Mervyn King, Governor of the Bank of England, wants to see stricter requirements than Basel III on capital reserves for U.K. banks. The Bank of England has expressed its strong disapproval of UK banks lobbying activities in Brussels to push for a dilution in Basel III standards. The British government and the Bank of England want to have the flexibility to set their own stricter standards and not to be bound by a relaxed standard set by the EU. The risk to British taxpayers is a principal concern. In the U.S. Fed governor Daniel Tarullo is pushing for capital reserve requirements stricter than Basel III's 7% requirement- calling for a requirement of 10-14%.

The loss of support of tribes in Anbar province, as Islamic State targets tribal leaders and officials who supported U.S. sponsored Awakening Councils during the presidency of George Bush. Many of the gains of that period are diminished with the lack of trust of Sunni tribal leaders in the Shiite led Iraqi government. For the tribes that are fighting Islamic State the Iraqi government is hesitant to provide support believing the arms will later be used against it. The U.S. government is also hesitant to increase its involvement. The Islamic state has alienated Sunni tribes supporting it because of its violent methods. These tribes support Islamic State because of a lack of alternatives and because of money paid to them by Islamic State.

Kenneth Rogoff, Harvard University economist, author of the well researched book on the 2008 financial crisis, "This Time Is Different," gives his thoughts on the economic prospects for the U.S under the new Trump administration. He says 4% GDP growth and 3% inflation is possible temporarily for a while with stimulus policies, less regulation, and increased private investment. After 8 years of not investing in much needed infrastructure because of concerns about the deficit, the timing is right for such investments, especially as the economic effects of the crisis of 2008 gradually fade.  This is about taking advantage of ultra low interest rates to invest in infrastructure. He says it helps that Trump policies are pro-business. He sees drawbacks as the stimulus program adds a 25% increase with extra debt, adding $5 trillion over 10 years, but adds that for many years Nobel prize winning economist Krugman and others have said that there is good reason to increase borrowing to invest, and this is now being tried. Inflation remains an uncertainty- if there are large quantities of underutilized and unemployed resources it would raise prices less than its effect to increase output. The reverse would apply if the U.S. economy is closer to full capacity. One factor that would help- increasing confidence for business and increasing investment. Against this what he calls optimistic view or spin, is the idea of mistakes under a Trump administration, errors made and a degree of incompetence which he says is a real possibility. Overall his view is that some risks are appropriate now, and from his deep study of financial crises sees the slow growth of the last 8 years a result of a financial crisis that now begins to fade, creating the possibility of higher growth under prudent policies.  ...

US Navy is in trouble from slow shipbuilding and industry sent overseas like other industries. Note this about the USS Constellation being built in Wisconsin in 2025- After 2.5 years only 10 percent complete. Time to build of 9 years. An Italian shipyard does this in 4.5 years. Of 20 frigates being built in 10 countries of this type 19 are being built faster. Budgeted at $1.3 billion already cost overruns of $600 million cost tag now $1.9 billion. No wonder says the WSJ, no one in the world wants to build ships here. China now makes 50% of the world's ships, before that Japan and South Korea made 50% of the ships in the 1980's and before that the US in the 1950's. One of DJT's mandates- rebuild the American Navy. This means bringing shipbuilding like other industries back to the US where it belongs. Ministers of foreign affairs and defense from the U.S. will visit India for the 2+2 India - U.S. Ministerial Dialogue. Mr. Pompeo and Mr. Esper will meet Indian ministers Jaishankar and Rajnath Singh for closer ties on October 27. The American ministers will also visit Jakarta, Indonesia and Colombo, Sri Lanka. Their goal is for a open and free Indo-Pacific region through cooperation of the nations in the region.
