Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. This WSJ report looks at the work of Alexei Miller as head of Gazprom which supplies Russian natural gas through the Nordstream pipeline to Europe. Mr. Miller is shown to have put too much reliance on the European market which is now shrinking with the European decision to cut dependence on Russian gas. compared to alternative markets in China Russia has invested too little in pipelines to other regions in Asia. He has also not invested in LNG which could be shipped to China and other countries leaving Russia too dependent on pipelines that run mostly to Europe such as Nordstream 1 and 2.  Russia was sending 160 billion cubic metres of natural gas to Europe and only 11 billion cubic metres to China in 2021. A major shift requires much new infrastructure. Miller also did not grasp how shale oil and gas would boom in the US. Mr. Miller started as a 39 year old economics PhD in 2001 when Putin made him head of Gazprom. Both had worked together in St Petersburg local government, and Miller was Deputy Energy Minister for 1 year, briefly head of a pipeline system to the Gulf of Finland. ...

India plans to vaccinate 300 million people in the first drive of the vaccination campaign. The two vaccines approved are the Covishield from Astra Zeneca partnership with Serum Institute of India, and the Bharat Biotech vaccine. India is the largest vaccine manufacturer in the world, and its vaccination production and campaign is being watched closely.  The largest maker of vaccines is Serum Institute of India based in Pune. Countries that are seeking India's help in vaccines are Brazil, South Africa, Morocco, Saudi Arabia, Bangladesh. Brazil has ordered 1.5 million vaccine doses. The Indian government has approved sending vaccines to other governments. Price of 100 million doses to be supplied by Serum Institute to the Indian government is 200 rupees a dose or about $2.73 a dose. Vaccine sold in private markets will be priced at 2000 rupees a dose. Serum Institute and Bharat Biotech have stockpiled 70 million doses. ...

At this point in May (May 22, 2026) a glimmer of hope appears for settling both the crisis in Hormuz and the Ukraine war. Pakistan, Turkey and China following DJT visit to China may be pushing Iran to lower the scale of the conflict. China's first priority was to be accepted by the US at the Beijing meeting as an equal power with the US, and keen to show its willingness to bear responsibility for peaceful resolution in conflict zones as a sign of its maturity as a world power. Much of this is not shown in the media as it is mostly done behind the scenes in communications that the media knows nothing about. Note that even in the depths of the Cold War during the Hungarian revolution of 1956 and Soviet action in Budapest, the US and the Soviets when their economies were not intertwined as the US and China are today, were still talking to each other to limit the conflicts to low level conflict. Hong Kong takeover, China's actions near Taiwan, China's presence in Latin America, Chinese cooperation with Iran, and Russia on Ukraine, China's economic competition in rare earths, are relatively smaller levels of friction considering 1950's Soviet's and the US. At the same time China and the Us are aware of a new bloc emerging in Oslo in May, where India is merging its economy with the Nordic economies of Sweden, Denmark and Norway, and of the European Union and Germany, creating a new bloc of 2 billion people that can only grow rapidly with India's potential to exceed growth rates of 20% in the 600 million Eastern region for a decade. EU would make the shift to strategic partnership with India displacing the vital role the European Union has played in China's growth and economy. This would create new pressures for Russian president Putin to decide it is time to listen to a friend India and de-escalate lower the level of conflict with an initial peace deal that would lead to more talks on a final settlement. Because Russia would have a harder time tackling both India and Germany at the same time. NYT shows on the same day May 22 a report on Russia and a report by the Swedish Foreign Minister Maria Sonegard that say the elites in Russia and Putin were by January 2026 having very serious discussion to change the administration, bring Igor Sechin as negotiaor to end the Ukraine conflict before serious, possibly irreversible damage, to the Russian economy. Sweden's Sonegard says that between 2020 and 2024 Russian economy declined by 8%, not grew by 13% as official figures show, inflation is much higher than 5% as official figures show, and credit is tightening, bankruptcies expected, growth even with oil prices up down to 0.4% for 2026. During 20 years running Russia Putin's No. 1 priority, his life's mission was to restore, then exceed by a large margin the living standards of the Russian people. Having at such great cost accomplished the goal of gaining recognition as a Northern Power in Europe, having gained much of Russian speaking eastern Ukraine, Putin could wisely with self respect wind down Ukraine conflict for good. The US gains something similar to Northern Power status for Russia in its recommitment to the Monroe Doctrine, with Russia withdrawing from any involvement- and China tacitly doing the same-  in the western hemisphere. With that the US can tackle its own losses that match Russian losses in lives- loss of more American lives than in the Korean and Vietnam and WWI combined to drug smuggling from Mexico, Venezuela, Colombia, and restoring rule of law in Cuba, Venezuela, and through drug cartel free Mexico good governance in Mexico.  ...

