The decline in the value of sterling, easing of monetary polcy, and fiscal policy stimulus measures, all are helping to stabilize the British economy. Because of its smaller manufacturing base Britain will see asmaller drop in GDP of about 4% compared to Japan and Germany where the drop will be in the range of 5-6%. Britain's strength in pharmaceuticals and aircraft industries which are relatively stable makes the impact less severe. But with government increasing its borrowing, 175 billion pounds or $254 billion in 2009 alone, public sector net debt is expected to go up from 40% of GDP to 80% of GDP by 2013-2014.

It also shows that Socialist party leader Mette Frederiksen, prime minister of Denmark since 2019, is right that immigration simply distracts from important economic issues of cost of living and wages for workers and families, that immigration should be stopped so that other important issues for working class families can be addressed.This is also the view of Labour Party leader Keir Starmer in Britain and of Biden-Harris in the US who want to see the Republican Lankford legislation closing the Border passed and which Harris promises to have it brought to her desk to sign.

Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...

Fisher and Taub of the NYT look at the populist politics in Europe and the U.S. following the French election first round. Trump won in the U.S. with the deep polarization of politics in the U.S.- leading to the Republican Party to decide to support him to avoid the result of four more years of an administration led by Democrats, and with the support of discontented voters in midwestern states with falling living standards. The situation in Europe is different as the mainstream parties have united in the past to block populist politicians with negative messages on immigration and an open economy. This happened in the Dutch election, by the co-opting of the nationalist message of populist politicians by mainstream parties and mainstream politicians, and is likely to continue in the French and German elections in 2017. Fisher and Taub point to another development that is happening- shifting the debate to ethnonationalism vs. open economies, which has happened with Brexit and the UK Independence Party. They cite the 2015 British elections in which UKIP won 13 percent of the vote, as having influenced prime minister Cameron to call for a referendum on Brexit, in a effort to revive the fortunes of the Conservative Party. In the end this resulted in the 52 percent vote supporting Brexit.  Another way of looking at the populist movement is that with Trump it called attention to trade and the way working class Americans were being marginalized especially in the industrial midwest. With this problem being addressed in a Trump administration and a reviving economy, the mainstream parties have an opportunity to reassert themselves. In Europe the AfD called attention to immigration issues, and the Merkel coalition government of CDU and SPD by making changes such as the deal with Turkey, and returning economic refugees, is able to assert the role of mainstream parties. In Britain the situation could be a result of a brash decision by a Conservative prime minister Cameron, in making a bad miscalculation, that has put Britain on a course that is likely not in its best interest. The Brexit referendum yes vote galvanized opinion by showing an endless stream of refugees in their advertising- a development following the opening of borders by Germany and Austria to address the plight of Syrian war refugees. That situation has passed and is unlikely to happen again as both the SPD and CDU parties in Germany have pointed out that this was a one time situation that they responded to following the exodus from Keleti rail station in Hungary under special circumstances. With this kind of perspective populist politics can be seen as reflecting other voices in a democracy, that are heard and responded to, yet keeping the sense of balance and openness necessary in today's global economy and societies. This is also the perception of Germany's outgoing popular president Gauck in his final address, pointing to the need to listen to other voices in a democracy, and the need for openness in a democracy, as well as democracies always in the process of Becoming and evolving to adapt to new situations in economy, society, and politics.     ...

As the pandemic continues to spread and numbers grow with reopening of the economy the question remains -what can we learn from other countries positive experience in controlling spread? Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. In Kerala state in southwestern India, similar efforts have worked to limit spread  with even better results than Germany. ...

Lord Mountbatten's elder sister Alice was the princess of Battenberg in Germany. Prince Philip's mother was Alice. In this way the last Viceroy of India, a naval officer in World War II, and Prince Philip, are intimately connected. It was Lord Mountbatten who formed a friendship with Jawaharlal Nehru as he negotiated with Gandhi, Sardar Patel and Nehru for the independence of India after the war.  This legacy continued for Prince Philip as he and Princess Elizabeth established a friendly relationship with post 1947 India. After the overthrow of the Greece monarchy following World War I, Prince Philip and the Greece royal family sought refuge in England. Both Mountbatten and Philip are great grandsons of Queen Victoria. Mountbatten is a name adopted by Lord Mountbatten's father to avoid anti-German sentiment in England, adding Mount to Batten from Battenberg. Mountbatten's father was German and became a naturalized British citizen, serving in the British military.  Prince Philip adopted it as his surname after he went to live with his maternal uncle as a young boy. Prince Philip joined the Britannia Naval War College. In 1934 he was introduced to Princess Elizabeth by Lord Mountbatten at a family wedding.  The relationship is significant because of the contribution the two Mountbattens made to the transition to self-rule or Swaraj in India and to the British Commonwealth with its role for India and Britain. ...

