Tata Projects Limited is the lowest of two bidders at 860 crores for India's new parliament building. The old parliament building is considered inadequate today and was first opened in 1927 when the British first introduced local legislatures as a form of home rule in India. The time allowed for it to be built is a strict 21 months and will require putting a new face on the central Vista area that runs through the centre of New Delhi. It should generate jobs, and provide a fitting place for debating the many issues that face India in its drive for modernization, particularly today after the pandemic when many issues such as manufacturing, industrial development defense, agricultural modernization, infrastructure development are taking on new urgency. After almost three decades of slow progress India is now entering a new phase for speed and implementation of projects.

This DW.com report on Lebaon describes the launch of ration card program to help Lebanese families caught in poverty with the economic collapse there. Families will receive $126  per month  for one year in $556 million economic package to benefit 700,000 families. The funding backing for this project is needed from the World Bank. This report says about half of the people in Lebanon now live in poverty in one of the Middle East's once affluent regions. Since the economic crisis in 2019 DW.com says poverty levels have increased by 80%, local currency lost 90% of its value, and foreign exchange reserves decreased by $15 billion. 

Lebanon is a clear example of how mismanagement of the economy and political conflicts can ruin a country's prospects, with the sudden economic collapse bringing poverty and severe distress.

They met in Nebraska where Gwen taught English, and Tim taught social studies. Novartis is taking a new approach to drug research and drug discovery. The old one which was popular in the drug industry was to go directly for blockbuster drugs for large numbers of users, with a long time in the research pipeline because the area of research was largely an unknown. This was costly and becoming less and less productive. Dan Vasella who heads Novartis, is taking a different approach which comes from his understanding of medical science as a physician, in an industry run by accountants, lawyers and business people. This is to go after wellknown molecular pathways identified by Dr Fishman at Harvard in his research, and do this by taking on problems in diseases that afflict small numbers of people. These drugs have some established medical science to work with, and the research work takes a shorter period. Once the drug proves its effectiveness in one illness, it is tested for other illnesses that afflict a large number of people but which shares some of the same underlying phenomena that cause the disease in the two situations. Dr Vasella stumbled on this approach after the development of the drug Gleevec by Novartis. Gleevec was originally approved for a rare blood cancer, but has now shown to be effective against six other dieases. Gleevec brought 3.7 billion in revenues in 2008 for Novartis. In 2002 Vasella made a bold move to discard the old drug development model. The basis of this approach was to go after new drugs that were desperately needed and where the genetics of the illness were well understood. Whereas pursuing rare dieases is considered foolhardy by most drug company leaders, Vasella's idea is to use the common genetic underlying arrangements for that drug to go after other diseases that would be good prospects for the now proven drug. The known genetics makes it possible to complete the research in a shorter time. In 2009 Novartis has 93 drug candidates in the pipeline, 40% more than 3 years ago and 80% of Novartis' drugs last year made it from early testing to late stage development. This was a 60% improvement over 2005. The new approach fits the current regulatory climate, with regulators concerned more about safety, and Medicare and Medicaid and other payor less willing to pay for treatment with modest benefits or with uncertain outcomes. The approach had to be executed in terms of organization and staffing. Vasella moved the R&D global research operation from Basel to Cambridge, Massachusetts, and spent $4 billion on the move. He recruited a renowed researcher and cardiologist at Harvard University, Dr Mark Fishman, who had done research on the genetic mutations in the cardiovascular systems, to run the center and set the new direction for global research. Fishman convinced Vasella that medical research should focus on a small number of molecular pathways- the complex suquences of interactions among chemicals, proteins, and larger cell structures in the body that are behind all illnesses. Says Fishman, there are 24,000 genes in the genome, but only a few dozen pathways conserved through evolution. Fishman's theory is that you find all the links in a pathway and then locate the signals that can turn the genes on or off to develop medicines for illnesses. Bercause disease after disease share a common pathway, the knowledge gathered can then be applied across that region with more accuracy and directly, to address a range of illnesses. Fishman's approach means marketing and sales no longer make the decisions. There is a new method for doing things. Fishman focusses on clinical data and insists that commercial analysis comes after sufficient clinical data. A major restructuring in 2007 led to shedding 1260 sales and marketing jobs, as clinical science now takes precedence and medically trained scientists take senior leadership positions. The new approach is being used for a drug developed for Muckle-Wells syndrome. Computer simulations are shortening the time to late stage trials. The drug has applications for Type 2 diabetes and severe arthritis. The whole process will take many years, as its a sea change for the industry and for Novartis, a fresh approach when the approach used by the pharmaceutical industry for so long is failing. An oral drug treatment for multiple sclerosis is being developed along these lines. Afinitor. approved by the FDA for kidney cancer in March shows potential in six other diseases, including lymphoma where Afintor shrank tumors by 50% in one third of the patients in a trial. ...

