Andrew Browne points out that the poll on Japanese premier Abe's visit to the Yasukuni shrine showed 46% of Japanese against and 41% for. Some of the people who were for simply were registering their opinion that a elected Japanese prime minister should not be dictated to in where he goes or cannot go. Browne delves into Abe's purpose and motivation. Abe, he says, has an expression for what he is after which translates into "leaving the post-war behind," the idea being to put Japan's image as a "good loser" behind. The larger purpose is to create a new role for Japan in Asia, and for Japanese to take pride in their achievements. This is not viewed the same way in the region because of the hypersensitivity in Korea to the colonial occupation by Japan, and the hypersensitivity of China to events during the Japanese occupation of parts of China.

How the global supplier system, while it spreads some of the financial risk, also creates a number of problems Boeing has to resolve. The advanced nature of the plane using composite materials instead of aluminium, and many other new aspects, all make it necessary for careful attention to details and coordination of different partners roles. Things like training of workers who do the work at new plants put up by suppliers like Vought Aircraft of Dallas and Alenia Aeronautica of Italy, in this case in Charleston, S.C., were inadequate. This had the effect of compounding problems Boeing already has in shortage of aluminium and titanium fasteners to assemble the different parts. Boeing deals with supplier delays as suppliers around the world have themselves outsourced some of their work to other suppliers which Boeing had not expected or in some cases decided to let the suppliers handle the way they best saw fit. Global outsourcing was supposed to be an improved and faster method of putting together a new airplane and Boeing still thinks that when the problems are worked out this will hold true. Meantime Boeing is throwing money and engineers almost $2 billion to help suppliers iron out these problems. Airbus also faces production problems from Europe wide outsourcing and coordinating between the German and French parts of Airbus who had difficult working together with differnet styles approaches and methods which was resolved by having the French group help the German group to come upto speed as documented earlier this year in the Wall Street Journal. Ingrassia presents a different view of Steve Miller. He became the bogeyman for putting the facts the way they were: the days of the highly paid auto workers were over in a global economy, where automakers compete globally and parts can be made anywhere in the world sometimes at a fraction of the cost in the USA. Should Steve get some of the credit for the union taking the wakeup call? Delphi did not benefit from this public acrimony with the union. Was there a better way. Dana's McCracken thinks so doing this in a less public way. On the other hand the debate needed some kind of point man who got the discussion into focus even with straightforward remarks that would make few friends. Was it risky for Delphi and GM ,with the possibility of a lengthy strike. This was a serious risk.

He also wants to defeat the Taliban and militants and find those responsible for the death of Benazir Bhutto. This interview with Bret Stephens who gives an account of it and his own comments, ends with some remarks by Zardari about wanting to defeat the militant elements that killed Mrs Bhutto in a manner where "not letting them get away with it" referring to those responsible, is something he wishes to do before his own life ends. It suggests that this war is likely to take a new turn as the military in Pakistan takes on the militants and Taliban and as General Petraeus looks for a way to reverse Taliban gains in southern Afghanistan and other parts of the country.

Plastic water bottle use surged with a shift to single bottle use of bottled water as a preferred option to using sugar drinks and sodas. In the U.S. this use has surged 284% since 1994, with 67% of the bottled water sold not in jugs but in single use convenience type plastic water bottles.  Manufacturers of plastic water bottles have failed to come up with a technology that makes the kind of plastic that can be easily recycled. Danone's bottled water company Evian brand makes about 30% of its plastic water bottles from recycled plastic and no aims at shifting entirely to recycled plastic by 2025.  Images of bottles filling landfills and hurting sealife have led to consumer opposition to their prolific use. Ocean Conservancy says plastic water bottles are behind cigarette butts and food wrappers the thrid most item washing up on shorelines.  Curbs- Cities in Massachusetts along the coastline are banning their use. New York City is banning the sale in parks, beaches, of these bottles. And the European parliament  is backing laws for member states to collect 90% of these bottles for recycling by 2025. Mumbai has banned this year eater being sold in small bottles. The importance of this is now sinking in. ...