To understand the situation in Hong Kong and in China, it is necessary to know about the early years of the Cultural Revolution around 1966 to 1976  and the period of economic and cultural experimentation that followed its failure. This is the period in which China's leader Xi Jinping was growing up and went to University, a period during which his father XI Zhongxun was persecuted in party struggles about ideas driving the party. Ironically the Cultural Revolution was a period when China under Mao launched an effort to stamp out western and capitalist influence in China promoting efforts to go back to the countryside where most of the people lived, in sharp contrast to the opposite of attracting western technology and urbanization pursued today.   Xi Jinping's father as party leader in Guangdong province 1978-1980 after rehabilitation under premier Deng in the period of experimentation with economic models, never lost faith in the party's ideals and what it sought to achieve. China's rejuvenation after centuries of backwardness and the disaster of the opium wars that led to opening China to opium trade by Britain and the ceding of Hong Kong as a British colony, remained indelibly in the mind of the father and today in his son in the form of the "China Dream." The local elections in Britain in 2019 show voter dissatisfaction with the mainparties. Both Conservatives and he Labour party each took 28% share of the vote. The big winners were the centrist Liberal Democrats with 19% of the vote. The Greens party also was a winner in the vote. About 8400 seats were up for election in this vote. Conservative party lost 1300 seats. The Labour Party disappointed because it was expected to win more seats as Conservatives did well in the last election in 2015, by winning 81 seats. The Liberal Dems and the Greens won 850 seats between them.  The stridently pro-Brexit Nigel Farage Independence Party did not put up candidates and a anti-Brexit party called ChangeUK also did not have candidates. Both will field candidates in the European elections causing the main parties to lose even more of their support that has dropped to 28%. This means Labour party leaders Corbyn and McDonnell might continue negotiations with Theresa May on Brexit plan. But as Rachel Sylvester reports in The Times today with May lacking support from her Conservative Party, her tenure as prime minister uncertain, there is little incentive for Labour leaders to go against the wishes of a majority of Labour MP's, voters, and members who are against Brexit. Corbyn also want to focus coming elections on austerity not Brexit. So this is not on Labour's agenda. Sylvester says a confirmatory referendum is looking like the only way out of the mess.    ...

Deocuments from the weekly cabinet meeting show the new budget in France will increase revenues from household income taxes by 23%, and business taxes by 30%. The top marginal income tax rate goes up to 45% from 41%. Limiting a deduction for financial charges for company's taxable income brings in $4 billion in 2013, according to the finance ministry. The goal is to cut the budget deficit to 3% of GDP in 2013 from 4.5% in 2012. The finance ministry has assumed higher borrowing rates for future years- 2.9% on 10 year debt for 2013, up to 3.65% in 2015, and is not relying on the low rate of 2.18% on 10 year government bonds as reported by Trade Web Sept 28, 2012. The overall tax burden will be 46.3% in 2013, and 46.7% in 2015. French debt is at 91% of GDP for the 2nd quarter 2012, expected to be 91.3% in 2013 and falling to 82.9% in 2015. Prime minister Ayrault emphasized- "If we don't put a stop to this, taxpayer money will keep paying for debt reimbursement." Swift anticipatory action and unified government-business-labor posture under a favorable borrowing environment characterizes the approach for Britain and France in 2011-2012, compared to the situation in Spain where government action has been slow, not tough enough in cleaning up the banks, fallen behind in anticipating events and the government-business-labor unified posture has cracked under the strain. As a result under an unfavorable borrowing environment money raised from austerity type tax increases now goes to paying for debt reimbursement in Spain, leading to a situation in which debt and deficit reduction targets just get harder to achieve. A looming drop in credit ratings to junk status for Spain only makes the situation harder to overcome. ...

