Ukraine was one of the poorest countries in the European Union in the last decade and was not growing as fast as other countries in Eastern Europe. One of the reasons it was looking to the west, the EU and the US, was to increase growth and boost incomes. A policy opposed by Russia.  This report in WSJ looks at the effort of a 41 year old economist Mr. Marchenko who heads the central bank. Ukraine's revenues only support 40% of government spending. Ukraine needs $3 billion in aid every month. The currency is down 20% in value and the GDP is expected to be 30% lower in 2022. He says every day and night it is a constant headache. The US and Britain were quick to help and provide steady aid. The EU and Germany with internal wrangling have not come up with $8 billion of the $9 billion in aid promised to Ukraine to rebuild the infrastructure that is being destroyed by Russia, and support the war effort to defend Ukraine. Even with $3 billion a month in aid Ukraine depends on printing money and risking further decline in the currency to pay soldiers, war needs, and meet basic spending needs. The plans are not just for 2022 but extend into 2023. Grain a key export is only now making its way out of Odessa with the UN and Turkey arranging the way out for grain ships. ...

Republican Speaker Johnson is setting Saturday April 20, 2024 votes in the US Congress for Ukraine-Israel aid in a weekend vote, as Israel and Ukraine face growing threats. Basically the bill Democrats passed in the Senate gets split up into 3 parts for that $95 billion in aid bill to be voted on individually for each part separately for Ukraine, for Israel, for Taiwan. A fourth bill would be for Ukraine aid as a loan, and a measure leading to national ban on TikTok.

Leonid Kravchuk is a Soviet era official who joined with Boris Yeltsin to support dissolution of the Soviet Union. He died at the age of 88 in May 2022. He is remembered for leading Ukraine to independence in 1991 with support of nationalists in western Ukraine and pro-Russian supporters in eastern Ukraine. Another reason he is remembered is for peaceful transition of power to his prime minister Mr. Kruchma in the 1994 election. He also dismantled Ukraine's large nuclear arsenal under pressure from Russia and the US. His failings were in letting corruption grow including the bankruptcy of the Black Sea Shipping Company, says DW.com. Ukraine had no experience in the democratic process. It has close ties with Poland which in the 17th and 18th century had some form of democratic process. Lviv is a short distance from Poland. Kravchuk was from a part of Ukraine that was once part of Poland. With a population of 52 million Ukraine is the second largest country in Europe. Its transition from the Soviet Union to a independent state was painful says DW.com with millions of people finding themselves living in poverty and the period being remembered as "kravchuchka." Since that period Ukraine has grown and was setting up new foundations for entry into the European Union.  ...

President Macron of France says with the president of Sweden Ulf Kristersson at the Swedish Defense Academy- "The EU has to make bold decisions to defend Ukraine, to preempt any US decision to withhold of reduce its support." Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In doing this he said Europe needs to stand by Ukraine.

US Defense Security Cooperation Agency in State Department approves sales of Javelin and Excalibur missile systems to India November 19 2025, at a price tag of about $95 million. This increases US military sales to India to over $20 billion. FOr India to get a good trade agreement with the US, the US government set two conditions - increase purchases of US products and stop funding Russian attacks on Ukraine by reverting to the situation in 2019 when India purchased about 4% of its oil from Russia. India's purchases of discounted oil from Russia are a recent development. Indian and Chinese refiners have cut purchases of Russian oil, according to recent reports in WSJ. The increasing arms purchases from the US is a development that has taken place throughout the Modi administration since 2014 cutting dependence on Russian supplies including India's building its own capacity for defense products.

