U.S. oil exports are expected to average 1 million barrels a day for all of 2017. In 2016 in some months the average was 1 million barrels a day. U.S. oil exports make up 1% of global oil volumes, yet the added inventory has helped keep prices in the range of $46  to $55 a barrel in mid 2017. American crude is at a $2.50 discount over the Brent crude benchmark, making it profitable to export to far away locations. Back-haul economics also helps as tankers coming back from the middle east can now take crude back with a stop in Europe. Oil exports go to China and Europe. US Supreme Court Justices fail to grasp the importance of education and education affordability in the rise of America as an industrialized nation in the last 150 years- from a largely agricultural rural country to an advanced industrial economy. Comments by Supreme Court Justices show this clearly. Justice Roberts compares a college education to starting a lawn business, failing to grasp the importance of education and it being affordable for all when he asked yesterday whether it made sense to forgive loans made out by students and not say ones made out to someone starting a lawn care business.  Astonishingly the same lack of awareness prevails among Justices appointed by Democrats. Justice Kagan said- "Congress passed a law that dealt with loan repayment for colleges, and they did not pass a law for loan repayment for lawn businesses. And so Congress made a choice, and it may have been the right choice or the wrong choice, but that's Congress's choice." Kagan shows a lack of conviction about the value of education for the US economy, and the serious crisis with the lack of affordability of education in America in America's ability to compete with China and the European Union, through her words. Reporting in the WSJ has shown in the past year- the lack of college enrollment for young men graduating from high school where lack of affordability makes a college education out of reach, and young men falling behind young women. This is a serious problem that America has not seen in its rise as an industrialized advanced nation. The pandemic has worsened this problem. Reporting also shows federal funding of education remains underutilized today because it is seen as burdening with debt. President Biden seeks to change this perception of education that is deindustrializing America and failing the country in its efforts to compete in the world. Steve Bannon is described in this indepth report by Scott Shane as a workaholic, born to working class family with his father a telephone line operator, who went to Virginia Tech and joined the Navy in the hope of advancing a career in politics. At Virginia Tech he won a leadership position of the student organization. He was described by another student who knew him well as passionate but not likely to get much done. The period at Virginia Tech and in the Navy were the Carter years followed by election of Ronald Reagan. The election of Reagan had a huge influence on Bannon- the same overtones of that campaign of Reagan are seen today in the forgotten men and women, white working class families that Conservatives then and Tea Party Conservatives in the Obama years felt ignored. The downward drift of the lower middle class families that saw incomes drop as manufacturing hollowed out in the U.S. with foreign competition, the failure of establishment politicians of both parties to protect American manufacturing and working class families, added to the sense of angst for Bannon. Bannon just like politicians in the Obama camp such as Emmanuel, found the way to politics through finance and gains made as the banking sector and financial institutions made huge financial gains by 2008. This was a stepping stone for their political ambitions. Emmanuel who is also a workaholic and passionate about his views worked to elect a black president, Bannon choosing to do the opposite and push for bringing back the Reagan era. Most on the liberal side see him as part of a racist movement. Reagan was none of those things. How does one reconcile the two? It is possible that seeing the fight against the established politics as an impossible task, Bannon in his passionate temperament did not object to the support of right wing extremists, in the same way that Trump did. As both Trump and Bannon have people of Jewish origin and black people in their circle of friends or family. What incensed Bannon as described here by Scott Shane of the NYT, was that after the financial crisis of 2008, hardly any bank executives who had committed wrongdoing went to jail, his father's line operator retirement savings were devastated by the financial crisis, and working class families struggled harder than ever, that his daughter at West Point was with mostly children of working class families who were the ones fighting America's wars. Many ironies abound in the story. Bannon got his business start in the same financial institutions that were involved in the financial crisis of 2008, Bannon & Co was acquired by Societe Generale. He is from an Irish Catholic working class family in Richmond and attended Benedictine High School, with a mother Doris that worked on the campaign to elect Douglas Wilder, a Democrat, as the first African American governor of Virgina.  The other ironies are in that Bannon sees Trump as "an imperfect vessel" but still good enough, and Trump sees himself as "making all the decisions" when asked about Bannon, as a range of interests struggle to form a coherent movement on the right in American politics- an unlikely combination of a telephone operator's son and real estate magnate's son who built his own real estate business in luxury real estate towers far removed from ordinary men and women they represent. ...