In 2012 the Bo Xilai incident highlighted the dangers of China veering off its path of development in new directions with demagogic leaders.  The effects of hypergrowth in creating excessive debt, regional inequality and corruption, waste of capital allocation in China, and in the US alienating communities that lost factories to China and major parts of its manufacturing base. Misgivings about this path were becoming more pronounced in the minds of China's new leadership under Xi Jinping. None of this is mentioned by Chris Buckley in his review of US China relations.

Dreams do not have to be just dreams, she says if you just keep pushing and keep trying, eventually you will reach your goal. James Grant reviews the book by University of Chicago Professor Bernard Harcourt, "The Illusion of Free Markets." Harcourt points out that free-range capitalism, with no controls or rules, is a myth. Harcourt says that the state is present in all markets. There is no free enterprise, only the fable. It is the government that grants a charter to the Chicago Board of Trade, the government lays down the rules for a futures contract, and the government protects the property interests of wheat wholesalers. Grant says that the "illusion" of free markets may just be the American people's collective aspiration to less government and more individual liberty.

Germany has performed poorly in banking by copying practices of American banks. Deutsche Bank is a notable example. After years of government scrutiny and investigations into faulty practices, efforts to merge it with other German bank by the government, and losses plus penalties, legal liabilities, the bank's management is now retrenching by cutting down the size of the bank. Tens of thousands of jobs will be cut and the bank returning to a more traditional role of what a bank should be before the faulty practices and mismanagement of the bank resulted in this mess.

Some countries such as France are increasing kilometres of bike lanes in Paris and suburbs. Traffic has dropped in Paris and other cities to a point where people living in cities are looking for ways to preserve some of the good things from the public health crisis such as the quieter streets, less or no pollution, less traffic congestion. Some cities are closing areas on their rever fronts so that people have more room to walk and exercize. Cities doing this are Oakland, Denver, Minneapolis, Chicago and Philadelphia in the U.S., and Calgary, Winnipeg, Vancouver in Canada. Cycling and walking is becoming popular.  In Berlin motor vehicle lanes are being replaced with bicycle lanes in many streets. In Bogota 35 kms. of auto traffic laneshave been converted using cones into bicycle lanes. In March the mayor of Mexico City suggested 130 kms of temporary bicycle lanes. This report in the Guardian says London is one of the cities that have not acted quickly to make these changes for larger bike use. ...

What is it like crossing borders today in Europe during the coronavirus, and what are European cities like at this time. Two NYT journalists Kingsley and Vancon are finding out by driving 3700 miles by car across many European borders. The hardest they find is entering Germany from the Czech border, where they were stopped and questioned in every way. Germany has strict restrictions- you can only leave for 48 hours if it is longer than this one has to do 14 days in quarantine. Germany also has managed the coronavirus better than its other neighbors France, Switzerland and Eastern European countries.

