The U.S. Federal Reserve Flow of Funds report for 2011 shows Fed purchases of 61% of total net Treasury issuance. Goodman points out that the net issuance of Treasury securities for covering U.S. budget deficits is normally 0.6% to 3.9% of GDP on average for the last six decades since 1950, compared to on average 8.6% of GDP today. A big jump in Fed purchases with a corresponding steep fall in the participation of foreigners and the private sector. Foreign purchases declined from 6% of GDP in 2009 to 1.9% of GDP in 2011. U.S. private sector- mutual funds, banks, corporations and individuals- purchases declined from 6% of GDP in 2009 to 0.9% of GDP in 2011. This helps keep interest rates low and funds U.S. government needs. Lawrence Lindsay pointed out in the WSJ in 2011 that Fed has itself boxed in being forced to keep interest rates low for years. If the government borrowed at a more normal rate of 5.7%, instead of the Fed induced rate of 2.5% today, Lindsay estimated the U.S. government would face an additional $800 billion in interest costs by 2021....

Systemic risks from "too big to fail" and the pushback on capital reserve requirements that leave banks with lower reserves. Ewing describes the role of the president of the Swiss Central Bank, Mr Hildebrand, in setting rules for higher capital reserves for Swiss banks than that of other countries and the pushback from the banks resisting the new regulations. "He will never find another job in Switzerland," a Swiss newspaper Der Sonntag quoted one banker saying this about Mr. Hildebrand. Losses at Swiss bank UBS during the financial crisis and the $2 billion loss at a UBS trading desk in 2011 have created a new awareness of systemic risk at banks. During the financial crisis banks used an optimistic estimate of "risk weighted assets" which led to insufficient capital reserves in a crisis even as the banks were shown to be well capitalized. A sense that banks in Europe and the U.S. will continue to have insufficient capital reserves at 3-4% of assets under new rules and with the longer phase in times for the new Basel III regulations of reserves at 7% of assets to after 2016....

Thomas Hoenig was Governor of the Kansas City Federal Reserve Bank for 20 years. Here he talks about the dangers of "too big to fail" with Gretchen Morgenson of the New York Times. He is due to retire at the age of 65 in 2011. Hoeinig has stood for conservative safe financial practices for U.S. financial institutions throughout his 20 year old career, and cautioned against extending the government safety net for banks that engage in risky financial activities including derivatives trading. And essential element of safe financial practice and part of necessary market discipline, he has pointed consistently, is the fear that taking on risky activities or acting recklessly has a price- creditors can take out their funds if they see a banks as unsafe, and the financial institution may have to be broken up or closed. He joins Alan Meltzer in his criticism of Federal Reserve policies under first Greenspan and then Bernanke that take on the job of stimulating the economy and creating jobs through a very loose monetary policy after the collapse of a bubble. Hoenig sees the role of the Fed in such situations as a neutral player. The reason say Meltzer and Hoenig is that the Fed has not given enough thought and attention to the long term consequences of its policies. What were the consequences of the low rate policies in 2003 asks Hoenig? It promoted another bubble and the mortgage meltdown of 2008. What were the consequences of QE II asks Meltzer in an op-ed piece in the Wall Street Journal on August 11, 2011, "The Folly of Economic Short-Termism?" It has failed to revive the economy or reduce unemployment. Hoenig also points to questions of fairness and equity that arise when banks are treated differently and farmers, seniors and other groups are asked to make sacrifices....

