Former Defense Secretary Leon Panetta's "Worthy Fights" provides a better perspective on the Syria-Iraq conflict- about a conflict in Syria that was the result of president Obama not acting when a "red line" of the use of chemical weapons was crossed. A similiar point is made by U.S. Secretary of State Clinton. Both advisors to Obama were ignored in favor of Mr. Donilon and other White House adviosrs who lacked the experience of Panetta and Clinton. On the Iraq conflict Maliki's misguided sectarian policies were not sufficiently constrained by U.S. effort to preserve earlier hard won gains under the Bush administration. At the end of the Bush administration Iraq was returning to a peaceful period and the war had largely been won against old Saddam loyalists in Anbar province. Ultimately Obama's lack of experience in foreign policy and his failure to heed the advice of people with that experience such as Panetta and Clinton, was the basis of the crisis inadvertently created in Syria by a tendency of inaction. The Syrian situation was not fully grasped as leaving Sunnis to suffer Assad regime air attacks creating 2 million refugees, something that should have prompted action by the international community. With Sarkozy gone in France and Cameron unable to convince the U.S. alone, or move forward with the French unilaterally, the inaction phenomenon of the Obama White House left the entire Sunni communty throughout the Middle East without any support as they watched the destruction in Syria. ...

Spain's Budget minister, Cristobal Montero, said the government would have a new credit line and provide an early infusion of $10 billion to aid financially troubled regions. Many of the regions are in such financial straits that they are unable to pay suppliers, and this is putting many small businesses in serious difficulties. Spain's prime minister Rajoy says the Spanish government needs to be concerned about what is happening in the regions, and that he would help regions as long as they meet their budget goals. Spain adopted a decentralized model after the years of the Franco dictatorship, and regions handle education, health care and social services, culture and providing services. With the economic crisis following years of free spending by the regions, the extent of this autonomy and the lack of budget controls is being called into question. Officials from regions such as Aragon, Valencia and Murcia have called on the federal government to play a bigger role.

In many ways showing the price countries and the people pay when growth is mismanaged. A major crisis is hitting countries such as Brazil as fewer young people and young workers support an aging population of retirees. This is to be seen in the money allocated in Brazil's budget- only 3% goes to infrastructure, 3% to education, health gets 7%, and retirement system takes up as much as 43% of the budget. Increasing retirement obligations are nearly bankrupting the Rio de Janeiro state government.  At the core of this crisis is a steadily aging population that is happening now faster than in the developed world. Also part of this is the fact that fertility rates have dropped rapidly in Brazil, the rest of Latin America, and in China. It took just 27 years in Brazil and 11 years in China for fertility rates to drop from 6 to below 3, creating a situation where there are fewer young people to join the workforce as retirees live longer and the retired population increases. This report shows that it took 82 years for the fertility rates to drop from 6 to 2 in the U.S. so that the U.S. had a longer period in which to build up infrastructure.  Only 50% of Brazil's sewage is treated, and sanitation systems need investment. The average adult has about 8 years of schooling. An unfunded and unfundable social security system means infrastructure, health and public services such as transportation will remain unfunded for years to come. China's policymakers have done far better by building infrastructure rapidly yet face the same squeeze of aging population lower fertility rates as China's modernization continues. India needs to learn from such failures and successes in framing its own policies. Unrealistic giveaways or promises such as Brazil's retirement age of 55 and poor priorities of soccer stadiums in the northeast over sanitation, health, education, have a steep price. Good intentions are not enough as the Workers Party in Brazil granted pensions to farmers and informal workers without generating the sustained growth needed for funding the pension system, with $3 billion paid in and $36 going out for this added benefit.    ...

Russian prime minister Putin makes a road trip that stretches for 1,240 miles from Khabarovsk, near the Pacific coast, to Chita, a city near the Mongolian border. For half of the distance Putin drove a Russian made Lada compact, and for the other half he used a minivan. He seemed to be enjoying the trip shown on state media. The Wall Street Journal shows a picture of him filling gas in his yellow Lada car at a gas station somewhere in Siberia. Political analyst Alexei Makarkin, says the Medvedev-Putin partnership seems to work well, with Medvedev appealing to educated urban middle class, and Putin to the working classes with his informal style and manner. Driving on the soon to be completed Amur highway -which is historic because it links eastern and westen Russia for the first time- Putin was able to connect with local people and working class folk in small towns on the way.

It may come as a bit of a shock to learn, that the entire country of Nigeria produces about as much electricity at electricity generating facilities, as the electricity used around Japan's Narita airport. Most people in this country of 150 million people, get electricity only for a few hours a day. As a result two thirds of all electricity consumed in Nigeria is produced using small scale generators. President Jonathan's plan to raise $3.5 billion to increase electricity supply 13 fold. Since the 1990's the capacity increased by half, but distribution is extremely poor, so that the actual supply has remained flat. One result is a very small manufacturing sector, of about 4% of GDP.

Scott Bessent also had connections with the office of Druckenmiller. He is also a lecturer at Stanford Business School and a scholar at the Hoover Institution. He is married to Estee Lauder heiress Jane Lauder, and has spent the years since 2011 at the Stanford School.  Current Fed chairman was appointed by DJT in 2017 and retires in May 2026. If Powell continues as a Fed governor Warsh would take the seat vacated by Stephen Miran when he retires as Fed governor this week. Meantime the Fed under Powell faces an investigation by the Justice Department regarding renovation of its buildings and Senator Thomas Tillis on the Banking Committee says he will not support Warsh until that issue is resolved in favor of Fed retaining its independence. What is unique about Warsh and his selection by DJT? He is a Republican of long standing and his current views are that interest rates can be lower if the Fed reduces its holdings of Treasury securities and mortgage securities it holds. DJT's frustration is that Powell raised interest rates to fight inflation and after DJT became president was slow in cutting rates to boost the economy. DJT's resort to tariffs as a tool in world trade to ensure a level playing field with China when all other tools had failed means more uncertainty in the economy and DJT wanted the Fed to support his policies by lowering rates. ...

Gone are the days when India caught up in a vague "non-alignment" movement that the Europeans are now practicing by distancing from the US, India accepts a robust US-India partnership in the interest of all countries.  Jaishankar put it this way to support the US-   “One, that we advocate dialogue and diplomacy to address conflicts. Two, we support safe and unimpeded maritime commerce. Three, we demand scrupulous respect for international law. Fourth, we are against the weaponisation of market shares and resources. And five, we believe in the value of trusted partnerships and resilient supply chains to de-risk the global economy. Rubio met with Prime Minister Narendra Modi on Saturday.  An interim agreement on trade is being prepared so that a final agreement on trade and investment can be signed. On energy India is keen on getting energy supplies from the US, - “We spent some time today discussing energy issues, and again, you’re all aware that our government’s fundamental responsibility is to address the needs of 1.4 billion people. Ensuring the accessibility and affordability of energy for them is our prime objective. Secretary and I therefore welcome the expansion in our energy trade in recent months. As farm product rotted on farms because of a lack of buyers, India has come up with new ways of getting farm agricultural product to buyers in urban areas. The Indian government has approved online sales direct from farmers to buyers outside the country. Within the country enterprising farmers  and app developers for farm produce sales directly to consumers in cities are changing the way agricultural produce distribution works. This report in the Guardian shows how sales are being made from remote Meghalaya state to buyers in cities for product ranging from turmeric, pineapple, jackfruit, and cashew. Prices are about 70% higher helping boost farmers incomes.  Several states have relaxed rules allowing farmers to sell anywhere in the country.  In other parts of the country this is happening with a proliferation of such apps creating a virtual marketplace. Other examples are a grape orchard farm in Gudahalli with sales made in Bengaluru at 30 apartment complexes. One site founder in Chandigarh says he has in 2 months sold 20,000 tons of produce ranging from avocados of the Nilgiris to papaya from Chattisgarh. His app Harvesting Farmer Network also helps with packaging and delivery. In other developments Gaia Agritech is helping farmers on the Konkan coast in Maharashtra hit hard by a pause in exports, sell to housing societies in Pune and Mumbai. This is part of a broader debate in India after coronavirus pandemic. One idea is that people have a family farmer just like they have a family doctor, encouraging organic agriculture, fresh produce for healthier living. By helping farmers it makes for a better economy, as about a sixth of India's GDP comes from farmers and most of the jobs are in farming and agricultural economy. ...

Ring-fencing the retail operations of UK banks from possible losses in the investment banking activities was part of proposals by the Independent Commission on Banking in the UK. Now a parliamentary commission calls for periodic reviews of such ring-fences to ensure this separation is actually still in place, and not been diluted or otherwise removed by bending the rules to favor banks because of lobbying by the banks. It says "over time the ring-fence will be tested and challenged by the banks. Politicians too could succumb to lobbying from banks and others, adding to pressures to put holes in the ring-fence." The report emphasized that a lot more needs to be done to restore standards in banking, especially after recent reports of LIBOR and other revelations of market rigging and corruption. The emphasis in the report is for banks "to be discouraged from gaming the rules."

Spotify is in the same position as Netflix in 2011 with its margins restricted by the fact that most of the major TV content was controlled by a few companies. It broke out of this with its own TV series "House of Cards." The gross margin at Spotify is at 24.5% but it will be hard to bring it up because Spotify is dealing with a few producers of music for licensing deals, the big 3 and Merlin controlling 87% of songs streamed.

Competitor Apple Music has the deep pockets to offer music subscriptions on plans that are minimal cost in the first year. This puts pressure on Spotify with monthly subscriptions dropping to $6.55 or 5.32 euros in 2017 from 6.84 euros in 2015. This pressure on pricing from Apple Music will only grow. Spotify meanwhile has not made profit since its founding.

The firing of Tata CEO Cyrus Mistry by Ratan Tata, former chairman of the Tata Group, leads to a prolonged crisis at the companies of the Tata Group. A vote is needed at Tata Motors and Tata Steel for Mistry to be ousted from these companies following a vote to oust him at TCS. The parent company's board of directors have voted to oust Mistry. The expert view is that the crisis will not last much longer as all Tata companies need the Tata name and will eventually fall in line with the wishes of Ratan Tata. Ratan Tata followed J.R.D. Tata, and Jamsetji Tata, both legendary leaders of the company. Though Mr. Mistry's family owns 18% of the company, much of the reputation of the company lies in the Tata name and the work of JRD and Jamsetji, so that the 660,000 employees of India's largest company are likely to see this as a temporary setback in the long term.
