In 1952 speed limits were lifted on the autobahn in a reaction to the strict limits imposed in the Nazi period, and a sense of freedom in putting the past behind on the road.

The Greens party estimated 1.9 million less emissions of CO2 from the speed limit. The auto industry including Audi VW have not supported this change. Auto fatalities are 23 per 1000 kms of motorway in France compared to 30 in Germany. In sections of autobahn where there are speed limits in Germany the fatalities have dropped sharply. About 77% of Germans stay within the 81 mph speed limit which today is advised but not mandated.

The European Union governments are finding it increasingly difficult to salvage the Iran nuclear deal and lifting of sanctions. European governments rejected Iran's 60 day ultimatum to help circumvent U.S. Trump administration sanctions. The U.S. sanctions have already led to Iran's oil export to drop from 2.5 million barrels a day to 1 million. Lost shipments have cost Iran $10 billion hurting its economy. Initially European nations France and Germany hoped to keep the 2015 Iran nuclear deal by working with Iran, but this has become increasingly difficult with the Trump administration increasing sanctions including limiting access to U.S. markets for nations that do not cooperate with U.S. policy. The U.S. pulled out of the Iran nuclear deal and now it looks like the Europeans are faced with a difficult choice in continuing to work with Iran.

Germany recorded 9% growth, in the second quarter of 2010. Martin Wansleben, managing director of Germany's Chamber of Commerce and Industry, says the recovery pace is too fast and unsustainable. The spurt in growth may be shortlived and was mainly a result of a surge in exports to Asian markets. The countries that benefited from this growth are in Northern and Eastern Europe. France recorded 2.5% growth, Austria and the Netherlands 3.5% growth. Eastern European countries that help Germany export also did well, with Slovakia at 5% and Czech Republic at 3% growth. By contrast Southern European countries, Greece, Portugal, Spain, and countries like Ireland have not benefited. German growth has not resulted in markets for other countries as German consumer spending is tight. German leadership in the eurozone and the EU- with the strong stand for eurozone countries to do their economic homework and restore fiscal balance, and the action taken to bring the EU countries together on Russian intervention in Ukraine- is leading to questions about the dominant role played by Germany. Chancellor Merkel has played a leadership role partly because of the absence of other leaders with strong support in their home base who could provide such leadership. Merkel's poll rating in Germany actually shot up during the eurozone crisis from 40% in 2010 to 70% in 2013, and steady at 67% in June 2015, as German taxpayers and voters see Merkel as preventing debt ridden countries in the eurozone passing on higher costs in the debt crisis to Germany. With German wages kept low for the last decade to ensure a economic recovery and lower unemployment, Germans see no reason to support other eurozone countries when a low wage sector exists inside Germany, except under conditions that ensure fiscal balance. In a Harris poll taken in France June 30-July 1, 2015, Chancellor Merkel is rated higher at 43% expressing approval compared to 36% saying they approve of French premier Hollande's handling of the Greece and eurozone crisis. Over 50% of people in Spain and in France disapprove of Merkel's handling of the eurozone crisis, yet two thirds of France's main centre right party support Merkel's handling of the eurozone crisis. In the Harris poll when asked how Merkel, IMF, Hollande and Tsipras handled the Greece crisis people polled in France gave 43% approval to the IMF and Merkel compared to 36% for Hollande and Tsipras of Greece, and 60% disapprove of Hollande and Tsipras handling of the crisis compared to 53% disapproval for the IMF and Merkel. The Christian Democrats party in Germany has dominant leaders in its tradition starting with Konrad Adenauer in the early postwar years, through the Kohl years during reunification and Merkel in the eurozone crisis. By contrast the Social Democrats from the period under Wily Brandt, through the Schmidt years and Schroeder have operated under more of a consensus leadership. Under Sigmar Gabriel or some other Social Democratic leader Germany is likely to have a different style of leadership in the future, especially because the German public does not favor Germany playing this kind of dominant role. At different points in the eurozone crisis Merkel's leadership was needed for decisionmaking- making banks take a 50% writedown on their loans in negotiation with Charles Dallara in Brussels, calling for Italy's president to bring in a new government (led by Mario Monti) when premier Berlusconi failed to make needed changes, and providing flexibility for spending rules for Spain, Italy and France. Merkel has actually moved to the centre to maintain popular support inside Germany, especially since the new coalition government was formed with Social Democrat leader Sigmar Gabriel. On the other major issue of immigration Merkel has provided decisive leadership to prevent the rise of anti-immigrant parties in Germany. Herfried Munkler, author of "Power in the Middle," about why Germany is playing this role may provide clues to Germany's role- by representing different aspects of German public opinion Merkel has prevented the rise of right wing populist or nationalist parties in Germany, which would distort the German narrative about what it sees as its role in keeping Europe together after three wars. ...

