The twin banners of Science and Modernization of the May 4, 1919 movement kept high through the last 100 years are revived at the 20th Chinese CCP Party Congress in 2022. Xi Jinping used the phrase "self reliance in science and technology" five times as the US and EU gradually close the doors to shipping out advanced technologies to China, and limit flows of capital to concentrate on development at home.  A new section was added to his report for "Science and Education."

Xi told the Congress- "We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth."

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...

The US has expanded access to products from China and other countries gradually leading to a loss of US manufacturing over 2 decades. Today both Republicans and Democrats see the dangers of such economic policies for American workers and families. Mr. Trump first raised this issue that has been raised for a decade or more. Mr. Biden realizes what this means for the future of the Democratic party with the loss of manufacturing communities in the US. For this reason the Indo-Pacific Economic Framework and new economic alliances in Asia are being built in a different way. This may not seem much today but as the US shifts its investment, and the European Union shifts its investment, to home countries and countries in Asia and Latin America, Africa, till 2030- 2040 over two decades this will create huge opportunities for the US, Europe, India and other partners in the free world. It is a mistake to think that a better life for the people of the free world can be built on the mistaken idea that the loss of American manufacturing communities was somehow acceptable. The sudden failure of the trade policy with China after the loss of so many American manufacturing communities shows that in the long run only policies that benefit both American workers and foreign workers will work and deserve support. The return of US manufacturing and European manufacturing to US and Europe must therefore be the very foundation of our effort and with it can evolve the building of manufacturing communities in friends in the free world such as India and other Asian, Latin American and African countries.  For India this is the kind of policy that Mohandas Gandhi would have chosen because of his broad and deep knowledge of the world and how it works best, he would have seen policies that benefit American manufacturing communities needed as much as building manufacturing communities in India. The ripping up of manufacturing communities in the US and Europe and what it has done to American and European workers and families, as has happened with globalization, would have been abhorrent to Mohandas Gandhi. This is why the Indo-Pacific Economic Framework and economic alliance in Asia starts with the right principle even in its basic form, with the hard work of all and creative ideas creating the right solution for the Free World as it evolves to 2040. The US midwestern states depend entirely on imports from Canada of as much as 3.5 million barrels a day. In 2018 the Canadian government bought an unfinished pipeline from Alberta to British Columbia, the Transmountain pipeline for $18 billion. This is now finishing completion in 2024. For years the pipelines bringing oil from the north to midwest states reduced the cost differential between Canadian crude and US crude to $18 for a price of $47 a barrel. The Transmountain pipeline will take some of that oil and move it to British Columbia ports where it can loaded onto tankers heading to Asia. This will increase the cost of Canadian crude into the midwest and be reflected in prices at the pump.

Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

US economic growth for the fourth quarter 2021 was at the annual rate of 6.9%. Economic growth rate for full year 2021 was 5.5%. This is the fastest growth since 1984 when  growth followed a double dip recession and high inflation. Most of the surge in growth in 4th quarter 2021 was from companies restocking merchandise and shelves and not from people buying more stuff. Without these inventory effects growth in fourth quarter 2021 would be 1.9%, according to the Commerce Department. Sales of durable goods, of cars refrigerators, actually fell in December.

For the current quarter, the first quarter of 2022, forecasts show growth will slow to 2%.

City authorites are bulldozing vacant lots in Chicago, Pittsburgh and Detroit. Hundreds of vacant lots can be a problem for cities. Clearing these vacant lots is the first step to building new housing that is badly needed today. Detroit's population has fallen by two thirds, Pittsburgh by half, and Chicago by a quarter since 1950's. Detroit's land bank holds 63,000 vacant lots, Pittsburgh has 13,000 city owned lots being transferred to a land bank. Chicago has 10,000 vacant lots and 16,000 lots caught in a mess of unpaid taxes and unpaid fees. The city is working on new laws to speed up the clearing and development of these lots. Many are in Black and Latino neighborhoods once known to be redlined, meaning the banks denied the places mortgages and speculators engaged in blockbusting to sell declining white neighborhoods from the shift to suburbs to black people.

The US Justice Department imposes a $225 million fine on Teva Pharmaceutical and requires it to sell its Pravastatin drug line as part of a deferred prosecution settlement on price fixing charges. The  public was overcharged by $350 million according to a 2020 indictment. Collective fines on price fixing charges in the generic rugs industry amount to $680 million reports WSJ. Teva will also have to donate $50 million to needy patients. This is another way the Biden Justice Department is bringing down the cost of living by keeping a close eye on drug costs pushed up by illegal price fixing.

The US in investing heavily in its infrastructure rebuilding under president Biden and its economy is growing, unemployment declining compared to Germany and China where the economy is slowing and facing hurdles. Poor and middle income developing countries in Africa and Asia, Latin America face the hurdles from high interest rates and rising debt burdens. India is also increasing growth by building  infrastructure and manufacturing capabilities.
