The concerns over far right parties expelling immigrants in states such as Thuringia has caused a wave of protests across Germany including Berlin and other cities in January 2024. It is also impacting the East where anti immigrant sentiment is based. Germany has a shortage of workers in parts of Germany that formed the Federal Republic before reunification- immigrants fill these gaps. The East has not been the success story it was supposed to be because reunification of the Federal Republic and the GDR (Communist East Germany around Leipzig and East Berlin) led to a flight of young people to the western parts for jobs and opportunities. Leading to a mostly older and retired population in the east -leaving it struggling and feeling unwanted. This is the background of the anti immigrant sentiment in the east where there are far fewer immigrants than in the western and central regions. Resentment about being ignored as settled around the immigrant issue in the east even as Germany has benefitted through some of the middle class educated immigrants from Turkey and from Ukraine, and Syria. Similar resentment has taken place in parts of England in the north which led to fear of immigrants being used by Tories party leading to Brexit. In a similar way in France in the north, and in the US with neglect of rural areas and factory communities in the east and midwest. The communities that were left out that have made choices with far right as in Britain have ended up with leaders from immigrant families that have accomplished little or much in the reverse direction for the English people in the north. The leaders of Germany, Britain, the US, the Nordic countries such as Denmark, and gradually in France have learned that it is right to go back to their roots, that they had forgotten where they came from and are now fighting for the dignity of workers (Schulz), standing in picket lines for the autoworkers (Biden), and following the Biden example in the UK (Starmer). With it comes the realization that this started with the Thatcher and Reagan era that created the conditions and culture that were repeatedly embraced by Democrats in the US, Labor in Britain and Social Democrats in Germany alike leading to financial crises and levels of inequality and lack of educational opportunity not seen since the Great Depression. With it by 2024 comes the unwinding of the economics and culture of the Reagan era. Even in China and India the shift is away from that culture as the economies of these countries with half of humanity are shifted to serve a broad base and to include rural, agricultural and other parts of the population. It shows that the educated parts of the population in these countries have the ability to create the conditions that in Lincoln's words are for the people, by the people, of the people, for a brighter future, if only they will try hard enough for their children's and grand children's sake.  ...

Roy took on the banks "for relief for homeowners who were wrongfully foreclosed upon,” Mr. Cooper said.  “I admired her tenacity then as I do now.” Mr Hood AG for Mississippi says Kamala was the fun AG with a sense of humor, and Roy Cooper was the affable low key guy, the gentleman lawyer who never raised his voice, and yet built coalitions and was effective. The AG of Pennsylvania who was elected as Kamala left office as AG and ran for the US Senate, is Ben Shapiro, 51 years. Shapiro came in as AG when Kamala left the AG office to run for the US Senate. He came to know Kamala when he was State Rep. and has stayed in touch over the years. He led a multistate effort that led to the Opioid settlement, and is popular in Pennsylvania with 61% approval and won the governor's office with help from the suburbs and rural counties in 2020. ...

Macron as president of France does not agree to cohabitation appointing 4 prime ministers over 4 years who are replaced or lose public confidence. The last Bayrou is an experinced politician who tried to get austerity cuts including eliminating 2 public holidays. The Socialist bloc led by Melenchon and Le Pen's Marie Pen bring down Bayrou in a no confidence vote. Following the election of the National Assembly Macron had an opportunity he missed of cohabitation with the Socialists Party bloc and letting its leader Melenchon or someone else in the Socialist Bloc, a more acceptable face to the Macronists form a new government. Instead he has weakened France and it's economy by taking a rigid approach. This is a reversal of his posture during his entry into politics which depended on the Socialists leader president Hollande accepting Macron into his government as Minister for the economy. Macron formed his own party with deft moves to retire the Gaullist and Socialist parties that have ruled France since 1945. Winning the presidency once and barely winning the second time after protests by Yellow Vests on the cost of living and an imperial presidency, the very same problem that Nicholas Sarkozy had of not being close to the people and their concerns about migrants, cost of living and the deindustrialized parts of France, neglect of farmers and rural areas also seen in the US. With this France is in a bit of drift with younger voters looking elsewhere for the future. ...

