The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. Tariffs and DJT policy was continued by Biden- there is no rupture. What French in Le Monde call "Immigration repression," is a policy of protecting border security including illegal drug and fentanyl flows and gang activity that was accepted by Biden and Biden-Republican Lankford legislation was agreed in 2024 to close the Border. The US was the only country making these chips when China was mostly an agricultural economy in the 1990's. It is only because of hidden subsidies and bad economic theory, that US let the chip technology be outshored. As soon as the people of America make the decision, bad economic theory will be discarded, and US will support its own chip manufacturing under bipartisan support in Congress and the White House, with the full support and funding of the American government.  The US can get things done once it makes up it's mind as the whole Nation. Advanced chips will happen very quickly in the US with the process already under way and supported by the whole Nation. People forget that bigger than chips, bigger than technologies of today, the Industrial Revolution of the 20th century began under Frances Perkins and Franklin Roosevelt in New York during FDR's term as Governor as New York State. It was at that time that New York state  was setup as the model of industry and labor, with new institutions and industrial landscape engineered by FDR and Perkins. This was transferred to 50 states during the 1930-1950 period- this is the industrial structure and economic structure that brought the Second Industrial Revolution in the 20th century to the world. Taiwan did not exist till 1950's emerging from Japanese rule, China from Japanese occupation till 1945, not emerging till 1990. ...

To get a right grasp of the situation as a whole from the bigger picture than the headlines, is to know that even in the current chaotic immigration handling of both parties, the US comes out a winner in long term by 2034. That it gives for the younger generation a better future. Congress's Budget Office economic report shows GDP higher by 2% from the higher immigration of 5.2 million added to the US workforce by 2034. US productivity higher by 0.2% and residential investment including construction up by a whopping 10%. The younger profile of immigrants will help the US compete with India's younger population, and as China ages to have what it and Europe is aspiring to have- a younger population. The best way to look at the immigration issue is for the short term- manage it better by organized method of immigration without chaotic border crossings by allowing potential immigrants to apply from their home country, a step taken by the Biden administration. What it or any Republican administration could not control is the immigration that happens from countries the US is at war with or in conflict with. It is important to recognize that this is what happened with Venezuela the largest component of the immigration border crossings in 2023. It was made worse by actions of both parties Democrats and Republicans and made worse in 2017 by more severe sanctions on Venezuela under the Trump administration.  Also part of the problem is Venezuelan mismanagement- providing oil at pennies a gallon, hurting imports and spiralling inflation that only worsened under US sanctions after 2017. Long term- To reflect that US sanctions on top of mismanagement by Venezuela is a warning for all developing countries in Latin America, Africa, Asia and for the US. It meant 7 million refugees a staggering quarter of Venezuela's population fleeing the country, that burdened neighbors Columbia, Ecuador, Peru, Chile. By 2022-2023 many of these refugees were making their way up the Darien Gap to the US. Yet within this tragic situation for Venezuelan people how could the US best respond is to close the border as president Biden has proposed with McConnell and the Lankford effort in the Senate, which was blocked by the House under Mike Johnson. This gives time to assess the situation, correct US laws on asylum and parole that allowed this chaotic way to proceed under actions of both parties.And not let this destabilize the US by understanding that while Venezuela has suffered for its role in the crisis the US will ultimately have come out a winner, as pointed out by the Congressional Budget Office projections. CBO projections of this immigration impact by 2034 of increasing the workforce population by 5.2 million will provide higher GDP, more tax revenues, and higher productivity than without this group of Venezuelan and other immigrants in this special situation of 2022-2023. Entergy is one of the largest energy companies. Its CEO for nine years, Wayne Leonard, talks to Joseph Rago of the Wall Street Journal. Its the No.2 generator of nuclear power in the USA, and uses coal for only 7% of its energy. He has made his name in nuclear energy, and here he talks about the government's cap and trade program and nuclear energy. He points to today's technology as far superior to the technology that was used in the Failed Three Mile plant, that put back nuclear energy plants in the USA for decades. He believes that price signals are needed for CO2, and the cap and trade program helps to do this, so he supports the cap and trade program. He admits that self interest colors perception of Entergy, compared to coal using utility producers like Duke Energy and American Electric Power. With coal only 7% in its portfolio of plants, and big in nuclear energy, it stands to gains from a cap and trade program, whereby Congress will set a ceiling on emissions, then allows businesses to sell any of its extra allowances that stand for the right to make emissions. And in doing so creating the largest commodity market, in carbon backed securiites. He and the government agree on the point that the allowances should be auctioned off, rather than given away as the companies with many coal plants believe. And the billions in new revenue from these allowances would be returned to the public. He understands that the view of companies like Duke and AEP, that use coal and would have to increase rates, and face the anger of ratepayers as they pay more for the allowances. He also thinks the bill should be written with a fine pen, so that if Congress mandates 20% of energy come from renewables. That it should specify replacing coal not natural gas as what this replaces, to get rid of the most polluting sources. He points to the real need for looking at things globally, as doing things locally, even to show responsible leadership in the world community, can lead to no progress in the global picture. The reason is that China is going ahead with the rapid construction of conventional coal plants. It has surpassed USA coal capacity, and is on track to double it sometime in the next decade. If the USA closed down every single coal plant, and all the time new coal plants are going up in China and India, then we would have ruined our economy, and it was'nt making much difference globally. And he says, if we just say lets lead and people will follow us, "its silly", because China isn't going to follow us, especially when they have $2 trillion invested in their coal plants, and they still aren't feeding feeding all their people. So how to deal with this? Develop the new technology for carbon capture for existing conventional coal plants, and help the Chinese with retrofit technology to curb emissions in a realistic manner. At this time most current funding is devoted to technology for second generation systems, that are still 10-20 years away....