The alliance between the PRD on the left and the PAN party on the right in Mexico on an anti-corruption platform creates a third option in Mexico after the PRI under president Nieto, and the party of Lopez Obrador. Obrador and the candidate of the PAN/PRD Ricardo Anaya, 38 years, now are level in polls with 32 percent support and the PRI candidate Antonio Meade at 25%. The Nieto administration is tainted with several corruption scandals and about 75% of Mexicans want a change in government, in a Reforma poll. Obrador contested for the PRD in 2006 in a close election, and in 2012 formed his own party. If successful this would be the first time three parties form together to form a coalition government in Mexico, with the Citizens Party joining the PRD/PAN coalition. This is similar to the way in which the left and the right are getting together to topple the old politicians with new younger faces in other countries- including in France, and in Italy in upcoming elections with the left and the right represented in the En Marche movement in France, and in the Five Star Movement in Italy. In Germany a left -right coalition is being put together with the CDU and the Social Democrats coming together on social issues. After state elections in 2016 the opposition winning 3 governorships from ruling PRI, and the election in the state of Mexico where a divided field made it possible for the ruling PRI to hold onto power even after losing 1 million votes, both the PRD and the PAN parties realized the need to come together on an anti-corruption platform. Corruption and rejection of the old politicians bringing in a younger generation into politics is a major issue in many countries. ...

President Trump announces the U.S. withdrawal from the Iran Nuclear Agreement of 2015 signed by president Obama. He calls it a bad deal and "a one sided agreement, that "didn't bring, calm, didn't bring peace, and never will." Since the signing of the agreement the conflicts in the Middle East have increased and relations between the U.S. and Iran have deteriorated under the Trump administration. During the election campaign candidate Trump and Republicans had criticized the deal and deal never gained Republican support. It was also not initially supported by France which called for stronger safeguards on nuclear weapons development. The appointment of John Bolton as National Security Adviser, and Mike Pompeo as the new Secretary of State, who were strong critics of the Iran nuclear deal also influenced president Trump. He was also influenced say aides by the success of his policy with North Korea of imposing strong bargaining pressure with tough sanctions on North Korea including Chinese sanctions, which led to the talks between North and South Korean presidents and the planned Trump meeting with Kim Jong-Un of North Korea. Iran's president Rouhani says Iran will stay with the agreement as the EU countries Germany, France plan to support the agreement. This could also leave an opening for future talks with Iran on a new peace agreement as  president Trump talked about Iranian people deserving a better deal at the end of his 11 minute announcement. As Stephens points out in a op-ed in the NYT Iran's economy needs the removal of sanctions so that focus could shift to economic development, as the lifting of sanctions have yet to result in increasing living standards and building infrastructure neglected during the sanctions years. ...

Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

Society does best when women have a large role and make significant contributions is lost on Europeans and Americans yet a core belief in Asia and in India, where it is is seen as part of the reason for collapse of Asian civilizations to Europeans in the 18th and 19th century. From Europe Chancellor Scholz of Germany says of Harris whom he knows from her attending 3 consecutive Munich Security Conferences as Biden's representative. “She is a competent and experienced politician who knows exactly what she is doing and has a very clear idea of her country’s role, of developments in the world, and of the challenges we face." France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. Lost on Europeans and Americans is this idea that Asians and particularly in India, see the failure to do this as part of the collapse of Asian civilizations to European advance in the 18th and 19th century. From Seoul, South Korea-"I was most impressed when she said that a society that helps its women fulfill their dreams and pursue their professional careers without discrimination is an advanced society,” said Baik Hyun Wook, head of the Korean Medical Women’s Association. ...

Restructuring the company could mean sale of assets, including the sale of its uranium mining business. The French government plans to make Electricite de France take the leading role for exporting France's nuclear technology. The failure of a French consortium to get a $20 billion contract in Abu Dhabi in 2009, has highlighted the need for changing the way France markets its nuclear technology overseas. The French government owns an 87% stake in Areva. Areva has 3.7 billion euros of debt and needs to raise cash for future needs. In 2011 Areva sold its transmission and distribution unit for about $3 billion to a French consortium.

WIth governments of conservative parties in power in France, Germany and Italy, taking steps to help industries and companies affected by the financial crisis, and working to protect jobs, these parties have shelved their market oriented reforms and are enacting policies that protect workers. As a result they are becoming stronger and the socialists and social democratic parties are looking weaker, especially when these parties in France and Germany and Italy have fractured into many groups. Another reason the conservative parties are popular is that by preserving and strengthening the social safety net for health care and by strengthening infrastructure and public transport investment, and exercizing good judgement and pragmatic and unideological based policy in a global economy facing unanticipated problems, they have come to be seen as reliable.

The pound falls in value to $1.30 as Mr. Boris Johnson rejects the requirement stated by Mr. Macron of France that Britain must follow EU rules. Mr. Johnson says Britain  will choose sovereignty over anything else, creating the possibility of a hard Brexit. He says the UK should not be expected to follow EU rules, anymore than the EU should be expected to follow UK rules. Business leaders hope these are opening statements only. 

