The authors of the book Red Capitalism, two bankers, Walter and Howie, describe the evolution of China's banking system from the early days of 1974 to the present day. The account shows a sophisticated system of markets and companies, but behind the facade, is a more primitive system with its good side and problem areas. Risk is hard to define or capture in this system as the system is for the most part closed, trading entirely with itself. State controlled banks deal with stae entities in ways that are not so transparent. This distorts external perception of China's solvency. state debt for example is low, about 20% of GDP by one measure, but when all government obligations are added together, the authors say it is 76%. The whole business of providing, receiving and regulating money involves different state entities. As the system trades with itself, critical information about liabilities and pricing is concealed or difficult to figure out. The lack of outside entities setting prices disrupts efficient capital allocation and lets excesses grow within the system, making for concern about the future of this system.This is especially true considering that with the Asian crisis of 1997, then the US banking crisis of 2008, and the current crisis in the Euro-zone countries banking systems, excesses eventually take root....

The failure of the northern electricity grid in India and the huge power outage in 8 states affecting 369 million people on July 30, 2012. This includes the capital city of New Delhi. The outage was a result of the northern grid taking more than its quota of power from the national electricity grid in India. Analysts say India has a shortage of about 10% of electricity needs. Over half of India's electricity generation capacity of 205 gigawatts is based on coal. Coal India which is the largest producer has failed to meet growing demand and the coal shortages are making it difficult to expand power capacity. The national plan is to increase capacity by 44% in 5 years.

One key point came in early Harris said she had a Plan for the economy, for an Opportunity Economy, Trump she said had none. Trump did not offer a plan. Harris spelled out a plan to tackle housing costs including a $6000 child tax credit and building 3 million new homes. Harris called higher tariffs, double than exist today, a way to increase costs for each family by $4000. She also pointed out that economists had confirmed that Trump tariff policies would lead to higher costs for Americans as they would be passed on by importers. Harris also offered a position of all of the above that included fracking where appropriate to increase oil supplies to bring down prices for American families, a key issue in Pennsylvania. On immigration and crime it was David Muir who reminded Trump that the FBI had stated crime was down in the country. On Ukraine, Afghanistan Harris clearly explained that US was not at war for the first time in one hundred years and was saving the US $300 million a day it cost for the war in Afghanistan. On Ukraine she said Biden-Harris had strengthened NATO and ties with allies, in an answer to David Muir's repeated question to Trump "Is it in the US interest for Russia to win the war in Ukraine?" To which Trump offered only a reply that suggested this was not important for him, disavowing US policy from 1900 to preserve the rule of law in international relations that no country should violate sovereignty of other nations through invasion. Among Republicans this is an issue with Mitch McConnell and others supporting Biden-Harris. ...

Britain staged a rehearsal for a pandemic called Cygnus in 2016. Till that time the preparations for a pandemic that started years earlier during the SARS crisis were conducted vigorously. Yet the by this time Britain was becoming immersed in the Brexit struggles in the ruling Conservative Party. Prime minister Cameron resigned on July 13, 2016  and was replaced by Theresa May. From that time on the struggles with pro Brexit factions led by Boris Johnson consumed the COnservative Party and sucked the life out of the pandemic planning that Britain had conducted for years before. The recommendations to correct deficiencies from the pandemic rehearsal exercize were ignored. The second failure happened as the crisis approached. Again the Brexit date of January 31 intervened and the months long struggle to get Brexit had taken so much energy and tired out most of the British public including new prime minister and leader of the Conservative Party Boris Johnson. Johnson did not attend the first Cobra meeting of the highest level ministers and military, convened on January 25, 2020, as reported in the Times. Such meeting are convened only for a national threat. Only 5 weeks later on March 2 did the prime minister attend a Cobra meeting. During this time the situation was grave in Italy with rising cases and infections. The entire process was conducted during this time by the Health minister Mr. Hancock who had assured the public that the situation was under control. Britain now has the highest number of infections in Europe exceeding that in Italy- at 240,000 on May 15, 2020. The prime minister and his adviser Mr. Cummings, were also infected by the virus, and Mr. Johnson spent time in ICU before recovering. Queen Elizabeth addressed the nation on Easter day, the first such address since 1940, to boost Briain's spirits. Never had Britain been less prepared as in 2020 when earlier preparations were ditched for austerity plans and events such as Brexit fatigue conspired to strip the nation of the crucial 5-6 weeks of preparation since the first January 25 Cobra meeting of the highest people in government.  Never had such preparation even for 6 weeks been more crucial than in February and March as the infectivity ratio was determined by infectious disease specialists at the best British universities and scientific institutions to be between 2.6 and 3.4 compared to the Spanish flu pandemic of 1918 which was somewhere between 2.0 and 3.0. This means every one person infects another 3 persons, compared to about 1 person in a regular flu season. This reproduction ratio and the nature of coronavirus remain a threat today as Britain, Europe, the U.S. and the world reopens.  As reported in the Times the infectivity ratio was also the reason for the mindset that refused to believe that the virus was real because at 3.0 infectivity the only way to tackle it was a "lockdown," and this was itself an "apocalypse" scenario for many in the pro-Brexit Conservative party that won the election, which badly wanted to get back to economic activity after Brexit. ...

