Under the Biden administration the longest serving employees often the highest paid were not laid off, even if they were not productive. Agencies reduced workforce based on a complicated formula that heavily weighted seniority. Republicans in Congress led by Speaker Johnson and Senator Lindsay Graham insist that a reform of the asylum and parole system for the US border is a must before an appropriations bill for the government to aid Ukraine and Israel, Gaza humanitarian aid can be passed. At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

Media headlines focused on Xi's statements on Taiwan. China is concerned that US not recognize Taiwan independence, but not much beyond that. China puts Iran much lower on the list of issues it considers important. It appears that China first priority is to be accepted as an equal partner with the US as a superpower. That is Xi's goal in this trip. Issues of Hormuz and Iran not something China considers important. China has an interest in a non-nuclear Iran, in no nuclear weapons proliferation. As the US has made this a priority China prefers to be not vocal on this issue, as it relies on the US to see this is done. A secondary priority for China is to have the US agree that China could continue to import from the Hormuz Straits to met its oil needs. As China has relations with Arab states it is carefully balancing this with relations with Iran. What does this mean? It means China and US are in considerable agreement on the current situation in the Gulf region and in the Middle East. China sees beyond Iran, so does the US. Both countries are focused on the future - on reindustrialization in the US and China on the next phase in its industrialization. New countries and blocs are also emerging that will rival China and the US- India/Japan and the European Union under leadership of Germany and France. These four countries or blocs are all thinking of the world beyond a failed Middle East- the economic issues they face and how best to tackle them, and the issues relating to borders and security, how best to tackle them. ...

By ending liberal asylum rules the Biden administration can end the issue of surges in illegal migrants crossing the border with Mexico that has roiled politics in America for the last decade. Much of the surge in migrants is a result of economic dislocation in Central American countries that only be tackled in other ways not at the border. This is a lesson that was learned in Europe, and is being learned in the US. 

For the US and EU this detracts from other major issues that the countries face in the way that wars in remote regions dissipated resources of the US and EU. By creating issues that have no real relevance to America's future development and ways in which that development benefits other countries in the world, these wars and border issues are now errors from the past.

Homeland Security and ICE needs new resources- $175 billion from Congress is part of the plan from Republican Senators to boost support for action in immigration. To deliver on plans to control illegal migration there is a need for funding the agencies involved. Senate Budget Committee Chair Lindsey Graham (R-South Carolina) says in this report that Homan was “begging” for funding from Congress. Much of the migrant action is hard to undertake with current resource levels. Graham’s committee adopted a budget blueprint for legislation to boost border security and immigration enforcement by $175 billion. Republicans say it is intended for three parts in funding: personnel, facilities and infrastructure, support for state and local officials. It includes pay raises, hiring and retention bonuses for ICE agents; immigration judges and support staff; assistant U.S. attorneys; the border wall; additional detention space and local and state law enforcement agencies to aid ICE, US Immigration and Customs Enforcement Agency. ...

Mr. Zelensky of Ukraine makes his first official visit to Warsaw, Poland in April 2023. He was welcomed in Poland with an outpouring of support. About 10 million Ukrainians have crossed into Poland since the war began in February 2022. Of this 1.5 million Ukrainians have settled in Ukraine, the rest have gone to neighboring countries or returned to Ukraine. Poland has also opened its market to Ukrainian grain causing unrest among farmers because of lower prices. Poland has a population of 38 million, Ukraine a population of 43 million. These two nations are now the countries that are in the frontlines of the war after Russia's invasion. Other countries that have seen Soviet invasion such as Finland in 1939, Czech Republic in 1968, are now part of the NATO alliance force that faces Russia across a long common border. The Finnish border with Russia stretches for 830 miles through vast forested regions. The US is building a vast warehouse complex in Warsaw that will store US and NATO tanks. As the war continues a year later the resolve of the US and of Ukraine and Poland remain undiminished to the Russian invasion. This is unlike the events of post 1945 when Europe as a whole had seen the effects of 5 years of war and America faced the Soviet expansion into war ravaged Eastern Germany, Poland, Hungary, Czechoslovakia, and Greece. In 2023 the economies of the US and European Union have survived the economic effects of the war and the US is embarking on a huge plan to rebuild its infrastructure and its manufacturing capacity. The US and European Union through NATO remain united to reject any nation changing borders with impunity by force- the issue they see in Ukraine and in Taiwan. On the issue of Taiwan the US, EU are joined by Japan, Australia, Philippines, Vietnam and India. The issue of impunity and allowing borders to be changed by force will remain a strong one for the US and EU, on which there may be little room for concessions because of the principle. In his History of Europe- The Struggle for Supremacy 1453 to the Present, Cambridge historian Brendan Simms has shown that no nation by itself or with its allies has been able to use its dominant position to exercize power with impunity without meeting formidable combined opposition of other countries  in Europe. Over 500 years of history France, Russia, Austria-Hungary, have in turn had to agree to give up claims after meeting a formidable opposition of other countries in Europe. Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

