France restricts domestic flights to destinations that can be reached by 2 hours by train after extensive debate in the National Assembly on ways to implement climate change rules. Air France argued that this would affect jobs at the airline during the pandemic. Macron's climate commission had recommended a time of 4 hours by train. Other opinion was that the earlier four hour restriction would restrict access for people in the distant Massif Central mountainous regions of France. The flights from Orly airport south of Paris will use the new rule so flights to Bordeaux or Nantes from Paris will no longer operate. Paris to Nice with 6 hours train ride, and Toulouse with 4 hours will not be affected. Connecting flights from Charles De Gaulle airport will not be affected. Austria has a 30 euro tax passed by a Conservative-Greens coalition that is placed on flights over 217 miles. No flights to destinations that can be reached in 3 hours by train. Under the law overturned by the US Supreme Court it was illegal to carry a gun openly and a permit was needed in New York to carry it concealed. Three Supreme Court Justices appointed by president Trump were of a disposition that opposed gun control laws- Gorsuch, Kavanaugh, and Barrett. The requirement under the New York law was that you had to show "good moral character" and "cause" to carry a concealed weapon or carry a gun openly. Many other states have such laws in California, Hawaii and urban states in the north east. Republican states are loosening gun control laws. This comes as many random shooting incidents are taking place in the US some in schools and grocery stores, the most recent being a shooting in Buffalo, NY. The vote was 6-3 after the Supreme Court for years had avoided hearing such cases based on Second Amendment rights from the Constitution that some had interpreted to include freely carrying guns without any common sense restrictions. This issue is second only to abortion as a cultural issue in the US on which sides are taken by the public including the Supreme Court Justices selected by Mr. Trump. Though not directly apparent these and issues of immigration, other cultural issues surrounding gay rights are putting those who would normally come together on issues of national interest on opposite sides when it comes to common sense support for everyday issues of feeding families, keeping workers employed in good factories at home, child care, education, health care, fair wages, restoring America's manufacturing leadership and bringing back manufacturing to the US. The emergence of Tech and tech companies, Silicon Valley, the finance sector in New York, has reinforced the prejudice in these opposing sides as Tech and the finance sector have largely embedded themselves into the Democratic side. Tech and finance sector employees with higher incomes have largely insulated themselves from the interests of ordinary workers and families creating a split Democratic party when it comes to supporting workers and families who form the vast majority of the American people. In a sense today the national interest is separate from these cultural issues and supporters of national interests can be found in both parties who can look beyond and above these cultural issues. It is also where many of these cultural issues can be resolved to some degree using common sense on which most informed members of Congress can agree. This is true for gun control as a group of bipartisan Senators from both parties are preparing gun control around common sense principles that today are even beyond the capacity of the Supreme Court of the US that itself now reflects a raucous public sphere. ...

America has its own conversation points. Ischinger says we would love to vote in the US election as it affects us greatly. Americans would love to vote in the German and French elections as it affects us. As America fights to give workers and families their rights and invests trillions of dollars in infrastructure when will Germany and France do this? Are Germany and France aware that the Biden-Harris, Biden-Walz fight is for domestic policy to determine foreign policy and this is the domestic policy of America. Wolfgang Ischinger ,who heads the Munich Security Conference Foundation, writes in NYT about the importance of keeping the conversation with European allies going. He says US and European Union do not have a common policy towards China and this needs to be discussed and clarified. US and EU need to come closer for NATO to carry out it's mission now that the EU countries are shouldering a fair share of the defense burden in percentage of GDP devoted to defense. Ischinger says the Europeans are not investing defense dollars efficiently and developing European arms suppliers. His third point is that there should be consistent application of rule of law, democracy and western values in policy to build the alliance. He remains blissfully unaware that the same divisions that are fostered in America exist in Europe and some of them started in Europe- for Europe to be strong it must invest in its People, in workers and families and in infrastructure, domestic policy will become foreign policy.    ...