Luis Gutierrez, Charirman of the subcommittee on Financial Institutions and Consumer Credit, has a bill in Congress that is presented as a reform effort by the lending industry, many Republicans and some consumers. It would allow payday operators in the $50 billion payday lending industry, to charge what amounts to an annual percentage rate of 391%. Rep. Maxine Walters described the bill this way, "we've got to resist any attempt to make it look as if we are cracking down, when in fact we are opening the door to more abuse." And this is the way those in both political parties in Congress, lobbyists, and businessmen who profited from all the unethical things that went on in the housing lending industry, all worked together to undermine the foundations of the country's economy by putting toxic assets at the centre of the credit and banking system of the US. They did this by saying that they were helping the poorer classes get access to housing, and used the term "a piece of the American dream," which seems to be the phrase that opens all sorts of caves in the American imagination, like Ali Baba and his magic lamp and his magic phrase did in Arabian times. And so the NYT editorial writer, facing the greater evil suggests that a smaller evil, an usurious rate of 36% that is an option afforded to military families is a desirable option, when at that rate the loan numbers would double in less than 3 years. All this when the government at federal state and local levels could assume this among the many activities it already undertakes, because it does best those activities, such as some of the public transportation and other services. A move by the Obama administration to reenergize its Hispanic base with action on immigration three months before the U.S. presidential election of 2012. A new policy issued as a directive by President Obama allows one million young illegal immigrants to remain in the U.S. A 16 page guideline issued by the U.S. Citizenship and Immigration Services states that applicants have to show they lived in the U.S. for five years and pay a $465 fee. The policy applies to people in the ages of 15 to 30, applicants must show they completed high school, or were honorably discharged from the U.S. military. The program will offer a two year renewable expemption from deportation and work permit to people coming to the U.S. as children. President Reagan was the last president who issued a directive of this type offering amnesty in 1986 to 3 million illegal immigrants. The Obama administration says this will help conserve enforcement resources are not spent on low priority cases of young people who came to the U.S. as children, as there are an estimated 11 million illegal immigrants in the U.S. The Dream Act legislation to legalize undocumented young people is stuck in Congress with no agreement on how to move forward. The states and cities where people mainly from Latin America and Asia would benefit are- California with 400,000 who could benefit, Texas with 225,000, and New York City with 55,000....

Mitt Romney states the case for supporting free trade both in principles and practice. Acceptance of the staus quo allows China to game the world trading system, says Romney. In the end accepting the status quo may do more damage to the world's trading system than any efforts to correct the misalignment in currencies and failure to rebalance the world economy. He questions the passive approach of some members of Congress and the Obama administration on the grounds that starting a trade war makes them nervous. China with $273 billion more in exports than imports to the U.S. has reason to see this issue objectively, even with all the noise it is making about trade retaliation, suggests Romney. Other experts have pointed to the problems the misalignment creates for China's economy. A New York Times editorial on October 15, 2011, cites figures from the Peterson Institute of Economics showing this costs China $240 billion a year through trade surpluses in dollars that are declining in value. For years China's fears are that this would lead to higher unemployment. This New York Times editorial points out that jobs have increased by about 1% a year since 2004, even with 10%+growth, because many of the manufacturing jobs use advanced manufacturing technologies. Spain opened the books for regional governments to reassure investors. The figures show the average deficit across 17 regions at 1.24% of GDP at the end of the third quarter, according to the Finance Ministry. Risks include additional spending items in the final quarter and a further drop in tax revenues. Fore several years before the current crisis even when the central government was running a surplus, Spain's local and regional governments ran deficits. Regional governments account for about half of all public spending in Spain, compared to 20% for the central government, with social security accounting for the rest. Catalonia was forced to raise money through patriotic bonds, and Valencia is also following this, as Spain's regional governments have been shut out of international credit markets. Moody's Investor's Service provides a different perspective, as it said in November 2010 that Spain's regions will find it "very challenging" to meet their budget targets for this year and next. Moody's view is that the central government has strong incentives to come to the aid of regional governments should they be shut out of credit markets for an extended period. The Zapatero administration lacks a majority in Congress and depends on regional parties for support. Madrid's municipal government has requested funds to refinance its 7.2 billion euros debt. About 4 billion euros went into putting the capital city's ring road underground. Regional government's will need to refinance 30 billion euros in debt in 2011....

