This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. As HP separates into two separate companies that can be focussed and nimble, CEO Meg Whitman says that it has been a difficult road for HP. The new organization will have a lower cost basis by making job cuts as HP sales shrink- about 30,000 additional job cuts will be made in addition to the 55,000 announced earlier, mostly in enterprise services as the outsourcing operations have declined. HP sales and profits have declined with profit of $8.76 billion in fiscal 2010 on $126 billion in sales dropping to $5 billion in profit on $111.5 billion sales by fiscal 2014. Meg Whitman, CEO, says this should complete the changes and set the business up for future growth in new business areas. She also says HP has not done anything stupid in the last 4 years, alluding to the losses on the ill advised Autonomy acquisition. A big shift is being made in the Enterprise Services Group by setting a rule that no single account should be more than 10%- in 2013 just 3 accounts made up 65% of operating profit. One area of growth is cloud computing related business where it sees revenue growth of 20% for the next couple of years. Other areas include data analytics....

Pop and Troinanovski look at the tough negotiations ahead for Brexit and describe Theresa May as a experienced negotiator. Belgian Interior Minister Jambon says she has "a lot of policy knowledge" and moved in the direction of European cooperation. Germany Interior Minister Hans-Peter Friedrich says May has a very clear idea of her objective, uses clear language, and is consistent. Yet much depends on other factors including elections in Germany and France in 2017. For France and Hollande the issue becomes particularly filled with implications with the need not to give the far right and Marie Le Pen any advantage by making concessions in the negotiations. German chancellor Merkel is also very clear from her perspective on migration and free movement in the European Union, a point on which she was tested by other Eastern European countries during the refugee crisis. Merkel made this clear that it was Britain's choice of direction in future relations- "Whoever wants free access to the European single market must in return accept all of the basic freedoms, including the free movement of people." Because of domestic politics in Germany and France and in the rest of the European Union, these negotiations could drag on for a very long time. The only positive sign for both sides is that May is known as a responsible politician after 6 years as Britain's Home Secretary, holding one of the top positions in the cabinet. As Merkel's popularity has recovered with about 55% popular support and the decline in the support for the AfD in recent poll cited by DW.com, Merkel may be prepared for a long negotiation to keep the original idea and spirit of the founders of the European Union alive and strong. ...

The Bank of Japan's plans to buy 100 trillion yen of Japanese government debt in 2 years to fight deflation is having a positive effect on the eurozone economies. Japanese investors are buying eurozone sovereign debt. J.P. Morgan estimates the increase in investments for overseas bonds by Japanese investors in 2013 at 45 billion euros. This is lowering the yields on the sovereign bonds of France, Netherlands and Austria to record lows and lowering the yields of sovereign bonds of Italy and Spain. The 10 year yields on Italy's government bonds declined to 4.326%. Yields on 10 year Japanese government bonds was 0.514% on April 8, 2013.

This is a serious problem for Russia, something like the serious problem that obesity rates presents for the United States. The rising production of natural gas in the U.S. from shale deposits has hurt the use of thermal coal. Appalachian coal costs $65 per ton to produce and prices have dropped to $52 a ton on the spot market, making it unprofitable to produce. Coal mining companies were relying on the demand for metallurgical coal from China's steel industry, which has boomed since 2004, to continue profitable mining operations. From $40 a ton in 2004 the price of metallurgical coal climbed to $330 in 2011. In 2009 U.S. met coal exports went up to six times the prior year's production and this continued in 2010, leading to rapid expansion. Now with a slowdown in China and the Chinese steel industry operating at a loss with huge overcapacity, the prices of met coal are down to $170 a ton. Patriot Coal of St. Louis filed for bankruptcy protection and many companies are shutting down mines and laying off workers.