Apple will be opening 25 stores in China in 2010-2012. Its first store is a 16,000 square foot store in Shanghai. Apple was slow to cultivate the Chinese market. Most of its newest products like the iPad and the iPhone 4 are not available in China. Apple is moving aggressively in the Chinese market to make up for lost time. It has 2000 authorized dealers in China, with 800 added in just the first quarter of 2010. Official restrictions also play a part. For instance the iPhone was officially released in China 2 years after it was launched in the USA, because of the long time negotiating with state run telecom companies and restrictions. In the meantime 1 million iPhones came into China through tourists and smuggling.

In an interview with the Wall Street Journal, Mark Carney, the head of Canada's central bank and the head of the Financial Stability Board, says China is falling behind in its earlier committments made at G-20 meetings to move towards rebalancing the world economy. He pointed to the fact that consumption in China has moved from about half of China's GDP to about a third, in the last ten years. China's investment has also declined from half of GDP to about one third. Carney also raised concerns about the strength of the Canadian dollar for Canada's competitiveness. The report "China: 2030" by the World Bank and China's Development Reform Commission also calls for changes in the way China's economy has increased its dependence on state run companies.

Sweden implements new rules that make it easier for companies to recruit foreigners for jobs in Sweden. The idea is to meet labor shortages in the short run and to support an aging population down the road. For the first 2 weeks the job postings have to be made with an employment registry that reaches all 27 EU member countries and then the position can be made open to foreigners outside the EU. THe Swedish Public Employment Agency is no longer required to examine each individual case for ability to fill it with someone inside Sweden. But employment is still required to meet working conditions and collective bargaining agreements with workers so that these areas are safeguarded. So as the UK moves to a points system, Sweden moves in another direction.

Spain's savings banks predict another 1 million may be unemployed to take the unemployment rate up to 18%. There are 5 million immigrants among the unemployed, as the immigrant population has risen eight fold in the last decade. The Zapatero government has a euros 33 billion public works programme that it hopes will lead to 25,000 new building projects by May to keep unemployment down. Unemployment benefits will run out for the first wave of jobless by December, 2009. The social safety net represented by the family support that is the backup during such times in Spain is weaker now, with many families having single parents.

The terms of the bailout loan to GM and Chrysler prohibit a threat to strike or a strike by the UAW during the negotiations with GM that take place between now and Feb 17, 2009. These are the terms between the Treasury Department and GM. Smaller strikes at GM and a longer strike at American Axle and Manufacturing cost the supplier and GM billions of dollars in cash at a perilous time for GM, showing that steps by the union have not been in the interests of the union and its workers in the long run. The votes in the Iowa Ames Straw Poll shows a shift to more conservative politicians. Ron Paul gets 4,671 votes and comes in second in the Ames Straw Poll. Bachmann who campaigns hard in the state wins 4,823 votes and comes in first, but just 152 votes ahead of Ron Paul of Texas. Turnout is large, with 16,892 votes cast. Pawlenty, a two term governor of Minnesota falls behind and gets 2,293 votes. Rick Perry, three term governor of Texas, gets more write-in votes in Iowa than Mitt Romney.
