Here Rubio points to his first visit as a return to focus on the American continent, on Central America and South America, which was neglected since the Kennedy administration in 1961 when JFK launched the Alliance for Progress (Allianza para Progreso). Like JFK Rubio visited Central American countries the source in the last decade in addition to Venezuela of much of the illegal migration north to the US. After support for failed dictatorships under the Eisenhower administration, JFK made Latin America a priority. This can be seen in the JFK Nixon debates. 64 Years after the conference in Uruguay's Punta del Este in 1961, America is back to square one with the failed Central American countries from gangs plus crime and from Venezuela's economy collapsing from inflation plus mismanagement with a socialist experiment. Kennedy said-"To our sister republics south of our border, we offer a special pledge – to convert our good words into good deeds – in a new alliance for progress – to assist free men and free governments in casting off the chains of poverty." -- John F. Kennedy, Inaugural Address, January 20, 1961 Kennedy said of the Alliance for Progress "a vast cooperative effort, unparalleled in magnitude and nobility of purpose to satisfy the basic needs of the [Latin] American people for homes, work and land, health and schools – techo, trabajo y tierra, salud y escuela." Speaking in the White House on March 13, 1961, JFK said to more than two hundred Latin American diplomats,  "Let me be the first to admit that we North Americans have not always grasped the significance of this common mission." Bill Keller tells U.S. president Obama that if he is serious about looking at the right path in Egypt he should go back and read his own speech made in May 2011, at the beginning of the Arab Spring. He points out that the Eastern European countries under Soviet supported communist regimes did not evolve into democracies without help and guidance from the western world. It took years of work and is still in progress with the European Union leaders taking on the issues of authoritarian tendencies in Ukraine, Romania, and other countries. Early on the reason why European Union leaders, Germany, the UK, France, Spain and other nations were very sensitive to the issue of genocide in Bosnia and Kosovo, was that their idea of Europe after the horrors of the last major war were for a civilized Europe with no place for leaders like Milosevic. President Clinton joined the effort and the western world was firm in its resolve which continued till the transfer of Milosevic to the Hague Tribunal, and the negotiations for a different Serbia to enter the EU completed only recently, nearly 25 years after the fall of the Berlin Wall. These are long and difficult processes because of history, conflicts, poverty, prejudice, ignorance and demagoguery, but the EU, the U.S. and its partners withstood the test. The Arab world is different but the aspirations for freedom and economic progress are the same, and the U.S. should follow the same values and instincts in the way forward in the Middle East. The path chosen by the military in Egypt of firing on civilians and suppressing all dissenters is not sustainable, says Keller. ...

Coorodination, forbearance and multilateralism are three ways to keep economic nationalism from disrupting a global trading system that has benefitted all countries. Even the small moves to help home countries like the the move for US steel in the American stimulus projects, and the demonstrations supporting "British jobs for British workers", and other steps that quietly find their way into individual countries efforts to protect their home industries and jobs, can over time build up into something that would exaggerate the size and extent of this economic downturn. Forbearance and leadership from the US government on this issue and by leading developed countries is vital. So is the effort to develop a coordinated effort through close consultation and joint monitoring of progress. And equally important is multilateralism which works to help emerging countries hit hardest, and help prevent millions from sinking back into poverty, thereby destroying the hope and aspirations that had propelled the global progress in improving living standards....

And he reminds us that the full extent of the carnage and costs of the twin wars has been kept hidden from the public. Visit one of the military medical centers and one sees the costs. And he cites Pennsylvania governor Ed Rendell saying in an interview that the people in the Pennsylvania National Guard have been in the wars two, three or four times, and are worn out. Where are we going to find more troops, he asks.

Rosa Ines Rivera, a cook at the cafeteria for the Y.H. Chan School of Public Health, Harvard University, with 2 small children, describes the protests over the increase by Harvard administration of the premiums charged on health insurance that now take up over 10% of the income. She says she lives in public housing with her parents as she lost her apartment because she is behind on the rent, and now cannot afford to pay the increase in premiums. About 750 workers at Harvard are on strike on this issue. She says dining hall workers want the current pay of $31,193  a year increased to $35,000 to provide a living wage that helps them afford medical care, because of the high cost of living in Boston.  To get some idea of the plight of workers who provide the kind of nutritious meals that a lot of students depend on for healthy living- Rivera says she takes in about $450 a week after taxes, or about $1800, rent is $1150, which leaves $650 for herself and two children for all food, and expenses in Boston. The $4000 in premiums for health insurance would be about 330 per month, leaving her about $320 for food and living expenses with 2 children. Why the need to bring up children in poverty in America, for generation after generation, after putting in a full day of work? ...