Vilsack is from rural Iowa, where he was a small town Mayor. The opioid epidemic has personal overtones for Vilsack because of his parents addiction and growing up seeing the lack of helping hands. Vilsack. a two term governor of Iowa has witnesses these struggles in Iowa, as the state rural areas faced high poverty rates, more likelihood of being obese, less likely to go to college, and more likely to be pregnant in the teen years, than the rest of America. Vilsack is frustrated not just with the Obama administration but also with Congress, the media, the private sector with high pharmaceutical prices, for not giving enough attention to rural America. He sees rural America as providing the food grown and a disproportionate share of the military. The opioid epidemic comes at a bad time for rural America. This report provides a story that is typical where a dose of painkillers for a Navy employee leads to addiction and use of opioids. Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Consumer Financial Protection Bureau comes out of a playbook of one party that supported no changes in the Financial system in the US and no consequences for financial wrongdoing in the mortgage and banking speculation financial crisis of 2009 that upended the world's financial system. The Obama administration did little to tackle the root causes of the crisis and no serious consequences for financial wrongdoing. With financial interests vested in the structure of both parties work in the financial business could go on as usual with minor changes such as the Consumer Financial Protection Bureau and financial settlements of no serious consequence. Along with this rural areas, farmers and agriculture were given less priority than Silicon Valley during the years of the Obama administration 2008-2016. The passion for a serious overhaul stems from the sense of injustice suffered by rural America and by tens of millions of middle class Americans who took the first blows with patches of period of less work or parttime work at low wages in a battered economy in the aftermath years of the global financial crisis caused by irresponsible bankers in the years 2010-2014. This strained finances and savings only to be followed in 2019 by the Covid pandemic imposing more strains on finances of American middle class and working class people. ...

The migration of Miexcans to the US, or Keralites to the Gulf states, are other ways in which the impacts of this recession are felt across countries. This is passed on through lower remittances to the home country from its workers overseas and in the people returning to their home country unemployed. Putting aside national borders its seen in the way huge migrations of workers from rural areas moving to the coastal areas of China is being reversed as export industries on the coast are collapsing. In that case there are no remitttances but the effects are just as severe as these people are unemployed. And in parts of rural China where there is a severe drought the rural economies and the farming areas are suffering from poor agricultural production. Kerala, a coastal state in southern India, is a state heavily dependent on the Gulf economies for jobs and remittances. The Keral Manpower Exporters Association says that about 500,000 workers from Kerala will be forced to return from the Gulf in a few months. Kerala contributes about half of the 5 million Indians working in the Gulf economies. The estimated $6 billion that these workers send to Kerala ia about a fourth of the state's economy and twice its government budget. Skilled workers doing jobs as carpenters, plumbers, painters and administrative staff working in the construction boom in the Gulg especially Dubai, are likely to remain unemployed. ...

French voters turned to parties outside the mainstream left Socialist Party and the right Republican Party for the first time in a run off presidential election. The National Front's Jean Le Pen made it to the runoff in 2002, then lost to Chirac of the Republican Party who won 78% of the vote. This time the Republican Party candidate Fillon had about 20%, the Socialist Party candidate Hamon won just 6% of the vote with the rest of the socialist vote going to a far left candidate Jean Luc Melenchon who had 19.6%. The winners were Emmanuel Macron, a former Economy minister under president Hollande of the socialist Party, getting about 24% and Marine Le Pen, the daughter of Jean Le Pen of the National Front, getting 21.5%. Compared to the U.S. the situation is slightly different in France because of the very high unemployment rate for young people- younger voters supported the National Front, and people especially in rural areas in the north, north east, and the south of the country around Nice and Marseille supported the National Front. Macron's movement En Marche, centrist party drawing support from centre right and centre left without clear ideology except to renew France and pro-EU, was strong in urban areas, among more educated people, especially in Paris and the area around Bordeaux and Toulouse in the south east of the country. Fillon did not do well in some traditional Republican Party areas including Nice, with inroads from Le Pen, who defined the party around anti-immigration, closed borders, and withdrawal from the European Union. ...