French president Macron meets president Putin of Russia for a deescalation of tensions on NATO and Ukraine. Macron for the first time offers an approach that he calls the "Finlandization" of Ukraine. Finland maintained its independence as a neutral country in tensions between US and Russia.  President Biden says the US and Germany are united in their approach, and Nordstream 2 pipeline just completed to supply Germany with Russian gas will be shut down if Russia invades Ukraine. German chancellor Olaf Scholz says little during the crisis and is described as not "audible." German chancellor Scholz finally approves 14 Leopard tanks for Ukraine. The world today is in a much better position to complete the transition to zero dependence on the volatile Middle East for oil. Today in 2026 the world's largest nations 1. US   2. China  3. India  4. Germany are all free of Middle East oil (India through waivers for Russian sources). European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources. US is self sufficient in oil and gas and exports oil to the UK, India, Germany and the European Union. Canada is self sufficient. Germany gets only 6% of its oil from the Middle East, the UK 12%, Spain 13% and Italy 14%. The Iran war is likely to shift more of the needs of UK, Spain and Italy to other more stable sources including oil from the US and Venezuela managed by the US, and other sources. This means that US policymakers can act in the best interests of all the nations of the world for preventing the spread of nuclear weapons and long range ballistic missiles. Germany is moving rapidly to renewable energy and this could bring its dependence on the Middle East to zero. India will meet its needs from Russia for the time being till it also shifts to oil from US+ Venezuela. India get 55% of its oil from the Middle East or about 2.7 million b/d. Russia was an important source of oil for India till the US trade agreement called for it to shift- a 30 day waiver and extension means India can get this oil from Russia without sanctions for the duration of the war. Reducing European demand and Indian demand frees up oil for Japan and South Korea on the world market the other 2 countries dependent on Middle East oil- Japan importing 95% of its oil consumption with imports of 2.5 million b/d and South Korea importing about 2 million b/d or 70% of its consumption. This means Japan and South Korea need a new strategy as they are overexposed to one source just as Germany was and learned a difficult lesson to diversify its sources. Japan has learned to reduce consumption for the same level of GDP and some of this can be through conservation, also tried in Germany in the last 4 years. During the 4 years. of Ukraine war Germany had to find ways to diversify sources Japan and South Korea will need rapidly to do the same in the Iran War. This means that only Japan and South Korea because of their lack of policy direction and vigilance have allowed this overdependence on the Gulf region,  (even as Germany diversified its sources, DJT and Israel were firm on nuclear weapons policy) they failed to see signs that they should diversify. India imports 2 million barrels a day of oil from Russia. It now faces the need to address the problem this has created for Germany and US seeking an end to Russian missile attacks on Ukraine. Without other leverage DJT and indirectly Germany are putting pressure on India to shift these purchases to the US and cut India's $46 billion deficit with the US.  India needs to accept that the reprieve it got during the covid years to import from Russia to help it control inflation at home would at some time come under increasing pressure from the US. That time may be now as DJT and Merz see this as the only few areas of leverage they have to get Russia to reconsider its position for settling the Ukraine war entirely on its terms. Just as in the India Pakistan war the current talk of nuclear escalation resulting from the Ukraine war has to be a major consideration for US, EU, Russia, China and India, all the world's leaders, to step back and see ways to work for an overall interest than in time to come will help these nations national interests.  It will require brave moves from India, China, the US and Russia. The story of Kharkiv, Ukraine's second largest city only 25 miles to the border. Santora and Hicks give this report on life in the city which faces constant missile and other attacks with much of its power and other infrastructure destroyed, and schools operating deep inside subway stations. Nothing like this destruction has been seen in European cities since 1945. Europe had only the Balkan conflict limited to Yugoslavia 1991-1995 as the country split into several states, Serbia, Croatia, Bosnia, Kosovo, Montenegro, and Slovenia and the US settlement in 1995 following NATO bombing in Serbian Bosnia. The Ukraine conflict stretches back decades starting in 2014 with the Maidan protests in Kiev and fall of the pro-Russian Yakunovych government. After a brief war and Russia taking Crimea it ended with the Minsk Agreement in 2015. Russia had supported separatists in Donbas region. Russian is the language in Russia and Ukraine and both countries share a common historical heritage. It started again with Putin's complaints about NATO enlargement in 2021, followed by an attack on Ukraine in 2021 bringing Finland and Sweden into joining NATO, and US support to Ukraine's defense.  ...

This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

It is an historic day for Ukraine which is making little progress in the war and faces a difficult winter. The US has already given about $111 billion of aid and the EU is now stepping up to meet financial commitments to defend its own region.

The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one.