Davies points out the dire situation of Greece's banks as the negotiations are called off and Greece calls for a referendum on July 5, 2015. In the week before the referendum if Greeks take out the 60 euros a day that they are permitted to withdraw from banks, the banks may have barely enough cash for the 3.5 billion dollars needed to do this. Only the emergency funding line from the ECB stands between Greece and the collapse of its financial system, says Davies. He says full banking union with depositors insurance, resolution authority, and other changes are needed to protect weaker banks in the eurozone. This is my second marathon and I was just trying to get from A to B and get to the finish line without my legs giving way," said Paternain. India like China is more interested in modernization that brings equality with Europe and America so that the period of misfortunes that struck India and China- as a result of the vastly superior technology and force of Europe as it found a passage to the East around the Cape of Good Hope- is over.  Think about this. If anything happened to democracy and pluralism in the US Indian democracy and pluralism would still be standing a hundred years down the road or the next hundred years after that. What does that say about India? Why? Because India has learnt its lessons under Vivekananda, Tilak, Gandhiji, Modiji, and understands the need for technology, trade and modernization, which is what Modi as a Gujarati with the trading mentality like the British is really after. The so called Hinduism as it is really about the Upanishads and the Gita and the Buddha, and Communism, are really not the driving force in India or China.The Upanishads and Bhagavad Gita like the Bible offer a way an ethos to resolutely fight the corruption and leakages of funds that take the investments out of modernization leaving everyone poor. And India also benefits when democracy works and acts as an enabling force for a modern economy that creates "a rising tide that lifts all boats" (people). Democracy is the tool for development and to tackle diversity of 1.4 billion people. Adam Smith was right writing then in the 1780's around the French revolutionary period and American independence - "Hereafter perhaps the natives of these countries (India, China, Indonesia) may grow stronger, or those of Europe grow weaker, and the inhabitants of all the different quarters of the world may arrive at the equality of courage and force, which by inspiring mutual fear, can alone overawe the injustice of independent nations into respect for one another." India's leaders fought hard after the 1700's for preserving independence from the Portuguese, the Dutch and the British, only they were divided. Ranjit Singh in the north fought the Mughals and the British in the Punjab. The Marathas on the western front fought the Mughals and the British. The result as Gandhi points out in Hind Swaraj in his question "who made the British Company Bahadur?" It was Indian princely kingdoms vying for support from the armies of the British East India Company interested in profits from seizing Indian princely treasuries and trade. Note that Sri Lanka or Ceylon fell to the Portuguese in 1505. The technology gap between Europe and Asia had opened up even that early by 1500's in ship building, in warships and use of maritime navigation technologies. Consider that in 1534 Jacques Cartier was out on his first trips from St Malo, France across Atlantic to explore past Newfoundland to the mouth of the St Lawrence river. The Portuguese and then the Dutch had already beaten the British and the French by 100 years- Britain's exploration of India through East India settlements in Bengal began much later in the 1600's. India like China built around river based civilizations as Adam Smith points out in his Wealth of Nations, Chapter 7, Part 3, America and East Indies-of the natives of India and China Smith says their struck "a dreadful misfortune" that arisen more by accident, that "the superiority of force seemed to be so great on the side of the Europeans, that they were able to commit with impunity every sort of injustice in these remote countries." Every Indian or Chinese will agree with this so great was the misfortune for India and China from the injustice of European nations in the 19th century so much so that Cordell Hull speaking for Franklin Roosevelt and all Americans broadcast to the world in the throes of World War II in 1942 America's call to the world for a new world order based on freedom and development for all nations of Asia, Africa and Latin America. America's Secretary of State Cordell Hull said: "In this vast struggle, we, Americans, stand united with those who, like ourselves, are fighting for the preservation of their freedom; with those who are fighting to regain the freedom of which they have been brutally deprived; with those who are fighting for the opportunity to achieve freedom."     ...