Joe Nocera talks to experts like Simon Johnson at MIT. Johnson says that when he talks to other experts, after a two minute discussion, they say we should just nationalize the banks. Here Christopher Whalen, a veteran bank analyst, of Institutional Risk Analyst, and Joshua Rosner of research firm Graham-Fisher, say the same thing, with the phrases, lets get on with it or just do it. Says Simon Johnson, thats what we told emerging market countries, Thailand in 1997, or Russia in 1998, when he worked at the IMF. He says we told them to close down some of the banks, and take over the others, and inject government capital. He adds its the best practices, and its straightforward. So asks Nocera, is Geithner talking about the stress test banks will be subjected to, as first step preceding nationalization, more of a calculated approach to gradually introduce the idea of nationalization. But he isnt sure, as Geithner also told David Brooks of the NYT, that governments were not so good at managing banks. No one knows for sure. But says Nocera thats exactly what the government did to solve the S&L crisis. And the man who was former chairman of the FDIC, and helped run the program for the Resolution Trust Corporation, says the government did a pretty good job of it, taking over banks, replacing top managers and directors, and stripping out the bad assets and selling off the now healthy banks to private buyers. So can it be done again and will it be that hard? Yes, its been done before, and its not that hard say these experts. Every month that the administration and Geithner procrastinate puts the banks in a deeper hole, and will mean more layoffs and a worse crisis, even years taken to recover. What he has'nt mentioned is that even if after some procrastination the government gets around to doing it to clean up the mess, there is one added complication this time that is different than what happened with the S&L crisis or with the Swedish cleanup, or the Japanese cleanup after 2003, this time the global economy is caught up in the crisis which makes recovery that much tougher....

Now in a reversal of an earlier decision, after announcing a loss of $8.3 billion on Jan 16, 2009 for 4th quarter 2008, Citigroup will consider Nikko Cordial a non-core asset, meaning that it would be sold if a buyer can be found in Japan. In the centenary year of the Lincoln Memorial, America's and the Free World's most iconic monument, the Washington Post gives this story on how it went from conception in 1867 to the cornerstone being laid in 1915 to its opening in 1922. In 1939 it acquired new meaning as Marian Anderson sang "My Country I sing of thee," a video of this being shown here. By the 1940's it symbolized the struggle to bring all races and peoples of north and southern US together as it had done up to that time, but also the struggle of the Free World in the newly decolonized countries of Asia and Africa. This is an aspect of the Lincoln Memorial and its inscription that has not been told. The words of Jefferson in the Declaration of Independence combined with the words of Lincoln to strike a chord in the countries of Asia and Africa struggling for freedom.  The words of Jefferson- We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain inalienable Rights, and among these are Life, Liberty, and the pursuit of Happiness. The inscription on the Lincoln Memorial- In this temple as in the hearts of the people for whom he saved the Union, the memory of Abraham Lincoln is enshrined forever.        ...

Pew Research Center analysis of Biden's 2020 victory shows which groups played the big part in Biden's win. First time voters in 2018, 6% of total voters, mostly younger voters gave Biden a 26% margin over Trump. Other parts of the electorate that shifted in 2020 are Independents and Moderates who shifted to Biden. Catholics also shifted to Biden. Substantial leads in these voting blocs made the difference for Biden. In Arizona with Latinos, and Pennsylvania with the black population Biden did better than in the overall US electorate. In 2024 these same blocs are likely to play a key part. President Biden's visit to Ireland was well planned, his appeal to Irish roots genuinely felt and the connection made. His appeal to manufacturing workers is now based on accomplished results in fighting for worker's rights from teachers to railroad workers. Biden launched his campaign in front of a union audience, saying he saw things from the perspective of Scranton, and the working people he grew up with. In 2016 third party candidates got 6% of the vote, in 2020 only 2%. Of these voters Biden gained a 25% margin over Trump. Biden split the men's vote with Trump in 2020, compared to Trump's 11 point lead in 2016. Biden also maintained the share of women's votes of 54%  in the 2020 election. In 2024 the abortion issue is a significant factor for women. ...