European perceptions of recent happenings in the Ukraine war and the war's progression from the beginnings over three years will matter in 2025 as Europe, as Germany, France and Britain take on the role of bringing a fair peace to Europe that closes the war and does the reconstituting of defense architecture of Europe under new institutions that needed to be taken up in the 1990's after the fall of the Berlin Wall. There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. As the August 1 deadline approached first the Japanese and then the Europeans who held out till the end sometimes treating the US with disdain and ridicule, realized that the US was dead serious about tariffs. Even the US business community tended to treat DJT tariffs with disdain not realizing that the tariff battles were first fought against Japan by Deputy USTR Robert Lighthizer under Reagan in the 1980's always to get a fair deal for the US. The recalcitrance of the Europeans and the Japanese can be understood by the non tariff barriers Japan placed on US products and the 10% tariff on US autos the European Union had in place for decades when the US only had a 2.5% tariff on German car imports.  The media in the US and Europe has utterly failed to tell the US side of the story. Nickel cadmium batteries - this year 2008 the European Union is banning the sale of all nickel cadmium batteries. Question is why is the US not banning them. And why are companies like Energizer, Duracell, P&G, Mattel, Toys R Us and Walmart still buying them? Why is Panasonic making them? A toy costs $1.50 less to make using nickel cadmium batteries. Are parents aware of what it does to workers making them? Are plants safe in developing countries especially in corruption prone coercive environments like the one in factories in China? Some of the owners of such factories are in Hong Kong, Hong Kong based companies, are they aware enough of the risks and the ethics of doing is? This story is of an engineer who was exposed to factory conditions in a company GP that was supposed to be a good company to work for, and few knew about the effects of cadmium in the year 1995 when she joined. The Panasonic factory is in Wuxi which is not in some remote part of China. And note this about 10% of China's arable land is contaminated with heavy metals such as cadmium according to China's own State Environmental Protection Agency, and the metals are entering China's food supply. 12 studies have shown unsafe level of cadmium in fruits and vegetables. Is this a necessary price of industrialization or is it possible to find a way thats better- a challenge for countries like India. Can there be better protection of workers and still have industrialization? Wouldn't it make sense that a motivated well treated work force will perform better in better working conditions. Aren't there costs involved for workers and owners of such plants. Owners also bear costs, bad press, medical payments, workers leave and good workers are hard to find in the wave of bad publicity and health risks, customers in the west refuse to buy the product, the company's brand name is tarnished forever, as would happen for GP in this case. The coercive patterns of using police to suppress publicity for a Hong Kong Company shows owners in Hong Kong have the same disregard for worker rights, even when living in an area that one hears talk about democratic rights. In just 7 months the Trump administration has a falling apart with business leaders and union leaders on the days following the Charlottesville car attack. Here Richard Trumka gives his reasons in the NYT for withdrawing from the president's Manufacturing Council. He says Trump presented big idea such as infrastructure and fair trade deals but he is not likely to live up to his promises. Only tweaks are expected on NAFTA says Trumka, and labor rights are taking a hit under president Trump. The AFL-CIO was not called to a single meeting by president Trump, says Trumka. He now sees the Trump administration in the same way as other political leaders- filled with broken promises. In the case of the Trump administration he sees working families ending up much worse off. Trumka says a University of Pennsylvania study shows even if a plan for infrastructure comes up the president's budget proposal would sink it- leading to a net loss of $55 billion for highway, water facilities and public transit. Trumka points out the damage to the social safety net as a matter of serious concern- cutting $1.5 trillion from Medicaid, $59 billion from Medicare, $64 billion from Social Security over 10 years. With cuts to construction workers wages, and a 6% cut for government workers. He calls as "morally bankrupt" and bad economic actions the effort for large scale deportation.  He calls the events in Charlottesville and the president's condoning of the violence in Charlottesville by blaming both sides, the last straw for his union. Separately business leaders resigned from two advisory groups. Chase CEO Dimon pointed out that for economic progress the basic consensus in the country must be preserved, and divisive rhetoric can lead to the unraveling of economic progress- the vital link between society, politics and the economy in line with America's ideals being evident to the business community, as well as to labor. ...

Disparities remain after over a trillion dollars were invested to improve conditions in East Germany, yet the positive changes are visible. In this city of Erfurt the burning of lowgrade coal for heating homes made the air less breathable. It could take years just to buy a car. Still Germans in the east are disappointed, as their expectations were high during reunification. Wages in the east are 80% of wages in the west and unemployment is 12%, and the average wealth of east Germans is 40% lower than west Germans. Young people have immigrated to the west, leaving older people and retirees. Because of this the term reunification is less used than the term "die Wende"- meaning the turn or the change. A sense of the loss of the old values forged in a socialist state is still felt deeply by some east Germans and the change has been largely positive but wrenching in terms of a loss of identity, a sense of being treated as immigrants in their own country....

While the rest of the industry was busy building large vehicles and trucks and SUV's Honda invested 16 million dollars and its time in developing a hydrogen cell capable of powering a car to get 60 miles per hour acceleration in 9 seconds, and speeds upto 100 miles per hour, cut the size of the fuel cell to 150 punds and the size of a box shaped desktop PC, and giving the fuel cell 280 miles on one fillup, almost similar to a gasoline car. What is different is the cleanness, no polluting exhaust and 74 miles per gallon. Only 200 will be built initially, but a production line and mass production is the goal Honda is working on. Already the fuel cells are built on a production line resembling a semiconducor factory, and Honda aims to bring the cost of production down to $100,000 in 10 years or sooner. The nice thing about hydrogen fuel cell cars is that there are no byproducts generated except water and heat. It works by the fuel cell combining hydrogen with oxygen from ordinary air to make electricity....