 Americans in the southern states forget that president Kennedy made the famous statement about "a rising tide lifts all boats" in Arkansas, a poor southern state, saying that America must invest in all regions in people in all parts not just in well off northeastern states. In a handful of southern states expanding Medicaid to about $43,000 or 138% of the federal poverty level for a family of four is now being taken up by Republican leaders who show new openness- in Alabama, Georgia and Mississippi. Noah Weiland -of NYT looks at one particular battle -between Democrat Governor Laura Kelly in Kansas and Republican Speaker Hawkins- in Topeka, Kansas, where the fight goes on. Hawkins calling it the greatest Ponzi scheme devised and Kelly telling this reporter that she has included a work requirement so there is no excuse for not doing this. Republicans are coming around and so are states in other places. Missouri, Nebraska, and Oklahoma, states that lie next to Kansas have approved this through ballot initiatives. The point here is that in the years as America comes out of the pandemic there is and should rightly be a realization that this is different, that the children of low income families deserve as equal a chance as their higher income fellow Americans, that depriving them of good medical care makes America a weaker country. As Jerome Powell of the US Fed said in Stanford today about Kennedy's expression of "lifting all boats," it is just this that is needed today. It will be the No.1 election issue in Kansas in 2024, says Governor Kelly. The Republicans are also having second thoughts and are now just face saving. Consider that the Kansas Health Institute a research group, says 70% of the people becoming eligible for Medicaid expansion are working. Many are restaurant business workers who cannot provide proper medical care to children who form the next generation of America. And hiring in rural hospitals would expand for health workers instead of layoffs in southern states lifting financial strain on rural healthcare with additional Medicaid funds. This helps rural America when it needs it most. ...

Responding to criticism of the Clinton Foundation which has affected Hillary Clinton's ability to win voter support in her contest with Bernie Sanders, the Clinton family has decided to take action in August 2016. The Clinton Global Initiative will be discontinued in 2017. Bill Clinton and Chelsea Clinton will stop raising funds for the Clinton foundation. The Clinton Foundation will not accept funds from foreign donors. What started as a do-good effort to raise funds for worthy causes such as world health, poverty and hunger turned out -because of its very success in raising large amounts of money from corporate donors- into a distraction for the election campaign of Hillary Clinton in 2016. It opened up Hillary Clinton to charges of having conflicts of interest from outsiders Sanders and Trump. Hillary Clinton discontinued her association as a board member of the foundation in 2015 when she began her campaign. Bill Clinton continued to give paid speeches and raised $2.6 million. All that fund raising appears to have been a big mistake and not even fair to the candidate, as it gave rise to misperceptions about the candidate going far beyond what the Clintons ever understood about was happening. As former Labor Secretary Robert Reich put it, it gives rise to accusations of impropriety that may affect an election, without the voters getting a chance to evaluate the candidates on the basis of what each candidates program or agenda is. In this the Clinton family may have realized that in retrospect the entire foundation activity appears to be a small matter, when put next to the choices facing the U.S. and the world in 2016 for the next decade and beyond. The Clinton Foundation in future would be managed by people independent of the Clinton family and circle. The next step would be setting it up as a public foundation, a new board and professional staff. Was it all worth the problems it has created for voters being able to get a clear idea of what each candidate offered, an not acting as a huge and dangerous distraction which Hillary Clinton and the country and the world could do without, considering the significance of making good choices in a general election- very much so. The foundation and the fund raising made it possible for outsiders Sanders and Trump to turn this election into one of slogans and accusations, to which the Clintons were unprepared to respond, acting as a distraction  which was bad for the country and the world. ...

The action taken by president Biden is for all cars to meet greenhouse gas emission targets that would require 50 percent of cars to be electric vehicles by 2030. Michigan as the home of the auto industry is heavily influenced by the auto industry. And there are consequences in not living in harmony with the natural and human world outside and the spiritual world inside us. Levin hads a son who was a teacher in the New York city schools helping disadvantaged and poor young adults who died in the violence that has become part of this school system. Could Levin with his knowledge and contacts in New York city done something for the very school system that has so much violence and poverty and difficulties with education, working with coworkers like Mayor Bloomberg,on improving the city environment of schools, homes and neighborhoods, as a way of healing the wounds and seeking redemption and quiet for the soul through others?

The state of India's fight against Tuberculosis is shown here by AID's Atul Gawande in NYT. He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. Prevention is also at a similar level.   ...

