Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

Claudia Sheinbaum's father was a biology professor at UNAM, her mother a chemical engineer. She studied physics at UNAM (Universidad Autonomo de Mexico) and did her dissertation for doctoral work comparing energy use of the US and Mexico at Lawrence Livermore Laboratory in Berkeley, California. She returned to the faculty of engineering at UNAM in 1995. In 2000 she was appointed energy minister in the Mexico City government by the city's Mayor Lopez Obrador.  From 2018 to 2023 she was Mayor of Mexico City and a close associate of Lopez Obrador who supported her for president in 2024. Mexico limits presidents to one six year term. This period was overshadowed by the migration crisis with the US, building of the Border Wall by Trump, the negotiation of the new trade agreement with the US and Canada, the pandemic and its impact on the poorer classes in Mexico. Obrador attacked corruption in Mexico that had become entrenched under previous parties to bring good governance. Under Obrador Mexico brought millions out of poverty. Sheinbaum's sweeping election win shows that Obrador is one of the most popular presidents in the world. Mexico has an opportunity to bring tens of millions more into the mainstream economy under Sheinbaum. As a neighbor of the US Mexico stands to benefit from a diversifying supply chain for the US that includes Mexico and India that will boost Mexico's manufacturing, create jobs and increase economic growth. ...

President Trump accepts the Republican nomination at a White House event resembling a rally.  His focus remained on the economy and putting America first.

Many of the 1500 people at the White House gardens did not wear masks. The WSJ report says not every attendee was tested for coronavirus.  The WSJ also says this was an unprecedented use of the White House as the lectern for the president was set right on the South lawn facing the White House. The speech was followed by a performance from an opera singer and a fireworks display over the Washington Monument.

Cem Ozdemir, Baden-Wurttemberg State Premier, with roots in Turkey born in Stuttgart area (parents came to Germany in the 1960's). Cem Ozdemir is exceptional in his popularity in an affluent German state. The 2026 state election campaign was run with focus on Ozdemir, and he did well in his debate with the CDU leader in the state. He led his party to over 30% of the vote. A third of working class voters gave the AfD their vote and it made it to 19% of the vote. The CDU came in second with a half percentage point below the Greens at 29.5%. Ozdemir was pre school educator and has a degree in psychology before he joined the Greens party. Under Chancellor Schroeder he was domestic spokesperson, and under Chancellor Scholz in 2024 he was Agriculture Minister.

US Forest Service agency plans to relocate it to Utah from Washington DC. The idea is to relocate to the communities it serves by placing 15 state directors to regions NFS serves. Salt Lake City's family focused life, its international airport and its lower cost of living are seen as attractive for recruitment. Utah is also one of the mountain states where large forests are located in the western US. Tom Schultz, head of the Forest Service says -"This is about building a Forest Service that is nimble, efficient, effective and closer to the forests and communities it serves." A network of centers of US Forest Service will also be used to redistribute personnel to regions and states- including ones at Colorado, Georgia, New Mexico, Montana, Wisconsin and California.

This WSJ editorial cites French president Macron on the provisions in the Biden Inflation Reduction Act that favor Make in the USA and how it affects foreign automobile manufacturers. WSJ also says the actions taken by Japanese, Chinese, Canadian and German governments favor their domestic industries. For decades Make in the USA was neglected hurting American workers, American communities, and creating serious even dangerous (for democracy) social gaps in society. As to financing of $6000 child tax credit costing about $100 billion a year as estimated by Office for Responsible Budget some of it would come from the $360 billion in tax savings over 10 years by Medicare negotiation of prices with Pharma, other would come from taxing corporations and high incomes at rates that are similar to what firemen and teachers pay of 20-25%. The major difference is that the Truman Committee had the support across the aisle from all Americans and Congress and it involved hard patient work 1944-46 under Senator Mead of New York. 1946-47 under Kilgore from Wisconsin, 1947-1948 under Brewster a Republican from Maine, for the better part of a decade. Washington DC National Guard deployment ruling by District Judge Jia Cobb ruling it unlawful gives time to December 11 for federal government to appeal her ruling. Small crimes committed by delinquent migrant youth on cycles had affected safety in the Nation's capital leading to the federal government sending in the National Guard when DC authorites failed to correct the situation.