On the way the majority of people in China's rural areas live, and how their lives have worsened with the market system. A lack of democracy makes it harder for them to get a fair allocation of resources. Lack of press freedoms and no constraints on authorites at the provincial and county levels makes the situation even worse.The support systems for health, education have collapsed in the rural areas. Even though life was drab in the Maoist period, basics such as health care and education were free or nearly free. Efforts are to throw more money at the problem are being made. The government has allocated an higher amount of 340 billion yuan or $42 billion for agricultural development and rural services. But as the Economist points out the money is only about an additional $7 per person for the 800 million in the countryside. A large part of the problem is that the lower levels of the government are run incompetently. The lack of democracy means that these officials are not accountable to the people they govern. No effort has been made to make these officials accountable by having elections at the township, county and provincial level. The Communist party is placing all its hopes of keeping a monopoly of power on its ability to spend and manage its way. The Economist's prediction is that this will fail because only democracy can bring the kind of accountability that is needed in the rural areas. ...

Volcker says that even with all the fuss about the length of the Volcker Rule, its important to remember that the regulation itself is only 35 pages. And he says that lawyers for the banks are not honest when it comes to this, because they spent a lot of time finding holes in the rule and were working to add complications to it, and now they are turning around and saying that the Volcker Rule is too complicated. Asked about Dodd-Frank, Volcker says that it does make the U.S safer in a financial crisis because of the crisis resolution process set up under Dodd-Frank legislation. A bank fails and the resolution is clearly laid out- the government takes over and liquidates it, or merges it or sells it. Stockholders don't get a bail out, management is fired, and creditors have to take losses. A lot still depends on having vigorous and alert regulators. He sees two large problems, the Euro crisis and the U.S. deficit, which need strong action. Volcker remains perplexed by why the situation of huge disparities in income growth has not been expressed to a greater extent- on one side the lack of growth in income for the average family in 10-15 years and the other side having the huge increase in incomes at the top end. He does not know of any years when this was as big as it is now- except 1928, 1929....

Central Huijin, part of China's sovereign wealth fund, China Investment Corporation, bought shares of China's four major banks in October 2011 to prevent steep price declines. China's bank stocks have lost about a third of their value in 2011. The four major banks- China Construction Bank, Agricultural Bank of China, Bank of China, and the Industrial and Commercial Bank of China- control two-thirds of the banking industry in China. In China's interlocking system of relationships between the state, the banks and the state controlled industrial companies, Central Huijin owns 35.4% of Industrial and Commercial Bank, 67.6% of Bank of China, and similiar stakes in the other 2 banks. It was created in 2003 to bail out China's banks after bad loan losses, and was transferred to China Investment Corporation in 2007. As part of the 2007 move bonds were issued by CIC to compensate the central bank. This means the banks pay dividends to CIC so that it can make payments on the bonds. Today the 4 major banks pay half of their earnings in dividends to CIC. CIC chief Lou Jiwei, says Central Huijin needs 300 million renminbi a day, or $47 million to pay interest on the bonds to the central bank. The 4 major banks are also under pressure from China's regulators to increase their capital reserves, because of large bad loans to local governments after the global financial crisis of 2008....

The were teams and their tasks, all wedded together in an informal arrangement, in close proximity, with informal communication. Marchionne saw his role as helping people reach decisions, setting stretch goals, and encouraging levels below him to take responsibility and make courageous decisions. He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas. Pakistan has always suffered from tax collection that is some of the poorest in the world. This leaves little money for badly needed infrastructure and roads. At a time when countries such as Indonesia and India are rapidly building roads and infrastructure, Pakistan depends on projects and financing almost entirely from China.  This means dependence on foreign debt financing such as that of the $2 billion Orange Line, Pakistan's first Metro line in Lahore. This is one of the first projects one of $16 billion in projects started from a planned $62 billion under China's Belt and Road Initiative. The problem is that taking on so much debt leaves Pakistan dependent on Chinese financing, with increased debt payments leading to a debt crisis. External debt will double to over $100 billion from a little over $50 billion in 2013, according to the IMF, reaching 30% of GDP. External financing needs have doubled from 4% of GDP or about $10 billion in 2013-2015 period doubling to over $20 billion and 8% of GDP. A steep increase in debt in a space of only 3 years. Pakistan faces problems similar to that faced by other countries including Ceylon, Burma. Pakistan has fallen behind on debt payments for electricity projects, because of problems getting Pakistanis to pay electric bills. Other problems are that the projects use Chinese workers and Chinese contractors so that they do not generate jobs the way projects would normally generate domestic jobs and growth including pushing domestic firms up the experience and knowledge curve in construction and technology. The opaqueness of the deals lead to a lack of required transparency. The projects also lack the almost zero interest financing from Japan of projects such as the first bullet train in India on Mumbai-Ahmedabad corridor because of the lack of negotiating leverage and other problems.  By early fall 2018 Pakistan is expected to seek IMF financing, which would lead to conditions set by the IMF on how much it can borrow and spend under the Belt and Road Initiative, known as the China-Pakistan Economic Corridor or CPEC. This means effectively that the Wst will bail out a country after investments under the Belt and Road Initiative. ...