What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

Kristof of the NYT writes about DJT Action in Venezuela January 3, 2026.  Some of the least understood aspects of the US president's language on Venezuela- The president's reference to oil resources is not for the US to benefit from the oil reserves. It is about oil in the sense that the oil industry in Venezuela is in total disrepair and broken from years and decades of nationalization followed by lack of investment, lack of western technology.  Sanctions put a huge price on the Venezuelan economy with the brunt of it borne by ordinary people- the same people that a socialist like Hugo Chavez thought he could help with his erratic ideology. As China, and now India has learned the only way to get ahead in this world for nations is to invest, invest, invest with larger and larger pools of capital, technologies and labour. By alienating the US or EU there is a loss of technologies and of investment so that one is going to bat with only one strike and you are out, so that from Day 1, China under Mao, India under Nehru had lost the race, so did all the "socialist" regimes in the world. Conversely China under Deng and successors, and India under Modi are breaking development records. How does the US change this? First it removes the sanctions on the Venezuelan economy. Second it gives Chevron the green light for increased production. Oil facilities of the Venezuelan oil company will get foreign investment and US investment from American oil companies with returns for both and the state oil revenues invested under a government that is able to invest it free of corruption or it being funneled out of the country to support other regimes in Latin America. This will rebuild the country's health system, its broken infrastructure, restore its finances, and make it in a decade one of the advanced economies in Latin America. But only if- the gangs and other private militias, the other military elements from the two decades of utter mismanagement and drug trafficking are  removed. A new way will have to be devised that the US as to work out ad hoc meaning in the process of doing, invented that meets the conditions of getting this done and the process of reconstruction of Venezuela under the Monroe doctrine of keeping the entire western hemisphere free of such elements. The US achieved this with the help of Great Britain in 1823 when it was only 50 years since it's founding in 1776. The US has the resources in 2026 to make this happen in the interests of the people of the western hemisphere, in the quality of life of people in the western hemisphere. It does not seek any country's resources, it seeks the development of the countries in the western hemisphere in the great tradition of Jefferson, Monroe, Lincoln, FDR and JFK. ...

The huge problems of learning loss and academic disruptions for the third year of the pandemic that teachers and students face all over the world. Children face learning loss, are behind in math and reading, and social-emotional development is affected. Third graders may not have been in a regular school since kindergarten, and high school students may not have attended high school at all. We have fourth graders reading at second grade level. Teachers have left teaching altogether, and this is affecting even the effort to bring remote learning options to children. Imagine this problem in every country in the world and worse in some, much worse in Africa and parts of Asia and Latin America.

How in the last days before bankruptcy Chrysler executives pushed dealers to take therir allottment of cars even though they had unsold inventory sitting in their showrooms as sales plunged over 50% for Chrysler, the worst hit among all the carmakers. Dealers say this was aveiled threat to take the cars or face being terminated. For Jim Press and Chrysler this was about "You can help us, or burn all of us down," as Chrysler sturggled to show its viability to the government. This report in FR24 says the UK reopening by June 21 is at risk as the new delta variant is leading to a rise in covid cases. Covid is growing at 3% a day, with the R ratio at between 1.0 and 1.2 for the second week in a row, says the UK Health Ministry. With new more contagious variants what looks cautiously optimistic in one week can look very different in a 2-3 week period after that especially as complacency creeps in and essential protocols are neglected.

Flooding moves inland in the US to areas never exposed to flooding, as shown in this WSJ report on areas in Kentucky. Climate scientists says this is a threat from climate change that is overlooked, the effects of flooding more inland, away from big rivers. Storms in the mountains of eastern Kentucky dumped 16 inches of rain over a 5 day period resulting in severe flooding and 44 deaths, homes swept away. Storms of this type are seen in other places such as Germany with fast floods.

The U.S. and India see a surge in coronavirus cases. Per day cases surged to 40,000 on June 25 in U.S. and 17,000 in India. Alabama, Idaho, Nevada, Arizona, California, Florida are seeing a surge in new cases. Texas, California and Florida all recorded more than 5000 cases each. In California cases for hospitalization surged 32% with more than 4200 in hospitals.

India now has 490,000 cases with death toll of 15,301. Indian Railways cancelled all bookings. In the U.S. Texas is paused reopening plans.

The concern is about preserving and building on all the gains in free trade made in earlier Rounds. Not one of the earlier Rounds failed so this would be a first. This NYT report follows other reports about the inefficiencies and mismanagement in the New York Subway System. As a result it cost $3.5 billion for laying one mile of subway track on the Long Island Rail Project- 7 times what it costs in other parts of the world. It cost $2.5 billion for the Second Avenue Subway just to lay one mile of subway track on the Upper East Side of New York. In this way cost for the Long Island Rail Project jumped to $12.5 billion. What this means is that there is less money for regular maintenance, a topic covered in another NYT report. With less required maintenance there are costly delays for people using the subways. Worse the NYT reports politicians have not hesitated to do what they should not have done- burden the MTA with debt and divert money away from things that are badly needed such as maintenance.