About 2.6 million eligible to vote people in Michigan and 3.5 million in Pennsylvania, and 1.3 million in Wisconsin did not vote in the 2016 election. The critical states this time are also Michigan, Wisconsin and Pennsylvania, and these three states went to the winner by less than 10,000 in Michigan, 20,000 in Wisconsin and 50,000 in Pennsylvania.  A NYT analysis of Census Bureau data for 2016 election reveals that most of these people who are eligible but do not vote have lost interest in both parties that show little interest in delivering for them. Many of them are shown to be lower income voters, voters doing 2 jobs, or voters struggling financially. Some are single child parents in today's social structures. Getting a small portion of this vote can make a difference in a close election.  From 1840 to 1900 the percent of voting age population that voted has been between 70 to 80%. By the 1920's this dropped to about 50%. And it has been around 55% since the period of the Great Depression except for elections in 1952 and 56 for General Eisenhower and 1960 for John Kennedy. Even Harry Truman's whistlestop train campaign in 1948 got only 51% out to vote. Even the Roosevelt FDR three campaigns in 1932, 1936 and 1940 got 52-58% of voting age population to vote. The highest of any election was the election that led to the Civil War in which Lincoln won where 81% of the voting age population voted. Is it possible that America was a relatively much more prosperous country in the period 1840-1900 before large scale immigration from poorer parts of Europe and then poorer parts of Latin America and Asia, and large scale urbanization. With ample land and independent farmers in the nineteenth century leaving less scope for the poverty that exists in urban areas and social decay in rural areas and small towns that is seen today. Resulting in a much more civic consciousness and awareness of America's future and destiny than exists today. By comparison voter turnout in India has increased to 66% in 2014 election and 67% in 2018 after alternating high and low between 50-60% since 1947. Some forecasts are for a high turnout in the U.S. in 2020 to exceed 60%. The bright side for democracy is shown by the 911 million people who voted in the last Indian election of 2018. ...

With so much coverage of other aspects of China,  to really understand China and Xi Jinping one has to understand the rural urban situation in China. Xi's long experience as a teenager in the cultural revolution of Mao was in rural areas, the 8 years he spent there till the age of 22, as this report by James Areddy with help of Yijun, Cheng and Qi aptly shows. It traces the shift and mass migration to cities starting with Deng's modernization drive in 1979. This shift of labor to city and town factories as the U.S. and Europe shifted factories and production to China is the story of our times. How it has both helped and hurt China and how it has become the dominant issue of our times, and a lesson for India in the middle of its own modernization and shift of labor to cities. It has helped China modernize with the shift during 1979 to 2016 and run into a road block with president Trump leading a movement in the U.S. of people most hurt by the outsourcing of factories and production to China. It was not meant to be this way. Yet the shift also led to ripping up the fabric of communities and towns with loss of factories across America over three decades. Because China is a large country the impact was huge decade after decade, leading to a backlash against lost jobs in the U.S. and in Europe.  Xi Jinping has romantic view of rural China as he spent 7 years in Shanxi province rural areas during the cultural revolution under Mao. During this period he toiled as part of farm labor alongside villagers which allowed him to get to know villagers and farmers in the countryside well, and formed his view of the world around him. As it is described in a description of the man in Chinese sources- "He arrived at the village as a slightly lost teenager and left as a 22 year old man determined to do something for the people."  China's system separated migrants from city dwellers not  giving same rights to better education, to schools and housing, and official documents separating the two, city dwellers and migrant populations from rural areas. As a result as China modernized and population shifted -shown here in excellent graphic charts over four decades- in 1979 from about 80% in rural areas and 20% in urban the shift goes to 50-50 by 2001. Today it is 40-60 with 60% in rural areas but a population of 40% suffering from severe inequalities and  low incomes. So that GDP per capita of $10,000 for China is deceiving. The real incomes in average disposable income is about $4300 in urban and $1700 in rural area, according to National Bureau of Statistics. High school education is hard enough to get in rural areas, medical care is very basic and the $1700 would hardly get a room in low income housing in a large town in China, says premier Li Keqiang. Keqiang did his masters thesis on urbanization and has studied this shift from his college days. Just as in Gandhi's India, Mao's China is the story of the villages, with 128,000 villages for 600 million people in Mr. Xi Jinping's anti-poverty drive. Hong Kong other issues have to be understood in the context of these concerns of China's leadership today- the sense that strong central leadership alone can keep the country together and bring a decent life to the people in the villages and in the countryside outside the cities.  Modernization of cities still set in the context of China's vast rural population and essential to its full uplift and progress. Xi has allocated $80 billion each year to bring roads, schools, medical facilities, and other amenities including electricity and modern heating. The idea now is to shift people back to the villages, find opportunities for jobs and livelihoods in farming, tourism with guesthouse facilities, and other occupations in the villages. The villages are being turned into attractive places to live one by one in this party drive and providing new enthusiasm and support for the party's efforts. India can learn from this experience in China. The western nations of the U.S. and Europe can no longer and will no longer undertake the wholesale shift of factories with loss of jobs to China or India to offer the prospect of bringing these countries to the kind of urbanization and overall prosperity of small nations like Japan and South Korea, which are a tiny fraction of the population of China and India+ Pakistan + Bangladesh. As a result China is changing strategy now with a return to some aspects of the informal economy in Chengdu with street peddlers and tiny retail, and return of migrants back to better built and improved villages in the countryside. A better life than in cities is possible this view says for people from these rural areas, if the rural areas are given modern facilities and construction and resources are allocated, job creation locally tackled. The villages can offer better air quality, better quality of life where villagers who earlier migrated to cities with ownership of land, when they are modernized with better roads and have better facilities for education, housing and healthcare, better amenities. The new approach is to strike a good balance for urbanization, by modernizing and investing in villages and small towns, so that cities can cope and overall life can be better than with mass migration and wholesale urbanization. It is also a balance that works well for the U.S. and Europe which can redirect manufacturing to their home regions as part of a better distributed and balanced supply chain than the one that was unwittingly built over the last three decades.    ...