Much of this report concentrates on big name schools ignoring the facts about student debt and value delivered, and the shifts in perceptions in companies that see big name schools as not necessarily an asset as inthe past. In this new situation looking objectively at value delivered the US state university system is its strongest asset and the state universities offer higher value for local students without the unneeded debt loads of big ticket institutions with a lot of debt overhang, and little additional value. In the end education is about persistence, hard work, grit and determination. A  Kamala Harris at Hastings in San Francisco can do as well or better than someone from the big name schools. After the Supreme Court decision opposing quotas for affirmative action the first results of enrollment by ethnic group and race are mixed and sometimes confusing. Some colleges and universities are seeing the same enrollment and some are moving in opposite directions for ethnic groups and race. This NYT report says if universities can get to a fair enrollment for different groups without racial quotas then these quotas may not be essential to achieve their purpose. Schools are looking at students from rural areas in ways they did not in the past, and trying innovative approaches to building a better America after the pandemic because they think it is the right way. ...

California's economy is going through tough times during the coronavirus. Unemployment is up to over 20% which compares to 14.7% for the U.S., closer to that of New York. The state depends on the tourism industry, agriculture in the San Joaquin Valley, and entertainment industry around Los Angeles for jobs. Tech in the San Jose area does not account for as many jobs. The state also has a public university system and foreign students mostly from China bringing in $7 billion.   Its port system around Long Beach and Los Angeles connects with the Asian economies and China, for goods mainly transported to the rest of the U.S.  All these sectors are the ones most badly hit during the coronavirus.  California now has a deficit of $54 billion and was the first state to borrow from the federal government to pay $13 billion in unemployment claims. Undocumented Californians are not able to collect unemployment because of their immigration status, creating an American version of the informal economy that is found in India and Italy or Spain. California has 83 million people taking plane trips to the state for a tourism industry that normally brings in $145 billion. 600,000 travel industry jobs were lost in the state. Taxes related to travel are a significant source of revenue for cities in California bringing in $12 billion. The only sector that is less affected is the tech industry, yet this makes up only about 10% of the jobs or 1.7 million higher paid but fewer jobs. This tech sector at about just 15% of the California economy GDP, is of a precarious nature with a boom bust pattern, the last boom one that happened since the 2009 financial crisis. It in no way forms a significant support for employment or income for people in California or the U.S., and may even be responsible for distortions in the allocation of capital away from infrastructure and public services, through its disproportionate influence on how the nation's capital is allocated. The broader changes underway during coronavirus are likely to affect the state over many years, as supply chains shift away from China, and as infrastructure and public services investment assume their rightful role again in the nation rebuilding effort, agriculture and rural America become a part of the American renewal story.   ...

A recent book "The Spirit Level" has become popular in Britain. It says that countries with greater disparities in income also do worse in a number of social indicators, from higher murder rates to lower life expectancy. It also affects the consensus in society which is a necessary underpinning for sustained economic development and economic growth. Inequality when it affects the middle class and reduces the size of incomes in the middle, or creates stagnation in incomes, poses large risks for society and affects economic growth. In the US the home foreclosure crisis and the lack of bargaining power of wage earners in the middle class has created this problem. This is exacerbated by the banking crisis and bad loans in the banking system. Studies show that slow growth in college graduating rates in the USA after 1970 compared to the period 1900-1970, has increased inequality, especially with today's knowledge economy. Germany is also affected by this problem as wages for workers have remained stagnant with the labor reforms. Interestingly a combination of economic growth and payments to the poor have increased the size of the middle class and its incomes in Brazil. The austerity policies in Britain will affect incomes and income growth in Britain for the middle class. In China the gap is widening quickly between the urban areas and the rural areas. And the policy of residency permits- the hukou system-which limits internal mobility from rural areas to the cities and towns, makes the inequality all the more glaring. The lack of democratic election makes the situation worse in China compared to Brazil, because free elections in Brazil enabled leaders from the working classes such as Luiz Inacio Da Silva and Ms. Rousseff to emerge as heads of government. These leaders pursued policies that would explicitly bring a more shared prosperity in Brazil compared to the leadership in China. In China policies are determined by entrenched interests in its model of development- the state-owned companies and banks and their managers, local and government officials of the Communist party, and businesses with the networks and connections with the Communist party and local governments. This is why the ginni coefficient which measures inequality has dropped significantly in China, putting it in the rank of developing countries with poor records in equality. Inflation in China, India and Africa also affects the poor and lower middle classes to a greater extent. Current trends suggest that rebuilding the middle class in the developed countries and providing fairer distribution in developing countries will be of serious importance in coming years. Especially with the likelihood of more economic crises which tend to adversely affect the middle and lower classes disproportionately....

