Liz Truss decides to appoint only loyalists to her cabinet after a leadership contest for the Tory party. Kwasi Kwarteng as chancellor, Susana Braverman as Home Secretary, and James Cleverly as Foreign Secretary. All conservatives lining up for positions in the new government were told in no uncertain terms not to criticize a plan first suggested by the Labour party to freeze energy bills at the current level. This could cost 100 billion pounds. Kwasi Kwarteng, Truss's nominee for finance minister says there will be need for some fiscal loosening. Under the 100 billion pound plan to help households with bills the energy bills would be frozen at current level of 1975 pounds per year. Under the plan, commercial banks would deposit money in a state backed fund, which suppliers could then draw on to freeze customer's bills. The government would pay this back over 10-15 years through taxation or a surcharge on bills. By making such quick moves to help households Truss would be putting Britons in a position similar to that in France where energy prices have been capped and Germany where cash payments help households cope with higher energy bills.  ...

The domestic market is declining as Japanese consumers spend even less than before. Household spending declined by 3.5% in February, as unemployment went up to 4.4%. This means recovery based on domestic demand picking up is not going to happen. Exports declined by 46% in February 2009. Even though policymakers are trying to revive the domestic market, Japanese companies are looking for innovative ways to increase exports. Panasonic is making products specifically for emerging markets like China and Vietnam. In cars the domestic market is weak as younger Japanese are not showing an interest in buying new cars. Sales have gone down by half from the peak reached in 1990, and an industry organization expects sales to go to the lowest since 1977. Toyota saw overseas sales double since 1998, but Japanese sales declined by 10%. Sales of beer are declining as Japanese are shifting to drinking wine, so Kirin came up with a cheaper beer flavored drink in 2005 that did away with malt altogether, bought a winemaker. It is expanding overseas with $1.26 billion to raise its stake in Philippines beermaker San Miguel, and $1 billion in National Foods, an Australian company. Japanese are also becoming poorer in a relative sense, with Japanese income per capita not in the top five, it is now 19th in the world. And as the nation's birthrate declines, companies that make diapers like Unicharm are making diapers for the elderly, and products for pets called litter sheets. And Unicharm is expanding its network in China from 300 cities to 500 cities, is targeting the 18 million babies born in China, as well as selling diapers in South East Asia....

This is what is left after decades of civil war. This is the kind of situation that happened in China's northern and southern provinces in the 1930's, and 1940's. A new pathway for peaceful development outside of ideologies and socialist movements, pan arabist or religious movements need to be found for the region, the Arab world in North Africa to the Middle East. China, Korea, and Vietnam found a way out after civil wars over 1940-1975. India is putting out a map for a course of action with Vikshit Bharat  or Developed India after two centuries of stagnation under the British Empire 1756-1947, and 5 decades of stagnation under the Congress Raj 1947-2000. This article is a must read for everyone to know where our plastic and other paper waste is ending up. With China's ban on importing plastic waste the stuff is being shipped to India, Malaysia, Philippines and Vietnam. Now these countries are turning it back. Who needs sometimes contaminated waste. In the U.S. it ends up mostly on landfills. It is a health hazard as one recent story of waste shipped out to a part of Chile shows- with health problems for people in the vicinity. The WSJ has done an excellent story with diagrams and pictures in this exceptionally good story we recommend for our readers to know what is happening worldwide with plastic waste.  There is increasing education of the harmful effects of plastic and there is a government campaign in India supported by the prime minister Modi to reduce use of plastic bags and find ways to dispose off local plastic waste. In the light of this why would India or Malaysia or any other Asian or Latin American or African country want any other country's plastic waste, particularly when it is a health hazard. In fact China for so long allowing importing of plastic waste till recently so it could be processed with low cost labour and reused for plastics production is incomprehensible, considering the health risks involved. ...

European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...

The Guardian looks at high street, the small downtowns in urban areas across the north of England and the Midlands, coastal towns in decline, where Reform UK is offering an alternative to the decline.  Are Britain's best days in the past, and after the failure of Austerity, Brexit and the disappointment with Starmer, what lies ahead. If Farage wins and falters will this put Britain in a spiral of permanent decline? Boarded up shops, closed department stores and banks, with the rise of online shopping and online services, is creating a new situation on streets in mid and small towns in England. People see the decline all around them and this is creating anew mood in favor of trying something else after Labour and Tories have promised and things are taking a turn for the worse in the physical appearance of neighborhoods. Across the UK 34,000 shops closed in 2024, that is 37 a day, and this is true more for the north of England, the Midlands and deprived coastal towns, where Reform has come close to Labour in the last election. In one focus group in You.gov and other research a participant used strong words- that it was "soul destroying" to see the extent of the decline. Across Europe, in Germany as in UK, in France, the same sense of high street decline is evident. Underinvestment in transport, policing, healthcare, and social services. University of Warwick professor Fetzer  has studied this and the effects of austerity first under Cameron and Brexit under Johnson, the covid period, return of Labour but no lifting up program of large investments that would create a feeling of change, to replace the sense that somehow Britain was "going to the dogs," with half a million shoplifting offences in 2025, up 13% in 2025 over 2024, and the homelessness. ...

