The Jal Jeevan Mission of Indian prime minister Modi had the goal of bringing clean water by taps in every home. Of 190 million homes in 2023, 116 million homes now have clean tap water. Media headlines focused on Xi's statements on Taiwan. China is concerned that US not recognize Taiwan independence, but not much beyond that. China puts Iran much lower on the list of issues it considers important. It appears that China first priority is to be accepted as an equal partner with the US as a superpower. That is Xi's goal in this trip. Issues of Hormuz and Iran not something China considers important. China has an interest in a non-nuclear Iran, in no nuclear weapons proliferation. As the US has made this a priority China prefers to be not vocal on this issue, as it relies on the US to see this is done. A secondary priority for China is to have the US agree that China could continue to import from the Hormuz Straits to met its oil needs. As China has relations with Arab states it is carefully balancing this with relations with Iran. What does this mean? It means China and US are in considerable agreement on the current situation in the Gulf region and in the Middle East. China sees beyond Iran, so does the US. Both countries are focused on the future - on reindustrialization in the US and China on the next phase in its industrialization. New countries and blocs are also emerging that will rival China and the US- India/Japan and the European Union under leadership of Germany and France. These four countries or blocs are all thinking of the world beyond a failed Middle East- the economic issues they face and how best to tackle them, and the issues relating to borders and security, how best to tackle them. ...

Methane is a greenhouse gas that can warm the atmosphere 80 times as fast as carbon dioxide in the short term. Methane leaks out of oil and natural gas wells and is produced in burning of oil, natural gas and coal. It is also produced by livestock and landfills. US president Biden and 90 countries have pledged to control methane gas emissions at COP26 in Glasgow by signing a methane pledge. The methane pledge is for reducing methane emissions by 30% by 2030. US, EU, Nigeria, Indonesia have signed the pledge. China, Russia, India have still to sign the pledge.

New cases per day in U.S. drop to 35,000 and in India to 55,000 for August 17, 2020. India increased testing to 900,000 per day. Most of these tests are RtP PCR tests with some antigen tests. ICMR's goal is to reach 1 million tests per day. The positivity rate has dropped to 8.62% with the increased testing. There are about 1400 labs in India doing testing.

In 2025 cost of living action for working class families means getting cheaper sources of energy, and at the same time climate change requires new invention and scientific advances in developing solar, wind, nuclear and other renewable energy. US Biden administration accepted this combination approach and it is also practiced under the current US Republican administration with different degrees of emphasis to meet current and future challenges in the best way possible.

Daily coronavirus cases dropped to the lowest level since March 30, 2021. Cases on June 19 were at 58,000 and deaths at 1154 for India's population of 1.2 billion people. The only state with cases over 10,000 was Kerala, and close to 9000 was Tamilnadu. Karnataka and Andhra Pradesh were at over 5000. All these states are in southern India. Only Maharashtra with about 9000 cases was in northern India. The positivity rate in Maharashtra state was 3% and in Mumbai 2%.  The Indian government has a clear vaccine policy and it is for vaccine supplies and vaccination drive to be under the federal government. This puts responsibility in one place and makes it possible to achieve the target of vaccinating 1.2 billion people by December 31, 2021, with the federal government putting all the resources it can muster into the effort. The economy is also linked to how the vaccination supply effort and vaccination drive progresses in the next 6 months, so that the goal of vaccination is closely linked to economic recovery and progress for India as a whole. A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

The reason is that beyond ensuring that the $187 billion sent by the US is used without corruption and this editorial cites evidence that this is the case through many oversight authorites US and EU has set up- there is the larger interest of the people of Ukraine battered and fatigued by 4 years of war. Corruption becomes an accepted practice in many democracies. Nations such as India that were mired in corrupt practices in state governments are seeing major changes in the last decade with public funds dedicated to infrastructure going to build the new infrastructure India needs to modernize its economy. It is proving that this is possible in Asia, as is shown in Taiwan, South Korea, Japan, China and now India. There is every reason to believe Ukraine can achieve this good governance with sufficient efforts and this is the goal set by the European Union, by Germany, Britain and France, for Ukraine. ...