He was a civil servant for 30 years and headed the social security administration. With inflation at over 50%, Turkey seen as stalling strengthening of NATO by blocking Sweden's membership, the Russian invasion of Ukraine, and the earthquake leaving over 50,000 people dead in Turkey and the government seen as having allowed substandard construction in Turkey, there is a sense that Turkey is ready for a new government. Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

From being second only to VW in EV market in Germany Tesla is not with a model even in the top 10. Tesla had got the support of the Scholz government to put abig factory near Berlin. The media fails to give a clear complete picture of effects, context, concept behind tariffs and AI won't know. Effects on inflation- June inflation is 2.7% compared to May inflation of 2.4%. The central bank head, Fed chairman Powell has not cut rates to gauge the effect on inflation with new data. Powell says the US economy is strong and inflation remains low. US Market access fee-The US and overseas media including WSJ has not pointed out that the tariffs agreed to by Japan, European Union and South Korea of 15% are really not tariffs but a fee these countries and their business sectors in major industries such as autos and machinery, pay to access the US market. DJT, USTR Greer, Treasury's Bessent expect these companies to not increase prices. Fairness: US had 2.8% tariff on cars EU had 10% since 1980's. Rebates will go to some income groups. Rebates- In the one third of products in clothing, shoes etc of the $50 billion in tariffs for first half 2024 where about 5% price increase is passed on to consumers as shown in WSJ report this is likely offset by rebates to certain income groups. DJT says- “The big thing we want to do is pay down debt, but we’re thinking about a rebate. We have so much money coming in from tariffs that a little rebate for people of a certain income level might be really nice.”     ...

Liz Rappaport of the Wall Street Journal interviews Neil Barofsky, inspector general of the U.S. Troubled Asset Relief Program. Barofsky is asked what is his biggest failure. He says the biggest failure is the failure of TARP to preserve home ownership. He goes on to say that the biggest nonfinancial cost of TARP is "too big to fail." G-20 leaders in Seoul endorsed the Basel III regulations, which raise the amount of risk free capital banks have to hold to 7% of assets from as low as 2% now. The rules are to be phased in between 2013-2018, a long period, by which time there could be another crisis.The rules for banks that are "too big to fail" will be written more stringently by the Financial Stability Board. The FSB will need another year to write these rules. Mario Draghi of the Bank of Italy, heads the FSB. He is asking for more resources for the FSB to do its work.

This report in the WSJ says Reince Preibus, Republican National Committee chairman, has told party officials on Oct. 8, 2016, to redirect party funds away from nominee Trump to down-ballot candidates. This means the Republican party will try to get Clinton supporters to vote who are likely to vote for candidates like Rubio in Florida and Portman in Ohio. Republican Portman has joined Senator McCain in withdrawing support for Trump. This is the result of a video showing Trump making lewd comments about women in a conversation with Billy Bush of NBC. Speaker of the House of Representatives, Paul Ryan, immediately disinvited Trump from a rally in Wisconsin and withdrew his support leading to a big outflow of support from Congressman and Republican leaders. A former chairman of the Republican party in California describes this as the biggest crisis for Republicans since Watergate. The Republican party now stops its mail program to voters that supported Trump and redirects it to down-ballot candidates. It also comes as the Republican party funds and party infrastructure are a necessary and vital  part of any Republican nominee's effort to get elected. The Republican strategy may now be to try and preserve its control of Congress, as a loss in Wisconsin, Illinois or Missouri, could give the Democrats control of the Senate and other losses reduce its House majority. This appears to be the backup strategy of Paul Ryan as Speaker, and the leading Republican after his overwhelming win in his Senate seat against a Trump supported candidate. ...

The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Boris Johnson, Donald Trump and Vladimir Putin have each in their way created new surge of interest in EU and the parliament in Strasbourg, says Caroline Gruyter from her conversations in France, Switzerland, Netherlands, Czech Republic. Today 74% of EU citizens polled say they support the European Union. Similar numbers even in the UK as Labor party is about to come back in a big way.  What happened? The war in Ukraine, Russia and NATO, US and NATO, the UK drift back to EU in sentiment, Italy's conservative parties called Right wing are supporting the EU under Meloni. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