Orhan Pamuk, internationally known Turkish writer, gives a photographic story about walking around in Istanbul seeing the natural yellow light along the streets and shops in different neighborhoods. This is before the shift to bright white light from new light bulbs changes the look of the streets. Orhan Pamuk has a humility in his writing, touching so many readers. So much like America's Walt Whitman, to whom we owe the name Lyrarc, formed from the first three letters of two constellations Whitman saw in the night sky over the St Lawrence river in northern Quebec in 1880. Pamuk describes the changes in these neighborhoods, in places that he walked through in the 1980's, 1990's and today. For the first time walking through difficult poorer neighborhoods made possible by a body guard assigned by the government. He sees the social transformation of the European parts of Istanbul in winter walks that started in 2016. Gives us this photograph of a Syrian immigrant woman looking for help on a street in Istanbul. Istanbul remolded by Syrian and other Arab immigrants, by nationalist sentiment. He writes so much like Whitman about Brooklyn and New York,  that beguiling feeling that he got from the nightscape in Istanbul during his brisk walks in the city, that curious energy to which he felt closer during these walks. Much like Whitman writes in Crossing Brooklyn Ferry (1891) about the hundreds and hundreds of people crossing by ferry boat being more curious to him and being more in his meditations than they would ever suppose. Orhan Pamuk is a real human ambassador for Turkey in today's chaotic, confusing Middle East. He was the 2006 Nobel Prize Winner for Literature.  ...

When the Middle Class does well everyone does well, Biden says this many times. By contrast she said Trump's plan would cost Americans $3900 a year raising cost of living. Kamala Harris said- "And key — key to creating this opportunity economy is building up our middle class.  It is essential.  (Applause.) The middle class is one of America’s greatest strengths, and to protect it, then, we must defend basic principles — such as, your salary should be enough to provide you and your family with a good quality of life. Governor Newsom of California is joining Republican Governors of Montana and Alabama to allow cities to act to limit encampments of the homeless in American cities, taking the case to the US Supreme Court. The Biden Administration is walking a delicate path by supporting rights of the homeless that lower courts support  yet not wanting to see the spread of homeless encampments affect the overall safety and health of cities where homeless encampments affect quality of life in neighborhoods. Homelessness of 600,000 people in the US, with more than half sleeping outside in open spaces and parks is now before the US Supreme Court. The pandemic, the large increase in housing costs in the western states, and the cost of living have pushed many people over the edge, at an alarming rate for four years. Justices ask city attorneys of Grants Pass, and in effect other cities in the US, where are people supposed to go if no other shelter is offered by the city, that they have a right to sleep, and breathe. "Sleeping is a biological necessity- Justice Elena Kagan. "Are they supposed to kill themselves, not sleeping," Justice Sotomayor.  Justices Kavanaugh and Roberts questioned whether judges should be making decision that should be made by policymakers. US Supreme Court is reviewing a lower court ruling upholding rights of homeless people in the US  under the 8th Amendment that is opposed by the city of Grants Pass, Oregon. A small western town of 40,000 people facing a problem of a significant portion of its population, about 8%, having to sleep in parks and in open public spaces because they have nowhere to go. It has only 138 beds from the Gospel Rescue Mission for homeless situations with strict rules. It faces in today's America rising homelessness- affordability of housing affecting people in many states. In 2022 an three judge panel of the 9th Circuit Court of Appeals which covers western states Oregon, California, and Washington upheld a lower court decision barring the city of Grants Pass from enforcing a citywide ban on sleeping in parks at night if no other shelter was available with fines ranging $75 -$295. As a result of this decision encampments of the homeless are increasing in the western states because restrictions on public camping no longer play a deterring role. Cities say this increases crime and drug use, disease, and hazardous waste.  ...

This interview of David Westin with Katherine Tai at the Aspen Institute shows how this US Foreign Trade Representative reflects today's priorities based on an entirely different environment than what was faced before- after the pandemic, after concern about supply chains, the effect on workers, the domestic economy, and on democracy of trade policies, the effects of AI. Westin says "You are US FTR, you travel abroad cover the globe literally, it covers geopolitics.." Katherine Tai makes it clear from the beginning- "It is all about domestic, I do as much domestic travel as foreign travel. We sit at the interconnection of very very complex forces.Trade absolutely is about economics. The decisions we make in trade policy impacts the domestic economy. We are part of foreign policy, we are equally a part of domestic economic policy team. These two are pulling you in opposite directions. This foreign aspect has to be connected to what we do at home." Four pillars the Biden administration has for trade all relate to the domestic economy- for infrastructure, climate change action, workers and manufacturing at home, democracy and resilience. It is worker centric for workers in the US economy and the economy of its partners, Tai points out that it is in the interest of the other countries that trade with US to give fair wages and benefits to their workers, not something that they do for the US.     ...

