In this WSJ op-ed, Michael Oren, Israel's former ambassador to the U.S. 2009-2013, describes the difficult moments in the Israel- U.S. relationship during the 7 years of the Obama administration. He says prime minister Netayahu made mistakes, but president Obama acted deliberately against Israel's interests. Oren says two core principles of the Israel-U.S. relationship, that of "no daylight" or no open disagreements, and "no surprises," were broken during the two terms of the Obama administration. One such moment says Oren was in May 2011, when Obama endorsed the 1967 lines with land swaps- a former Palestinian position- as basis for peace-making. M. Netanyahu was seen as lecturing the U.S. president about this the next day, according to Oren, because he was assured by the Israeli ambassador that this was not going to happen and it came as a surprise to Netanyahu.

Anton Harder in this Wilson Center publication of research uses correspondence between Jawaharlal Nehru and his sister Vijaylakshmi Pandit ambassador to the US in 1950, to show that the US made an offer for India to take a permanent seat at the UN Security Council. India had supported two resolutions on June 25, and June 27, first condemning the invasion by North Korea and second the organizing of a UN force of 29 countries to push back the North Korean invasion. Even though the US is not seen as actively engaging with India during that period and seeing through British eyes the colonial policies of encouraging  different powers in South Asia, that may not be true.  Who was India's foreign minister in 1950? Jawaharlal Nehru was both prime minister and foreign minister till 1964, which means there was less discussion of foreign policy than happens today during the Ukraine invasion with Jaishankar a career diplomat with 30 years experience, Rajnath Singh, and Mr. Modi, in talks with president Biden recently, and in further discussions Modi had with EU's Von der Leyen and UK's Boris Johnson, Kishida of Japan. Who was India's defense minister in 1950? Baldev Singh, a Sikh independence struggle leader was Minister of Defense for 1947-52 and tackled partition of Punjab and Kashmir issues. The rest of the years to 1957 when India faced the Chinese invasion of Tibet India's defense minister was also for most of the period Mr. Nehru, except Ayynagar in 1953, and Kailash Katju in 1955 and 1956. The controversial V.K. Krishna Menon was Defense Minister from 1957 to 1962, when Indian defenses were further neglected leading to the Chinese invasion of India in 1962, and his replacement by Yashwantrao Chavan. The purpose of this is to look back at what happened in earlier periods to understand where India stands today- and what choices it makes today. Clearly the US was looking for allies then and now. Nehru saw things from his own reading of history seeing China and India as both suffering from western invasion, not realizing that China's experience under Mao was different- that of Japanese invasion and bombing of China's major cities not just colonization of Hong Kong and other ports for trade under British trade based policies in 1850-1900. Thus a Communist Chinese version of China's defense involved taking over border regions such as Tibet putting China in direct and open opposition to India. Nehru never really grasped what was happening in Tibet and the war China fought against the Nationalists. American general Stilwell loved China deeply and had an understanding of its people as shown in Tuchman's account in her book Stilwell and the American Experience in China 1911-1945. Stilwell during that war had a better understanding of China, the strengths and weaknesses of Mao's China and of the Nationalists under Chiang, than Nehru. Some of these errors post 1950's and a concentration of foreign, defense and embassy positions in the person of Mr. Nehru and of Nehru family member such as Mrs. Pandit led to the Indian failure to act on Tibet and see it as see it for what it was -facing a Communist Mao led China that had fought the Japanese invasion as different from Bodhidharma's China of the history books. Bodhidharma's China will outlast Mao's China, yet it is Mao's China that India faces today. This also tells us that India has to think in new ways- as Lincoln said during a period when America was also making its own progress as an industrial nation in the 1860's. "The dogmas of the quiet past are not adequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new, we must think anew, we must act anew. We must disenthrall ourselves, and we shall save our country." India's values are values of democracy heightened not just by Mohandas Gandhi's ideas with Hind Swaraj written in 1910 just as powerful in 2022, but also by the heights of Ladakh where elections are held in remote regions of the Himalayas. India's values are values that are also shared in the best that America has in its values and culture and in the defense of freedom.    ...