Mr. Johnson want a Canada style agreement or failing this an Australia style agreement, and failing this he would stay with the existing Withdrawal Agreement with the EU he negotiated earlier. The UK wants to complete negotiations for a deal by December 31, 2020.

About a third of recent coronavirus infections in the UK are from schoolchildren ages 10-19. The UK after a headstart in its vaccination drive has fallen behind other European countries and the US in the vaccination of children and teenagers. UK began vaccinating children in August far behind the US and Europe. On top of this UK under Boris Johnson decided to drop almost all public health restrictions during the summer. The change in Health Secretary happened on June 26, 2021 with Matt Hancock's resignation. The new Health Secretary Javid was to review the health restrictions in place till July 19. The sense of caution and preparedness that prevailed earlier as fallen short since July 2021 with the lack of coronavirus prevention measures such as masks, social distancing and vaccine mandates that were taken in Italy, France, Germany and other European countries, as well as in the US.

Beyond the waste of natural gas when it is flared in areas lacking ways to store and transport small amounts of gas there is the issue of environmental degradation. Large quantities of natural gas in the Permian basin and North Dakota are simply burned to make way for oil production. It is simply uneconomical to transport it to users. Yet this is an issue not just of waste but of the environment too. Flaring of natural gas near oil wells is causing 1% of global greenhouse gas emissions, say experts. 

In places like Iraq this is a problem because of frequent power shortages in the country. Russia, Iran, Iraq and the U.S burn the natural gas near oil wells that is equivalent to the gas used in France, Germany, Belgium combined. In eastern Siberia or in the Sahara desert, North Dakota,  this is in the wilderness areas far from end markets.

A long transport strike and street protests have not affected the pension overhaul of president Macron in France. The French parliament will review the changes to the pension system that consolidate 42 different pension plans into one universal pension plan that seeks to be fair, reflect current conditions including longer life expectancy, and to make the plan financially viable. Other benefits are that it would be more transparent and enable workers to change jobs or careers, says Health Minister Ms. Buzyn.

Macron's new system for pensions calculates pension payments based on the entire salary history of an employee. Previously pension payments were calculated based on 25 highest paying years for private sector employees, and for civil servants on the last 6 months of salary before retirement.

Parliament will debate the new rules in February and the plan is likely to be passed by this summer because Macron has a large majority.

Gandhi's Story of My Experiments With Truth is an autobiography that provides glimpses of life in South Africa and his life from childhood to 1921. It was published in Gandhi's journal Navjivan from 1925 to 1929. It also gives one a real feel of how he experienced the impact of the British Empire and ideas he derived from John Ruskin during the period he spent in London, and the gradual evolution of his philosophy of preserving the dignity of the individual in the context of the ideals of Vedanta and the Indian Upanishads.

With about one fourth the population of California Michigan has done approximately 100,000 tests, compared to about 213,000 in California. This is about twice the rate of testing in Michigan- with the help of the U.S. government- compared to testing taking place so far in California. The lack of aggressive testing in California could also mean there is a lot that remains unknown about the extent of the spread of coronavirus in California. 

That Governor Newson ordered New York to shelter in place on March 19, 3 days after the stricter stay at home order in France on March 16 requiring a document to show police to go outside, shows California like the rest of the country was not that much different. Beaches were packed in California on the weekend of March 15. A lot remains unknown at this point about the spread of the virus. The urban sprawl areas in Michigan are as hard hit as Detroit.

Britain's prime minister spent 3 nights in intensive care for coronavirus. He said the "development of a vaccine is the most urgent shared endeavor of our lifetimes." He will confirm Britain's pledge of 388 million pounds for vaccine research, tests and treatments, part of 744 million pounds to the the global effort against coronavirus. "The more we pull together and share our research the faster our scientists will succeed."

An online pledging conference will take place on Monday as part of the vaccine fundraising drive of the European Union and other countries. The initiative from the EU and president of the EU Ursula von der Leyen, is to raise 7.5 billion euros for vaccine research and development of a vaccine for coronavirus. It has the support of Britain, Germany, France, Spain, Italy, Norway, Japan, Canada, and other countries. The month long investment drive will go on till the Global Vaccine Summit on June 4.

Concern about the spread of the pandemic in the U.S. with the upcoming Thanksgiving holiday and travel to visit family and friends. Seen from Australia and other countries American fatigue with staying at home is cause for concern. Yet this is not entirely American as governments in France plan to have a phased reopening by Christmas, with phase 2 partial lifting of restrictions of the lockdown on December 15. Austria has turned down German requests to close Austrian ski resorts that have cause spread in Europe. The Swiss have also kept ski resorts open. During the summer Croatia and parts of Spain kept open tourist spots to help the economy recover creating the conditions for spread as tourists went back home. 

Beyond this there a complex web of choices. From mental health to hospitals filling up, from jobs and income for service workers to people in nursing homes, all calling for different responses.
