2011-2013 banking crisis in Spain. Botin's family has run the bank for three generations, with the bank now headed by Patrcia Botin, after Emilio Botin died of a heart attack in 2014. Sheila Bair, former head of the U.S. FDIC, says the bank is run efficiently, and Botin was careful to manage risks prudently in the global financial crisis of 2008. Banco Santander benefitted from the years of rapid growth in Spain following Spain's entry into the European Union in 1986, the year Emile Botin took over as chairman. He comes from Santander in northern Spain, and studied law and economics at Spanish universities. With the passing away of Adolfo Suarez, and the abdication of Juan Carlos, the passing away of Emile Botin in the same year, three of the men who helped create modern Spain have now faded away....

George W. Bush, talks about his book on his father's presidency "41: A Portrait of My Father," at the Bush presidental library in College Station, Texas. This follows his book "Decision Points," on his own presidency. George W. says his father's accomplishments are overshadowed by the work of a transformative president (Reagan) who preceded him. The short period of four years in office also affects the assessment of the elder Bush. There is now greater appreciation of the work done in this period, especially the period when the Berlin Wall collapsed and the Soviet Union dissolved and the role played by the elder Bush in the transition. Bush describes the relationship with his father when he was president as one in which it was the comfort and help that counted for more than looking for any particular advice, especially as he admired his father. The elder Bush, 90, was in the audience. Remarkable for the longevity of the father-son pair compared to Adams and John Quincy, as Adams passed away 16 months after his son became U.S. president. And more so because his brother, Jeb Bush, is likely to run for president in 2016....

China's new urbanization plan is for 60% of the population to be urban residents by 2020, up from 52% at the end of 2012. The plan will relax "hukou" residency restrictions, and about 45% of the population will qualify for benefits and services such as pensions and education that are given to qualifying urban residents. Premier Li Keqiang says this will boost growth as domestic consumption is seen as the main growth driver for the future. The cabinet said on a government website that "domestic demand is the fundamental driver of our nation's economic development, and urbanization has the greatest potential to expand domestic demand." Fast rail will be provided to urban areas with population over 500,000 and rail to urban areas with population over 200,000 by 2020. About 90% of the population will be within reach of a nearby airport. Relaxation of "hukou" restrictions will be made for mainly smaller cities. Two decades of industrialization has led to concentration of wealth, with much smaller disposable incomes left for the majority of the population to create a sudden surge in consumer spending, as pointed out by Orlik....

In this interview with Joseph White, Ford Motor CEO Mulally talks about some of the main aspects of the new culture at Ford. He says the business review meetings are focussed on talking about problems and how to help others solve the problems. It is about bringing a company wide network focussed on solving problems by helping everybody. To do this listening is critical, and side talk at meetings is not allowed by having the meeting stop and looking at the managers doing side talk. The new culture is now built into the audit process to keep the right behaviours in place. Mulally is confident that Mark Fields will be able to continue the cultural change he has brought about at Ford Motor. Ford's investment in the F-150 aluminium type truck and its large invesment in China, are long term investments that are making good progress. In China the automobile market is still expected to grow at 7-8%, says Mulally, even as GDP growth slows down. The costs on the aluminium truck are expected to come down over time with cost efficiencies, learning curve and volume....

Even though it would have been better to have acted at the outset two years ago- to let Greece go into a planned default, reduce debt to manageable levels, and to have acted on reforms earlier. This would have setup a better outcome than the one today. It would have meant a bigger haircut for the banks and greater debt reduction which would have hurt European banks. The current outcome is bad for Greece's economy which leaves it with debt at over 120% of GDP in 2020, and no hope to return to growth. And its bad for democracy as the two main political parties in Greece were required to pledge support to the austerity measures against overwhelming public opposition....

Whats different in South Korea is that people say they go to a home page to see the news, and topics that are popular with fellow users. NHN and Daum the leading portals present users with home pages that look more like those of media outlets than asearch engine. They give latest news, photos, videos and updated lists of highly trafficked blogs and popular online chat sites. First they look at this information, then they start a search. NHN Naver has 66% of search queries, Daum 21% and SK Telecom's Nate 6%. Yahoo Korea 3%, Google 2%. Daum and Naver have created vast databases of popular content and link to them first.
