China was an active participant and made the decision to put this target into the final document. Biodiversity is an essential and important part of the plan for climate change action. COP15 Montreal complements the work done at COP26 in Egypt. Countries will report on their progress to 30 by 30 targets every year. DW.com says Greenland has some of the largest mineral deposits in world. Greenland is an island in the Arctic region that was first extensively explored by US Admiral Perry in the 1890's. In 1867 it was a planned American acquistion of Seward with the Alaska Purchase. Harry Truman planned acquisition of Greenland in 1947 after the War. The Nazis had planned to use it in the War.  Yet the BBC, Wash Post, NYT, and other media simply ignore this and take what Denmark has to say and present Denmark's view as something thought up at the White House. Clearly Denmark was a colonial power and acquired this territory totally averse to the interests of local population of tribes in the period since 1800. It acquired it in negotiations with colonial powers including Britain, Sweden, and Norway through the Treaty of Kiel in 1800 during the Napoleonic Wars. There is no legal basis for Denmark's colonization of Greenland. Germany and Britain understand this for whom the main interest lies in US being able to protect the eastern seaboard of the US from hostile nations who would also be hostile to Europe. Denmark's role in this is zero and it is totally useless for Denmark. It has less than the size of the NYC police department in Greenland and the population of Greenland would easily fit into a baseball stadium in the US. The US Navy with Adm. Perry discovered the North of Greenland from the southern part by dog sleds for the first time in the 1890's. It is hundreds of times the size of Denmark and covers the eastern seaboard of the US essential to US security since its founding- it is of no value to Denmark as Truman's Commanders in Chief pointed out in 1947, when after Seward in 1867 US moved to acquire it. Climate change and loss of 140 billion tons of ice over decades means it is becoming a navigable waterway- and poses risks for the security of the US requiring the US to take action in the interests of both the US and Europe, on which Denmark has ineptly chosen to misrepresent or obscure the facts as the facts can easily be researched. ...

It warns of sea levels rise as high as 8 feet by the year 2100. Trump has announced withdrawal by the U.S. from the Paris Climate Change Agreement that would cut U.S. greenhouse gas emissions by 26-28 percent by 2025 compared to 2005 levels. Unlike the US Britain under Tories has failed to invest in Britain's future in renewable energy, in climate change action and in infrastructure. Standard of living and support for the health system is declining.

Lithium was discovered in 1817 and today is an essential component for electric batteries that power phones, EV cars. The world needs 50 lithium mines for action to meet climate change goals. The market for lithium was $1.5 billion in 2014, it is now $48 billion. It is found in the Atacama desert in Chile, in Western Australia and other countries. Mobil has invested in Arkansas. Hancock Prospecting in Australia, Albemarle in Charlotte, NC, SQM in Chile, and China's Ganfeng are competing for stakes in lithium mines.

The plans for 20 liquefied natural gas projects are being launched or sped up in the EU which would give about 83% of the natural gas imported by the EU from Russia in 2021. LNG produces half of the carbon dioxide emissions of coal and Europe sees it as a transitional fuel. The EU plans a 14% reduction in greenhouse gas emissions by 2030 compared to 2020, and a lot of this will come from a massive expansion of wind and solar energy, and using energy more efficiently.

Doubling down on LNG means the EU will find itself into many long term commitments to LNG that would hurt the effort to meet climate change action goals say experts.

Remember that the wealthiest House districts are now in the Democratic party and the working class, rural and poorer districts are now in the Republican party as shown in the recent WSJ analysis.  In this situation after  30-40 increase in the price of groceries, new and used cars, and housing costs 2019-2024 the argument is that American working families need relief. Another factor was the grasp of the fact that for climate change action to work China could not be allowed to build one coal plant a week (95GW of coal electricity capacity in 2024). In 2024 US represented only 12% of global emissions and EU only 6%, China, Russia, India, Brazil etc emitting the rest of 82%.

