Sri Lankan High Commissioner Milinda Moragoda, is interviewed in Indian Express in Idea Exchange, with Shubhajit Roy, moderating the questions. Moragoda explains what happened over the last three decades and how Sri Lanka got to this point. About politicians he says Sri Lanka has too many politicians, and the violence of the JVP in the south and LTTE in the north and northeast set the country back by decades. Leaders from J Jayawardene, Kumaratunga to the Rajapaksas all failed to understand the spiral downwards of the economy, says Moragoda. Debt increased and 80% of the government revenues goes to pay pensions and government employees, leaving only 20% for debt service and little for investment in the economy. He says there are 1.5 million government employees and 500,000 pensioners, for a country of 22 million people. Of the population of 22 million about one million Tamils left the country during the civil war, and another 1 million people are in West Asia. Moragoda says most of the borrowing came after 2009 as the civil war ended with $12.5 billion borrowed or 40% of the total debt. About 80% of government revenues goes to pay pensions and government employees and another 70% goes to pay interest on debt, but he does not elaborate or explain this. What one can say from the experience of other countries in debt spiral is that at some point the interest accumulates to create a vicious cycle of interest on the cumulative total which includes interest from earlier years. Argentina is a recent example. And he makes no effort to say how he sees Sri Lanka is finding a path out this situation with a $2.9 billion IMF loan on debt of $51 billion.  Of the $12.5 billion borrowed since 2009 Moragoda says "that's  40% of our debt." Yet the total debt on which Sri Lanka defaulted is shown at $51 billion. $12.5 billion is 25% of the $51 billion. He does not provide any details about the financing terms on which Sri Lanka borrowed. It is clear that the interest rates were high over 6% in many cases which can be very burdensome for poor countries dependent on commodity exports. Countries such as Greece with debt crises had very large numbers of pensioners and government employees in Europe during the eurozone crisis, but nowhere does it show that it took up 80% of the government revenues in Greece. The number of government employees range from 1 to 1.2 to 1.5 million according to different figures for Sri Lanka. Even in Greece the number of public sector workers in government were 616,000 by some estimates during the severe eurozone debt crisis years around 2015. They are now estimated at about 369,000 in 2020.  Without a clear idea of these figures and transparency it is hard for any economy to be managed in a prudent way. He says Sri Lanka's economy is too small to get attention and investment it needs from India, and that the Adani investment shows that this can still be made to happen. India remains Sri Lanka's key partner as it grapples with this crisis. ...

With 10,000 bakeries total sales in Germany are $15 billion for bread, and Germans take in 123 pounds of bread and baked goods in a year per person. ...

Fruit and vegetable gardens one can harvest for free in the Rhine River Valley city of Andernach, a medieval city that is one of the oldest settlements in Germany. The city administration launched this project in 2010 to get more local people engaged in the outdoors in their community and raise awareness of how food is grown. The plants cover tomatoes to pomegranates. The mayor hopes other cities around the world will follow this example. The mayor Anneli Karlsson says one does not feel such a relationship to plants as when one goes out and picks out the food, the salad, that one is then going to use for dinner that evening. This is an idea that cities in Europe, the US and other parts of the world can take up in the middle of the current rise in food prices, so that the interest would lead to closer relationship with the food grown around us, and in even growing it oneself in one's own garden. In the first year 100 varieties of tomatoes were planted. Then other edible plants were added. It includes Greek mountain tea leaves as well as the usual pumpkins, potatoes, grapes zucchini, kale, almonds. No pesticides so it is all organic. There aren't any fences one just takes what one needs.  The gardens are good for tourism. They also hire unemployed people to add to the workers in addition to the team of gardeners. Chile's new constitution that replaces one written in 1980 under military rule, is likely to be rejected in a vote on September 4. It puts every conceivable right into the constitution beyond the basic rights of fairness in the economic, in incomes, in health and education services access, and pensions the original reasons for the two years of protests. About 80% of the Chileans voted in members of the constitution drafting boy the Convention. About 47% say reject and 38 say accept, 17% undecided at this time in a poll cited by DW.com. Controversial are judicial setup for indigenous groups (13% of Chileans), abortion in a predominantly Catholic country, and women holding 50% of positions in all public positions as mandatory, and the environment in a predominantly copper export based economy.

