French president Macron meets president Putin of Russia for a deescalation of tensions on NATO and Ukraine. Macron for the first time offers an approach that he calls the "Finlandization" of Ukraine. Finland maintained its independence as a neutral country in tensions between US and Russia.  President Biden says the US and Germany are united in their approach, and Nordstream 2 pipeline just completed to supply Germany with Russian gas will be shut down if Russia invades Ukraine. German chancellor Olaf Scholz says little during the crisis and is described as not "audible." Germany has fought two world wars with Russia and seeks a solution that recognizes Russian concerns about NATO yet one that is consistent with the alliance it has with America and concerns of its Polish and Baltic neighbors such as Finland, Sweden, and Lithuania. Meetings are planned for Olaf Scholz of Germany with president Putin of Russia in coming weeks, and with Ukraine in Kiev. ...

French president Macron takes a walk in the Tuileries garden and meets protesters some who are critical and some who thank him for coming out. Macron has admitted he was a bit isolated during the early part of his term and has not listened enough. He says it was not his project to do things to benefit people at the top, that he has learned and is listening to make the right changes. He say he will continue pursuing pension reforms that are needed.

Macron is a close advisor to president Hollande since 2008. With the resignation of Montebourg as Economy Minister, Hollande offered the position to Emmanuel Macron to help improve conditions for business and increase investment in France. Macron pushed measures for changes through parliament by resorting to constitutional provisions because of opposition from the president;s own Socialist party members. Prime minister Valls was able to win the no-confidence vote that followed. In the 4th quarter of 2014 GDP growth in France was only 0.1%, lagging behind Germany at 0.7%. The economic stagnation has pushed Macron and the president to take more risks in overcoming resistance within the Socialist Party to relax labor restrictions and increase business investment. Macron says he agrees with investors that the 2 year tax of 75% on salaries of more than 1 million euros

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

PM Modi has been invited by Macron to Bastille day in Paris, France's National Day on July 14, as an official guest, a first for an Indian leader in Europe. This happens as India's strategic partnership with France takes new shape in sectors such as civil aviation with significant Indian expansion, in defense, in nuclear cooperation for energy, in renewable energy, and is expanding into other sectors. India's defense forces will also take part with French forces in the parade on Bastille Day in France. Bastille Day is the national day of France with parades and a national holiday. It was established in 1880 and marks the storming of the Bastille on July 14, 1789 with the French revolution for Liberte, Egalite, Fraternite, and of the National Federation Day July 14, 1790.

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Countries likely to be severely affected by oil shutoff through the Straits of Hormuz are Japan, South Korea, India and China, and are quietly pushing for an easing of tensions.  ...

A major factor in the next step in the French presidential election, the runoff second round, is how voters who supported former socialist candidate Jean Luc-Melenchon will vote in second round. He has now asked his voters not to give a single vote to Marie Le Pen. The socialist and Republicain candidates, and Green candidate now also support Mr. Macron in the second round of voting on April 24.

President Macron moved to invoke an article in the French constitution that allows the government to pass a law bypassing the legislature. He used this to pass his pension overhaul. The law allows the president to bypass the National Assembly. A motion can then be introduced in the National Assembly to censure the president. This cannot pass because Macron's party has a majority in the National Assembly. Opposition lawmakers had hoped to introduce thousands of amendments to stall legislation on pensions.  Under the overhaul the entire salary history of employees are taken into account in calculating a pension amount. Previously the highest earning 25 years were used. For civil servants the last 6 months of service were used. The pension system was also fragmented providing different terms to different groups with some more favored than others. To maintain the old system a 40 day transport strike was organized in December 2019, but failed to change public opinion on the issue which favors a single pension system instead of the many different and disparate pension schemes with different rules. ...

In tackling the new Omicron variant president Biden is choosing to avoid the toughest restrictions and broad mandates that American would find it tough to accept and which affect upward mobility and the economy, and widen gaps between red and blue states. The fatigue is high as well as mental health impact says one of Biden's advisors. Biden announced stricter travel restrictions and a mandate for masks for public transit but avoided mention of lockdowns and shutdowns.

New York Governor Kathy Hochul says the situation is different now that 70% of the population is fully vaccinated and children over 5 are being vaccinated. She said "its a different situation right now and we don't need to have a knee-jerk reaction."

President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

Macron is keen on making this trip to Britain his first overseas after the pandemic. Earlier during the pandemic Macron on May 17 visited a battlefield in northern France for a battle in which De Gaulle took part. On this trip he will go to Clarence House, home of Prince Charles, to commemorate the June 18, 1940 speech given by De Gaulle, a moment which gave birth to the French resistance.

Macron is eager to associate his presidency with memories of De Gaulle, the resistance and France during wartime, as it recovers from the pandemic. This also coincides with his meeting with Merkel, the German chancellor, after Germany announced the 500 billion euros grants to small and medium sized businesses in Europe as a show of solidarity and faith in the vision for Europe.

French parliamentary elections on June 11 and June 18 for 577 seats follow the May 7, 2017 presidential election. The Republican Party plans to contest all the seats, and its representatives say that its ideas are well accepted in France, that only the candidacy of Fillon was not successful. The Socialist Party also plans to contest the election. Analyst Krumbmuller of OpenCitiz consultancy says local connections matter, that the two mainstream parties have established local connections and should do better than candidates put up by Macron's En Marche movement. Macron has little time to prepare effectively for the parliamentary election, making it likely that in the end a cohabitation agreement between a prime minister from the Republican or Socialist parties and a president from outside these parties would take place.

President Macron of France says with the president of Sweden Ulf Kristersson at the Swedish Defense Academy- "The EU has to make bold decisions to defend Ukraine, to preempt any US decision to withhold of reduce its support." Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In doing this he said Europe needs to stand by Ukraine.

Energy subsidies costing billions of dollars are keeping gas prices lower in France than other parts of the EU till December. French president Macron says a series of crises from droughts, the war in Ukraine and energy shortages will lead to an end to the abundance and called for conservation, and restraint in energy use. France uses nuclear energy in much larger proportion than any other country making it dependent on Russian gas imports for only 17% of its consumption.

Critics say president Macron's appointment of an obscure official, a mayor of a town in the foothills of the Pyrenees (Prades with 6000 people), is a sign that he plans to be both prime minister and president for the remainder of his term. By selecting someone from the right wing Le Republicain party of Mr. Sarkozy, Mr. Macron now hopes to win reelection in 2020 with a shift to the right. His popularity at 35% is way below that of Edouard Philippe the outgoing prime minister who is at 50% of those polled recently.  Mr. Sarkozy and Mr. Macron represent a self focused presidency.