Here NYT comments on the odd situation of the Queen's Speech in 2023 in which the King announces the legislative priorities of the government in a speech to parliament. In this case he announced the expansion of oil drilling in the North Sea under the Tory government of Rishi Sunak. The demand for electricity in US electricity power markets shows the demand growth for electricity doubled in 2024 forecasts compared to 2023 forecasts. Increased electricity demand was shown for Texas and the western US. The outlook for carbon emissions in 2024 is for higher energy demand and meeting of the extra demand by keeping coal plants running for longer and not retiring as many coal plants as predicted in 2023 outlook for carbon emissions. This is a major concern from the point of view of climate change action. According to the Department of energy since beginning of 2022 547 fossil fuel powered generators were predicted to be retiring. 36% of these had their retirement dates pushed back to keep the grid's reliability.

Wang Yi, a senior adviser for China's decarbonization strategy and 5 year plan has this to say about China's approach to climate change. Yi says it is more important to focus on what actions are to be taken between now and 2030. Here he says China has outlined concrete steps that it will take that the world media has not covered in its coverage of COP26 Glasgow. Yi says China is making changes to its entire system not only its energy sector, across the whole society and the economy. Yet he says "nobody knows this." The working guidance document for carbon control China has put out says it will peak coal consumption by 2025.  Yi says it is unfair to ask China to close all coal powered plants, saying that if these plants with a life of 10 years were closed now who will pay for stranded assets and who will hire the laid off workers. He called attention to western nations failure to provide climate finance to China, India and developing countries. And he called attention to the the plans that by 2030 Chinese investment is to have 1200 gigawatts of installed solar and wind energy, more than the entire installed electricity capacity of the US. He says we are all in the same boat yet in different cabins, with some living in bigger space and consuming too much. ...

Millets are small seeded grass grown since ancient times in India and Africa that have the advantage during climate change of being resilient to drought, adverse weather patterns, require less water, and provide high nutritional value. After the Biden executive order closing the Mexico Border following 2500 illegal border crossings a day there remains the challenge of increased funding for DHS Border Control for Asylum processing officers and immigration judges, so that the intent of the executive order can be implemented effectively. Making the claim of asylum requires being in the country, a process that provides an incentive to cross the border from Mexico. Bipartisan legislation is required as the duty of Congress to address these immigration problems so that the Border issue does not become one on which all other problems facing the US can be put on hold and not tackled making the US fall behind in development, infrastructure, climate change action, education, supply chain, and health care, resulting in reducing the standard of living in the US.

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

Research shows that some countries will benefit more than others through climate change action for net zero emissions by 2050. India, Argentina, Britain and European Union, Japan and South Korea will be able to reduce imports of fossil fuels and invest in infrastructure, renewable energy, and create jobs in new sectors. Countries that depend on fossil fuel exports Australia, Russia, Saudi Arabia and Gulf states, will see much of their coal, oil and natural gas assets, left in the ground. The US and Canadian shale oil producers will also be affected, along with Chinese producers but with a broadly diversified economy the US and China will continue to grow. This paper with lead author from University of Exeter, in Nature, shows $11 trillion in stranded fossil fuel assets left in the ground by 2036 for major oil producing countries under the most probable scenario.  This means the transition will have to be carefully handled as some states such as Texas, Alberta will be hit hard in North America. The paper also shows that countries that are major oil and gas exporters such as Russia and Saudi Arabia will not be pioneers or push aggressively for climate change in the way the European Union, Britain, and India are doing at COP26 because of this problem of stranded fossil fuel assets left in the ground. China and the US have strong renewable energy sectors and will join the EU, Britain and India. ...

Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. Today because these essential needs in infrastructure and for manufacturing and technology were starved for so long of capital the productivity of capital in these areas is high and will have ripple effects to help rebuild America.

Connection between inflation and spending (fiscal stuff) by the government is misunderstood or misstated, say Wharton Prof. Smetters. Doug Holtz-Eakin former CBO budget director agrees.  Does higher growth mean higher inflation? It depends. The climate change action renewable energy subsidies are expected to increase growth by 0.2%, yet this should reduce fossil fuel costs, mitigating effect on inflation of government spending. Will higher deficits increase inflation? Again it depends. In 2021 direct financial help for households during the pandemic led to a third of the higher inflation in 2021, 2022 and first half of 2023. Inflation peaked at 9.1%. In 2023 the deficit is up significantly but it is mostly of the accounting kind with lower tax revenues by $278 billion from capital gains taxes due to a stock market slump in 2022, and higher interest costs of $136 billion.
