Addressing the UN General Assembly in a virtual setting Mr. Trump tells delegates that China should be held accountable for certain actions in letting the coronavirus pandemic spread. He included the denial by China of human to human transmission very early before Feb-March, and its allowing Chinese flights to go overseas when it had completely banned flights domestically. He said flights were allowed to leave China after the virus spread from Wuhan even after Mr. Trump banned flights from China to the U.S. This spread the virus from China to Europe and to America.  Mr. Trump says the WHO is controlled by China. And this happened after foundations such as the Bill and Melinda Gates foundation and other foundations partly replaced the strong role played by the U.S. government at the world health agency during the post war period maintaining strong U.S. and European oversight in the earlier period. The lack of cooperation by China to let American experts into Wuhan immediately in January played a role in delaying the U.S. getting a first hand look at the coronavirus at the epicentre. Instead a 2-3 week delay left the U.S. Europe and India unprepared for the speed and havoc caused.  The only way to tackle the coronavirus was with speed and that speedy response was doubly needed because Europe and the U.S. had no recent experience with epidemics. Even India and rest of Asia, Latin America, Africa have no experience with this type of transmission and spread making time absolutely critical.  This speed was affected because China and the WHO acted as stumbling blocks in this view of what happened. The result was that in past pandemics were fought together, this pandemic was fought on a country by country basis, a bad precedent. ...

When the Middle Class does well everyone does well, Biden says this many times. By contrast she said Trump's plan would cost Americans $3900 a year raising cost of living. Kamala Harris said- "And key — key to creating this opportunity economy is building up our middle class.  It is essential.  (Applause.) The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

In 2017 Facebook noticed a drop in user engagement- fewer comments, fewer posts, and less sharing. To address this Facebook made a change in its algorithm, which is a bunch of mathematical equations which determine what you see in the newsfeed. The result says this WSJ Facebook Investigation was to make Facebook an angrier place, a place where divisive comments were being posted, and sensational or exaggerated comments were being shared. This increased the level of divisiveness in the US during the early period of the Trump administration. As America looks back on this time- the issues related to migration across its southern border that are still alive today and on which there is now a consensus across Democrats and Republicans on returning migrants. The issues related to the urban-rural divide that many presidents preceding Trump and Biden had chosen to ignore, and which the Tech community showed little interest in. The divide also across educational lines with college educated splitting away from people lacking college education just as costs of college had soared. All these issues were out in the open and instead of having an educated debate these algorithms never intended for solving social problems actually made them worse.  It is now in the interest of both Republicans and Democrats to take a hard look at what went wrong and restore the civility and dialogue that marked American experience across all ages and income groups, and remove the overstated influence of such algorithm based apps. The WSJ Facebook Investigation is a way to restore the traditional media's true place in the national dialogue and push back against the insidious and dangerous influence of algorithm based news feeds such as this one.  Outrage Algortihms may be good for a few people and a few in tech  business in California and in capital markets in New York, yet they are bad for America and the American people as a whole, bad for the vast landscape of America and the vast majority of the American people. Mindless infatuation with pictures of young adults leads to a mindless and dangerous result in mental health, bad effects on women, illusions about what is right living, and increasing divisiveness in America.  ...

Donald Trump, has consistently tried to capitalize on the changing demographics and economic conditions in the country during the primaries by embracing a neglected white working class on issues such as trade, wages and jobs. He now has taken on the issue of law and order. In his acceptance speech Trump once again used a canny ability to sense the public mood, in the summer following the Orlando shootings, the Nice attacks, and the Baton Rouge police shootings, by calling himself "the law and order candidate in this race for the White House." He touched on the police shootings and terrorism by making the centrepiece of his speech- "Our convention occurs at a moment of crisis for our nation. The attacks on our police, and the terrorism in our cities, threaten our way of life."  The speech ended by Trump saying "I am your voice." By embracing the major issues in a way a skilled politician would do using his years of experience on the Apprentice television show with catchy slogans and phrases; long before the other candidates had caught on, and using the language of ordinary people, on trade, wages, jobs, terrorism, Trump has galvanized this portion of voters. He also made an appeal to Bernie Sanders voters. The distance between working class voters and other candidates who feel neglected on issues of wages and jobs, and are also most open to issues of law and order and terrorism, was the story of the Republican primaries. Whether this carries over to the broader electorate- as less than 20% of the eligible voters in the Republican primaries voted to give Trump wins in the primaries- and how well Hillary Clinton has held onto traditionally Democratic white working class voters that Trump is appealing to, will affect the 2016 elections. As this piece in the Guardian points out Trump has it well on touching on all the right buttons for which he has a canny ability, but will the American voters look for more in terms of experience and other factors, and Hillary's own fighting spirit, may affect this unusual election.   ...