In all the coverage on the Indian election the impossible having been accomplished that of going beyond the 244 million voters in the US, beyond the 373 million voters in the European Union. The eligible voters in India 2024 are 640 million and all the counting done on one day was accomplished by the Electoral Commission and tackled under leadership of the team by Rajiv Kumar, a civil servant who earlier served as the Finance Secretary of India. The results show that the elections were free and fair as the results speak for themselves that the opposition parties did better than they expected. What was not told in media coverage in the US and EU/UK was that the Opposition and the current government are at odds on one fundamental issue that a continental country suffering from centuries of colonialism can only create a modern nation with the infrastructure enjoyed by the US, EU, China, if it creates a large enough pool of investment in the trillions of dollars, has a master plan of proven execution, with no leakages from this pool of investment. Leakages from the pool of investment only stopped after 2014, and actions of direct deposits to 400 million bank accounts or rural households was essential. For modernization to succeed another condition that had to be fulfilled was to create even through a pandemic a core of about 500 million of 1.4 billion people of the middle and lower classes who would approach the conditions o the US, EU, China consumer base for industry. This the Modi government has done with all its projects and hard work by adding the 250 million people to the consumer base pulled out of poverty. The task ahead is doing what the US, EU, China as continental nations have done to modernize and industrialize 2024-2035 to build the third largest economy ahead of the EU by 2035 and every state and city in India aspires to this transformation, from the south and northeast to the north and the west.   ...

Garrison Keillor asks the President to "lets start making our way out of Afghanistan," in his own inimitable style. He also quotes U.S. Marine Officer Matthew Hoh, who resigned his Foreign Service post- "American families must be reassured their dead have sascrificed for apurpose worthy of futures lost, love vanished, and promised dreams unkept. I have lost confidence such assurances can be made any more." And Keillor summarizes Hoh's reasons and does it so well- that our presence among the Pastun people, the people in the villages, the rural religious people, is only wosening the conflict, the role of the Taliban and Al Quaeda is not the main thing here, the real issues are tribal and cultural. The last phrase deserves repetition- the real issues are tribal and cultural, which no foreign nation can overcome.

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...

This provides the public with a closer view of the Justices on the highest Court in the Nation. It also means Justices live a sheltered life away from the concerns of ordinary Americans about cost of living, cost of health care and pharmaceuticals, cost of childcare, cost of education, cost of fentanyl and other drug trafficking to American families and mothers. During the Depression only three Justices the most prominent of whom were Harlan Stone of New Hampshire and Wendell Holmes of Massachusetts supported New Deal legislation to provide government help with other Justices rejecting New Deal legislation right in the middle of the Great Depression when people were literally without food and shelter, without jobs and in despair. Today there is a permanent exhibition of Harlan Stone in the US Supreme Court for the longest service on the Court. It took till 1940 for FDR to appoint new Justices to get the Court to support the New Deal. Today Justice Barrett is a lone voice among Conservatives willing to listen to all opinions on both sides along with but more than Justice Roberts. This is heartening to both sides. Barrett like Justice Sandra O'Connor before her puts great importance on the Constitution's intent and wording, its pages are in her book. O'Connor from a rural ranch in Arizona carried the Constitution with her at all times and had her own books- the Lazy B about growing up on a ranch on the Arizona- New Mexico border in the middle of big country, big sky, so wide an expanse that she writes about it in her preface to her next book The Majesty of the Law citing Wallace Stegner. ...

Families from poor states like Chiapas and Oaxaca in Mexico, are sending money north to the USA to support a son or a family member, who is unemployed in the US and unable to return home. One father says he sends money just so his son can eat. And a family in rural Oaxaca sold a cow to send $1000 to a family member in the USA.

