This is leading to its complete collapse only two years after its success at elections winning 33% of the vote. US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. Her husband Misha Glenny, 63 years, the writer and producer of the BBC 4 series How to Invent a Country, took a British Council scholarship to study in Prague at the age of 21. The neglect of British Council is happening at the same time that Germany is rejuvenating the Goethe Institut with new leadership and making it an instrument of cultural and educational exchange with Africa, Asia, and Latin America. This needs to happen with the British Council. People in these countries look for cultural and educational exchange with Europe and America through these institutions of culture and education. The libraries of these institutions perform an invaluable role. Long forgotten is the role these institutions including the US Information Service played in Asia, Africa and Latin America in the period after World War II, long before Misha Glenny's time. There is eagerness, even a hunger to learn about other countries in the young minds of Asia, Africa and Latin America, and this makes for a two way exchange that helps Europe and America learn about these countries- the way the Goethe Insitut is now setting as a new model for the future.      ...

In this long interview he answers questions from Le Monde. He says US may withdraw its 80,000 troops from Europe in NATO. This will require European forces and European nuclear deterrent. In 1966 De Gaulle's successor president Pompidou said- "France must be returned to itself. Thus we are serving Europe and preparing the re-emergence of Europe so that it can play its part. Do not imagine that we are changing sides. We are against hegemony and so do not intend to favour Soviet hegemony, nor does our attitude towards the war in Vietnam encourage Chinese hegemony in that part of the world." Hollande says if this US withdrawal of troops from NATO happens will Article 5 will then apply to Europe? Hollande's answer is "it is upto us to prepare. Even without him."   On Merz's election as Germany's leader- Hollande says we will have to broaden the geographic scope of our deterrent force. Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

Ukraine was one of the poorest countries in the European Union in the last decade and was not growing as fast as other countries in Eastern Europe. One of the reasons it was looking to the west, the EU and the US, was to increase growth and boost incomes. A policy opposed by Russia.  This report in WSJ looks at the effort of a 41 year old economist Mr. Marchenko who heads the central bank. Ukraine's revenues only support 40% of government spending. Ukraine needs $3 billion in aid every month. The currency is down 20% in value and the GDP is expected to be 30% lower in 2022. He says every day and night it is a constant headache. The US and Britain were quick to help and provide steady aid. The EU and Germany with internal wrangling have not come up with $8 billion of the $9 billion in aid promised to Ukraine to rebuild the infrastructure that is being destroyed by Russia, and support the war effort to defend Ukraine. Even with $3 billion a month in aid Ukraine depends on printing money and risking further decline in the currency to pay soldiers, war needs, and meet basic spending needs. The plans are not just for 2022 but extend into 2023. Grain a key export is only now making its way out of Odessa with the UN and Turkey arranging the way out for grain ships. ...

Why are the French  protesting so strongly against extending the retirement age from 62 to 64. It is a question of French identity, of hard won rights to work and leisure that are seen as defining France. It also affects women differently who have a harder time working longer so that their benefits would be affected. Age discrimination is large in France so that it works against extending the age till the culture changes. Worse it comes at a time of stress for working families, and a cost of living crisis.

NYT says that when this retirement system was introduced after World War II it helped bring a fractured country together. A hard won social and labor right not easily forfeited, says NYT.

 Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. This helps rural America when it needs it most. ...

Even though volatility is high in stock markets, the U.S. stock market has rebounded to levels in August 2019. The level on March 10, 2020 after effects of the coronavirus on the global economy was for the DJIA average in the U.S. to be at the level it was on August 14, 2019, as shown on the graph in the WSJ, in the neighborhood of 25,000. In the last quarter of 2019 there were steep gains in the Dow Jones averages that could not be fully explained, these gains have disappeared. Considering the suddenness of the crisis from the coronavirus in China, and the double whammy of impact on global manufacturing supply chains of first the tariffs on Chinese exports to the U.S., followed by the coronavirus, the impact on stock markets seen in this overall context is comprehensible. Particularly the sharp gains in the last quarter of 2019 which now appear to be muted. There is also some good news for economies such as China and India, which are large oil importing countries, and the rest of Asia, in the sharp drop in oil prices that helps cushion some of its impact on the global economy. For the U.S. this also happens at a time when the economy is in much stronger shape than at any time in the last ten years. ...

Shale oil producer spending in the U.S. is forecast to drop by 3%, but this will still add one million barrels a day of additional shale oil production. Prices are now at about $45 a barrel and shale producers are cutting back on production rigs in operation with the 40% decline in oil prices. The EIA expects oil production to reach an average of 12.1 million barrels daily in 2019 from an average of 10.9 barrels a day in 2018. This suggests there will be additional supplies and continued downward pressure on oil prices. The situation is favorable for the U.S. and countries such as India which benefit from lower oil prices.

And yet one finds no reflection on the sad state of New York and other city infrastructure in the US, when capital is being invested with plans to spend to the tune of 1.5 to 3 trillion dollars by 2030 on AI data centers and other sites. This will simply result in crowding out investment in infrastructure, so that the US will trade places with China and even India as a Third World country. And yet wealthy New Yorkers who use the nation's and the city's subways present an attitude of indifference to the decrepit condition of the Nation's and their own city's infrastructure. ...

Japan's governing LDP party wins over two thirds of the seats in parliament in a snap election called one year before the end of the term in office. Prime minister Abe's popularity by summer 2017 dropped to about 30%, and yet with a divided opposition he managed to win the election with a large majority. The opposition led by the Democratic Party and Tokyo Governor Mrs Koike fragmented with the formation of new parties, Yuriko Koike's Party of Hope, and the Consitutional Democratic Party. Mrs. Koike failed to keep the opposition united with some missteps including asking for a loyalty pledge from candidates. This election win makes it possible for Abe to get a third term as leader of the LDP and eventually becoming the prime minister with the longest term in office. Abe had a poor start during his first effort as prime minister when he resigned in less than a year. This is a comeback for Shinzo Abe from that difficult period. Yet the constitutional changes to support Japan's Self Defense Forces with the growing threat from North Korea are not getting the same level of support. Opinion remains divided on that issue.  One aspect of this election is that very few women candidates are running for parliament. In contrast to the election in Britain with more women running for office and getting elected, in Japan's 2017 snap election less than 10% of candidates elected are women. ...

Argentina, South Africa, Mexico, India, UK, European Union elections are taking place by June 2024 and US in November 2024. Yet it is misleading to lump them together. Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

The war to control Kherson is only weeks away. The town of Beryslav upstream on the Dnipro river is the next target for Ukrainian forces. This would lead to Kherson. Russian forces are withdrawing from the west side of the Dnipro river in Kherson and may decide to withdraw. If they stay in Kherson Ukraine may simply cut supply routes to the city and wait to avoid losses in winter fighting in muddy terrain.

Kherson is important to Ukraine because of the Dnipro river that runs through the heart of Ukraine. This is the only capital of a region that fell early to the Russian invasion forces. It is also important for control of the Black Sea region, Ukraine's only opening to the sea for trade and economic activity. It is important to remove any threats to Odessa, a major port for Ukrainian grain exports.