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

U.S. president Trump set up a separate task force called the Great American Revival Industry Groups. He read each of the names out loud during his press conference on Monday, a list of about 200 industry leaders from all the main industry groups, many of whom he personally knows. The first meeting of this group met in a hour long call with about 35 participants.  Most of the leaders praised the strong action taken by the president. On the task of reopening the economy the participants told president Trump that current testing levels were inadequate for effectively reopening the economy.  This is the first of four calls the president plans to make and included leaders from banking, retail, hospitality,  and food industries. The tasks facing the task force are to provide advice on how to reopen the economy and how to respond to the economic damage.  The U.S. president decided to set up this task force after talking to his friends in the business world so that he could get the broadest possible range of advice and thinking. Dr. Fauci, the leading helth expert on the president's team along with Dr. Birx, said on April 14 that reopening would require testing and virus tracking that was efficient and reliable and that the U.S. was not there yet. U.S. has conducted about 3 million tests. Health experts say there should be millions of tests per day before people can return to work. ...

President Biden's style and years of effort leading to the presidency are similar to another Democrat - US president Harry Truman who took the US and the world through the last years of World War II, the Berlin Crisis and rebuilding war torn Europe through the Marshall Plan, and the Korean War. By doing so Truman built the security and economic structure that was the foundation of the Free World. Prsident Biden faces a similar opportunity says Mr. Zoellick in the WSJ. Mr. Biden is already engaged in a similar task as large as that facing Harry Truman as he sets a new direction for America. To build a new supply chain for the US and Europe, to advance the technological and scientific leadership of the US, Europe, Japan, South Korea and India, and to build a new security alliance in Asia and Europe, and strengthen Latin America. Mr. Truman was not deterred by the 1946 midterm elections with Republican majorities and used his experience as a Missouri Congressman to work with Republicans of like minded thinking to strengthen American leadership in the world. Mr. Biden is not deterred by Mr. Trump's challenge and shifts in voter sentiment as he set his focus on what matters most for America in the decades ahead from climate change to economic leadership. ...

The rise of Japan was a major challenge for president Reagan in the 1980's in the way president Trump is confronting the rise of China. The Reagan administration obtained the concessions it needed from Japan. The negotiator for the U.S. side during the Reagan years - Robert Lighthizer. Lighthizer is using his experience in winning concessions from Japan in his role as top trade negotiator with China.  As the WSJ points out Japan ceased to be a threat to the U.S. faster than anyone thought possible. 

But there is one problem even if this happens the warning is that the imbalances with Japan simply transferred over time to China. The warning is for America's tendency to spend money it does not have, and for how long.

Dan Balz, chief correspondent of The Washington Post, says the stakes have hugely escalated in the 2016 presidential election with the rhetoric on immigrants and Muslims entering the U.S. following terrorist attacks in France and California offered by Donald Trump. He cites experts who point out that establishment voices are being ignored as a section of the American public supports Trump's opinions. An earlier article in the Post points out that about 30% of Republicans in a PPP poll support Trump's views, and 21% unsure. Other polls show American who are older, working class and not college educated support Trump in large numbers, compared to the support from college educated and higher income people who support Sanders on the Democratic side and who oppose American intervention in the Middle East- both Trump and Sanders supporters preferring to focus on problems at home than involvement in overseas entanglements.

The Trump administration has blacklisted China's Huawei  and president Trump says that he considers it to be a threat to national security. The 2009 response by the government under president Obama was done without conviction that the government response was the best way to help the economy. By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

The president tells a Wisconsin rally that he is not going to let one 60 minute debate obscure three and a half years of hard work. In the ABC interview tonight he says he was sick and feeling terrible that night of the debate, that it was a bad cold not a serious condition. That he should have listened to his instincts while preparing. This episode will be remembered in history as one which showed  an irresponsible media owned by television magnates trying to assert their power on a president who remains popular with the American people, and has the vast store of experience, wisdom and the character to get America through an inflection point, through the challenges of climate change, loss of manufacturing and overconcentration of supply chains in China that previous administrations since Reagan including Clinton, Bush, Obama and Trump had done little about.

Mr. Trump the Republican nominee for president dials into Fox New to speak just as Kamala Harris was making her speech and called Mr. Trump "an unserious man" who would bring "serious" negative consequences to the Nation if elected. Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. McCallum said at one point Kamala Harris was having some success with Women, Black and Hispanic voters, and Trump objected that it was not harris but he that was having success with Women, Black and Hispanic people. Trump's comments- "she didn't talk about China, about crime, fracking."  She talks about this and that, she would do this and that, but she did not do any of it, said the former president. This recalls president Biden's speech at the Convention in Chicago when he said Trump said he would do this every week, to fix America's infrastructure, and he Trump did nothing. He was not Coach, Trump said of Walz, he was Assistant Coach. After 10 minutes Baier heard Mr. Trump entering something on his phone and he ended the conversation with the former president., because they were running out of time. ...

This WSJ editorial sees president Biden's speech at Independence Hall in Philadelphia as intended to give the Democrats the advantage in the midterm elections for Congress. It says Vice President Pence and other Republicans opposed Mr. Trump when he claimed he had won the election. Seen from outside the US in Europe, and Asia, other parts of the world there was a real sense that democracy was facing a critical time in the US. Mr. Biden's speech about the struggle for the soul of America is very real considering that the Republican party is today for the most part pro-Trump and lessons learned from the traumatic experience of 2020 are sometimes set aside. There were real issues with the future of democracy during the transfer of power to Mr. Biden in 2020, and the future of America's leadership in the world as the place where the Declaration of Independence inspires the whole world for 200 years, which cannot be ignored and will always be remembered, as much in America as in the world to which offers hope and acts as a beacon. ...