Chinese leaders at annual policy meeting turn to issues facing nation's 730 millon farmers, as urban outcomes year after year far outpace growth of rural incomes. See graph. Urban incomes have shot up just as rural incomes remain sluggish as the country has focused on rapid industrialization, rapid urbanization and an export driven manufacturing economy for two decades with some success because of the focused effort. But this focused effort is dependent on the ability of Western Europe and the USA as well as other countries sucking in cheaper Chinese manufactured goods. This ability of the western countries to absorb Chinese manufactured goods at an astonishing rate is now called into question, and maybe permanently impaired after years of out of control consumption and spending and easy credit with the impact of the credit and housing crisis. As one of the aspects of this focused effort was to make enough rapid progress in industry and urbanization that it could stay ahead of the problems facing the rural areas and farmers, the new situation in western countries and China's lowered growth rate with lower exports, calls for new thinking on how to address the problems facing the rural areas and farmers. Part of the problem is that farmers do not own land in China. The government owns all the land and China's farmers only have 30 year leases on the land and technically that land cannot be sold though it can be transferred. A related aspect to this is that farms though having 50% more productivity than in 1980 are still small by western standards and it takes a lot of land to feed the growing needs of a more affluent urban population. The typical Chinese farm is 1.5 acres compared to 15 acres in Hungary and Poland and 432 acres in the USA. Obviously the US farms are huge and China does not have the vast acreages of land compared to the people, but larger farms would enable the kind of improvements posible on larger farms to raise productivity. Ways have to be found to increase farmers incomes and to enable farmers to move to urban areas which means creating more jobs. This will have to be done in the context of a domestic led growth and trade with other Asian countries as the export drive and export industries shipping products to western countries see their growth fall. ...

Latin America has made a huge turnaround through successful vaccination drives. Today more people are vaccinated as a percentage of the population in Latin America at 62% than in the US at 56% or Europe at 60%, according to Our World in Data project at Oxford University. There is little resistance to vaccines in Latin America after successful vaccine campaigns against yellow fever and other diseases. During the first year of the pandemic Latin America had one third of the deaths in the world with 8% of the population. Deaths after vaccination drives have dropped to 8%.  Brazil with 617,000 deaths from coronavirus was second only to the US with 800,000 deaths. Brazil is now back to normal after a successful vaccination drive that has 66% of the population fully vaccinated, and 80% with one dose, some of the highest rates in the world, according to Our World in Data at Oxford University. In Colombia with 50 million population about 50% of people are fully vaccinated. Cases have dropped from 30,000 in June to 2000 a day and deaths from 700 daily that month to 50 a day in December 2021. In Buenos Aires, Argentina's capital, 83% of three million population are fully vaccinated, 14% have received a booster. Buenos Aires city health minister says Argentine society has an affinity for vaccination campaigns. "They rapidly accepted receiving them," he says. Yet from the point of view of new variants emerging there is a different situation in rural areas. Britain's campaign finance laws limit each party to spending $29.5 million for the year before the election. British elections are determined by the results in 650 local constituencies, under a parliamentary system, making campaigning local. There too the laws are strict. Candidates for a parliamentary constituency have a limit of $60,000 for spending for the 5 months before the election, plus additional amounts depending on the number of voters and if it is rural or urban. Britain bans election advertising on commercial television and radio. Parties are provided pre-election broadcasts shown on commercial television and by the British Broadcasting Corporation. This stands in obvious contrast to the U.S. where an estimated $10 billion will be spent on the 2016 presidential election. Candidates spend as much time raising money as they do getting across their election message in the U.S. Britain also disproves the popular idea that election campaign spending inevitably moves in an upward trajectory. The mistakes  and the right action done in Italy that the world can learn from as Italy tackles the coronavirus. The coronavirus is a dangerous pandemic yet there is one part of it that can be used to take the right action. The timeline of countries affected early in January and February and early March with information from these countries on what worked very effectively and what did not work with bad results is available. The mistakes were made in Bergamo, a town in Lombardy region of northern Italy with the highest number of infections and deaths in Italy. Bergamo had limited testing, no rigorous attitude for quarantining those who had come in contact with people testing positive, and lack of contact tracing. In Vo another town in northern Italy the situation is a complete contrast with resort to mass testing and isolation of clusters which has reduced infections to zero and made it a safe place. Vo is a small rural town 85 miles east of Bergamo in the Veneto region. This was the method used in South Korea, China, Taiwan and other Asian countries that have overcome the virus. Bergamo is an example of what failed in Italy with the worst number of fatalities. The health crisis worldwide has shown this  method of first general quarantine to buy time to build capabilities for testing  and preventing things spiralling out of control,  then mass testing, contact tracing and isolating the people who test positive, and repeating this process again and again till infections are way down,  is the only way to control this crisis. In the early days massive quarantine or stay at home strictly enforced is the best solution till production of tests accelerates to permit mass testing and isolating the clusters of infections. This mass quarantine buys time for accelerated production of tests and building up the capabilities of labs to process these tests, including use of a central national lab centre with national data on computers for microbiologists to monitor the entire country. This was done in South Korea reports in WSJ show. This is vital for everyone involved in the effort to control the virus to understand based on the experience of  countries that have successfully overcome coronavirus. It is the experience in South Korea and Italy that the U.S. White House response coordinator Dr. Brx is looking at and learning from as she and the White House team in the U.S., governors of all 51 states, health officials including CDC, are looking at as they execute their action plan in phases.  ...

