Yellow vest protesters in Paris have a point about the rising cost of living in Paris. Paris now ranks as one of the top 3 most expensive cities inthe world after Hong Kong and Singapore.  This is using 150 items in 133 cities worldwide in the Economist Intelligence Unit's 2019 Worldwide Cost of Living Survey. Other cities that are in top ten include Zurich and Geneva ranked fourth and fifth followed by Seoul, Tokyo. Israel's Tel Aviv entered top ten for first time. New York and Los Angeles rank eight and tenth.

London property prices fell for second year in a row in 2018. No German cities in top ten, Munich overtook Hamburg and Frankfurt moved up three places. In Canada Vancouver is dropping and Toronto is still holding up.

Critics say China uses debt trap diplomacy in Africa through its infrastructure investment projects. Silja Frohlich of DW.com speaks to Eric Olander of the non-partisan China Africa Project to make an assessment of what is happening. Olander says Africa is facing a demographic change of immense proportions with about a billion people that are being added by 2025. For African leaders what are their options- do they build the infrastructure that would lead to the industrialization that creates jobs for all these people, even as they use their children's future to borrow vast sums of money. Global and private markets would charge 7 times the interest that the Chinese are charging, says Olander. China has built roads, railways, bridges, hospitals, and other infrastructure for which there was not enough financing from other countries. Since the Belt and Road Initiative was launched 5 years ago it has built four new railways- the Mombasa-Nairobi railway, Addis Ababa-Djibouti (759 kms), Abuja- Kaduna (186 kms) and Angola's Benguela railway (1866 kms). China has also helped Africa to develop its options with alternative sources of investment helping it negotiate new investments from different sources as Kenya and Uganda are doing today.  At the conference in 2019 in Beijing President Xi offered cancellation of interest till 2018 for loans to Ethiopia. A new effort to introduce transparency and improve terms and offer debt forgiveness is underway to change China's image for investment in Africa. Germany's aging rail system, the Deutsche Bahn, will get a makeover with a 86 billion euro inverstment over 10 years. FOr years it has suffered from delays, broken bridges, older trains, and lack of modernization. As the economy slows down infrastructure investment which has suffered from the Tech years, is now back in popularity with the public mood shifting across Europe and the U.S. A current five year plan budgeted just 5.6 billion euros per year and is replaced with a ten year plan with 86 billion euros so that it sends a signal for the economy, but more importantly creates planning security for investments, and makes building sites cheaper to run. As a sign of the times trains running 6 minutes were considered as "on time" in recent years. Merkel's CDU was not pursuing infrastructure investment during the austerity decade 2008-2018. As finances are being cleaned up in Europe and the U.S. and the banking mess clears, the shrinking of banks such as Deutsche Bank as a vivid and educational example, and the mood of the public shifts away from the flashy Tech years, there is a sense of the value in the public mind of the investments in infrastructure that benefit all, that prevailed in the post war years. ...

Macron started out in the Socialist Party in Amiens, France. After going to elite schooling he joins the Socialist Party ministry of Francois Hollande. As Minister of the Economy he rises rapidly to replace Hollande with his own party called the Movement that he sets up and within a year wins presidential elections. The rapid rise, the lack of his Movement party having much experience and put together quickly with new younger people, his aloof presidency, and a lack of connection with the problems brought on by the deindustrialisation of France as production shifts to China, the problems of lack of work and cost of living in smaller towns in France, lead to Macron's loss of popularity. His party won only 10% of the vote in EU elections and 20% in the first round of Assembly elections in 2024. He is now allied with Sarkozy's Les Republicains, the very party he sought to replace by calling it old school and no longer relevant.  A small faction of the Les Republicains shifts out to ally with the National Rally of Le Pen and together the 2 parties seek a majority or near majority in the Assembly to take the prime minister position under Macron. The result would be a too young at 28 years Bardella as PM and the Socialist Alliance a close second in the National Assembly. Macron would have to come to terms with the Socialists he had abandoned to run the country and appoint Oliver Faure as prime minister if a second round gives his Movement and the Socialists over 50% of the vote. ...

Biden sends Yellen and Blinken to Beijing in April 2024 to meet with premier Li Qiang and foreign minister Wang Yi to improve relations with China. Xi says China and the US can work through their differences including on Taiwan. As tensions increase in Europe with Ukraine and with another election cycle in the US, it is essential that the US, China, India and the EU work though differences on Taiwan and the Indo-Pacific, and plan ahead for a future peace settlement in Ukraine with the support of all nations, especially ones with which the US and EU, have a strong trading and economic relationship. China needs export markets as its construction industry stalls and increases investment in manufacturing. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. Both sides have economic interests, and interests of the world to advance peaceful cooperation.

Lindner met with senior FDP leaders in Potsdam to plan breaking away from the Scholz government 2 months before it happened on November 5. Lindner was fired that day by Scholz after making unacceptable demands including scrapping climate action targets, and reducing investments in infrastructure. The supplementary budget passed by Scholz was to reidirect 60 billion euros of unspend Covid money to needed infrastructure and climate action projects. The German Constitutional Court declared it unconstitutional. 

The FDP is polling 4% which means it is headed to the situation a decade back where it had no seats in parliament. Which explains Lindner's actions seen as a betrayal by the Scholz government. The greens had advocated investment 4 years back which never happened because of Lindner and FDP opposition hurting the German economy's resilience.

German foreign minister Annalena Baerbock says a few rich fossil fuel states and emitters have "ripped" off the countries most affected by climate change.

Baerbock said of the COP29 talks at Baku, Azerbaijan-

"As the EU, we strongly oppose abandoning the path set in Dubai. What we need now is a coalition across continents for the climate."

"We are in the midst of a geopolitical power play by a few fossil fuel states."

"We Europeans will not allow the most vulnerable states in the world, especially the small island states, to be ripped off by some of the new [rich fossil-fuel] emitters."

There is a clear difference between Biden and Trump on the Climate. Biden put the US back into the 2015 Paris Climate Change Treaty in fight against climate change after Trump took the US out of it. Trump supports coal and oil & gas. Biden is working to phase out of coal and fossil fuels in a way that still keeps the economy strong. There is place where the difference is so starkly clear. Expect climate change events, storms, fires, floods to grow under Trump, and storms, fires and floods to be made to recede under Biden with strong climate change action.

About 30 rail routes in Germany will be renovated under a massive renovation program of Deutsche Bahn that begins July 15. Repeated delays and cancellations of an antiquated rail system is causing frustration for rail users in Germany. Deutsche Bahn's deficit is euros 2.4 billion and the debt euros 34 billion. It paid 133 million euros just for delays over 60 minutes to customers last year, up by 43%. Germany is not investing in the rail system as it should because of a culture that has spread since the 1990's that investment in public infrastructure and public services is not essential. The CDU party and the FDP have adopted this culture as their own, and the people have not voted this out as the FDP is part of the currrent coalition of the Socialists and the Greens under Scholz and FDP's Lindner controls the Finance Ministry. This is the challenge facing Europe and the US, dismantling a culture step by step that does not believe in investment in public services and infrastructure for far too long allowing it to fall apart when financial markets invest and waste capital in dubious projects. In the US inventing a new golf ball gets 100 million dollars in this dysfunction in financial markets in the EU and US, the list is endless which adds up to tens of billions of dollars.  ...