The China Banking Regulatory Commission points to dangers of the Non Performing Loans ratio rebounding and serious risks in the financial sector from bad loans. CBRC chairman, Liu Mingkang, points to the risks associated with local-government financing platforms, and the real estate sector and industries with excess capacity, in the 128 page report for 2009 shown on its website. And he points out that fundamental cracks and flaws internationally, that were exposed by the global financial criis of 2008, have still to be resolved. An unattended vegetable stand in the Ebusi neighborhood of Tokyo. A few minutes from the rail station is this vegetable stand run by Tomo from Hiroshima and her son 14 year old Satoru, a former real estate office worker who quit to open a vegetable store. One day she was shocked to hear a customer say she had money enough to only come once a month for vegetables. Tomo closes this store and opens a vegetable stand which prices vegetables at prices young workers on low wages can afford. One young worker from Okinawa who works for a large company made so little that she had only $70 for food in her monthly budget. She becomes a regular customer and asks her grandmother how to cook zucchini, eggplants so she can save money by cooking at home. This is a really heart warming video about Tomo's farm in a prefecture near Tokyo a 2 hour drive away. Tomo prices everything at 70 cents or 100 yen a plastic bag of vegetables. Her son learns to farm and to run the stand. Mostly the stand is unattended with long caring messages on a message board to customers. It tells young workes not to worry too much about the future. ...

How Sweden in 1992 and is Finance Minister Lundgren faced a similar crisis in its banking system after a housing bubble in that country collapsed. At that time the way Sweden approached it set aside 65 billion kronor or $11.7 billion dollars then or $18.3 billion in today's dollars, 4% of its gross domestic product, for rescuing failing banks. The US plan for $700 billion is roughly 5% of gross domestic product. But the way Sweden did it it extracted full price from shareholders and rescue was arrranged only after the Swedish government got a big equity share in the banks that were rescued. Lundgren is concerned that the US plan does not provide for the US government to take big equity stakes in the banks that receive government money. By selling off these shares in better times the government of Sweden has recovered most of the money depending on how its calculated. However the US government has taken big ownership stakes in Fannie, Freddie, and in AIG. And the plan is not yet spelled out. In terms of its size its similar to the Swedish plan an in this sense its similar, a big government effort to take a decisive and complete approach to the problem. In the short run this may create problems for the dollar according to currency experts like John Taylor, but some experts like currency strategist at Deutsche Bank think that in the longer term this rescue plan hel[ps American macroeconomic fundamentals and in doing so will help the dollar. Another factor is the European economy and as Europe also faces some problems of its own, from a housing bubble standpoint Britain, Ireland and Spain fall in the same boat as the Americans, and Germany may also have some bad loan problems of its own, so the macroeconomic fundamentals may weaken in Europe over time and this might also favor the dollar vs the euro in the longer term. ...

David Stockman was Budget Director under President Reagan and known for his prodigous grasp of statistics in the national budget. Here he takes on what he describes as disproportionately large and destructive banking system for the U.S. economy, which he says the nation desperately needs less of. He supports the small tax of 0.15% of the debts other than deposits of financial conglomerates. His words are some of the strongest yet to come from one of the most prominent people on Reagan's economic team about how the nation's banking system has beome unproductive in supporting economic activity which is its reason for existence. The destructive effects on social cohesion and the middle class is emphasized. He says for years the Fed has run an insanely loose monetary policy that has encouraged this behaviour and socially detrimental profit seeking by the banks and other companies. He sees the big banks as dangerous institutions in today's economy engaged in a bull market culture which believes in entitlement and profitseeking behaviours regardless of its detrimental nature for the national economy. The recent profits of the banks in 2009 and the resulting bonuses are a result of the Fed's easy money policy and bank's gambling at the Fed's monetary casino as he puts it, with money obtained at little cost from Fed-controlled money markets. This article helps to eliminate the distorted perspective in today's climate that paints criticism of splitting up the banks, or otherwise restricting banks in engaging in proprietary trading and risky behaviours, as government interference. As Stockman puts it these banks are already in some sense wards of the state and not private enterprises and this issue is not relevant. The question now is how to set things right and this involves possible solutions such splitting up banks that are too big to fail, restricting risky behaviours and preventing proprietary trading, and other actions as unusual steps for unusual times to get things working back to normal. In other times Stockman would not have said this in an op-ed piece if this were not so....

