The $2 a share was determined after Geithner and Paulson knew that JP Morgan was prepared to bid $2 a share, and Paulson saw the need to keep the price as low as a higher price would create the possibility of moral hazard. Dimon's view he was buying a house on fire and he had to do in 48 hours what it would take a month to do, Schwartz, view the rumors did Bearn Stearns in ans set the stage for a bank run, Geithner's view the Fed would not have lent money to Bear Stearns directly under its new policy of lending to investment banks because it felt very uncomfortable about Bear Stearns knowing what it knew at the time. Officials say that the first $1 billion in losses from Bear Stearns would be borne by JP Morgan and after the $10 a share upgrading of the Chase offer the Fed lent $25 billion to Bear Stearns/Chase to complete the deal separate from the $30 billion Fed support of the original deal. Fed disclosed that securities firms borrowed an average of $38.1 billion a day through the week ending Wednesday and direct lending to tradtional borrowerswent up dramatically to $7 billion a day up from $550 million a day the previous week and the highest level since 9/11. Ben Bernanke's view it was action necessary in the interest of the American economy, and the bailout of Bear Stearns was a bailout of the markets in general. This includes Asian markets because the pressure was to do something before Asian markets opened Sunday night....

Italy's prime minister, Mario Monti, a senior EU official before becoming prime minister, has the credibility and credentials to bring the French and German sides together on a new plan forward for the European Union, says Steven Pearlstein of the Washington Post. In this report from Rome, where leaders of Italy, Spain, France and Germany are meeting to discuss solutions Pearlstein describes the solutions Monti is putting forward. The European Investment Fund would be built up so that it has funding of about $175 billion or 1% of Europe's GDP to finance truly productivity and growth enhancing projects of innovative small and medium sized business in transportation, energy, education and environmental sectors. These companies have suffered shortages of capital as banks pulled bank from lending. It is the inadequate private investment that is causing the greatest damage in this crisis and $175 billion is at the low end of the amount needed in this crisis. Other steps Monti is pushing forward- for immediate steps to tackle the crisis deposit insurance to prevent a run on banks is essential for European banks. This would come with a eurozone regulatory authority that would have the powers to regulate European banks. The European Financial Stability Facility would be the "sovereign buyer of last resort," under Monti's proposal. Eurobonds come up as a key part of the solution. This is not because German and French taxpayers would be required to finance economies of Spain and Italy. As was shown by the U.S. Troubled Asset Relief Program (TARP) a well designed program could pay for itself. This would include the EU financial authority taking up stakes in the banks getting help and closing banks that are insolvent. The key point is that if properly executed and executed in a timely and appropriate way this does not have to cost French and German taxpayers- the important thing being to support the eurozone economies before the situation deteriorates. Borrowing at 6% for Spain and Italy will only put the situation out of control as deficits rise rapidly. The concessions for tighter regulation of European banking systems, reducing risk in banking, setting up adequate reserves, closing poorly run banks, and ceding powers to a European Financial Authority that can make the final decisions, are the steps that would have to go with these arrangements. Sound financial management requires that the kind of banking risks taken in the speculative bubbles in Spain, the lack of transparency and credibility in banking estimates of bad loans in the system, and the glossing over the problems at Bankia, would have to be addressed in solutions through regulation by a credible European Financial Authority to convince skeptical German public opinion that financial accounts are conducted in a proper manner....

The enthusiasm for Six Sigma was carried by McInerney from GE to 3M. 3M was sluggish at the time and growing bureaucratic over time so an outsider and the efficiency focus of getting more for every buck spent and focus on quality in all processes and designing for quality and reduced defects may have helped to bring a new dimension to 3M. But as the author reflects and Buckley who stepped into McInerney's shoes says aloud, as well as several B School Professors, this imposed on a culture like 3M's that thrived on innovation, the post it note being a classic example, was not going to produce the best results in the long run. Interestingly GE itself under Immelt has emphasized innovation, research and development in addition to Quality Control. Going back over the years Japanese QC actually was taken from earlier work at GE in the 30's and 40's in Quality Control, so it was natural for GE to return to its own accomplishments in this area after a period when it had lost its leading edge in Quality. But foremost GE was about innovation and creativity and new products, back from its origins with Thomas Edison's company. The other GE person Nardelli at Home Depot also tried to bring a numbers only focus and doing it in a marine corps seargent type of way stumbled badly and resigned. So this piece on McInerney and buckley and 3M reflects a quiet shift to thinking of new ways to approach the complex global markets of today and the global competition of today. And the rapidly changing marketplace where shifts in buyer behaviour and competitor innovation create a constantly changing playing field. Is Tata Motors small car at an incredibly low price going to change the car industry, if the same companies can then make better cars at a much lower cost after developing lowcost high quality technologies? What is happening as Apple and then HP achieve success by selling their brands through stores and Dell starts to slip? Why is P&G and Unilever looking at the prospects in selling to consumers with smaller budgets and shifting its focus to these markets for growth? Doesnt this require one to think on ones feet and listen and observe and reflect on what these changes mean? The team of 5 engineers decided they would produce the first Vande Bharat train in 18 months- Project 18. The Indian Express talks to the team of original engineers who were on Project 18.  