A test supply of 170 megawatts from the Kudankulam nuclear project in Tamilnadu state is added to India's southern grid. Full supply of 1000 megawatts is to be added by the Nuclear Power Corp. of India Ltd. by end of 2013. India's Supreme COurt dismissed petitions questioning the project's safety in May 2013. India signed a preliminary contract for nuclear project in Gujarat with Westinghouse. The state owned Nuclear Power Corp. of India is in negotiations for a project planned in Maharashtra state. Over the next 20 years India plans to increase nuclear production capacity from 4700 megawatts to 63,000, a 12 fold increase. The first Kudankulam reactor going into operation in 2013 comes into operation after a delay of 7 years because of antinuclear and land protests as well as court cases. The slowing of growth in India, depreciation of the currency, and the acutely felt energy shortages as industrialization moves forward, are leading to a new perception of the importance of nuclear energy to supplement energy generated from coal and other sources. China is also moving forward aggressively with development of nuclear energy and working with Areva and other companies for safe nuclear energy development. The new planned reactor by Areva in the south of England is also likely to offset the perception of nuclear energy after the Fukushima nuclear disaster. For these reasons nuclear energy development in India is likely to accelerate without the long delays seen earlier....

The Paris climate change agreement involved 195 countries. Agreed to on December 12, 2015 it was seen as a major step forward to limit global warming to 2 degrees celsius or 3.6 degrees Fahrenheit. Progress has been slow in taking action since then. Because of covid 19 the Glasgow conference was cancelled. Hope stems from the goals set for carbon neutral economy of Japan, the EU, UK, China, and the U.S. as it enters the agreement after withdrawing.  Much will depend on action taken as the pandemic has pushed economic goals of recovery to the forefront. As India has shown in renewable energy, particularly in solar energy targets and bold vision, there is a lot that can be done by each country acting on its own without the hype of the agreement. India now sees huge opportunities in solar energy because it is cheaper and pollutes less than coal. This is a game changer that comes from investing in new technologies and taking advantage of India's abundant access to sunny weather and the lower labor and other costs. ...

Allyson Chiu and Emily Wright show how inventors in India are working on more efficient residential air conditioning units that cool single rooms. About 1.2 billion units are there across the globe, billions more may be needed to replace the old ones and to meet surging demand in Asia, Latin America and Africa. International Energy Agency estimate is for these AC units to triple by 2050 what they are now, adding 2.4 billion AC units. Using the existing technology and emissions would mean putting 2 billion metric tons of emissions from these older AC units into the atmosphere in 2050 or what 476 million cars put out, says IEA.  The Indian government, RMI, a global coalition including Gree of China, and Daikin of Japan are doing the research on new AC units. In 2015 about 5% of India's 300 million households had such AC units. 8-10 million units were sold in 2023. This would rise to 1 billion units sold and installed by 2050 says IEA, that would emit 25 gigatons of cumulative emissions in 2050, or what a staggering  6 billion gas powered cars emit. ...

India says China carefully prepared an attack on Indian soldiers in the Galwan Valley mountain ridges, at Ladakh's border with China. 20 Indian soldiers were killed and 76 injured. This report in the Guardian shows satellite images of the Galwan Valley taken by Planet Labs, an imaging company. The images show that days before the clash there was increased activity on the Chinese side, including the damming of a river and the movement of troops and machinery close to the disputed and poorly demarcated border. Australian Strategic Policy Institute says its analysis of satellite images shows PLA Chinese forces regularly crossing into Indian territory temporarily on routine patrol routes. Indian officials also say commanders from both sides met on 13 June and agreed to each retreat back 2 kilometres in the Galwan Valley and Pangong Lake area. For unknown reasons Chinese troops instead of retreating as agreed erected a tent on disputed territory close to Patrolling Point 14. India's 16 Bihar Regiment led by Col Santosh Babu, dismantled the structure in an attempt to push back the PLA troops. According to accounts given to the Hindu newspaper cited here in the Guardian, Babu and his troops later went to the Chinese side to challenge the refusal to retreat, they were ambushed by Chinese forces on the steep mountain precipice. Chinese PLA troops allegedly unblocked the dammed river, releasing a rush of water to destabilise Indian soldiers, and attacked with stones and makeshift spiked weapons. ...

