This is Zelensky's second visit to Germany, after the first visit in February 2022 just days before the Russian invasion. Meeting German president Steinbrenner is important as the SPD leaders Steinbrenner and Scholz were seen as closer to Russia during the Merkel period. Scholz visited Ukraine in June to see first hand the damage to civilians with Macron and Italian prime minister Draghi. A settlement to the war in Ukraine could depend on Ukraine making gains with its counteroffensive with German, UK and American military assistance. Germany UK and US have expanded their assistance to Ukraine. Before the trip to Germany Zelensky visited Pope Francis. China has also sent its top diplomat to France, Germany and Russia to come up with a solution.

About 1 million jobs in Germany depend on China. Scholz is derisking but not decoupling Germany's relations with China because of the close linking of the two economies under Merkel. About half of German business depend on China for some part of their supply chain or for parts. Yet it is clear that the relationship has changed after the pandemic and the war in Ukraine, the lessons learned from the shutdown of oil and gas supplies from Russia, the search for alternative supplies to get through the winter. Germany like the US is rebuilding its supply chain to correct the over concentration in China. The annual dialogue between the leaders of the two countries is also no longer the same as premier Li Qiang of China meets chancellor Scholz.

As Macron struggles to present EU's case in Washington DC the problems in Germany loom large.The debt brake Merkel to stop debt based infrastructure investment is what ails Germany and the EU. It has had two pernicious effects. It created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security, with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, would have secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents and reduced a surge in the AfD performance with loss of confidence in chancellor Scholz.  CDU's Merz says he wants to remove the constitutional brake from the German constitution. The SPD under a new leader would want the same as it seeks to invest in the economy. Scholz lacked the foresight not to enter into a coalition with the Free Democrats in 2021 who flatly opposed public spending to meet pressing infrastructure needs lowering growth.  Both CDU of Merkel and SPD of Scholz lacked the foresight and the courage to invest and not settle for less for Germany. ...

There is much uncertainty about the federal elections in Germany in 2025. Four years back in 2021 Olaf Scholz had 51% of people polled saying he would make a good chancellor. This is down to 26% in Feb 2025. Merz of CDU is at 32% and Habeck of Greens at 25%. The Greens are holding onto 14% similar to 2021 with the SPD Social Democrats of Scholz at a low of 18% down from 25% in 2021. CDU is at 32% compared to 24% in 2021. AFD moving from 11% in 2021 to 21%. The immigration issue and the weak economy with the Ukraine war has hit SPD hard. The Scholz coalition also failed to invest in the economy with the FDP of Finance Minister Lindner acting as a brake on needed investment in infrastructure. The result is that the German economy burdened with higher costs for energy and a faltering auto industry is showing zero growth. The most likely outcome is a CDU coalition with the Greens and the SPD with Merz as chancellor. There is athreshold for gettinginto parliament of 4%. At this time a breakaway faction of Left parties of Wagenknecht and the FDP are both polling below 4%. The AfD is at 21% and hoping to gain from the immigration issue. Much of the uncertaintly comes from 18% of voters not planning to vote, and the 13% of voters who have not made up their mind yet and will do so on election day. ...

The Editorial Board of the WSJ says the vote in the German parliament 586 in favor and 100 opposing for sending heavy weapons to Ukraine brings Germany and the US, Britain and France closer in efforts to turn back the Russian invasion of Ukraine. The resolution of support for Ukraine clearly states the German parliamentary position says WSJ- efforts for a ceasefire that will be agreed to by Ukraine and western allies. The Scholz government is asked in the resolution to support "all efforts by the a Ukrainian government to reach a ceasefire in direct negotiations with the Russian leadership." It also states "it must be clear that there can be no negotiations over the heads of the Ukrainians." WSJ says it hopes chancellor Scholz listens to the German parliament with 586 out of 686 calling for efforts to turn back the invasion in coordination with allied efforts.

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

Voter turnout of 83.5% in federal elections in Germany in Feb 2025 is the highest since reunification in 1990.  The Free Democrats and the Wagenknecht BSW  fail to meet the threshold of 5% for representation in parliament. The CDU manage 28.5% of the vote less than the forecast 30%, and the AfD is at 20.7%. Scholz Social Democrats drop 9% points from 25% in 2021 to 16.5% and the Greens are at 11.7% of the vote. The Left Parties get 8.7%. Rachel Reeves plan to cut disability benefits was very unpopular with Labor voters. You.Gov poll showing Reform UK Nigel Farage party winning more seats than Labor was the last straw. As a public defender Keir Starmer was a lawyer for the Crown, and lacked the confidence to try to understand macroeconomics delegating it to Rachel Reeves. Starmer made the kind of decision that Scholz made that led to disaster for Scholz in Germany. He promised the voters to invest in the economy yet gave the finance minister post to Christian Lindner of the Free Democrats who was openly blocking every move to invest in Germany. Starmer was making the same mistake in UK having Rachel Reeves block every effort for commonsense and honest decisionmaking. DJT in the US is not the old conservative Republican he is commonsense and straightforward. Starmer could not simply cut disability and other benefits after 15 years of Consevatives austerity budget. DJT's cuts come after liberal some could say overspending by 4 years of Biden, so that Labor had to think carefully.  Nigel Farage of UK was simply going to use Reeves cuts to appeal to Labor voters, and to move to show he would support working class voters in different ways, which is why You-gov showed him beating Labor last week. Reeves would prove a disaster waiting to happen for Labor that it did not need particularly as Farage does not have the grasp of the economy that DJT with Bessent at Treasury and Powell at Fed has. ...