The Supreme Court upheld the provision under an Arizona state law that requires police to check the immigration status of people stopped for traffic and other offenses. By a vote of 6-2 the Supreme Court voided the provision that made it a state crime to fail to carry federal registration papers. By a vote of 5-3 it voided the provision that provided for jail time for immigrants not carrying federal registration papers. Justice Anthony Kennedy wrote the majority opinion that includes Justices Roberts, Ginsburg, Breyer and Sotomayor, and said: "The government of the United States has broad, undoubted power over the subject of immigration and the status of aliens... Immigration policy can affect trade, investment, tourism and diplmatic relations for the entire nation." At the same time Justice Kennedy said " the problems posed to the State by illegal immigration must not be underestimated," saying that "unauthorized aliens, were responsible for a disproportionate share of serious crime." Unauthorized aliens are only 8.9% of the population of Maricopa County which includes Pheonix, but caused 21.8% of the felonies. The part of the Arizona law SB 1070 that stated the illegal immigrant seeking work was commiting a crime, was struck down on the grounds that this "would interfere with the careful balance struck by Congress" for the labor market in which only employers are committing a crime. Justice Kennedy reminded the country that it was still a nation of immigrants....

David Wessel points to some problems with the Paul Ryan budget proposal. Ryan's plan does not balance the budget till after 2030, and Congress would have to raise the debt ceiling each year till then. The changes to Medicare Ryan proposes would limit how much the government spends, but the savings from this do not come for a decade, as people expected to retire in the next 10 years will still have Medicare. Ryan's proposal shows how deep the cuts will have to be if deficit reduction is done without raising taxes. Pete Domenici and Alice Rivlin who developed a deficit reduction plan, said they were disappointed that the Ryan plan "fails to address the need for new revenue," which they consider crucial for truly tackling deficit reduction. The Obama budget failed to offer a comprehensive deficit reduction plan, leading to openness for new ideas. The health care delivery system in the U.S. needs to be efficient and costs need to come down. Ryan's proposal gives no idea where the efficiencies will come from. Would they come from competition between private insurers? How will escalating healthcare costs be controlled. Another consideration is that even with its problems Medicare is less costly to administer than private insurance. Everything depends on seniors shopping vigorously for the best premiums because risks and costs are borne by seniors, with the idea that this will somehow control escalating medical costs....

The Obama administration's foreclosure prevention programs were designed for subprime lending situations. They were not designed for the high unemployment experienced in the U.S. A Treasury Department effort allows jobless people to postpone mortgage payments for 3 months, the average length of unemployment however is 9 months. Only 7,397 participants are in this program. As part of the bailouts Treasury had $46 billion to spend to prevent foreclosures, as of May 2011 Treasury has spent only $1.85 billion. Because housing provide so much of the underpinnings for the U.S. economy, it is essential to put housing back on a stable footing for an economic recovery. The lack of a sensible plan in this area is simply incomprehensible. Morris Davis, a former Federal Economist, has estimated that a million more homeowners went into foreclosure because of a lack of help for the unemployed. Davis is an associate real estate professor at the University of Wisconsin. He says its simply outrageous that the Obama administration has done so little. President Obama recently took credit for a recovery and jobs saved in the auto industry in Detroit. The failure to come up with a workable plan and to do so little in the larger area of housing and unemployment, is likely to overshadow everything else. This is especially so with the Fed approaching its limits after QE II, and with the administration and the Congress in a stalemate over further stimulus and the deficit....

To know Obey is to know him through the decades standing in Congress, fighting for spending on health, education and social programs, part of the agenda rooted in his Catholic faith, which he says demands that he try "to make this an equal society for everybody." In his spare time Obey plays the harmonica, with his rendition of "Amazing Grace" at a friend's funeral putting "everybody in tears," according to Governor James Doyle of Wisconsin. ...