Noam Scheiber of NYT provides this illuminating account of how the changes in employment affected Hispanic Americans since 2004. About 500,000 jobs were created in the U.S. construction industry in 2014. Of this 315,000 jobs went to Hispanics with the highest number in California, Florida, Texas and Illinois, which have large Hispanic population. This has enabled Hispanic employment to reach the pre-recession levels in 2015 before this happens for blacks and whites, according to the Economic Report of the President. The drop in immigrants from Mexico crossing the border as economic conditions deteriorated in the U.S. in 2009-2012, and the stricter enforcement, has resulted in native born Americans benefitting most from the jobs created. Hispanics took the biggest hit following the recession in 2009-2012, with a loss of 700,000 jobs for the 3 million Hispanics employed in construction. During the 2004-2007 construction boom Pew Research shows 1.6 million jobs going to immigrants, of which 800,000 went to native born Hispanics, before the collapse in construction in 2009. This time the recovery is benefitting native born Americans most....

After 3 decades the US is finally offering the scale and scope of infrastructure investment overseas that is needed. President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

Who will take up the difficult work in American childcare centers at $10-$15 per hour when retailers such as Amazon and Target are paying $20-$25 an hour during labor shortages in the US in 2021. As a result thousands of childcare centers in the US are closing and others are operating at a fourth or fifth part of their capacity. The result- less childcare and fewer women able to return to the workforce. Fewer men who can go back to work if caring for a child. This leads to further labor shortages. For a long time retailers like Amazon and Target were faulted for paying wages that made it difficult for workers to support their families. With the increase in inflation of about 5% in 2020-2021 it is even more difficult to pay for essential food and clothing. Another problem that America and Europe have lived through under different administrations in the last 2 decades is now getting even worse. Left to markets alone the whole system breaks down when one by one essential services such as healthcare, sanitation, childcare, transportation, cannot be provided. The US is facing an existential crisis not just in climate change but also in childcare, healthcare services. Both are caused by same source, a lack of emphasis on the right and essential national priorities. The causes go back to faulty capital allocation in America and Europe. $390 billion is allocated for childcare in Biden's plan in October, yet the Biden Families and Workers plan faces resistance. Gradually many of president Biden's programs for women including paid leave, child care and others are being shriveled into smaller and smaller amounts and the $3.9 trillion in spending for the workers and families plan is down now to $2 trillion.  The US and Europe face splits in society with one more urban and from the professional classes and the other more rural and in smaller urban communities and from the less educated classes each having different priorities. Only a clear resolution in the proper direction can bring relief for women, children and all segments of society, needed for a good society. ...

Sri Lanka stumbled badly into economic mismanagement with debt pileup and no action till it was too late without the checks and balances inherent in a parliamentary democracy. Prime minister Mahinda Rajapaksa resigned and with protests calling for the president Gotabaya Rajapaksa to resign, Mr. Wickremasinghe a four time former prime minister was brought back to lead the country out of the crisis. Mr. Wickremasinghe returned with an agreement with the president to restore the powers of parliament which were established since the independence of the country in 1948. Mr. Wickremasinghe has support of the western lending agencies and governments in US and Europe as he and an independent central bank governor Nandalal Weerasinghe with many years of experience working with the IMF seek a way out of the economic crisis. A level of transparency that was present in the early years after independence is being restored as the public suffers from energy shortages and 40% inflation. The foreign exchange reserves of Ceylon (Sri Lanka) were exhausted to the point that the country lacked the funds to let oil tankers in Colombo harbor unload oil and be paid for oil supplies. As a lack of oversight is being corrected Ceylonese are beginning to realize the costs of a unneeded war, wild swings in sentiment for and against parties, deconstructing parliamentary democracy and its checks and balances, corruption and economic mismanagement. ...