The European Union’s total defense spending increased by 30% from 2021 to 2024, to 326 billion euro or $341 billion. That is 1.9% of the EU’s GDP it's economic output, according to European Defense Agency. It is still short of 2%.  Britain will ramp up defense spending all the way up to 3% in 2027. Britain is short of defense equipment with transfers to Ukraine and with much of the defense budget going to maintain a nuclear deterrent. This leaves less for other defense needs. This report says most of the procurement for defense equipment goes to countries outside Europe.The Kiel Institute says 80% comes from outside EU. It is not mere shortage of funds it is the severe bottleneck from lack of defense manufacturing industry  that is putting Germany, France and UK in a situation where they are too dependent on the US. It takes years to build this capacity. Russia built it up during 3 years of war by going to a wartime economy and it now produces 4 times the ammunition Europe produces. The US did the same to match and exceed Russian capabilities and capacity, Europe lagged behind with unwillingness of Macron and of Scholz in particular to switch funds from needs in transport, infrastructure to defense. The debt brake Merkel to stop debt based infrastructure investment is what ails Germany. It has had two pernicious effects it created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents. ...

Child care is important for working mothers. A business consultant says the local transport system needs investment. Cheaper funding and VAT reduction for a coffeeshop is he started is important for a web designer. A children's shoe shop owner says a tram system for Leeds like the one in Manchester is needed as the decision for a super bus in Leeds made 25 years back clearly has not worked. A rail or Metrorail to Leeds Bradford airport is needed. He also cites cutting importing red tape.

It took this long to do what would be done at the outset years ago- setup teen accounts that are private for Instagram. There is a warning in this that only thoughtful regulatory oversight at the beginning would prevent harm to parents and children. At this point the action does not address what only regulatory oversight by the government based on common sense about the interests of the people in education, mental health and children's education, can provide. This is to do what is done in China and other parts of the world where there are limits in ages, hours of use and what time it is turned off for young people. 

This is happening also when Australia and now Britain is removing social media from children which is the only policy that will make it possible to restore the health and educational level of young people after so much damage has been done.

An alarming rise in mental health condition about 50% higher than before the pandemic is causing a surge in UK Disability Benefit costs. Wes Streeting, Secretary of Health and Social Care says there is overtreatment for mental health in hospitals and clinics. An overmedicalizing of everyday problems, is how The Times describes it. Streeting says- “Definitely … over diagnosis” and people being described as mental health patients when benefit can be gained from training in “resilience and coping skills”. UK Disability sickness benefits jumped from 46 billion pounds to 65 billion in five years from 2019 to 2025. By 2030 it could reach 100 billion pounds. Labour's reforms intend to tackle this with savings of 5 billion pounds setting a new direction for Disability benefits. Already there are 1 million more claimants than in 2019 in Britain. There are 3.3 million claimants in 2025, projected to go up to 4 million in 2027. ...

Only Canada and China are holding back because of the imbalance in trade heavily in their favor and a failure to see that it is about fairness. In the EU only Germany has a surplus many nations have a deficit, it seeks to start negotiating at the first opportunity. Contrary to what most of the American and British media says Lighhizer and Jamieson have thought this thing through for many years before arriving at the Tariffs advice they gave the US president as his 2 USTR. It is these two not the president acting on his own whim as the media like to show. And Lighthizer has done this before- as Deputy USTR in the 1980 with Japan on the opposite side and come out of it with winning solutions for the US and for the world.

Educational opportunity and mobility in the EU countries compared to the U.S. and Britain. Germany and France have maintained access to educational opportunity as a path to upward mobility for people of all classes in society. The deterioration in educational opportunity and access in the U.S. has long term consequences. It is also rarely mentioned in comparisons with Europe. Both sides of the Atlantic still espouse the same ideals for access to education for all, part of the ideals for their framework for democracy, even as the U.S. falls behind in practice. Better educated societies across all classes of society with upward mobility can also make more informed and better choices for society and government.