During the election campaign Obama talked about sending at least 2 more combat brigades to Afghanistan. The Defense Department is already planning to send 20,000 additional troops in response to a request of General David McKiernan, top commander in Afghanistan,including 4 combat brigades and an aviation brigade with helicopters, increasing the American troop levels to 58,000, with an additional 30,000 NATO troops already there from other countries. The timeline for this is 12-18 months but with the escalating insurgent attacks in Afghanistan this will probably be done more quickly. Obama and some Democrats talked about Afghanistan as somehow being the good war and he vowed to defeat the Taliban and militants in Afghanistan. But Afghanistan is a different place and most military experts are suggesting that a good strategy will be needed, for example winning over the tribals and some of the militants, and not trying to win militarily. However with the deteriorating situation there the only way to win over tribals and militants may be to get the situation to where the NATO and US forces are in a strong situation. The two big handicaps in this are first history, where the terrain and rural distribution of the people make it difficult to exercize any control over the vast region of mountains and deserts. So throughout history no one has controlled this region and there is no history of centralized government, with different tribes controlling their regions. The other is the problem created by the corruption and lack of any popular support for the Karzai government, which is made worse by the involvement of its officials in the opium trade with opium growing booming in the southern part of Afghanistan. How does the US and NATO create an effective Afghan army and police under a state that does not enjoy any popular support. And yet the strategy that Gates. Petraeus and McKiernan are pursuing involves preparing the Afghan army and police for the task of controlling the vast mountainous region against a rural insurgency that knows its way in the mountains enjoys rural support because of the independent spirit of the Afghan people who find it easy to see the NATO forces as white foreigners in their country. The Afghan army is small for such a vast mountainous region, only 70,000 in a nation of 32 million people, and the police forces of 80,000 mostly corrupt and ineffectual. The present plan is to build the Afgan army to 134,000 still small for such a large region. The other problems stem from the Pushtun population in Pakistan that supports the rural insurgency in Afghanistan and the support of tribal people in the border areas of Pakistan. The picture tells the story, a small number of NATO soldiers in a remote ridge in Afghanistan. And the problems actually are across the whole of the far northern region of what was once British India, of Afghanistan and Pakistan, as the Pakistan government is quite fragile, having an army that operates as a power center of its own with little accountability to the central government. And years of war during the previous military government of Pakistan under Zia Ul Haq, in which Zia with the support of the Reagan administration supported another rural insurgency in Afghanistan that drove the soviets out of Afghanistan, and the subsequent sponsorship of the Taliban movement by the Pakistan military in Afghanistan, has created a situation in Pakistan where militants now operate freely and with impunity in Pakistan itself, disregarding both the Pakistan military and the Pakistan elected government's power structures....