They are all part of Chennai Integral Coach Factory, setup with Swiss collaboration in 1955. By 2019 the first train was operational at speeds of 180 km per hour, semi-high speed and setting the transition to high speed trains developed entirely within India. Sudanshu Mani, General Manager of ICF, headed this effort and set the target of 18 months. He says China used to import all its trains and one day just decided to make its own- he asked himself the same question, why don't we make our own? Mani was in Berlin for 3 years on an earlier collaboration for train technology in the 1980's. By the 1990's this technology was 20 years old he says. That's how long it took to get anything done in those days, by the time it got started the technology would be obsolete. By 2018 just 2 years before retirement Sudanshu set up the Project 18 team convinced that this was the only way to get it done- to beat the odds. Devi Prasad Dash heads electrical engineering. Srinivas heads mechanical engineering. Pradhan is Chief Design Engineer. They did everything from scratch. There are 5000 others who worked on the project. Dash says it was like T20 cricket, just that they decided to do it in 18 overs. Ever wonder why the train is all white and with blue stripe? Subranshu who was chief mechanical engineer at the time says they tried other colors. Manish Pradhan says they decided on white after one thought that Indian trains are never white because we had that belief that anything white would get dirty faster. That is when we decided to make it all white and it will not look dirty, he says. Sudanshu Mani says he would close his eyes and he would see always the old Indian trains that one would see from the 1960's from Ahmedabad to Rameswaram, and onto Colombo after the ferry. At that time Colombo had Canadian coaches and locomotives under a Canadian aid plan from Talaimannar to Colombo which were like American trains, looked miles into the future.The same thing must have happened to Chinese engineers because Chinese premier Chou-en-lai visited the ICF in Chennai in the 1950's and wrote that Chinese engineers could learn about the new Swiss technologies from ICF Chennai. That is when the Swiss were building their own trains with European technology of that time. China and India, and Japan had no idea about the high speed trains that were in the future. This is how technology advances. This is how people build better lives and how the aspirations and hopes of younger generations become a reality. Somewhere in the dim light of the past there is a Chinese engineer with the undaunted courage, concentration and determination to "Just Do It," and before that a Japanese engineer, and before that a Swiss engineer designing a train for the Swiss Alps, a Canadian or American engineer designing newer trains for the Prairies all the way to British Columbia and California. Note that Goldman Sach's analysts who first predicted that oil prices could reach $100 are now predicting that the downward momentum is building up. The prediction from them now is that prices may go up further than the $96 right now but should drop to $80 by April. Its not too difficult to see why. First on the supply side the momentum for downward shift is not so significant but still there are signs. The Iraqi oil flow disruption either from a Turkish invasion of norther Iraq or from internal disruption is shrinking as the Turks see this as a small operation at most, and the Iraqi law and order situation is improving. The Iranian situation may be stabilizing without US intervention possibilities shrinking. On the supply side the oil majors except for Total see their output shrinking somewhat, and OPEC has not increased supplies significantly as oil inventories have not built up as they do before winter. But overall the supply situation is stable. On the demand side is where the significant downward momentum exists. With the US economy slowing down amid the buildup of the housing tumble and the credit crunch which looks to get worse in 2008 before stabilizing in 2009 and a stronger euro and other factors affecting Europe's expansion oil consumption by industry in the industrialized countries is slowing. Much of the pressure on oil prices comes from increases in demand each year from China and India. Here gasoline is subsidized by the government and this reduces incenive for conservation. The policy of letting market prices be reflected at the pump to a limited degree so as not to seriously affect people is now taking hold in these countries. In China prices were raised 10% and there is likely to be further increase in the near future. This along with the increasing awarenes of the dependence on foreign oil and the need for conservation in both China and India should build pressures in both countries to make the best use of resoures and have users share some of the burden of higher prices. The American and European gasoline market is driven by a public that has not been too conscious of conservation especially in America. It appears that high oil prices have not encouraged conservation, witness that with rebates for higher oil prices and zero interest rates financing large pickups are still selling at levels of 2005, and there has not been a significant reduction in consumption at the pump. What may shift this equation now is probably government mandated fuel economy standards. Europe already has new standards and the automakers there are racing to meet it with new technologies, in America its now almost certain that public sentiment and congressional sentiment is likely to lead to similiar standards or at least significantly improved standard. Public sentiment is already pushing the automakers in the USA to introduce new models with higher fuel economy and use this as a n advertising and competitive edge. This reduction in gasoline consumption at the pump through new technologies in the industrialized countries and through price increases being allowed to flow through in the developing countries of China and India in a stable supply environment where the downward political risks are stable may be the pivotal turning point for the price of oil. ...