This WSJ editorial describes the contribution made by Lee Kuan Yew to economic freedom. Chinese premier Deng looked at Singapore as a model for China's capitalist development under the leadership of the Communist Party. In the last decade Singapore's people are looking for political freedom and an open political system, calling for changes in the existing system which favors Lee Kuan Yew's PAP Party. A similiar situation exists in Malaysia where the United Malay National Organization Party has run the government under Tunku Abdul Rehman, Tun Abdul Razak, and Mahathir Mohammed, for over 50 years since since independence from Britain in 1959. Through different methods the two parties have prevailed by keeping the opposition weak.

Israelis from across the political spectrum say the nuclear deal with Iran in negotiations with the U.S., Britain and France, threatens Israel. Israel's nuclear experts say the 12 month breakout window for Iran to break the agreement and rush to develop a nuclear weapon in 12 months is not sufficient, because of the time it takes for detection and develop the response. Israelis have a deep distrust of Iran's intentions. On the other side of the Middle East the Saudis are also expressing serious concerns about the negotiations giving Iran enough leeway to keep the nuclear program and make a weapon at a future date. The proposed agreement creates further disagreement between prime minister Netanyahu and U.S. president Obama.

The former editor of Britain's Daily Telegraph says that there is no coherent political strategy in Afghanistan, and that Obama's support for troop "surge" in Afghanistan is more a gesture to the generals than a convicing path to success. He says the 30,000 troop surge makes headlnes but shrinks small in the vast mountainous terrain of Afghanistan. The Pakistani people are increasingly more so than 2001 and 2006, hostile to Americans in the region. And hard core security forces in Pakistan also are against increases in US troops. Keir Starmer of Labour says he stands behind every word in the ad that shows Tories including Sunak are weak in prosecuting crimes against woman and children. Labour says it will halve violence against women and girls. Starmer says- he will "make absolutely zero apologies for being blunt." That Labour will continue to use the Conservatives record on crime as legitimate criticism no matter how squeamish it made some people feel. "For the first time in my lifetime, everywhere you look from the economy to the NHS to the chaos on our streets- we have been set on a path of decline." Starmer said the last decade had seen the UK "become a country where thugs, gangs and monsters mock our justice system and make decent people's lives a misery." Starmer was head of public prosecution in Britain from 2008 to 2013. As early as 2002 he was Queen's Counsel. He was also a human rights adviser for Northern Ireland Policing Board and Association of Chief Police Officers. Starmer cites his work in improvements in Northern Ireland policing as one of the key factors in his decision to pursue a political career. Anthony Faiola describes how Berlusconi gained political power in Italy, his television media enterprises that that upended social norms and built an audience through comedy shows and showing buxom women, the power base he built with the loyalty of housewives and pensioners and the use of special favors to the political class, the affability that helped him continue through several crises including corruption charges. Comparisons could be drawn with Rupert Murdoch of Britain, for the influence of media businessmen on politics. But there are several sharp differences. Murdoch used papers like News World that purveyed gossip and scandal to win large newspaper audiences with tawdry methods. He was influential in bringing politicians on both sides of the political spectrum- Margaret Thatcher of the Conservative party and Blair of the Labor party- to power. At the same time he was concerned about the national interest, was mindful of his responsibilities as a newspaperman, saw himself as the worthy successor to a father who started the newspaper enterprise he would run and was remembered as a distinguished journalist who exposed the problems of the British military in Gallipolli, Turkey, during the First World War. Murdoch's desire to be seen as a serious journalist as well as a businessman, led to his desire to acquire and run the Wall Street Journal. Even in his leaving Berlusconi shows a complete absence of any concerns for Italy, being more obsessed with himself. He tells the Italian newspaper La Stampa that his situation is similiar to that of Benito Mussolini when he wrote about his feeling of betrayal in a letter to a lover: "At a certain point he says: 'Don't you understand I don't count for anything anymore?' I have felt in the same situation." To the world outside Italy it is hard to comprehend that even as Murdoch was being skewered inside Britian for the News World episode and apologized and appeared shaken by the experience, Berlusconi would be treated passively by the public and Italy's political and ruling class. The editor of Italian magazine Il Foglio is quoted as saying Berlusconi was "a cultural reformer," and the leader of the opposition Democratic party, is quoted as saying that even after his resignation Berlusconi will remain in politics, behind the scenes, and "invent his successors." ...