Bank of America's 2.3 trillion dollars in assets is 10 times the size of Exxon says the Econmist, and they need to shrink and simplify things. As the final Republican tax bill is debated in Congress on December 19, 2017, Senator Bob Casey cited the following points from the Joint Committee on Taxation Report on the floor of the Senate.  1. Americans building their hopes that their pay checks in February 2018 will be increasing are in for a big disappointment said Senator Ron Wyden of Oregon, a senior member of the Finance Committee. The Joint Committee on Taxation estimate is that for the 57 million families making less than 100,000 dollars a year the tax cuts in the Republican legislation will either not reduce their taxes or reduce the taxes by about $100 a year. 2. The bill does little for the big tasks facing America of rebuilding failing infrastructure. Senator Casey cited 4500 bridges needing repair or replacement in Pennsylvania alone. It also does little for health care access for middle class families and is likely to lead to 10% increase in health care premiums. Affordability of college and other hurdles of middle class and working class families remain unaddressed.   3. The $9 billion in the estate tax cuts would finance the Children's Health Insurance program which has expired.  4. The $36 billion in tax cuts for corporations comes at a time when corporate profits are at the highest they have been in 15 years, according to Vanguard founder Bogle. He also points out that wages as a percentage of GDP are the lowest in 15 years. The tax cuts in the Republican bill are not likely to correct this imbalance.  5. The share of GDP of people making more than one million dollars in 1980 was 11%, this is up now in 2017 to 20%. This has led to questions about the wisdom of these tax cuts which disproportionately benefit a very small percentage of Americans who do not need these tax cuts, and come with significant sacrifices for the middle class in terms of what is available in public services, and the cost to their children as infrastructure and access to health and education is made more distant because of a growing U.S. debt from this tax cut. The big problem then with this bill is that it further damages intergenerational mobility in the U.S., undermining the foundation of a democratic society. Damage has already happened in the past three decades as Federal Reserve chairman Janet Yellen pointed out at a conference on Economic Opportunity and Inequality on Oct. 17, 2014, saying-"The past several decades have seen the most sustained rise in inequality since the 19th century after more than 40 years of narrowing inequality following the Great Depression." This is why there is substantial agreement in the media from the Wall Street Journal's Greg Ip to Krugman in the New York Times that the bill fails to correct a harmful trend, and goes further in the wrong direction for a democratic society.       ...

Serious doubts remain about the effectiveness of value at risk or VAR quant models used by JP Morgan Chase to measure potential losses on a trade on a bad day. A newer model used by Chase in the first quarter showed smaller losses. When the old model was run this trade showed double the losses according to Chase managers. Greenberger, a former CFTC official and a professor at the University of Maryland School of Law, says if the trade become hard to unwind it shows poor risk management. And experts say it is not much of a hedge if it is done in an obscure part of credit markets and hard to unwind without serious losses. Peter Tchir, a former head of index trading at RBS bank, says CEO Dimon must have seen these kinds of hedges as part of his overall strategy, which is why he supported them in April 2012. The problem lies in that the bank size has grown to such proportions that its simply too big to manage, with trades it has to make becoming massive as a consequence.

In the current situation where the "too big to fail" problem for banks has only worsened since the crisis with the remaining banks even larger after mergers, and no dividing wall between speculative trading in securities and the utility banking of collecting deposits and making loans, the country depends on regulators to do the job of supervision. Regulatory reforms have faced resistance from the banking industry and the reforms have been watered down in Congress. It is in this environment that Patrick Parkinson takes on the job of head of bank supervision at the Federal Reserve. He will work with Daniel Tarullo, the Fed governor who heads the committee of governors overseeing bank supervision. But he is also one of the old faces at the Fed when the Fed failed in its role of bank supervision. From 1993 to 1998 he was the top staff advisor to the Fed chairman, for matters considered by the President's Working Group on Financial Markets.

Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. It is not about supplanting anyone China is serious when it says here- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone.