About $200 billion in speculative or hot money entered China and landed mostly in bank deposits which pay 4% interest rate compared to 2% for dollars in the USA with the idea of profiting from the interest rate and the appreciation of the yuan, in the first 5 months of 2008, according to economists at Logan Wright, an economics research firm and at Beijing University's Guanghua School of Management. Beijing's foreign exchange reserves are at 1.8 trillion dollars at the end of May 2008 so even if their is an abrupt reversal of flows of this hot money China would not be protected but an abrupt outflow could hurt the banking system. Amore relevant fear is that this speculative inflow will raise inflation in China as the central bank prints more yuan to buy dollars and keep the yuan from appreciating and then sterilizing the excess liquidity by issuing bills or increasing bank's reserve requirements. Sterilization is now upto its limit and the central bank has raised the reserve requirement 16 times since January 2007 from 9% to 17.5%. The Peoples Bank of China, China's central bank only pays i.9% on reserves so this hurts bank profits and there is a limit to raising reserve requirements also. This leaves one time appreciation of the yuan but this would have to be of some magnitude about 20% to stem the speculative inflows of money trying to take advantage of the appreciation of the yuan. Another problem this situation presents for the central bank is making monetary policy tools like increasing interest rates to calm inflationary expectations not available as the increase in interest rates would only increase the profit to be made in bringing in speculative money into China. So where does this leave the Chinese economic policy managers? Monetary policy will continue to be losse and with large amounts of speculative inflows in the rest of 2008 and into 2009 inflation is likely to continue its upward climb. Inflation was at an annual rate of 7.7% in May. 2008....

Rural towns with populations of about 1000 or 1000 to 5000 are in a acute crisis when it comes to labor supply to run school buses, clean offices, run the town offices, run sports programs for kids, mowing the cemetery lawn, taking seniors out for meals, driving Little Leaguers to Away games. Jon Kamp of the WSJ provides this report from Ashland, Maine, pop. 1200. Leland Tarr is 65 years old and doing all these things. Town manager Martin says Tarr can't retire as there is no one to do this, he can't find people or the money to to hire people. And Tarr says "fishing is calling." All across Texas in towns across the vast hinterland, and in the prairie states including Kansas this situation exists. People in the public workforce in these small towns in rural America tend to be older and replacing them is a persistent challenge. These towns have to offer competitive salaries as not many people want to move to Texas towns like Muleshoe population  5000  on the New Mexico border. ...

Savings for China and Japan by increasing oil imports at low prices could amount to about 1% of the economy for each country. Japan imports of oil are one tenth of total imports, and amount to $75 billion. At prices half of what they were before coronavirus the savings are about $40 billion a year. This will offset some of the drop in economic growth of about 3% in the year ending March 2021.

For countries where the coronavirus has been relatively controlled with manufacturing and infrastructure projects ready to go ahead the benefit is greatest. China expects to see about 7% decline in GDP in the first quarter resulting in minimal growth for the year as long as export markets in the U.S. and Europe remain weak. For India it depends on how long the lockdown continues and how quickly economic activity can resume under new conditions.

Pokhara airport Nepal cost about $200 million but it does not get international flights from India which make it unsustainable. On the 10th anniversary of China's Belt and Road which has invested $1 trillion in development projects in poor countries of Asia and Africa, NYT's Wakabayashi, Sharma and Fu look at the China project that built a new international airport at Pokhara. CMAC initially submitted a bid for $305 million about twice what it would otherwise cost says this report, which was lowered to $216 million. Nepal signed a 20 year agreement with China. Only Chinese firms would be used in construction. A quarter of the loans at no interest. The rest a loan at 2% interest with repayment starting in 2026 from the Export Import Bank of China.

A second suspected Chinese spy balloon is shot down by US F-22 jet using sidewinder missile. This is a smaller balloon than the previous one first detected over Montana in US airspace at 58,000 feet. This object was hovering over Alaska and the Yukon territory of Canada at 40,000 feet, 475 miles east of Anchorage, and was shot down over the Yukon Territory. Airspace below 60,000 feet is considered the airspace of that country.

James Marson tells the story of how Ukraine volunteer forces helped defend Kviv from the Russian army in the early days of the war. As refugees spilled out on the roads the regular army did not have the mobility and speed that volunteers organized in small units. Volunteers quickly blew up bridges and dams to slow the Russian advance until regular army units could move into action. This was how Kviv was defended in March 2022.