As auto sales decline in Spain, France, Italy and other parts of Europe auto companies are looking at improving efficiency and closing inefficient plants. Italy is tackling labor laws that prevented a revamping of the auto industry to improve productivity. New laws make it possible for companies like Fiat to hire or fire workers rather than having to place them on a state backed temporary layoff program that pays workers two thirds of their salaries while not working. Chrysler-Fiat CEO Marchionne sees sales dropping below 10 million units from the 13.1 million in 2011 if the euro were to disintegrate. With the higher efficiency of Fiat's plants in Poland and other parts of Eastern Europe, Marchionne is not willing to make any exceptions for the Italian system any longer. In 2009 Fiat's plant in Tychy, Poland, making the Fiat 500, made 600,000 cars with 6,100 workers, whereas the five largest Italian plants made 650,000 cars with 22,000 workers. Marchionne put forward his 5 year revamp of Italian operations in April 2010 with an investment of 16 billion euros. Unions were asked to agree to new work rules in exchange- shorter breaks, reduced absenteeism, doubling of overtime hours if needed, and pay tied to performance in addition to seniority. In the fall of 2010 Fiat shifted the production of the Fiat 500L to Serbia. Following this unions agreed to the new rules. One of the plants revamped was the Pomigliano plant which would turn out lower cost Pandas instead of the Alfa Romeos at a cost of 800 million euros to redesign the plant for efficient manufacturing. The new plant requires fewer workers and only 3000 of the 5000 workers at the plant have been hired. Priority was given to younger workers. Marchionne sees the revival of the manufacturing plants in Italy closely linked with his plan to import Italian cars to the American market because of the declining sales in Europe. The transformation of the auto industry and Chrysler was achieved by changing work rules and reducing labor costs. A similiar process is now underway in Italy....

The really small cars like the HOnda FIt and the Toyota Yaris and the GM Aveo are piling up on dealer lots as the price of gasoline drops to $2 a gallon from last summer's $4 a gallon. At February end 2009 Honda had 22191 Fits on dealer lots enough to last 125 days at the current sales rate, and Toyota had enough Yaris subcompacts to last 175 days at the current sales rate, according to Autodata Corp. Chrysler has a 205 day supply of the Dodge Caliber, and GM 427 days of Aveo cars. Honda Civics are also piling up. Price shifts and shifts in consumer attention and buying behaviour makes it difficult to plan ahead. The American carmakers have shifted plants to smaller and midsize cars after seeing the disastrous drop in the sales of larger vehicles in the third and fourth quarters of 2008. Now government policy is to mandate fuel efficiency standards, there is talk of agasoline tax, and even the current numbers shows ashift away from the SUV's and larger vehicles of the past. Ford's sales analyst Pipas says that over the 5 months ending February 2009 sales of small cars totaled 718,000. This was down 28% over the same period in 2008, but small cars grew to 18.4% of the total market, up 2.1 points from the year earlier period. Part of this is that overall the market has declined much more than 28%. This also shows that policy in an industry-government partnership will have to show the way that is best for the US, to ensure that oil prices don't go up the way they did, when consumption at the pump was excesssive and fuel standards lax. This should also be done in a partnership with other countries like China and India to ensure that technologies are available worldwide to reduce fuel consumption and promote fuel efficiency, as keeping consumption per passenger for each mile travelled as low as possible will take pressure off the oil price. It would make automobile transportation feasible for a rapidly urbanizing Asia, and by reducing the pressure on price that urbanization and motorization in Asia would bring, help moderate oil prices for western countries. ...

Rate of diabetes is rapidly going up in India. In addition scientists have shown that Indians are more prone to diabetes if they are obese to the same extent as someone from Canada or the U.S. This is called thin-fat diabetes- a higher impaired glucose intolerance- and comes from centuries of body changes following famine in parts of the country from failure of monsoon rains. The obesity rate is going up dramatically and with it diabetes is up significantly.  From 6.4% obese or overweight in 1990, by 2017 18.8% are obese or overweight, according to Health Metrics and Evaluation Institute of the University of Washington. The International Diabetes Federation now predicts 123 million with diabetes in India by 2040. By 2017 diabetes rates went up from 1990- from 5.5% to 7.7% or 63 million people. The major problem in South Asian countries and in China is the growing use of packaged and processed foods, fast food and carbonated drinks. Efforts to prevent the sale of junk foods is a battle being fought between private citizens and the large processed foods companies such as Coca Cola, Pepsi and Nestle. This is the subject of this article with Mr. Verma taking the case to the Delhi High Court facing large opposition. Mr. Verma left his job as a marketing executive as he took care of his sick child. He filed a case in the Delhi High Court in 2010, and faces the opposition of the India Food Processors Association- so far there is little progress.   ...