The exercize from Aug 19 to September 8 was for 2500 personnel and 100 aircraft from all over the world called Pitch Black in Australia's Northern Territory. Next year Gemany plans to have its army participate in Australian exercize. Chile's new constitution was drafted after a vote on a constitutional convention in which many people not involved before and on the fringes of society including indigenous groups were elected. More than half are independents and from different groups of society not well represented before. As a result of this the lack of experience has led to enshrining every single right that one could think of instead of focusing on what the protests were about about - the pension system, unfairness in access to health housing and education in the way funds are allocated from the budget, and promoting fairness in government.  At this time there is no certainty that it will be passed. A 36 year old student protest leader Gabriel Boric is the president elected after two years of protests about the unfairness of the system that took shape under a constitution written by a military dictator Pinochet who ran the country from 1973 to 1990. Pinochet came to power in a coup that is common in the history of South American Republics such as Brazil, Argentina, Chile and other countries. During the period of the government of Marxist president Salvador Allende the country was polarized resulting in the military taking over.  If the constitution is rejected a new convention will be formed to write a new constitution. In following the Structure of the US, Canadian, or British constitution, or the Indian it is important to look at the document so that it will stand the test of time rather than simply enumerating the rights of man. It is also important to focus on how to make the basic rights such as food, housing and education be well funded and society to be run along lines of basic fairness in incomes, while protecting enterprise and industry that can create new wealth for the country. The large South American economies are mainly dependent on commodities for export and there is a need to fund new business sectors which are not in commodity products- copper in the case of Chile- so that the economy can develop in a way that funds progress in incomes. ...

It is not commonly realized how much of an economic collapse Russia suffered as a result of Mr. Gorbachev's failure to plan a smooth transition out of communism- a 40% drop in  drop in GDP, a peak of 2000% increase in inflation, and drop in life expectancy from 69 years to 65. With lack of safeguards in place for vulnerable sectors such as the elderly and displaced workers, no setup for securing the rule of law, no periods of experimentation with market economy in parts of the country as China had done. Krugman says it was worse than the Great Depression in the US in the 1930's, a particularly traumatic period Americans remember, because the collapse was deeper, and the rogue elements took over parts of the economy leading to a breakdown of the rule of law. One hears too much about the fall of the Berlin Wall, great for West Germany and less about the trauma this was for elderly and vulnerable workers in  East Germany, and for Russia as a whole. Here Paul Krugman describes what happened and how this brought to power another group under Putin. For Putin and many Russians these are the memories that lead them to say it was the "greatest catastrophe" of the twentieth century. Krugman has put this in graphs showing the economic data from multiple sources, including the World Bank and US Bureau of Economic Analysis. The graphs show the Great Depression in the US was about loss of 27% of GDP, inflation was not severe and FDR ensured both rule of law and hope with his election to tackle the problems, including America's vast resources. ...

This report in the NYT says a little known donation raising method used by the Republican National Senatorial Committee may affect Republican chances of taking control of the Senate in the US. The method is considered part of hyper aggressive methods that ask people provocative questions such as "Should Biden resign?" in millions of text messages sent out and asked to reply click YES to Donate, the amount is then processed immediately, says NYT. It was so controversial that WinRed the main Republican donation processing platform banned the practice. It appeared to be working earlier but with the cost of living crisis in 2022 donors are holding back. NYT says the digital ads to get these donations cost more than the donations in some situations. It cost $23.3 million for digital ads and expenses and raised only $6.1 million leading to a $17 million deficit, according to NYT. Senate Minority Leader Mitch McConnell now thinks it could affect chances for the Senate. The NSRC Republican group has $23 million about half what the Democrats have. ...

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

This editorial in The Guardian points out that only a tiny fraction of the British people, merely 160,000 members of the Tory Conservative party are for the last 2 months in July and August 2022 determining what kind of government Britain should have at a time of cost of living crisis. Most of these 160,000 are male, upper class, older and propertied. No government action is taking place to protect people from cost increases. In France the energy price increase is limited to 4% by the government, Spain is doing the same to limit cost increases. And in Britain Ofgem regulator has allowed the price cap for energy to triple relative to a year ago and no minister there available to answer the public's questions, kind of surreal.

About 19% or one in five do not have access to books at home in Britain, new research shows. A recent report shows 51% of parents find books just too expensive. The National Literacy Trust Report shows 64% of parents say the amount of money they have to spend on books has decreased. The findings are alarming as 1 in 13 children do not read at all, and only half of the children read daily.  This has serious repercussions on children's futures- in school, in college and in the job market. Reading habits develop with access to books at home and at libraries. Owning books encourages children to develop reading habits. The very basis of the fair societies and democracy of the UK, US and Europe is the access to books and reading for all parts of society and people at all income levels. Without this democracy cannot be sustained as the population is less and less literate and unable to preserve and protect its freedoms or misled by political leaders. The current threats to freedom Mr Biden has pointed out at Independence Hall in Philadelphia arise from this neglect that opened up with the neglect of manufacturing communities in the US and Europe which gradually eroded incomes and access to the goods and services that were opened up through the improvements of the last half of the 20th century. And improvements then lost in the "free markets" period of the last three decades that shifted manufacturing and jobs overseas, and reduced incomes of ordinary people.  ...
