James Clyburn was given a seat in South Carolina- he was a key supporter for president Joe Biden. Others followed. Today in 2026 there are 62 Black Members of the US Congress. This is about 11.6% of the 435 seats in the House of Representatives and 100 seats in the Senate total of 535. As a percentage of the population Black people are 16.4%- or 56 million out of US population of 342 million. The Supreme Court is essentially saying it is time to pause this as enormous progress has been made 12% out of 16% already achieved in representation for black people in the US considering the other inequities in American society, the changes in culture and in technology, inequities in world trade and for rural America. In a 2013 5-4 decision Shelby vs Holder US Supreme Court  swing to this conclusion with Alito, Scalia and Thomas joined by Kennedy and Roberts. This already struck down the core of the Voting Rights Act as unconstituional. Roberts wirties in that decision- Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” Times have changed - in 2026 the Court reaffirms this. In Louisiana vs. Calais the Court voted 6-3, striking down the last aspects of the Voting Rights Act, because white voters in Louisiana objected to use of race to redraw districts. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. The Fed and FDIC issue a report on the failure to regulate SVB and Signature bank. It says the failure to regulate stems from the law passed by Congress leaving a gap for regulation of mid sized banks, and the appointment of Randall Quarles to the Fed supervisory position by then president Trump in 2019. The result was a 40% decline in hours spent by supervisory regulators on the SVB bank even as its assets grew rapidly. Overall the supervisory hours for the Federal Reserve system as a whole declined. This led to cultural issues under Mr. Trump where less regulation the better was the prevailing attitude. Fed report in Fedspeak says- "Staff felt a shift in culture and expectations from internal discussions and observed behaviour that changed how regulation was executed." It would take a special effort by the Biden administration to bring the situation under control to keep the nation's banking system healthy and strong to support the investments the economy needs. After the 2009 crisis and the decade lost to the US economy and the American people from losses in unemployment and savings as a result of deregulated banks, another crisis was prevented. This time the Fed, FDIC, General Accountability Office are all clear about the value and role of regulation in a properly functioning economy, instead of the pushback after the 2009 crisis to regulation. The social Labor and agriculture farms movement is how Israel started and prime ministers till 1980's were from this Labor and farms movement including David Ben-Gurion and Golda Meir. As Israel evolved into a more technology oriented state this aspect was lost leading to a great measure of inequality, and changing governments without a clear vision for the future.   ...

At interest rates of 5-6% for returns this helps build savings for retirement. For this to happen banks have to go back to their traditional work in the economy and no speculation risk, and Silicon Valley go back to inventing and not a culture of capturing capital allocation in capital markets and paying little in taxes. A new culture would put government in its right place to ensure that it plays a significant role in building manufacturing and science and technology in the US as president Biden has done through government investing in infrastructure and renewable energy, chips and science, and in education, healthcare.  ...

The US Senate describes this Special committee to Investigate the National Defense Program. As the US prepared to enter World War II in Feb. 1941 an obscure Senator from Missouri rose up in the Senate to call for oversight over the $10.1 billion Roosevelt had got approval from the US Congress to spend on war efforts. The oversight was to fight overspending, waste and fraud in spending the huge amounts dedicated to the war effort. The result was the Truman Committee in the US Senate with as chairman of the committee Harry Truman 1941-1944, James Mead 1944-46, Harley Kilgore 1946-47, Ralph Brewster a Republican from Maine in 1947-48. These were the years when the US spent on the war effort- $330 billion in 1945 dollars, $4 trillion in 2024 dollars $212 in US government borrowings, $136 billion in war bonds With the Biden Infrastructure Act and other infrastructure, science and chips spending of $4 trillion the US needs to act to have oversight on waste and overspending in 2025. ...