Germany's investment in defense and infrastructure will see major increases under Merz/Kingsbiel CDU/SPD coalition government, borrowing in 2029 are 4 time levels in 2024 to finance a massive wave of investment. These investments were held off under Merkels government of the CDU from 2005 to 2021 and under the four year term of SPD's Scholz. A lot of damage is done by such disinvestment in the German economy from childcare and housing to transportation and internet infrastructure, to defense. It was part of the program of the Greens and Social Democrats under Scholz's government 2021-2024 but was stalled by finance minister Christian Lindner of the Free Democrats who was not fired until 2024 and who lost his seat and the FDP's presence in parliament in the 2025 elections for his role. Lindner's support of the constitutional debt brake set up by Merkel is seen as depriving Germany of the modernization of its infrastructure and the economy.  Germany's defense budget is set to more than double by 2029, increasing to €152.8 billion ($177 billion). Net borrowing will  significantly increase in the draft budget.  €81.8 billion in 2025, up from €33.3 billion in 2024. €89.3 billion in 2026, €87.5 billion in 2027, €115.7 billion in 2028 and €126.1 billion in 2029 or 4 times the level of 2024. The principal achievement in 2025 by Merz was to remove the constitutional debt brake of Merkel/Lindner and make modernization of infrastructure and defense a top priority of the Merz/Kingbeil CDU/SPD government. ...

NATO members except Spain agree to spend 5% on defense, 3.5% on military and 1.5% on defense industry. Germany makes purchase of 35 F-35 fighter aircraft from the US for $8.2 billion in 2025 to be fitted with cruise missiles from Norway. Defense minister Pistorius says Germany has moved with "supersonic speed" on defense capabilities. This a big change from Scholz. New CDU chancellor in coalition with the SPD is Friedrich Merz who with a popular former defense minister Pistorius from the Scholz coalition and the new SPD finance minister in the Merz coalition Lars Kingbeil, is changing the way Germany looks at investing for the future. It has embraced defense of Europe and modernization of German infrastructure. German federal elections gives the coalition of Merz the 28.6 votes percentage of CDU/CSU in addition the SPD's 16.4% for governing with 45% of the vote, and additional 11.6% of SPD's ally the Green Party which supports it outside the coalition for total 57%. For this reason it is a coalition government with real clout to get things done for Germany's modernization. Much of the media focus is on AfD's far right 20.8% but this has been offset by the Left Parties gaining 14% of the vote in the formerly communist East (GDR) where the AfD is based. Thus about 60% of German voters support Merz/Lingbeil/Pistorius for some far reaching action by Merz well into 2030, for the first time since reunification in 1990. To add to this most of Europe including Germany under Merz has embraced a tough line on illegal migration similar to DJT in US so that far right AfD gains from discontent have reached their high point at 20.8%.   ...

FR24 gives this slideshow of pictures showing the trip by train of Scholz, Macron and Draghi, leaders of Germany, France and Italy to Kviv, Ukraine on June 15-16. The Romanian president also joined them at the meetings. This was a show of solidarity with Ukraine and the leaders also visited Irpin outside Kviv. Macron said there was heroism from the Ukrainian people and also traces of barbarism during the invasion as he looked at the damage around him from the bombings and artillery shells.

This report from Taiwan in DW.com points out that German opinion has changed significantly in recent years and is not reflected in Merkel policies. With a change in government to Greens, SPD coalition under Scholz of the SPD and Annalena Baerbock of Greens, German policy towards Taiwan is likely to change. Scholz is seen as having different views from Merkel and is likely to reflect public opinion more closely which is reflected in polls that show 58% of Germans not in favor of Merkel's China policy which moves away from the US. Germany also needs to consider NATO alliance and relationship with US which will be difficult with Merkel policies now that president Biden has made Indo-Pacific  with Aukus and Quad alliances critical to his administration. France has moved closer to India, which will mean pressures from the US and France and German public opinion for Scholz to  come closer to US and France in his policies. A sense that the Merkel period had serious issues and was "grotesquely" backward in childcare, education, digital modernization, infrastructure, climate change, as one German expert puts it, also will make SPD and Greens reconsider Merkel's policies.  After the election there could be a fuller reassessment of the Merkel years and further change in German public opinion as Germans see how much was lost in the later Merkel years in the lack of much needed change inside Germany in addressing the social and economic problems. Merkel may also be seen as having a sensitive relationship with the Biden administration which the SPD and Greens in their different orientation may not see in the same way. Biden's families and workers plan has much that Germans are looking for from the SPD and the Greens and on a scale of $3.5 trillion that the SPD and Greens may see as changing everything.  Population of India combined with South East Asia, Australia and Japan is also about twice that of China, which Germany will feel sets the path for a new policy that reflects a different Europe and a different Asia for the future. ...