Al Shater talks to the WSJ's Kaminski on his plans for Egypt and his demands for reinstatement of the elected parliament, the newly elected president of Egypt Mohammed Morsi taking that position, and the military backing off from its decree of unlimited powers over the president and parliament. He says he does not want a collision with the military and prefers to achieve the goals over three or four years, feels the military betrayed them, and admits to having too many disagreements with other pro-democracy groups in Egypt. His new emphasis is on a broad based effort and national accord to bring democracy and the rule of law in Egypt. Al Shater is a new breed of Muslim Brotherhood leaders in that he is a businessman having made money in furniture, software and other businesses, and at the same time a devout Muslim who spent years in Saudi Arabia. An interesting fact about the Muslim Brotherhood is that many of the leaders are academics, engineers and doctors or businesspersons, yet devout Muslims....

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

Tom Brokaw is perplexed by the absence of the war in Afghanistan as a campaign issue in 2010 US elections. Especially because the war is in its 9th year, has caused 5000 dead, 30,000 wounded, and cost over $1 trillion dollars. He reasons that this is because the vast majority of Americans can opt out of fighting the war on the ground. The all volunteer service draws from 1% of the population, with the majority from working class or middle class backgrounds. This has an unintended effect in making the costs of the war less visible, when actually it is taking a toll in other ways. The US is short of funds to build much needed infrastructure or update infrastructure. States and local governments are laying off teachers because of budget shortfalls, and the national budget deficit makes less money available for solving pressing problems in carbon emissions, energy, and infrastructure. Only recently New Jersey Governor Christie put on hold a new tunnel into New York City because of a lack funds. Pressing infrastructure issues elsewhere will be postponed in this manner. And the outlook for the next 20 years, according to Robert Gordon of Northwestern University, is not going to be better with slower growth at an average of 1.5%, leaving less money for the kinds of projects that defined America from the Erie canal to interstate highways. Brokaw says, the country would benefit from an effort to discuss what happens next, in the continued expenditure of blood and treasure. The German government has taken notice of hate speech on social media and social bots. The Justice Ministry convened a task force on hate speech on internet. Justice Minister Heiko Maas promised legal action against social media like facebook and twitter if it violated laws of libel and inciting to violence. Chancellor Merkel is bringing in a data science expert Professor Simon Hegelich of the Technical University of Berlin for consultations in Dec. 2016. Only AfD of the main parties, with its anti-immigration stance, has not come out in favor of not using social bots or paid trolls in the 2017 elections. Hegelich in talk with DW.com says it is hard to legislate on this because the whole phenomenon has not been fully understood. Article 5 of the Constitution provides for free speech. Hegelich also says the state of technology moves faster than legislation, and being international sites like facebook, twitter and others pose additional issues. He does not say laws cannot be helpful but that its not clear how best to do this. Thomas Jarzombek is a CDU member of parliament and digital media expert. He says social bots are more likely controlled by foreign countries, and fake news sites are more of a domestic problem. Making this worse is the incentive for unemployed journalists to do blogging of the crude and aggressive type to make more money. Jarzombek sees the need for the press to do more in its role for the democratic process to function properly, by functioning in the role of "enlightenment" and "awareness."  Jenna Behrends, a law student and CDU local politician for Berlin-Mitte, says it is necessary for good bots to be used to fight bad bots, in an article in Der Spiegel. Major mainstream media would then have to launch social bots themselves to fulfill their role of providing the public with correct and fair information free of excessive bias and distortion of the bad bots. One example of this is shown explicitly here of German chancellor Merkel's picture with the words " Guilty of betraying the people," with links to "Drain the swamp," and "Brexit." A more complex question is one of how to let people vent out frustration about the mainstream media itself being biased in favor of the established views and not doing enough or giving enough space to reflect alternative views, so that these can be debated without inflammatory language and deliberate distortion. A whole range of tools and modifications of behaviour may be necessary ahead of next years elections in France and Germany, now that the phenomenon is better understood following a vote in the Anglo-Saxon countries.   ...