As tensions increase in Europe with Ukraine and with another election cycle in the US, it is essential that the US, China, India and the EU work though differences on Taiwan and the Indo-Pacific, and plan ahead for a future peace settlement in Ukraine with the support of all nations, especially ones with which the US and EU, have a strong trading and economic relationship. China needs export markets as its construction industry stalls and increases investment in manufacturing. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. Both sides have economic interests, and interests of the world to advance peaceful cooperation.

Frances tax system places 40% tax on single earner family with 2 children compared to 20% in the US. France debates how to pass the budget and how to meet budget shortfalls in revenue, where to tax. France's top tax bracket is already at 55%, the second highest in Europe, which does not make the job of setting taxes easier. Additional 1.9 billion euros was to be raised by raising the tax rate for families that had tax liability of 20% if they made over 250,000 euros. This has raised 400 million euros only in 2025. This editorial in the Washington Post is critical of the French tax structure and says it is not just the rich who end up with higher taxes. It says that the average French single worker gets to keep only 53% of income after taxes, whereas American average single worker who gets to keep 70%. The extra 20% could be what the American worker pays for health care if as in some cases health care has become so costly in the US as to cost more than a mortgage, as reported in the WSJ in January 2026. Can government buy healthcare more efficiently and distribute it than families on their own. In the case of pharmacy products would removing the power to negotiate  prices with pharmaceutical companies conducted in government run by special interest groups as happened under US president Bush make it so expensive to buy pharmaceutical products that the advantage of smaller taxes is destroyed by a perverse healthcare system run by special interest groups with help of lobbyists. This is just to show that yes the US tax system with lower taxes can fail when other things go wrong in managing crtical costs such as healthcare and housing.   ...

India in 2022 and looking at 2030 has great potential in the world. India's interests as a democracy are clearly aligned with the US and Europe. In the past when India was small in economic terms after emerging from the British Empire as an independent nation and out of the fire of the partition and wars in South Asia in 1962, 1965, 1971 policies of ambivalence in foreign affairs took place. At that time says Manmohan Singh, a former prime minister who negotiated for rouble -Indian rupee agreement in the 1970's and 1980's India was finding its way for its small but growing economy. This was in the context of the Nehru-Indira Gandhi policy of non-alignment of the early years after independence when India was never presented with an opportunity to make a difference in the world and was only a small part of the world economy. Today's situation is different. The US and European Union now see the need for a principle based economic order and while one may quibble about the small details, in the larger sense, history has intended for us, the US, the European Union, UK,  British Commonwealth of which we are a part, to stand together economically and politically with our shared parliamentary systems based on western- British and American- democracy and values.  Never has history presented such a huge opportunity for billions of people- to meet the aspirations across continents from North and South America, European Union, to Africa, Asia south and south east and Japan. All countries that aspire to the free societies that have evolved over hundreds of years. It is also the spirit in which Hind Swaraj was written in 1910 by Mohandas Gandhi and which was turned into reality only 37 years later under his leadership and vision for India. The non-alignment period of 2 decades was more of a intervening chapter that resulted from a sense of grievance rather than in the spirit of courage and spirited effort that Mohandas Gandhi embodied and led India with. In Manmohan Singh's direct unmistakable terms and from the vast experience he brings as a respected Indian civil servant- "India as the largest peace loving democracy stands to gain enormously from this principled trade aspiration of the western block of nations of the US and European Union. It presents a tremendous opportunity for India to become a large producing nation for the world and a global economic powerhouse. However, to capitalize on these opportunities India needs free access to these markets, an accepted and global currency to trade in and seamless trade settlements." Manmohan Singh sees millions of factories manned by hundreds of millions of people of all castes, creeds and religions of India. This is a pivotal moment of change for India and India must grasp it firmly. The Oxford vaccine is shown to be effective for older adults over 70 years in age. One of the key features of the Oxford vaccine is that it is designed to be accessible in cost for not just high income countries but across all parts of the world including the countries in Asia, Africa and Latin America where some of the poorest people live. The cost will be a fraction of the cost of the Moderna and Pfizer vaccine. Results for regulatory approval are expected by Christmas. This vaccine is expected to cost about $4 a dose compared to $25 for the Pfizer or Moderna vaccines. Oxford also uses a technology for the vaccine that has already been proved effective with least side effects fr other virus such as Ebola virus. Oxford researchers took the existing vaccine technology and modified it to tackle coronavirus in a way that proves effective for this virus also. Countries such as South Korea say they will not rush into the first vaccine that is available and have not responded to requests for sale from Moderna or Pfizer. India's Serum Institute is the leading manufacturer of vaccines in the world. It is preparing for production of the Oxford vaccine. India's vaccine effort includes other vaccines developed by its research institutes. The focus of India is for a vaccine that is effective as well as meet cost so that it can be used to vaccinate over 1.3 billion people. Because India has strong already established manufacturing capabilities for vaccines and is collaborating with Oxford and Astra Zeneca for a low cost vaccine it is in a position to drive the campaign for an effective plus low cost 100% accessible vaccine for people around the world.
