This article by Saeed Shah and Syed Hasan describes the Taliban factions from the tribal areas that control parts of Karachi, Pakistan's main commercial city on the Arabian Sea. It provides a detailed map showing the outlying areas around the city centre, especially the shantytown areas and the areas with Pashtun majority population controlled by Taliban with roots in the tribal areas. The Taliban charge taxes and adminster law in the areas they control. A major operation was launched since Sept. 2013 by the Sharif government to free this key city of Pakistan from Taliban control and the wave of kidnappings, extortion and other violence from Taliban members. About 168 police officers have been killed in the efforts to control the city, but areas under Taliban control are still hard to patrol by government police and special Ranger force. Karachi anxiously awaits the result of peace talks of the Sharif government with Taliban. If the talks fail and an operation is launched against Taliban in tribal areas the repercussions will be felt in Karachi. Shah and Hasan provide a excellent picture of the tribal loyalties, religious extremism and entrenched culture of violent activity that extends from the border tribal regions of Pakistan into the commercial centres such as Karachi that is a vexing problem for the Sharif administration, police, business and ordinary citizens....

With only 63 million metric tons of food storage facilities and 75 metric tons of foodgrains stocks after the 2012 harvest season, India faces an acute shortage of storage capacity. About 3-4 million tons of additional capacity are planned by May or June 2012, and 11 million tons in 2013, according to India's Food Ministry, but more capacity will be needed this year. If not corrected this could mean that about 8 million tons of foodgrains could rot out in the open or in makeshift conditions. This is a major problem as about 200 million people in India are considered to be food-insecure, and an estimated 42% of children suffer form malnutrition.

Peruvian President Alan Garcia has worked hard to atttract foreign investment and improve Peru's economic growth. The economy has grown every year for the last 7 years and growth in 2008 is expected to be 8%. Peru received investment grade rating from Fitch Ratings because of good fiscal management. Yet his popularity has hit new lows and is at 26% because the expanding economy has not benefited low income people and the rise in food and fuel prices have hit the poor the hardest. Government and private sector economists estimate is inflation at 5.71 % in the 12 months through June, but a former President Alejandro Toledo says the price increases for basic foods are in double digits. Even government estimates show tha poverty has declined by 5 percentage points from 2006 but remians high at 39%. The expansion plans of VW will add more competition into the US market which is declining. Martin Winterkorn ran VW's Audi business. He became VW's new CEO this year and brings a new leadership perspective to his job. He has several new strategies. In the area of pricing he wants to reduce unneeded features such as external mirrors that fold inward for narrow European streets, and bring down the price of VW Jetta and Passat models to be competitive with Toyota's Corolla and Camry models. Currently a Jetta is $17,000, a Corolla is $ 15,200 and a Passat is $23900 compared to a Camry at $20,000. VW's plans are to set a sales target of 1 million cars by 2018, tripling sales in ten years from the current 330,000 vehicles. In the next 3 years to 2010 sales world wide are expected to increase by 12 to 15%, VW wants to capture a bigger share by seeing its sales increase by 30% from the six million units today to 8 million units by 2010. Winterkorn sees this as possible given that VW has a more centralized management structure now which makes for quicker decisions. VW is also working on a new family of small fuel efficient cars on a common platform to be sold in China, India and other markets where a small car will be popular. Winterkorn referred to its new concept car as an example of the direction this would take. As importing cars from Europe is becoming costlier with the strong euro and the Japanese in contrast have the advantage of a weaker yen, the expansion plans will require lower pricing. VW looks to build a plant in the USA. Another strategy is to add 12 new models to its global product line and to launch more new vehicles in new product segments. This is what Winterkorn thinks has given Toyota its increased sales. A new compact SUV caled the Tiguan will be introduced. Narendra Modi is now the choice of the BJP party in India to lead it against the ruling Congress party of Sonia and Rahul Gandhi. The corruption in government and the slowing growth have improved the chances of Modi, the chief minister of Gujarat state in northwestern India, near Mumbai. Modi has done well in Gujarat state in a number of areas- from foreign investment in manufacturing, infrastructure development, and better governance. His plan is to replicate this at the national level. His slogan is minimum government and maximum governance.

The Europeans led by France and Germany demand stricter regulation and a financial regulatory system that oversees the entire financial system, and oversees all the larger countries. The US in contrast wants to see a lighter regulatory system, and lighter regulation of parts of the financial system like hedge funds. For the USA where the crisis originated, the emphasis is on larger stimulus spending. For the Europeans which have a larger safety net that they would like to see considered as part of their stimulus- and their social arrangement such as reduced hours in Germany to avoid layoffs, and the presence of a large public sector in France that is about 52% of GDP- the situation as they see it does not require breaking the EU's committment to control large deficits. The cultural and historical roots are also different. Germany was hit by hyperinflation in the period between the two wars, and there is thought there that this helped the rise of demagogic leaders and the collapse of democracy there. At that time the issue was war reparations that Germany found difficult to absorb in an economy devastated by the first war, which strained German finances. France and Germany also have no foreclosure crisis, and car sales and consumer spending are not in the deep decline that is seen in the USA. In fact car sales have increased in the two countries with the refunds for scrapping old vehicles, with no such plan in place in the USA. Making there is a credible position on the European side. Germany does see itself hit by the collapse in international trade. Germany and France face the prospect of helping their banking systems deal with the large bad loan situation facing them in Eastern Europe. At the same time Germany and France want to save some firepower for coming to the aid of key parts of the European community like Spain, Greece, and Ireland, which are facing a worsening crisis. In short both sides have credible positions, and some form of accomodation as events unfold may be a better desired outcome than some unified outcome. And little has been said of the position of the other countries in the G20, the emerging countries like Brazil, India, China, Russia, Indonesia, Argentina and others, and the position of the World Bank speaking for the poorest countries. These countries may favor stronger stimulus, and would favor the stricter regulation and supervision of global financial systems favored by the Europeans. This is because they may rightly feel that the messups in the global financial system have stolen their chance, at just the point where they were turning the corner in their efforts at bringing better standards of living to their peoples....