Timothy Geithner as New York Fed Chairman was a key person in the rescue of Bear Stearns. In an interview with the WSJ he recounts events and defends his actions on March 14 in a conference call at 5am in the morning with Ben Bernanke, Kohn, and other regulators and staffers and Treasury Secretary Paulson. By 7 am a decision was made choosing from 2 options not to do it, let Bear Stearns fail, and Fed would make an infusion of liquidity into the banking system to reduce the impact, or make a loan to to give time for Bear Stearns to make a merger. Mr Bernanke did the head count and all top officials agreed to the loan option. At 7.30 the morning of March 14 about $80 billion in short term loans would come due. If Bear Stearns went into bankruptcy protection lenders would get back collateral instead of cash and might sell the collateral en masse and pull back trillions of dollars of similiar loans to other investment banks. Also Bear Stearns had trading positions with 5000 other firms so the ripples would extend throughout the banking system. At issue in a Bear Stearns collapse with no Fed loan- a full blown run on Bear Stearns had begun on March 13 with customers and lenders pulling out billions of dollars. The man- Geithner does not have a PhD in economics and has never been a banker or trader, the background of previous chairmen of the New York Fed. He joined Treasury Department in 1988 and was an assistant to first Treasury Secretary Rubin and then his successor Sommers. Geithner was active in the rescue of Mexico, Indonesia and Korea in the Asian and Latin American banking crises. He was appointed to his position at the New York Fed in 2003, so he has 15 years of experience dealing with international banking crises. The criticism- has come from a colleague at the Fed Vincent Reinhart on the oped pages of the Washington Post, and from former Fed chairman Paul Volcker in a speech to the New York Economic Club. Geithner has asked to speak at the same club to give his account and his defense of his action. Note that Bernanke and Paulson and Kohn were in on this decision and voted in favor of it and there appears to be a consensus that all in the conference call supported it. Geithner kind of put it all together and so he is defending it. Geithner's contribution- Geithner pulled in the other players in the financial markets into close communication with the Fed. He assembled an informal advisory group including Rubin, Summers, Greenspan, Volcker, former New York Fed Chairman Corrigan and investment banker Pete Peterson. He would also phone them individually asking : what should we think about an issue? What are the best 3 arguments for or against? What do smart people think? He also initiated a series of dinners at the NY Fed's executive dining room in which 5 or 6 senior executives from a major investment firm would meet his own top people. He also calls CEO's of important banks and investment firms every week in a crisis situation to ask- Whats changed? Whats better? Whats worse? What worries you? And after the credit crisis in August ,Geithner joined Bernanke in a small group that included Fed vice chairman Donald Kohn and Kevin Warsh, a Fed governor, investment banker and White House aide. ...

Michael Porter who is an authority on competitiveness and national strategy, is a Professor at Harvard University. He last servedin a national economic strategy advisor capacity in 1983, as a member of the President's Commission on Industrial Competitiveness. His view is that the USA badly needs an economic strategy. And the political system of the USA discourages developing such a strategy. The political dialogue also discourages the discussion from focussing on the key aspects of a strategy and because of the ideological slant the discussion between Republicans and Democrats tends to cancel each other out leaving the important work undone. What is an economic strategy? Its thinking clearly what are the advantages or strengths America as a nation has and how best to preserve these advantages in the future? And its thinking clearly about the weaknesses, and how to address the weaknesses, and where money and other resources should be allocated and what actions need to be takento get results. As strategy is a long term thing, it requires patient and perseverent effort and allocation of resources. The strengths he goes on to list are, an unparalleled environment for starting new companies and the science and technology, and the regional universities and clusters of high tech workers and resources in different regions of the country,the educational institutions for higher education, and the committment to competition and free markets, efficient and deep capital markets, and the acceptance of the uncertainty and cost in the huge job churn (restructuring of industry that destroys millions of jobs per year with net positive job creation). The problems that have arisen with these advantages have compromised some of them. Free markets are not really free as anti-trust enforcement has been lax resulting in mergers dominating markets and weakening compeititon. Many times the "free market' talk has become rhetoric and distorted for individual purposes. And regulatory oversight has been weakened in the name of "free markets", as if the market system could be run with no government regulation at all. The weaknesses are: remaining an energy inefficient nation even as countries like Japan have become increasingly and way more energy efficient, and doing nothing about it, not having any policies to fix this and assign a big priority to it. In the area of access to education, which is critically important to national competitiveness, the US ranks poorly in the number of college graduates and in the opportunties for access to college across the middle and working classes. Says Porter, the US ranks 12th in the college or higher educational attainment for 25-34 year olds. And the US he says has made no progress in this area for 30 years. This is a disturbing trend in a economy that must have the education and skills to justify its high wages, and how will Americans compete for jobs that can be moved elsewhere in these circumstances he asks. Strategy requires honesty with ourselves in identifying and addressing the strengths to be preserved and the weaknesses to be fixed. Solutions have to go to the heart of the problem, with the patient effort needed for longer term solutions, when problems have become embedded in the system, and in the habits, culture, and way of doing things, that will produce disaster down the road. Wen it comes to spending on priority investments, Porter prefers to tax rebates the spending that goes into educational assistance and into logistical infrastructure. ...