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

For a change see parts of Tokyo you normally do not see, and way down in Kyushu island see the Kagoshima region. It is part of this trip to Japan for a 4 day break suggested in The Times of London. 1) Take the Toei streetcar- take the Tokyo Sakura tram running from Minowabishi station in Arakawa, where bits of old Tokyo still exist in narrow alleyways and pubs. Take the tramcar to Waseda station in Shinjuku. An hour's ride and 30 stations with a one day ticket to hop on and off as you feel like. 2) Take in the Sumoida Hokusai museum, and see the famous works of Katsuhika Hokusai, at a museum dedicated to him. Don't miss the woodblock print Under the Wave off Kanagawa, and the series Thirty six views of Mt. Fuji.  3) On Day 2 head to Kagoshima, a 2 hour plane ride from Tokyo. There are 20 flights from Hnaeda airport in Tokyo to Kagoshima airport. You will see Mt. Fuji from the plane at 11,000 feet. In Kagoshima take the airport bus to the city centre and get on the Sakurajima Ferry, about 15 minutes running 3-4 times an hour, 24 hours a day. It goes to Kirishima-Kinkowan National Park, with active volcano Mount Sakurajima, cedar woods, sandy beaches, azalea covered mountain slopes. Try the mineral springs or onsen for a serene atmosphere. 4) For Day 3 take the Ibutama train for an hour ride from beachside town of Ibusuki for sea views, and look for "Mystery Island." During the summer months a sandbar causeway appears for some time allowing one to cross and look at the uninhabited island amidst the sound of the waves and sea air. Then back to Tokyo after a zen period of serenity and calm.   ...

The southern U.S. which was early to reopen the economy after the lockdown with some states having only partial lockdowns, is emerging from the coronavirus in much better shape than the rest of the U.S. The unemployment rate fell to 6.9% in August, the lowest of any region. The number of people employed was only 6% lower in August than in February, when most of the U.S. went into lockdown, compared with declines of 10.6% in the Northeast, 8.2% in the West, and 7% in the Midwest. Some of this was a result of aggressive reopening in Texas and other southern states. Overall deaths in the south were 60 per 100,000 people compared to 132 in the Northeast including New York and New Jersey, Midwest at 52, and West at 40. The Northeast numbers are high because of the elderly in nursing homes hit hard in New York and New Jersey.  In the southern states by comparison the deaths came later and among young people taking risks. The virus hit the northeast early and parts of the midwest, southern states had the advantage of some of the work already being initiated in March to fight the virus nationwide. Many of these states are also Republican and residents feared the virus much less. Republican Governors followed their instincts and aggressively reopened putting the economy first. The numbers tell the story. In South Carolina 44% of Republicans say they aren't afraid of the virus outbreak in the local area, compared to just 2% of Democrats, according to Civiqs poll. Georgia and Florida have similar numbers, all with Republican Governors. One factor favoring southerners is that cities in the south are much less dense and less populated than in the North and West. Educated in the West Indies and in Britain, Patterson is able to bring another perspective to look what has happened and what is the way forward. Here he is interviewed by the Harvard Gazette. Patterson is a professor of sociology at Harvard. A separate Saturday Essay by Orlando Patterson appears in the Wall Street Journal on June 6, 2020. Patterson points out that the big problem is de-ghettoization is not happening. Progress is not about integration first, it is about successful de-ghettoization taking place first, says Patterson.  And here he faults white liberals for not putting their money where their mouth is. For this to happen black families have to be able to move into suburbs. Strict zoning laws and limits to building moderately priced housing in some of the most liberal parts of the country keep out families wanting to move to the suburbs.  It is the social contact even side by side in suburbs with a leap in quality of housing and neighborhoods, schools, that can change people's own perceptions of themselves and their interactions with the communities around them. A lot of whites Patterson says have liberal views but when it comes down to making the concessions needed to make black lives better they are not willing to do that.   Patterson offers his own experience in Britain walking down a street in Cambridge. He lived on Trowbridge Street. He enjoyed walking through the Cambridge Rindge and Latin School. And while walking he observed the easy interaction of black kids and white kids, and realized how different this was from the 1960's and 1970's. Having this sort of interaction comes from a more integrated setting, so that people grow up not having that awkwardness or lacking social contact.      ...

Donald Trump is acquitted in the second impeachment trial with a vote in the Senate of 53 in favor to 47 against. A two thirds majority is required to impeach a president. Senators Burr of North Carolina and Cassidy of Louisiana were Republicans who joined the expected ones to vote for impeachment- the Republicans Mitt Romney of Utah, Pat Toomey of Pennsylvania, Ben Sasse of Nebraska, Susan Collins of Maine, Lisa Murkowski of Alaska. The Republican defense lawyer insisted that Trump's speech to his supporters was not an intention to incite them on the day of the Capitol riot on Jan. 6, 2021 but an expression of his rights to free speech guaranteed under the U.S. Constitution First Amendment. He made the point that the prosecution lawyers had selectively focused attention on the words "fight like hell" and taken them out of the entire context in which they were made, ignoring key parts of Mr. Trump's speech. The defense argued that the president had already left office and this made an impeachment unconstitutional. Seventy five million voters voted for Mr. Trump and he cited this as the most number of votes won by a sitting president. President Biden is shifting his attention to the president's agenda and needs Republican support to pass key legislation including financial help to households, unemployed, and business to recover from the pandemic. The U.S. health effort behind the vaccination drive and seeing the struggle in Europe to access key medical supplies of vaccine is also leading to new efforts to move beyond the rhetoric to the hard work ahead with support of all parties. As part of this the trial once it reached the Senate was quickly resolved in about 5 days. The defense used only a small fraction of the time allotted with bipartisan effort to not let the trial drag on, bipartisan effort to putting some statements simply on the record and not calling witnesses.   ...