The UAE is putting $30 billion into a new fund called Alterra to invest in clean energy in the developing world. The goal is to get $250 billion into the fund by 20230 from other investors. Alterra is investing $6.5 billion along with BlackRock, Brookfield, TPG, in climate investment vehicles. Kate Conger NYT looks at working for Google in 2007 vs 2025 how tech or software jobs are not exciting anymore. Many of the so called Tech companies -as technology and science is the very basis of life since the year 1700 in UK, Europe and the US and today's "Tech" is a misnomer in that context- have become huge bureaucratic, and unresponsive. Computer coding is not the profession it once was, not even in India as Indian reports show it has also lost it's glamour there. This kind of "Tech" of Google, Apple, and social media was always a cultural fad that made things look cool so that the highest profit margins could be made and justified, ignoring the essential facts about science and technology over 300 years 1700-2000 in the UK, Europe and the US. Since the early scientific observation in the 18th century in UK and Europe science has underpinned our lives, and with the industrial revolution and machines it has covered every aspect of our lives with new inventions and scientists into the 19th, 20th and 21st century. As a cultural fad of the Google /Apple kind it came on the back of the largest deindustrializing of US and Europe in the late 20th and 21st century, and ignored the fact that science and technological application is part of everyday life, the very meaning of the word modern that Japan, China and India has aspired to, to copy the Europeans and Americans, not the prerogative of any corporation.   ...

"We intend to be able to cooperate in co-designing the reactors, co-developing them and co-producing them, we feel this will allow us to tackle complications faced in other conventional projects," he said. India moves ahead with the the purchase of $5 billion S-400 long range surface-to-air missile system from Russia durinf president Putin's visit to New Delhi. Delivery of 5 of the systems will take place over 2 years. India hopes to have a transaction specific waiver for the purchases as the U.S. is placing sanctions on defense purchases by countries from Russia. U.S. sanctioned China in September 2018 for its purchases of 25 Sukhoi jet fighters and S-400 missile systems from Russia.

India has set a goal of diversifying its arms purchases. From 79% of arms purchases sourced from Russia, the figure dropped to 62% in 2013-2017 compared to the preceding 5 year period.

India and Russia have set the goal of expanding bilateral trade from current $10 billion in 2017 to $25 billion  by 2025.

Coal is expected to take up 36% of global net electricity generation by 2040, only slightly down from 36% in 2015, according to the U.S. Energy Information Administration. This is the prospect for the future as India increases use of coal and China continues its use of coal. You Tube reality show "Clash of Trades" and building up prestige of machining skills and machining jobs in the trades from a young age. Young people are getting excited about making things again.Other articles in NYT and elsewhere in media this month show how the big tech companies have become huge and  bureuacratic, so big that no one cares for the individual, its just get on with it. Computer coding jobs not just in the US but also in India are not glamorous anymore, as companies employ tens of thousands of programmers in many locations and are not responsive.

The SCHOOL survey by eminent researchers shows that that 37% of rural school children in India are dropping out- an alarming piece of information. Only 8% of rural school children have access to online classes regularly. The figure for urban areas in India is 24% of school children having access to online learning regularly. This could have serious consequences. Getting primary and secondary schoolchildren back into classes is an important goal during the pandemic. Online learning has only a limited reach at this time. Many households have no smartphone or only one smartphone that is used by adults. The SCHOOL survey covered 15 states and 1362 sample households. Between 51 and 58% of students had not met their teachers in the preceding month according to the survey.  This also affects nutrition as schoolchildren are missing the midday meals given at school. Midday meals were discontinued with the closure of schools. Overall this report says 97% of parents support reopening of schools. ...