The India-Pakistan-Afghanistan issues are still framed in the old way in terms of communalism, cold war then and the war on terrorism now. These policies were a legacy of the colonial policies of an earlier empire designed to preserve foreign rule, with a policy of perpetuating divisions between communties on religious and other lines. Modernization, the spread of mass communications that makes possible the reduction of prejudice and division by assimilating different values and beliefs into acommon aspiration for progress and better living standards, and the spread of education, commerce, and technological progress, create the conditions that should put this behind us. Put behind us communalism, and the political and military structures of communal states. Pakistan needs to be transformed from a communal state with a military structure designed to preserve that state - resulting in conflicts with its neighbors- into a state that represents a community and a religion, but in all other ways seeks peaceful coexistence and economic integration with the rest of South Asia. A good example of this is Mexico with its own culture, language and religion (Spanish Catholicism), and Canada with its own bilingual French-English heritage and British political structures and allegiances, both arriving at an arrangement of peaceful coexistence and economic integration with the USA with its different political structures and culture and sporadic conflicts with Canada and Mexico. This has promoted the peaceful development of the North American region. The US involvement in the region can then be seen as a misguided effort that continued framing the region's differences in the old British way or in a cold war stereotyping, first with John Foster Dulles in the India-Pakistan conflicts, and then with Reagan in the Afghan anti-Soviet war. This has worked to exacerbate the conditions that led to slow progress in the drive for economic development, infrastructure building and modernization in all of South Asia. Just as in Europe, as in North America, the processes of economic development work best when a policy of inclusiveness and integration of different communities and people is followed. ...

The World Bank's Jim Yong Kim leads an effort to bring infrastructure development to war torn regions, including $1 billion in investment in the war torn Democratic Republic of the Congo. This would help build hydroelectric power plants, roads and agricultural infrastructure, especially along the border with Uganda and Rwanda. This is where Kim sees the World Bank making the greatest difference. Kim is unique because he brings a background in anthropology and medicine, compared to the background in politics and finance of previous World Bank presidents. He increased committments to sub-Saharan Africa to about $14 billion in the current fiscal year ending June 2013, from $12.2 billion in 2012. This is his first year at the World Bank.

NAFTA removed existing tariffs on over half of the exports from Mexico to the U.S. and phased out remaining tariffs between the U.S., Canada and Mexico. The U.S. had two way trade of $918 billion with Canada and Mexico in 2010, according to the Office of the U.S. Trade Representative. India's ruling Congres party suffered losses in the two major states of Uttar Pradesh and Punjab. In Uttar Pradesh, the socialist Samajwadi party gained an absolute majority of 224 seats in the 403 seat assembly. The Bahujan Samaj party of Kumari Mayawati lost its majority winning only 80 seats, the BJP won 47 seats and the Congress won only 28 seats. Rahul Gandhi of the Congress party campaigned heavily in the state and the results show that his campaign against Mayawati did not result in Congress gaining enough seats to form a coalition government with the Samajwadi party led by Mulayam Singh Yadav and his son Akhilesh Yadav. Yadav has held the position of chief minister three times before, and campaigned for greater rights for lower castes and for a quota in education and jobs for Muslims. His other campaign promises included increasing electricity production, and improving the business climate. In the Punjab state, the Shiromani Akali Dal party won 56 of 117 seats, with the Congress getting 46 seats. National elections will be held in 2014, and the results reflect a repudiation of the Congress party after corruption scandals, slower economic growth, and lack of clear policy direction....

Individual investors reacted strongly to declining prospects for emerging markets with slowing growth, depreciating currencies, corruption and political uncertainty in 2013. As of the beginning of June, retail investors pulled $18.1 billion from emerging market bond funds, about one third of the amount that went in to emerging markets since the financial crisis in 2007, according to fund tracker EPFR Global. Institutional investors have pulled out less, about $9.3 billion, or 10% of their investments in emerging markets bonds since 2007. A similiar pattern is seen for investment in the stock markets of emerging market countries. The U.S. Federal Reserve's monetary expansion helped pull more money into emerging markets such as India, Indonesia, Brazil and Turkey. As the Fed shifts away from these policies in 2013 emerging market countries have large current account deficits and less money to finance imports and debt.
