In difficult situations when strong opinions are bare knuckling it with each other this process can be boisterous, but it only suggests an effort to wrap ones hands around the problems in a serious way. This is actually one of the strengths of the U.S. system with its checks and balances and its spirited dialogue. At Lyrarc we pointed out how US president Harry Truman had to persuade the US Congress to get aid to Greece and Turkey bills passed to prevent an imminent Communist takeover with Soviet bloc aid in 1948. Paul Krugman points out that this happened before when FDR had to persuade the US Congress to pass bills for Lend Lease agreement aid to Europe in 1942. Much of that aid was in food and other non military aid because the US arms manufacturing was beginning to ramp up.  Krugman also corrects the former president's statements regarding Ukraine aid that the European have done less. Counting all assistance to Ukraine he says the EU has done more than the US. It is because the arms production in the EU has to be ramped up and the US has arms production factories better prepared in military aid the US has done more in military aid, not overall or in other aid. He also points out that $13 billion FDR got from Congress for Europe in 1942 was 10% of US GDP, whereas Ukraine aid is only one fourth of one percent of US GDP, and much of it going as Mr. Biden pointed out, going into investment in American factories and jobs to supply Ukraine. ...

The death of a rail worker because of paid sick leave and the stagnant wages of rail workers led Congress to act. Lee, Nicholas and Harris of the WSJ describe the responses being considered by president Obama to Russia's hacking of DNC, and other cyberattacks during the U.S. presidential election. Obama said the goal will be "to send a clear message to Russia or others not to do this to us because we can do stuff to you." He said some of this would be done publicly and other things would be done where the Russians know but not everybody else. Mr. McFaul, a former ambassador to Russia, is cited here saying that declassification of intelligence by president Obama in the remaining weeks in office is needed so that all ambiguity about Russian involvement is removed. What the Corker-Cardin compromise developed by senators Corker and Cardin of the Foreign Relations Committee accomplishes, is letting the American people through their elected representatives get a full and complete debate on the merits and demerits of the deal. Democrats in the Senate are also concerned about their election chances after Mr. Obama leaves office, and will want to have a fair debate of the pros and cons before voting, says the Journal. This debate will bring more light to the questions that worry critics the most- how will compliance by Iran be secured, and can snapback sanctions work if China, Russia and other European nations go the other way. Congressional review puts a higher level of scrutiny for any agreement before it moves forward. A requirement that the government submit a review every 90 days on compliance to Congress also gives president Obama's successor a chance to reassess the situation....