There is a marraige strike in South Korea. Daycare centers and kidergardens are being converted into nursing homes. Hawon Jung, former Agence France-Presse reporter in Seoul, is the author of Flowers of Fire. Here she says feminism is not the problem when it comes to declining birthrates in South Korea with the lowest fertility rate in the world at 0.79. She says feminism that gets women a better deal in raising children and better quality of married life is the solution. Violence against women in South Korea's existing culture, women doing three times the chores for raising children than men, and sexism at work that discriminates against young women who are married, are problems that need to be tackled for women to accept marraige as an attractive option, says Ms. Jung.  There is little realization in South Korea that the UN warning of South Korea's population dropping to half of the 51 million today requires solutions of behavioural change more than money ($210 billion have gone to encouraging marraige and births). She says today's response of the Yoon government leveraging the sentiment against women's activism is not going to reverse the marraige strike in South Korea.  Looking at it from the outside world from Europe and the US, from India, Indonesia and Japan, there is no room for  violent gender based violence in modern society. ...

Of NYT's decades old indifference, an almost Churchill like distance and indifference to the aspirations of the people of South Asia it can be said- indifference to the aspirations of 1.4 billion people to modernize the country with the same infrastructure that Europe and the US, Japan, and now China take for granted. Indifference to the problems in creating a nation  with 13 languages and 1.4 billion people that has a freely elected parliament never before done in history, one which also delivers on banking accounts, health care, infrastructure, for all its  people, of all races and religions. This indifference runs counter to everything that Indians admire about America. And a lack of awareness of what Indians admire today about the Biden administration's promise to make the words of Jefferson true in America as the Modi administration does in India- "We hold these truths to be self-evident that all men are created equal, (created equal) and that they are endowed by their Creator with certain inalienable rights, among these are life, liberty and the pursuit of happiness." The NYT's indifference to this inequality both in the US and in India run counter to the founding principles of Jefferson and of India's saint from Wardha, Mohandas Gandhi, who both fought the British empire at the height of its prominence.  ...

This report in The Guardian shows that ChatGPT is nothing new. The first version of this kind of generative AI was developed in 1966 at MIT by a computer scientist Weizenbaum, who called it Eliza. The buzz around it like that around ChatGPT was that it was thinking and acting on its own, the way humans like to think it did, but in fact Weizenbaum showed that it was simply code written to take what was given to the computer as input and spitting it out in a different way that made it look that it was acting on its own, when it clearly was nothing but parroting it out like a parrot. The issue of turning our world over to robots based on AI is controversial and even dangerous. A Japanese futuristic movie shows how the man who has written the code for the master computer that runs everything in Japan is disillusioned about it and finds himself in a nightmare world where the machine tries to isolate and eliminate the man who created it. Machines cannot think or have emotions like humans do and it is these emotions, rethinking, that the world depends on for its survival. Can anyone say that a machine would have made the decision that Chinese president Jinping just made in January of making a complete u turn and moving away completely from lockdowns into a complete opening with a plan that appears to have worked and is reviving China's economy following the street protests by informal groups including young women? ...

France goes to the polls on April 10. Marie Le Pen is shrinking Mr. Macron's lead in the polls. Most of the other candidates other than Mr. Melenchon show less than 10% support from voters including Valerie Pecresse of the Republicans who have failed to arouse much enthusiasm The Republicans and the Socialist party of Mr. Mitterand and Mr. Hollande were defeated in the last presidential election by Mr. Macron. Today the choice is between Le Pen with her inexperience and her policies skeptical of the European Union and Mr. Macron who is more experienced but lacking an effective social policy in addressing the social problems in France raised by the yellow vist protesters. Immigration is an issue in this campaign and Mr. Macron has taken a tougher stand on immigration and cultural issues following several terrorist incidents. There is a general lack of enthusiasm with 25% of the voters not expected to vote, many of them 25-34 years old. With 37% of the voters not decided which way they will vote and some votes cast even if the candidate selected was seen as having some drawbacks, the elections in France are a vivid contrast to the recent election in Germany with the Greens and Social Democrats ending the CDU's four terms leading the government under Merkel. Mr. Macron only campaigned in the last 8 days before the election.   ...