Asked about their faith Brazilians are exception in the world for numbers Nunes shows can be found nowhere else- over 95% saying they are believers that their faith is the most important aspect of their life. Brazilians are also putting family first. There is a certain fatigue with the state supporting the economic lives of people, particularly with a recent Master Banco revelations of wrongdoing in business circles, reminder of the Car Wash Scandal after Lula left office. Brazilians say working for oneself is more important than working for the government. Brazil's economy is also transformed in many ways in its size and potential since the start of the Lula government in 2003. Brazil is now the 9th largest economy in the world, growing similar to India as the 3rd largest. The notions of left and right wing politics are now in both countries being replaced with a belief in a higher Being that guides us all. The ideas of Faith, Family and Work independent of the State is the direction in the European Union and other nations in the world.  Brazil as part of the Western hemisphere, and the US asserting the Monroe Doctrine after its experience with drugs and fentanyl, mass migration across its borders, it is now a different hemisphere than before. The US has shifted to securing the western hemisphere from the swings that happened in Cuba and Venezuela over decades that have led to economic disaster, and to millions of displaced Venezuelans crossing borders. In this situation much has changed across Latin America and North America.  In any situation the US is likely to find a favorable investment climate in Brazil, closer relations with Brazil, in its own hemisphere, as it has with India in Asia. A Brazil that would work to give balance to the US process of economic cooperation with Latin America that was the intent of John F. Kennedy in the Alliance for Progress. A vision never realized, put on hold for over 50 years, yet now ready to be realized. ...

Indian coast guard and Gujarat anti-terrorist squad size large amounts of heroin at Mundra port and along the Porbandar coast.  Afghanistan has a 2000 kilometer border with Iran and another 2000 kilometer border with Pakistan. There is now increased risk of this activity along India and Sri Lanka's coastlines and borders, says the Economic Times. Much of the colonial period was marked by British traders use of opium from Bengal and other parts of India in illegal activities in China through Chinese ports for sale of opium -leading to the Opium wars in 1850 with China's feudal monarchy and eventually to China turning to the CCP. This was conducted under the British East India Company and condoned under the British Empire- making it one of the worst activities of colonial powers in history. Some of the same activities are being conducted and condoned by countries in the region. A multinational allied task force Combined Force 150 keeps track of the oceans in the North Arabian Sea and in the Horn of Africa. More naval forces are needed from India, the US, UK, Australia, Japan and other countries to keep the oceans safe and clear, and protect people in the region. ...

DJT plans to sign an executive order making English the national language of the United States of America. It is move that the founding fathers, Lincoln, TR and FDR/Truman would consider basic to the cultural literacy of the Nation. Over the years under Republican administrations from Bush and Democratic administrations under Clinton, Obama, the US has drifted away from the national language to an extent that is incomprehensible and presents an attack on the national language by allowing the proliferation of languages to languages that people have never heard of. It is destroying the cultural literacy of the US that efforts were being made even in the 1980's to restore after it was felt that it was weakening at that time. “We have languages coming into our country. We don’t have one instructor in our entire nation that can speak that language. These are languages—it’s the craziest thing—they have languages that nobody in this country has ever heard of. It’s a very horrible thing.” JD Vance had introduced a bill with Senator Cramer of North Dakota in 2024 for the English Language Unity Act, for conducting all official business of the US government in English, and for a national testing standard for pathway to citizenship. This is parallel to and follows the effort in the 1980's to bring education in line with cultural literacy in schools and education in the Nation, that is becoming more and more relevant to today.     ...

