Chancellor Merkel of Germany proposed bilateral or trilateral deals between smaller groups of countries as a temporary solution till some agreement can be reached on immigration. She said "The European Council will not yet provide an overall solution to the migration problem." Hungary, Poland, Slovakia, Czech Republic which have opposed a quota system for asylum seekers did not attend.  Austria, Denmark, and Italy with the new government openly opposing immigration, attended the summit. Merkel said  a "lot of goodwill" was created, and leaders agreed that borders need to be better protected to prevent people from entering illegally, and reducing immigration at its source points in Africa. The migration problem has persisted as an issue long after the huge surge in immigration in 2015 has diminished to a trickle, and after chancellor Merkel has accomodated critics with new policies strictly limiting new immigration. New governments in Denmark, Austria and Italy, and the government in Hungary under Viktor Orban, have kept the issue alive by running on anti-immigration platforms. The European summit in 2018 was used by Merkel to reduce disagreement on this issue by allowing different countries to express their views and working in smaller groups for mutual benefit. It also reduces tension inside her CDP-CSU coalition after Bavaria based CSU decided to run in 2018 state elections on a platform calling for securing borders. ...

People from Denmark are known for fluency in English, and are some of the best non-native speakers of the English language. About 38 percent of courses at Danish universities are in English. Yet debate is shifting to the inflluence of immigrants in society as "pizza-Dansk" or "pizza-Danish" is spoken by Middle East immigrants at pizzerias. One Danish member of parliament from the DF Party is suggesting the government prevent the spread of "pizza-Dansk" and help preserve the Danish language spoken by 6 million people in the country. Overall the European parliament elections shows the EPP with CDU in Germany winning over 30 percent of the vote, the SPD 14 percent and the Afd 15 percent, Greens 12 percent. In terms of next EU government the EPP, Socialists and Renew have 59.1% of the vote, and with the Greens included 62.6% of the vote of 360 million EU voters. Simply by letting in migrants, a policy that is harmful to workers and families. Conservatives are looking to make political gains and further their own interests, indifferent to social divisions and increasing lack of upward mobility in society. Immigration has become the tool for many of the conservative parties that have used it in ways harmful to interests of workers and families, in Britain, in the US, and in the EU. One has only to see the large delegation that Mette Frederiksen led to India for discussions with prime minister Modi, the economic ministries, and business, to see how she did the right thing on a huge scale. Denmark is the world leader in logistics with Maersk, and in renewable energy. Denmark and the Nordic countries are working closely with a country of 1.4 billion people to improve the logistics to make India comparable to China in manufacturing for export. And similarly in renewable energy technologies. The Nordic countries and the EU have simply by these actions done more to uplift hundreds of millions of people in Asia than anything that ever happened in the history of the world. And the US is also working with India in the same way. India acts as a stable source of growth and model for a whole stretch of Asia from Indonesia to Vietnam. About 7 million people or 10.3% of people living in France in 2021 were immigrants, says national statistics agency INSEE. Compare that with 6.5% in 1968. About one third have acquired French citizenship. What this has done to French society is to shift sentiment away from protecting workers and families struggling with a cost of living crisis by splitting the vote of traditional parties supporting working class families. Shifting some of it to the far right anti-immigration parties that have emerged since 2010. This has added to the fracturing of society that happened from neglect of manufacturing communities across France as more manufacturing was concentrated overseas in  China. Neglect of rural areas and smaller towns, the emergence of tech hubs disconnected from the larger community across France has added to this. This is true of other European countries and a similar situation happened in the US. Denmark's prime minister is very candid about this, saying immigration of this type hurts the working class families in Denmark. Mette Frederiksen of the Social Democrats is the first to have clearly stated this problem and is providing a new way of protecting Danish workers and families from these social and technological changes in society from which they have no protection. President Biden in the US has also grasped clearly the dimensions and magnitude of the problems facing workers and families in the US. The problem is not limited to worker loss of income security, it affects the whole society and the public as a whole in other ways. Opportunistic politicians using anti-immigration appeals without a true commitment to democratic principles and ideas have tendencies that threaten democracy itself. This is the real danger of concentrating manufacturing in one country such as happened with China. And of neglecting rural areas and small towns. For this reason Frederiksen in Denmark, Biden in the US, and other leaders in Europe are looking for ways to send aid and industry promoting assistance to poor countries but restricting illegal immigration. This requires handling cultural issues which have further hit society with care- "with malice towards none, with charity for all," so that the focus can be kept on the real issues affecting workers and families of the cost of living crisis and a better life, better education, health care and public services for all, to improve the quality of living. It requires a new state of mindfulness from leaders in North America and Europe, as well as from allied countries of Asia, Latin America and Africa.  ...

Russian view at SCO Summit-"A fair balance in the security sphere" meaning a fair settlement on the expansion of NATO and EU that may threaten Russia, something Northern Europeans have not settled.  Le Monde covers this side of the Summit at Tianjin, a coastal city near Beijing in northeastern China. Over long periods of European history since 1600 Northern Europe including UK, Sweden, Denmark, France, Poland and Germany have contended with Russia and seen purely from this perspective Russia sees itself as a Northern European power and seeks to protect it's interests. Britain, Sweden and France have for the most part been on the opposite side since 1600. US under a Republican administration, and this is not just DJT, sees the larger interests beyond Europe of Asia and the American continent in addition to Europe, and seeks a diplomatic way out of the war in Europe.

US plans to keep up with Russian advanced artillery and rocket systems in the invasion of Ukraine by sending its shorter range MLRS rocket system to Ukraine. The MLRS has a short range system that extends for over 40 kms. compared to its long range that goes 186 kms. The US sees the sending of the shorter range MLRS as feasible and not the longer range. Denmark is sending its Harpoon system of rockets that would complement Ukraine's own Neptune system to protect a key Black Sea port of Odessa. One of the first countries to open schools with children 2 yards apart, washing hands every hour and not allowed to play with close touching, teachers staying apart in staff areas. China want its company COSCO to have an equal share in ownership of the 40 ports including ones in Panama that Hutchison of Hong Kong is selling for $23 billion to Black Rock and MSC. 

In 2014 China blocked a deal where Maersk would merge with a French shipping company and MSC to form a larger company. Much of China's export surge and its manufacturing capacity largely for exports rests on shipping and logistics and a large role is played by Denmark's Maersk and by COSCO. This has led to the US and Europe losing with its manufacturing base its role in world shipping, and as a result also in shipbuilding. All three are linked. India as it builds its manufacturing base is also building up its logistics and shipping terminals.
