The MIT Economics Department helped shape the thinking of influential central bank governors, Mervyn King of the Bank of England, Ben Bernanke of the U.S. Federal Reserve, and Mario Draghi of the European Central Bank. Bernanke (1979) and Draghi (1977) received their Ph.D.s in economics from MIT in the late 1970's, with Prof. Stanley Fischer (1973-94) as their advisor. Charles Bean, deputy governor of the Bank of England followed them a few years later. Mervyn King was a visiting professor at MIT (1983-84). King and Bernanke shared an office as professors at MIT. The MIT school came up with a pragmatic and activist approach which argued there was a role for government when markets and the economy stumbled. This followed a period when economists from the universities at Chicago, Minnesota and Rochester were influential, making the case for efficient markets and businesses holding rational future expectations which were ahead of government planners; saying government should play a minimal role. The MIT trained central bankers have made shaping public and market expectations an important part of policy actions. Draghi's July 23, 2012 remark- "Believe me this will be enough," was an effort to shape expectations after the European Central Bank's July 2012 bond buying actions in the eurozone. Germany has a competing version based in Bonn. Germany's former Bundesbank president, Axel Weber, was the tutor at Bonn University for current Bundesbank president, Jens Weidmann. Both Weber and Weidmann supported austerity measures, inflation fighting efforts of former ECB head Claude Trichet, and opposed Draghi's monetary easing and bond buying efforts to reduce excessive yields of Italy and Spain....

The US supports F-16 training for Ukrainian pilots. Initial training showed Ukrainian pilots able to learn flying the planes in just 4 months. President Biden made this decision and informed G7 leaders in Hiroshima. Biden also agreed to NATO allies transferring F16s to Ukraine. The changes are coming as Ukraine launches a counter offensive against Russian occupation of parts of the country in the east and south. This report says the idea behind it is that it would bring Russia to the negotiating table to arrange an armistice even though it does not settle the key issues behind the war. It would bring an end to the war through a cessation of hostilities. Tighter controls are also put on economic sanctions to limit Russian ability to finance the war without also seeing its effects.

The Obama administration denied approval for the TransCanada Keystone pipeline. President Obama made it clear that the decision was made because of the "arbitrary" February approval deadline imposed by Republicans in Congress, and said this "is not a judgement on the merits of the pipeline." The administration suggested that TransCanada reapply. TransCanada CEO Russ Girling says the company is "fully committed to the construction of Keystone XL, and that it "will reapply for a presidential permit and expect a new application would be processed in an expedited manner to allow for an in-service date of late 2014." Experts say the U.S. could reuse some of the studies and analyses and that the process would take 18-24 months. Alberta's premier, Alison Redford, says she believes the project will get approved.

Serge Galam says in this NYT piece that abstention can affect the election in France. He says abstention from the far left voters is likely to favor Marie Le Pen. He says an overall abstention rate of 25% shown in polls can make it possible to have an uncertain result, and that Le Pen may need much less than 50% of the vote if abstentions are high. If 95% of Le Pen voters turn out and less than 61% of Macron voters turn out there is an opening for Le Pen, says Galam.

Another way of looking at this is the disaffection of the electorate with parties in France, with a high abstention vote even if Macron wins, especially on the far left.

The Journal editorial points out that the refusal to seriously look at the restructuring of Greece's debt is moving from the amusing to the dangerous. Greek 2 year bonds yield 20%, and credit default swaps are priced as though a default is likely. EU denials continue, but Greek, German EU and IMF officials are conceding in private the need to look at this option. The EU thinking was that openly discussing debt restructuring would lead to capital flight, and better to muddle through than to have Greek and European banks take losses and need further bailouts. The editorial emphasizes the importance of Greece restructuring its debt in an orderly fashion. Financial markets have already priced in the likelihood of debt restructuring. Better to conduct serious stress tests with sovereign default scenarios and let investors, taxpayers and governments respond in an orderly way to this situation. The worst possible situation is a Lehman Brothers type panic. The lack of clarity was the biggest problem with Lehman, and the resulting uncertainty led to the financial panic....

At a joint press conference with French, Romanian and Moldovan foreign ministers German Foreign Minister Annalena Baerbock announces 695 million euros of aid to Moldova as it deals with refugees from Ukraine. Out of about 4.2 million refugees that fled Ukraine 2.4 million went to Poland, and 1.8 million refugees to Romania, Moldova and Hungary. Moldova is one of the poorest countries in the region and is struggling to cope with the refugee influx which is the highest per capita refugees. "We have your back," Baerbock told the Moldovan prime minister Natalia Gavrilita. It's just the "kick off point for a long term continuous support platform for Moldova," said Baerbock. Gavrilita formally signed an application for accession of Moldova to the European Union shortly after the Russian invasion.

Moldova a country with 2.7 million people is dealing with an influx of 400,000 refugees. About 100,000 have decided to stay.

At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

It creates a situation in which the U.S. is involved on the Iranian side in support of the government in Baghdad supported by Iran against Islamic State militants, and at the same time on the side of the Sunni coalition in Yemen as the U.S. withdraws from drone bases in Yemen. How Elizabeth Warren, a Professor at Harvard Law School, influenced economic advisor Summers and President Obama in their decision to form a Consumer Financial Protection Agency. She met with Summers recently and they have known each other for a long time at Harvard University. Warren has spoken up for consumers, and written several books and articles on the subject of protecting consumers, credit and economic stress. She was the chief advisor to the National Bankruptcy Review Commission and chairwoman of the Congressional Oversight Panel which acted as a watchdog over the TARP program. Ms. Warren says she first got the idea of a financial products agency while researching a 2003 book about middle class families who did well on one income, but now were having a difficult time coping with two incomes. She made the point that it wasn't overspending by many families that was to blame but poorly designed financial products. In 2007 she wrote an article in the journal Democracy about this idea of an agency to protect consumers of financial products. She says overhauling the regulation of financial products is necessary not only to help consumers make good decisions, but also help "make the market work." And she adds that the market "has been badly regulated" through a system of seven federal agencies, each of which has jurisdiction over some aspect of consumer financial products. Sunstein and Thaler express the idea that there are advantages in having standard products that cannot lie to consumers, and are based on the "fair-dealing, openness and transparency" the President emphasized. Under the current bankruptcy settlement plan of Judge Rhodes bondholders would get $1 for every $5 and pension cuts for ununiformed workers would be about 30%. A library clerk for example could see a pension cut of $400 in a $1400 pension. Retired Detroit firefighters and police would see smaller cuts of 10%. The Detroit bankruptcy is being closely watched as other cities an local governments are facing similiar problems. As part of the plan $1.5 billion would be spent on reducing blight and improvements in the city. About 40% of Detroit streetlights are broken and police response time is about 1 hour. One reader says the unions sent companies to low cost regions and stuck Detroit with the bill. After the bankruptcy of GM and Chrysler the city shaw a sharp decline and many people left the city reducing its tax base and worsening urban blight. The events in Detroit are being watched around the country and had an impact in the vote at the VW plant in Chattanooga, Tennessee, where former mayor Corker cited the situation in Detroit as an issue....

After a helicopter accident Bezos recovered and gained the confidence to fly again with the help of Sanchez. He is currently in the process of getting his own pilot's license. Both are fervent about climate change prevention and plan $10 billion in donations to help climate change prevention. The interview suggests that people with personalities that are opposite one exuberant (Lauren Sanchez) and one introverted (Jeff Bezos) can find something that brings them together. ...