The injection of billions of gallons of salt water from shale oil producers in Texas into the ground contaminating ground water. Salt water and other kinds of waste water are byproducts of shale oil production at the rate of 6 wastewater gallons for 1 gallon of shale oil produced. This is becoming a huge problem in west Texas and the Permian Basin. When huge quantities of such water is injected back into the ground it comes back out of the ground in other areas and contaminates groundwater. About half of the US production of oil comes from the Permian Basin. Geologists at the UT Austin say that the pressure in the injection reservoirs in west Texas is now at 0,7 per square foot- at 0.5 per square foot the pressure is enou to have the salty toxic water seep back up to the surface of the ground. This is keeping water management personnel up at night and raising questions about the environmental damage in red hot shale oil production that taxpayers will be in the hook to pay years from now through clearing up the environmental damage. France was exceptionally well prepared says France 24, citing a report in Le Monde, for the SARS crisis in 2002 and the H1N1 influenza in 2009. A billion masks were stockpiled by 2009. Following the H1N1 influenza not appearing in any significant way the media, political parties and the public shifted their attention away from public health crises preparation. For H1N1 the government spent 1 billion dollars some of it going to pharmaceutical labs. The eurozone financial crisis that followed the global financial crisis shifted policy to austerity measures. The entire preparation effort for influenza type health crises was abandoned as too costly.  The same pattern repeated in Britain which was also well prepared before 2010. Austerity budgets after 2010 had little room for public health investment.  One could say a similar pattern was seen in the U.S. Today the worst hit countries are U.S., Britain, France and other European countries. France which had 1 billion masks in 2009 to tackle a possible H1N1 epidemic finds itself with 150 million masks in March 2020 and scrambling to find masks. Some masks which were usable were even destroyed as expired, ministers and experts who had built up the prevention effort in 2009 were even demoted and forgotten, as was much of the preparation in these years. It wasn't just medical supplies pubic awareness had practically disappeared. In the U.S., in Europe, the same situation of a lack of public awareness so that experts, government, and the public could work together quickly, was clear to see. In countries such as Taiwan the preparation led to speedy response at all levels, making contact tracing, isolation of clusters effective. In the U.S. and Europe this early, early, period was lost leading to makeup mitigation measures and the growing sense of a loss of control over the virus. ...

This report in WSJ says China's government faces severely strained government finances. Local government entities sale of land financed 40% of local government revenues in China, and most of these have dried up with the very real loss of confidence in property sector. Government now faces $900 billion in shortfall in revenues says this report. There may be psychological hurdles in China's growth with the effects on mental health from lockdowns in major cities, the revolt in the property sector with home buyers losing confidence in developers, the loss of confidence of foreign investors from US and EU. The dependence on the property sector to carry so large a burden of growth for the last 2 decades in China may now look like an error. The dependence on foreign investment may also be an error as the loss of confidence could mean some withdrawal and a lack of sustained investment.  It could even be said that restraints on both sectors property and foreign investors could have created alternative paths to growth, and reduced the shift of factories from the US and Europe to China that have now caused trade friction and and a reverse shift of investment back to home countries of US and EU. Trade friction has it appears backfired in a way that extends to the overall relationship which could have been prevented by preventing the hyper growth that happened. Greg Ip of the WSJ has argued that compared to Japan's growth in the sixties and seventies from a country of 100 million the hyper growth for a country of 1 billion for 2 decades created a massive impact on communities in US and EU that were dependent on factories that were lost to China. This has alienated large sectors of the public in the US and EU which could have been prevented by restraints on hyper growth in China. Ip says the growth was too large and too fast for the US to cope. It may have permanently damaged the relations between the two countries showing that trade and globalization had unintended effects when left to business which has no comprehension of how the macro developments can affect the relations between the peoples if the other effects in the relationship such as community impacts are ignored which business says is not its role,  and governments staying away from keeping an eye on how it was happening and adjusting for ill effects with restraint and redirection of business policies. ...