The issue of how the deficit reduction will affect the middle class, the poor, and the elderly. Bernie Sanders says the Democrats Reid Plan and the Boehner plan both fail on this account. And he finds it incomprehensible that this is happening without similiar contributions from the higher income Americans, even though 72% of the American people- according to a July 14-17, 2011 Washington Post/ABC poll -want those earning more than $250,000 a year to pay more in taxes. And incomprehensible says Sanders that Congress is debating the Reid and Boehner plans that exempt higher income Americans from their fair share of the burden.

In this insightful essay Peggy Noonan, former spokesperson for president Reagan, says that Republicans like Speaker Ryan with the Republican Health Care bill are making the same error made by president Obama.. Noonan says she had suggested a different way for president Obama to show compassion for the uninsured- first wait till the 2008 financial crisis was tackled, tackled waste and fraud in Medicare first, then look at the option of expanding Medicare to help the uninsured, and not the approach taken of swiftly focussing on the Affordable Care Act early in the first term disregarding Republican objections. She says Republicans are making the same mistake now by ignoring the impact the bill would have on Trump's base of working class Americans who may be affected by the bill's provisions not taking into account incomes in offering incentives or subsidies. Noonan says Trump did get one thing right in calling it a "carnage" for the worsening opioid epidemic in America which has hit rural areas and parts of the midwest hard. Noonan says Eberstadt has correctly documented the collapse in working class Americans wages and standard of living, and Caldwell the opioid epidemic at another level to their health. She also supports journalist Carlson who questioned Speaker Paul Ryan's judgement about eliminating the tax on wealthy investors in new legislation in a Fox News interview, as she says responding to the sense of America at the moment means listening to the sense of being left out of ordinary Americans, who have done not as well as the wealthy who have benefitted from a surging stock market.  ...

BAE Systems has a $120 million contract to provide social anthropologists to the Defense Department of the USA. In December, L-3 Communications Holdings Inc. acquired International Resources Ltd, a Washington based economic-development firm which is different from its military advisory business. This is the way the Defense Department and the suppliers to the Defense department are changing in response to Defense Secretary Gates philosophy that economic development, rule of law programs and strategic communications and a whole host of soft power initiatives are essential needs, and to the new President's philosophy. Now US Defense suppliers Lockheed and Northrop are providing peacekeepers thorugh the State Department, and BAE SYstems is providing social anthropologists in addition to armored vehicles to go with US troops on village patrols. The State Department, Agency of International Development and a changing Defense Department are all getting the attention of suppliers who are building new relationships for new needs and new services tackle the issues of terrorism, poverty, drugs and crime that generate or exacerbate conflict in other countries. In the first budget presented recently Obama pledged $50 billion double the amount before for foreign assistance. A portion of the $130 billion requested for wartime operations in 2010 will be allocated to these new kinds of services which are more effective and generate better understanding and support for the US in other countries....

The minimum wage was raised in Arizona, Colorado, Florida, Montana, Ohio, Oregon, Vermont, and Washington. Wage increases are for 28 to 37 cents an hour, and raises the minimum wage in these states to $7.64 to $9.04 an hour, with Washington as the only state with a minimum wage above $9.00. The federal wage level for most workers is $7.25 a hour. Labor Department data show most of the minimum wage workers in these states are women, over 20 and white. The added income is not expected to put these workers above the povety line because of higher inflation.