A study by Prof. Peter Petri of Brandeis University, shows the Trans Pacific Trade Agreement boosting economic output in the U.S. by about 0.4% by 2025 or $77 billion. Winners are biologic drugs which get long term patent protection, tech firms and software engineering services. Losers are the Detroit auto industry with higher auto parts imports, light manufacturing, and some heavy manufacturing sectors. Prof. Douglas Irwin of Dartmouth College and other experts say it is not clear how U.S. consumers and businesses will benefit. The import duties as a percentage of total imports are now at about 1.4%. Experts say about 4/5ths of the benefits of TPP for the U.S. are from opening up trade in services and new rules for investment and commerce. TPP includes Pacific countries Canada, Australia, New Zealand, Chile, Mexico, Malaysia, Singapore, Vietnam, and Japan. Issues are environmental rules, worker protection and standards, agricultural imports in sensitive countries such as Canada and Japan, affordable drugs in poor countries....

Among the things that make the U.S. different from Britain, that Roberts does not mention, is the character of the U.S. as a nation of immigrants. As true today as it was for millions who came to these shores from Ellis Island at the turn of the century. This makes for a much more adaptable society with different strains of thinking. Another point that makes the U.S. different is that it has striven to be an anticolonial power in its policies- working to ease the transition to independence of countries in the former French and British empires. The U.S. business and economic system has worked to bring development and economic progress in all parts of the world, as a partner in contrast to a colonial power. In this sense the U.S. has a very different character and a different capability for renewal than the empires of an earlier period- and new basis for belief in itself renewable from period to period.

Sony is trailing badly in the smartphone business in 2014-2015. Global market share is at about 3.1%. Sales in China have failed to gain with only 0.4% market share, as Xiaomi has made large gains in China in 2014, and with other low cost competitors such as Lenovo. Even in India once considered a promising market Sony smartphone sales market share is at about 3.2%. Market share is about 6.9% in Europe and 14.4% in Japan, according to Counterpoint Research. The mobile division is cutting staff by 2100 from current level of 7000, as mobile becomes Sony's only money losing unit. The head of the mobile division and CEO Hirai are now considering options including selling the unit or joining with third parties. Mr. Totoki, head of the mobile division, says Sony has learned through this experience that creating customer enthusiasm for products involves much more than simply putting together powerful parts.

Use of oil for transportation has increased from 30% ten years ago to nearly 50% in 2013, according to Sanford Bernstein, as more cars are added to China's roads. This makes it less likely that a slowdown in China's growth will affect demand for oil. Sales of passenger cars increased by 11% in January and February 2014. A study at France's central bank by Gauvin and Rebillard shows only a much smaller effect on oil prices from a hard landing of the Chinese economy, compared to the effect on metal prices. Passenger cars now make up two out of three vehicles on Chinese roads, according to LMC Automotive. The growth in cars is likely to continue, not just in China, but in other emerging markets such as India, Brazil, Mexico and Russia. Metal consumption is different, as it comes mostly from housing, infrastructure and factories which are the most affected parts of the economy in China.

A divided parliament and the lack of U.S. presence after the withdrawal in 2011 at Malik's insistence. The U.S. has refrained from supplying the Iraqi military for fear of aggravating ethnic tensions, with the Sunnis saying Maliki is practicing ethnic cleansing under the guise of fighting terrorism. Under Maliki Iraqi airspace has been used to supply the Assad regime from Iran, according to some reports, making the U.S. wary of supplying the Iraqi military as it has little influence left.

Germany's new Interior Minister Hans-Peter Friedrich said that Islam did not play a major role in German culture, and was not a part of the German way of life. He said successful integration requires knowledge of the social reality in Germany and an awareness of the Western Christian origin of German culture. The question facing Germany is how to integrate 4 million Muslims living in Germany. The Turkish prime minister told Muslims in Dusseldorf that Turkish parents should teach their children Turkish first, before German, and that the Turkish culture and civilization should not be ripped away from Turkish people in Germany. He drew a distinction between assimilation which he rejected and integration which he encouraged. The problem is that integration is seen in different terms by Muslims and by Germans in different parts of the political spectrum. For Lutheran Bishop Druge of Berlin, integration to the German way of life was integrating into a democratic way of life based on dialogue and human rights....
