French president Macron speaking on the Dixmude helicopter carrier on the French port base of Toulon- "Our nuclear forces contribute through their own existence to the security of France and Europe," says French president Macron. He said France will assess "all the consequence" and develop "a new security architecture" on the continent after peace returns to Ukraine. France is the only nuclear deterrent power in Europe and nuclear deterrence will continue to be kept "credible and modern." Macron pointed out that "Europe is not sheltered anymore from missile and drone strikes and we must integrate this reality." Macron was unveiling a national strategic review that will show how its defense will look in 2030. France will also budget for "influence" to fight the kind of war used by Russia and Mr. Putin to undermine the thinking and to "manipulate civilian populations." ...

In Pennsylvania's crucial Senate seat Trump supported an affluent TV health show host Mr. Oz who failed to beat a small town mayor Mr. Fetterman who turned this into a scrappy contest in every county in Pennsylvania. Fetterman saying he would fight for workers and families every step of the way. Voters took note of the quality of each candidate, and Democrats were scrappier  in the fight this time around to give a tight result. Voters did not know much of what Mr. Biden had done to cap healthcare costs in midterm elections for 36 governors races and for control of the US Congress. The pocket book issues mattered to voters with sharp increases in the price of oil and groceries, but less so than made out earlier and voters may have grasped the bigger picture.

The quality of candidates mattered and on the Republican side the influence of Mr. Trump in the primaries led to choosing weaker candidates because of their loyalty to Mr. Trump. In the end with a large turnout of voters on both sides the election was much tighter than expected. Democrats in each state did better using their own initiative and effort this time and were much scrappier in the fight for the Governors races and the Senate.

The war to control Kherson is only weeks away. The town of Beryslav upstream on the Dnipro river is the next target for Ukrainian forces. This would lead to Kherson. Russian forces are withdrawing from the west side of the Dnipro river in Kherson and may decide to withdraw. If they stay in Kherson Ukraine may simply cut supply routes to the city and wait to avoid losses in winter fighting in muddy terrain.

Kherson is important to Ukraine because of the Dnipro river that runs through the heart of Ukraine. This is the only capital of a region that fell early to the Russian invasion forces. It is also important for control of the Black Sea region, Ukraine's only opening to the sea for trade and economic activity. It is important to remove any threats to Odessa, a major port for Ukrainian grain exports.