Four million elderly women live alone in Japan. For some like For Chikako Tanaka in Aichi prefecture in central Japan who is 85 years old, social isolation is a real problem. She had no pension and lived on her savings till the savings ran out, with no one to visit her as her dementia progressed. Chikako was an unlikely person to go to prison for shoplifting because she dresses with care and looks different, yet this was the only way out of social isolation. In prison for the first time in years her 85th birthday was celebrated. 

Physiotherapists help women prisoners over 70 years with rehabilitation, walking skills and balancing exercizes. Prison services help women to integrate back into society when they return, with service centers in each neighborhood when they return.

The WSJ of August 24 has flaws in that no questions were asked on wages and benefits for workers and climate change. About 73% of voters see Mr. Biden's age as a factor. Voters have not grasped Biden's vision for America. A Trump 10% margin for vision and record of accomplishments is unusual considering it is Mr. Biden who is making the changes on climate change, wages and income, infrastructure building with trillions of dollars of funding. The poll itself has issues because it was done by a Republican poster who is working for the Trump campaign and does not have questions on climate change or wages and benefits of workers. President Biden does well on infrastructure, on jobs, and the effects of inflation are being tackled by increase in wages and benefits supported by Biden.

The knowledge that the virus  caused human to human transmission and that it spreads to wide parts of the population very quickly were critical pieces of information that remained with Chinese epidemiologists, doctors and medical researchers, and were suppressed by local authorites in Wuhan.  Yet China's version of the U.S. CDC, China's Centre of Disease Control and Prevention, modeled on the U.S. control efforts worked effectively to identify the problem. Virologist Gao Fu, heads China's CDC. This report in Germany's Der Spiegel says Mr. Fu made it a habit to scan China's internet before bedtime for any signs of possible disease outbreaks. On the night of December 30 he came across rumors of an internal memo from the Wuhan Health Commission of an outbreak of a vaguely worded lung disease. When he called the Wuhan health authority he found their answers to be evasive which alarmed him. The next morning December 31 Mr. Fu sent the first of three teams to Wuhan which is how China was able to identify the problem, in the sense that Chinese authorites in Beijing were to rely on Dr Gao Fu to overcome the problem of Wuhan provincial authorites. He informed the World Health Organization Beijing office on that day. The Der Spiegel report says "shortly afterward," the Seattle Times in its report says this was about New Years Day 2020- Mr Fu made a call to Dr. Redfield, head of the U.S. Centre for Disease Control, who was on vacation. Redfield is deeply disturbed on hearing this from Fu and they have conversations over the next few days to the point that Dr. Gao Fu is in tears about what has happened. On January 1 Taiwanese public health authorites shared the information with WHO that the cornonavirus was a human to human transmission, would the Taiwanese authorites not have shared it with the U.S. the same week during calls from the U.S. CDC or other public health authorites alarmed about the situation. (The WHO was proving useless by Jan 14 when it contradicted Taiwan's more reliable assessment  on Jan 14 going by the letter from president Trump to WHO). On January 6 a few days later Dr Redfield and Dr. Azar head of Health and Human Services ask China for permission to send a team of CDC U.S. experts to China. This is cited in the U.S. letter to the World Health organization- the lack of human to human transmission information being given to the U.S. officially early by China. A risk that could have been a topic of conversation between the U.S. and China heads of CDC. That letter from president Trump also points out that the team of experts the U.S. planned to send was not accepted by China till Feb 16, one and half months after that series of conversations between Dr. Gao Fu of China CDC and Dr. Redfield of U.S. CDC in an alert message.  In effect removing one of the key defences for the U.S. and Europe in making their own defensive actions and plans, laying the basis of the worldwide coronavirus pandemic affecting millions of people. Dr Redfield is a AIDS researcher at the University of Maryland who spent most of his life trying to control spread of HIV and was appointed by president Trump to head CDC agency in 2018. He set a goal of eliminating AIDS by 2030 and is more comfortable with aids patients and research than the bureaucratic nature of agencies- CDC has about 11,000 employees. Once it was clear that a team of U.S. experts was not given permission to make its own assessment in Wuhan in the few days after January 6 offer to sent the team to China by Redfield of U.S. CDC and Dr. Azar, would it have alerted the U.S. that something was seriously heading the wrong way for a epidemic risk. That letter of president Trump cites how the head of WHO during the first SARS crisis in 2003, Dr. Harlem Brundtland acted when she faced China's lack of cooperation during that crisis by saying openly that this was a danger to world public health and millions. Could CDC in the U.S. and the other connected health authorites have taken the responsibility and filled Dr Brundtland's role in this crisis, that the WHO failed to perform?    ...