Donald Trump's economic advisory team includes in addition to Harold Hamm, shale energy billionaire, Steven Mnuchin, CEO of hedge fund Dune Capital Management, hedge fund billionaire John Paulson, Dan DiMicco, CEO of steelmaker Nucor, bankers Stephen Calk, and Andy Beal, tax expert Stephen Moore, and David Malpass, a columnist for the WSJ. The team is headed by Stephen Miller, an aide to Senator Jeff Sessions of Alabama. The Washington Post points out that the selection of the team with many hedge fund businessmen including John Paulson, who bet against faulty mortgages before the 2008 financial crisis, is at odds with his criticism of Hillary Clinton for her contacts with Wall Street and his message of not having any connections with Wall Street so that he could better represent the interests of ordinary Americans- people hurt by the 2008 financial crisis with the high jobless rate for older white men. In the 2008 election both candidates John McCain and Barrack Obama were shown in media articles to have connections to lobbyists for Fannie Mae and Freddie Mac. In the 2012 election Mitt Romney as a private equity executive at Bain, was a part of the financial industry. This time in 2016- after all the noise and tumult about who represents Main Street- is no different for Trump and Clinton's connections to the financial industry. Only Clinton has to respond to the movement within her party from Bernie Sanders for providing a genuine example, and breaking with the past. The team of economic advisors put together by Jeb Bush led by Glenn Hubbard may be little different in substance than the one put together by Trump in its connections to the financial and real estate industry. The only person who took on the financial industry to fight for homeowners interests shown in Lyrarc since 2008 is Sheila Bair of the FDIC, a Kansas Republican. She could truly represent the interests of working class and ordinary Americans simply from a notion of fairness that  is so much a part of the American experience. Yet she has said running for office and fund raising in the way it is practiced today makes the thought too difficult to accept. Recent developments do not offer encouragement. Yet ordinary Americans ought not to forget, and ought not to let anger affect a discerning view of things. ...

In this insightful essay Peggy Noonan, former spokesperson for president Reagan, says that Republicans like Speaker Ryan with the Republican Health Care bill are making the same error made by president Obama.. Noonan says she had suggested a different way for president Obama to show compassion for the uninsured- first wait till the 2008 financial crisis was tackled, tackled waste and fraud in Medicare first, then look at the option of expanding Medicare to help the uninsured, and not the approach taken of swiftly focussing on the Affordable Care Act early in the first term disregarding Republican objections. She says Republicans are making the same mistake now by ignoring the impact the bill would have on Trump's base of working class Americans who may be affected by the bill's provisions not taking into account incomes in offering incentives or subsidies. Noonan says Trump did get one thing right in calling it a "carnage" for the worsening opioid epidemic in America which has hit rural areas and parts of the midwest hard. Noonan says Eberstadt has correctly documented the collapse in working class Americans wages and standard of living, and Caldwell the opioid epidemic at another level to their health. She also supports journalist Carlson who questioned Speaker Paul Ryan's judgement about eliminating the tax on wealthy investors in new legislation in a Fox News interview, as she says responding to the sense of America at the moment means listening to the sense of being left out of ordinary Americans, who have done not as well as the wealthy who have benefitted from a surging stock market.  ...

This editorial in the WSJ after Jeb Bush's opening campaign rally, says his candidacy livens up the field because he could act as someone who brings the country together compared to other candidates who would act as polarizing figures- Hillary Clinton, Rand Paul, Ted Cruz, and others. It gives high marks to Jeb Bush for his two terms as governor of Florida, and says the only governor coming close for the last 20 years is Mitch Daniels of Indiana. And it says the Republican party needs someone who can attract non-Republican voters if it is to win in 2016, which means taking states like Florida and swing states Colorado and Virginia. It cites as a plus Jeb Bush having a nearly 60% approval rating in Florida when he left office. On immigration and other issues affecting the middle class Jeb Bush has the potential to act as a unifying force in the country. His goal to achieve 4% growth, after the 2% growth in the Obama years, will be needed to improve the prospects for the middle class and working class people in the U.S., after the damaging effects of the 2008 financial crisis....

This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...