Security is at the heart of India's foreign policy. S. Jaishankar points this out at Thiruvanathapuram. He says this was true of the effort at Balakot and even in the midst of Covid at the Line of Actual Control with China when India sent up enormous numbers of troops to defend the border. This is also behind the stand with China that security and LAC comes first in all relations with China. Trade and exchanges all come in the context of LAC, settle the LAC issues first then we can proceed with better bilateral relations, this is what India is telling China.  There are good reasons for this. India has a large border in the most formidable terrain of the Himalayas which is also close to the plains of India in the LAC with China. Any difficulties at the border would weaken India's secuerity and weaken development efforts in the same way that Japan sought to weaken Chinese development through invasion in the 1930's. Tibet looms out of the past. When China invaded Tibet Nehru's couple of pages in Discovery of India on China show that he had no idea of the China that had emerged with Mao and the CCP in its historical struggle against Japanese nationalists and imperialists. He had an idea of China that came from the Buddhist period and India's links from the past. The ruthless Japanese invasion that China confronted on its soil, and British colonial incursions before that, had already transformed the China of the past, which now under Mao in 1948 may have sought more defensible borders by extending them to Tibet as a buffer state. Historically the British had never tolerated Russian or other European or Japanese interference in the border states such as Tibet. There was also the question of capacity. By the time of the invasion of Tibet in the early 1950's China had already fought the Korean War with the US. India's army and defense forces were just coming out of partition and ill equipped for the task of defending the borders in Tibet region. Current governments in a more normal setting cannot change this part of history, yet can take full recognition of the facts that this has created. A strong defense has to be created for defending a border that extends for thousand of miles now that China has unlawfully occupied Tibet. On it also depends a strong and vigorous development effort that helps build the kind of modern defenses as the economy grows and absorbs new technologies rapidly. Both defense and development go together, one cannot have defense without rapid modernization and development, and one cannot have rapid modernization and development without defense. A weak defense would lead to distractions in development leading to the lack of rapid modernization and development as the intruding power interferes in insidious ways in the internal and external links of the country. This is the lesson of colonial interference of western powers in Asia. As Brendan Simms shows in his new book, Europe - Struggle for Supremacy 1500 to the Present, it is also the lesson of a different kind of colonialism inside Europe since 1500, where weaker states inside Europe fell behind with interference in turns by the imperial powers of France, UK, Austria-Hungary, Prussia and Russia. Poland, Finland, Czech Republic in the past and even Ukraine today are just some examples of what can happen when one loses sight of this principle. Poland and the Polish Commonwealth in the 19th century, Hungary right down to 1956, and China in the 1910-1930, India in the 18th and 19th century were weakened internally even after recognizing the problem, so that recognition of the problem is not an adequate condition to prevent countries from facing such foreign interference. ...

Canada is an anomaly in trade says Sir Ivor Jennings in his book on the British Commonwealth. Its trade east to west is an anomaly when if it was truly apart of the North American economic region it would trade north to south. This is the result of Montgomery's failure to take Quebec during the War of Independence as Washington planned the war with Britain. For instance Ontario would trade with Vermont and New Hampshire and New York near its borders. Instead the dairy industry in Canada operates in competition with the US and sends product east to west. Washington and Oregon are not trading normally with neighbors British Columbia instead shipping product back to eastern Canada. For years the US allowed Canada and Mexico benefits in trade that hurt is own auto industry. Jamieson Greer is expected to change this so that US manufacturing can compete with China and European Union on a level playing field. ...

Harris was asked a question about immigration at the Oprah Winfrey event, how she would secure the Border. Harris said- "So it’s a wonderful and important question. You know, my background was as a prosecutor and I was also the elected attorney general for two terms of a border state. So this is not a theoretical issue for me. This is something I’ve actually worked on. I have prosecuted transnational criminal organizations for the trafficking of guns, drugs and human beings. I take very seriously the importance of having a secure border and ensuring the safety of the American people. Sadly, where we are now can be traced most recently back to the fact that when the United States Congress, members of Congress, including some of the most conservative Republicans, came up with a border security bill. And here’s what that border security bill would have done. It would have put 1,500 more border agents at the border. Let me tell you, those border agents are working around the clock. It would have just been about giving them some support and relief, which is probably why the border agents actually endorsed the bill. It would have allowed us to stem the flow of fentanyl. And I’m looking at people from all over the country here. So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. And this, again, gets to the point about what does leadership really look like? ...

US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

Zelensky admits something that was evident for the last year that Ukraine could not take back Crimea and Donbas. Zelensky's own popularity is down to 20% in December 2024 and he is not seen as providing a solution to Ukraine's problems for securing a peaceful settlement. The Russian border regions in the east of Ukraine had voted for pro-Russian parties before the invasion by Russia. They share Russian language and culture. This makes this a situation that requires close understanding without generalizations that prolong the war. Crimea also has a different history till it was made part of Ukraine. Russia faced a military bloc such as NATO only during the Cold War with Eastern Europe under the influence of the Soviet Union 1950-1990. The shift of Eastern Europe to be part of the European Union and some parts in NATO put NATO forces close to the Russian borders. The invasion of Ukraine by Russia created a situation objected to by the EU and US, where a large power invades a neighbor. Yet the other facts above remain which presents the Russian view that NATO and the EU were too close to its borders given Russia's history of invasion from France in 1812, and from Germany in 1914 and 1940. A settlement can come only by both sides recognizing the overall facts in Europe so that all sides feel secure for peaceful coexistence under different forms of culture, government and economic structures. ...

Title 42, a Trump administration rule made it possible to send back migrants from Guatemala, Honduras, El Salvaor and Mexico now accounts for only 40% of immigrants, the rest are from other countries such as Nicaragua with which the US has no relations for sending people back. People from countries such as Russia, India are also crossing the border in this way. The US Supreme Court recently ruled that Title 42 cannot be terminated till it has looked at in more detail. This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...
