Yet Mr. Trump has a good personal connection with Trudeau of Canada and Macron of France.  Taking the advice of advisers including Commerce Secretary Wilbur Ross, president Trump despite tough talk on the North American Free Trade Agreement, takes a moderate approach on NAFTA renegotiation. Trump also softens some of the rhetoric on China as he seeks Chinese help to restrain North Korea. An international coalition of states supported by the U.S. reverses gains by Islamic State, with Iraq and Iran gaining over Islamic State. President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. Relations between North and South Korea improved as Koreans decided to work together for peace in the peninsula- with North Korea agreeing to participate in the Winter Olympics in South Korea.   ...

The European Union governments are finding it increasingly difficult to salvage the Iran nuclear deal and lifting of sanctions. European governments rejected Iran's 60 day ultimatum to help circumvent U.S. Trump administration sanctions. The U.S. sanctions have already led to Iran's oil export to drop from 2.5 million barrels a day to 1 million. Lost shipments have cost Iran $10 billion hurting its economy. Initially European nations France and Germany hoped to keep the 2015 Iran nuclear deal by working with Iran, but this has become increasingly difficult with the Trump administration increasing sanctions including limiting access to U.S. markets for nations that do not cooperate with U.S. policy. The U.S. pulled out of the Iran nuclear deal and now it looks like the Europeans are faced with a difficult choice in continuing to work with Iran.

Merz says all issues on the summit agenda were talked about "very openly" and "very constructively." Merz  says he will support a peace deal in the Middle East, including a possible military mission if there is "a lasting ceasefire."  A series of "preconditions that are not yet fulfilled, so there is no immediate hurry." What this means, as most of the media has failed to cover this aspect including NYT, WSJ and Washington Post, is that the US and the EU, India and China, Brazil, the poorer countries  Egypt, Pakistan, Turkey, are now in a lot better positions, coming at it from different angles,  and are all aligned for their own interests, to push hard to support the US effort to get to the Memorandum of Agreement with Iran, and future settlement in Ukraine. The onus is for Iran and the entire Middle East to collectively come to an agreement to live with harmony among the neighbors for the mutual interest- including a nuclear free Middle East that is in their mutual interest- so that the rest of the world's people, a massive 5 billion compared to 500 million in the Middle East can industrialize, modernize, and make economic progress that benefits all the people of the world. ...

Trump's statement that he would reduce the current nation building strategy pursued under president Bush, it says doesn't make sense because the current situation in the Middle East ( rise of ISIS and chaos in Syria) arises from American retrenchment reversing in the opposite direction the policies of president George W. Bush. It is also true that Bush started his presidency with no intention of nation building, it was only after 9/11 that he adopted this policy. The elder Bush, George W. Bush's father, is reported to have said that his son as president was ill served by bad advisors in the invasion of Iraq over weapons of mass destruction (WMD). Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. The speech was read using a teleprompter to avoid the frequent gaffes in previous speeches. Clearly an effort to make immigration and terrorism issues to win voter support, after previous efforts resembling bigotry and intolerance. ...

Both Obama and Trump failed to end Bush's war in Afghanistan. America did not need the huge cost and distraction of wars in Afghanistan and Iraq. The money spent on wars is badly needed to go on building infrastructure and American manufacturing, supporting workers and families, public services in the US, and building American leadership in science and technology. The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

The key factor- learning from the experience of the Iraq withdrawal of 2011 andnot  letting things get out of control as happened in Iraq and Syria after 2011 with rise of Islamic State and intervention by Iran and Russia, destabilization of the European Union through accelerated refugee flows. In the end the costs were too significant to let a vacuum develop and the U.S. president gave an honest reflection in his televised speech which was exceptional in its candour and willingness to lay the facts out. Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. In the end the decision to use U.S. troops to control the deteriorating situation in Afghanistan was taken to prevent a vacuum from developing. ...