The US budget spending bills were delayed right up to a deadline- when government would lack funds to operate- on March 22. The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. To get it passed at the last minute a 3 day opportunity to go over a 1014 page bill was suspended by two thirds majority. It was decided by senior members of Congress on the Republican side with Biden Democrats in a negotiation between Speaker Mike Johnson and NY Senator Pat Schumer. Additional funding was authorized for border immigration control- the Senate immigration bill that passed 70-30 in the US Senate changes the asylum and parole policies that are the root of the immigration problem at the US border with Mexico, yet it  remains stalled in the House as the Republican nominee for president has blocked it. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. A cutoff of funding for UNRWA refugee relief agency. Additional money was provided for child care programs and education with bipartisan support .  ...

The strange story of an aging ship in extremely bad shape from a Black sea port in Georgia with a 2750 ton shipment of ammonium nitrate with a crew on unpaid wages making its way to port Beira in Mozambique in 2013. It is leased by a Russian owner living in Cyprus who would make $1 million for transporting the shipment to Fabrica de Explosivos de Mozambique. It makes an unscheduled stop in Beirut after problems with seamen on the crew to pickup some heavy machinery which might help pay the ship's crews wages. The machinery does not fit and in any case the ship is in such bad condition and cannot handle any machinery.  The port authorites are interested only in the docking fees which the indebted Russian owner does not pay and abandons his leased ship. The port of Beirut impounds the ship for unpaid docking fees which turns out to be the reason the ship remains in Beirut harbor. The ship fails shipping standards and takes in water, it remains in Beirut harbor till 2014 when the ship sinks. Before that the Beirut authorites for some strange reason unload the ammonium nitrate and leave it in Hangar 12 warehouse where it remained till it exploded yesterday. The authorites never gave much thought to the ammonium nitrate and its dangers till after unloading it. After unloading no one accepted responsibility. The Russian who had leased the ship was living in Cyprus and took no responsibility. The government of Lebanon also did not know what to do with it.  Repeated attempts by the port authorites asking the government to take some action for disposal fails to lead to any action. There is now a sense that Lebanon is a failing state because of the nature of this incident.   ...

This report in The Economist magazine shows that Germany no longer runs the European Union in the way it has previously. During the austerity crisis with bank bailouts in many countries in southern Europe Germany played a key role. Merkel was perceived as the dominant partner in the relationships with French presidents Sarkozy and Hollande. Britain perceived Germany's increased dominance during that period as a threat. Brexit Leave campaign played on these fears and a diminished British role. Merkel's handling of the migration crisis also played into the hands of Brexit Leave campaigners with poster pictures of migrants crossing European borders in large numbers on British buses. Merkel changed course on migration policies and gradually reversed it to where Germany no longer welcomes economic migrants preferring that they stay in their home countries with German aid to these countries. Merkel's CDU is now facing challenges from a fragmented electorate with many parties and its own diminished role. Gradually the perception of Germany's role is now also reversing. Even though the new president of the European Commission is Ursula Leyen from Germany, there are more Spaniards, French, Italians and Belgians, work in the commission and parliament than Germans, More Director General roles are held by Italy. Germans in Brussels also do not take directions from Berlin, and are actually more Francophile and federalist in their thinking. Germans opinion is more diverse and plural than the idea of a dominant German view. Greens in Germany are coming first in polls showing how much is changing. These multilayers and different strands of thinking make Germany introverted as it is at present. Leyen is seen as more European in outlook and a more European Germany may be the result than a German Europe.  This may play a part in any new elections in Britain or a second referendum on Brexit as polls suggest there is a shift in opinion in Britain underway. ...

Pope Francis appears healthy and active, says this report in BBC News, even though he is now eighty, the age when other senior church officials are expected to retire. Pope Francis plans to continue for a few more years to complete his reforms for "a church of the poor." In 2016 he has replaced about one third of the cardinals in the electoral college. Francis lives a simple life in a tiny suite in the Vatican guest house. CastelGandolfo, a summer residence of the popes, has been turned into a museum for the public. Some cardinals from Italy, Germany and the U.S. say the pope is not following traditional teachings, yet Francis in his open gregarious style says he doesn't lose sleep over this. His style is marked by directness, and the use of short phrases of the Buenos Aires dialect with which he is most familiar.

With 3.7 million workers in the informal economy Italy is one of the worst hit European countries. Italy's south, including Naples and its capital Campania is one of the hardest hit. Italy's lockdown ended May 18, with some restrictions. Affected worst are small business owners such as shopkeepers, restaurant owners and market vendors, also hit are workers employed in tourism and entertainment. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...
