This discussion in WSJ brings up an important topic- how can America get the most out of its infrastructure dollars, make the $1 trillion infrastructure go a long way towards fixing the nation's dilapidated and crumbling roads, highways, bridges, and other infrastructure? The three experts point out that there is lack of coordination between different government agencies, between agencies and the private sector engineering firms. They are all working in silos with little connection to delivery times and delivery quality of end product. There is a lack of transparency at all levels of infrastructure work and spending, so that the end delivery and problems are not seen in relation to final delivery of end product, visible to all on one site. There is a third problem say the three experts in the lack of investment in professional development and training and technology for the people in the government agencies.  The result is that the US with its higher costs for construction work and the delays for getting approval, and the bureaucratic hurdles, ends up with getting much less for the buck than other countries. Even a newcomer to infrastructure development if it gets it right can be ahead of the US. India is looking at the pitfalls of infrastructure development and eliminating hurdles. With its Gati Shakti Master plan given the personal support of the prime minister India is correcting precisely these three missteps that are cited in the WSJ for the US infrastructure buildup. Under Gati Shakti all government agencies at city, state and federal levels fall under one umbrella to work in coordination. The focus is always on end product and delivery of end product. The siloing of projects is considered a serious pitfall and avoided at all costs. Transparency is considered essential and so is visibility in that at any time one can turn on a site and see where a project stands in its delivery date of end product. If there are problems they are put on the site so that all participants can see it to come up with solutions. By doing this a country with fewer resources can make them go a long way to come up with the kind of infrastructure that is seen in rich countries with more waste built into the process.   ...

India has focused efforts on developing human capital and employment intensive sectors. This contrasts with the non concessional loans that finance infrastructure projects often with Chinese labor that do not generate the jobs Sri Lanka or Ceylon so desperately needs. Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. Many new projects can also be done with the economic cooperation and assistance of UK, U.S. Japan and India to broaden the range of possibilities and financing. ...

This WSJ report looks at the work of Alexei Miller as head of Gazprom which supplies Russian natural gas through the Nordstream pipeline to Europe. Mr. Miller is shown to have put too much reliance on the European market which is now shrinking with the European decision to cut dependence on Russian gas. compared to alternative markets in China Russia has invested too little in pipelines to other regions in Asia. He has also not invested in LNG which could be shipped to China and other countries leaving Russia too dependent on pipelines that run mostly to Europe such as Nordstream 1 and 2.  Russia was sending 160 billion cubic metres of natural gas to Europe and only 11 billion cubic metres to China in 2021. A major shift requires much new infrastructure. Miller also did not grasp how shale oil and gas would boom in the US. Mr. Miller started as a 39 year old economics PhD in 2001 when Putin made him head of Gazprom. Both had worked together in St Petersburg local government, and Miller was Deputy Energy Minister for 1 year, briefly head of a pipeline system to the Gulf of Finland. ...

India plans to vaccinate 300 million people in the first drive of the vaccination campaign. The two vaccines approved are the Covishield from Astra Zeneca partnership with Serum Institute of India, and the Bharat Biotech vaccine. India is the largest vaccine manufacturer in the world, and its vaccination production and campaign is being watched closely.  The largest maker of vaccines is Serum Institute of India based in Pune. Countries that are seeking India's help in vaccines are Brazil, South Africa, Morocco, Saudi Arabia, Bangladesh. Brazil has ordered 1.5 million vaccine doses. The Indian government has approved sending vaccines to other governments. Price of 100 million doses to be supplied by Serum Institute to the Indian government is 200 rupees a dose or about $2.73 a dose. Vaccine sold in private markets will be priced at 2000 rupees a dose. VW hopes to expand in India with a plan to increase market share from 2% to 10%. VW has a plant in Pune, and Skoda has a plant in Aurangabad. In contrast to China where buyers look for high tech features such as mobile connectivity, buyers in India are looking for affordable cars of good quality. VW is interested in the Indian market because further growth of car sales is expected doubling from 3 million cars in 2016 to 6 million in 2030, according to CAR automotive research center. We give here what is left out in the review of US China relations in the NYT. In 2012 the Bo Xilai incident highlighted the dangers of China veering off its path of development in new directions with demagogic leaders.  The effects of hypergrowth in creating excessive debt, regional inequality and corruption, waste of capital allocation in China, and in the US alienating communities that lost factories to China and major parts of its manufacturing base. Misgivings about this path were becoming more pronounced in the minds of China's new leadership under Xi Jinping. None of this is mentioned by Chris Buckley in his review of US China relations.

Her idea of happiness is waking up and just being excited to do things she is doing and having a good feeling about being surrounded by all the people. She just wants to wake up every day be happy and be excited to train. On cultures Naomi says most people can relate to only one culture, she can relate to two cultures. She grew up in a Japanese, Haitian and American household. Her mom Japanese, her Dad Haitian.This gives her more perspective, to see the world a little bit differently than others. Dreams do not have to be just dreams, she says if you just keep pushing and keep trying, eventually you will reach your goal. That could take 5 years, if it takes 10-20 years, that is part of the process. ...

Germany has performed poorly in banking by copying practices of American banks. Deutsche Bank is a notable example. After years of government scrutiny and investigations into faulty practices, efforts to merge it with other German bank by the government, and losses plus penalties, legal liabilities, the bank's management is now retrenching by cutting down the size of the bank. Tens of thousands of jobs will be cut and the bank returning to a more traditional role of what a bank should be before the faulty practices and mismanagement of the bank resulted in this mess.

Some countries such as France are increasing kilometres of bike lanes in Paris and suburbs. Traffic has dropped in Paris and other cities to a point where people living in cities are looking for ways to preserve some of the good things from the public health crisis such as the quieter streets, less or no pollution, less traffic congestion. Some cities are closing areas on their rever fronts so that people have more room to walk and exercize. Cities doing this are Oakland, Denver, Minneapolis, Chicago and Philadelphia in the U.S., and Calgary, Winnipeg, Vancouver in Canada. Cycling and walking is becoming popular.  In Berlin motor vehicle lanes are being replaced with bicycle lanes in many streets. In Bogota 35 kms. of auto traffic laneshave been converted using cones into bicycle lanes. In March the mayor of Mexico City suggested 130 kms of temporary bicycle lanes. This report in the Guardian says London is one of the cities that have not acted quickly to make these changes for larger bike use. ...

James Grant reviews the book by University of Chicago Professor Bernard Harcourt, "The Illusion of Free Markets." Harcourt points out that free-range capitalism, with no controls or rules, is a myth. Harcourt says that the state is present in all markets. There is no free enterprise, only the fable. It is the government that grants a charter to the Chicago Board of Trade, the government lays down the rules for a futures contract, and the government protects the property interests of wheat wholesalers. Grant says that the "illusion" of free markets may just be the American people's collective aspiration to less government and more individual liberty.
