OPLAN is the German defense plan draft by Lt. Gen. Andre Bodeman which was started after chancellor Schulz's Zeitenwende "epochal change" speech in 2022. After that speech Schulz created a plan for $100 billion euros for defense of Germany.The intent is to prepare to defend Europe in case of clash with Russia. It goes back to a different era the Cold War of the 1960's. To improve infrastructure Gemany now plans to spend 166 billion euros, of which 100 billion euros go to railways, to update essential infrastructure. The new Merz of CDU government with SPD's Pistorius as Defense Minister is a relatively strong coalition government which plans to spend 500 billion euros for defense and upgrade the Bundeswehr for military readiness.

After only 6 months in office as CEO, Intel CEO Pat Gelsinger is making large chip investments in the US. He has committed to $20.5 billion chip investment in Arizona and $2.5 billion in New Mexico in the first 3 months on the job, to be followed by additional investments in 2021 and 2022. Intel under Gelsinger has made plans for $50 billion in chip making investments, including plans to become a chip maker for others. Intel also plans to acquire Global Foundries.

Bank of Scotland stands to lose close to 90% of the value for a 1500 acre luxury golf-course property and homes it financed in Hawaii called Hokuli'a. Medicaid is now costing the US about 880 billion dollars in 2025. Of this 69% is covered by Federal dollars sent to the states. WSJ reports- 2025 DJT action on Medicaid calls for around $800 billion  savings over 10 years in Medicaid cuts that would come from $109 billion savings over 10 years for work requirement. Passage through Congress of the $1.9 trillion relief bill is expected with a close vote as some Democrats in the House of Representatives oppose the concessions made on the minimum wage and reducing jobless benefits to $300 instead of $400 a week. Senator Manchin, Democrat of West Virginia asked for these concessions in the Senate, saying he would join the Republicans if these concessions were not made. This shows how close the vote is in the Senate which voted 50 to 49  to pass the Biden bill. Overall the bill does much to bring relief to Americans suffering from the effects on income from the coronavirus, and supports local governments. It funds more vaccination sites and more vaccination teams. Unemployment benefits are extended from March 14 to September 6 at $300 a week. About 85% of the population qualifies for a one time cheque of $ 1400. It also increases rent support for struggling tenants and includes $510 million for the homeless. State and local governments can now rehire1.3 million employees using $350 billion in federal aid. ...

Deep polarization is seen also in South Korea. Policy issues are not being discussed with eligible voters divided evenly among progressives in their 40's and 50's and conservatives over 60 years, and about 20% of the voting public that are independents and younger voters deciding the elections in South Korea. As in the US cost of living is an issue, down to the price of onions of which president Yoon is seen as not paying attention to. Conservative People Power Party of president Yoon is expected to gain only about 100 seats of 300 seats in the National Assembly in the parliamentary election in South Korea. Yoon won in a tight race with Lee a candidate from the Liberal Democratic Party in 2022, which is expected to win about 200 of 300 Assembly seats. Yoon is building a close relationship with the US and Japan and visited the US for talks with Biden. The election is not expected to affect the close relations of US with South Korea. It reflects the polarization in South Korea, Yoon's effort for corporate tax cuts may not go through. The opposition has made allegations of corruption and abuse of power, and the cost of living, as campaign issues. About a third of 44 million eligible voters have cast votes. Most of the $300 billion in Russian assets are frozen in Europe and Europe does not want to violate international law to take over the assets. Instead it chose to give Ukraine $3 billon loan based on the interest coming from the $300 billion frozen assets. This is not going to do much as over $100 billion will be needed. The US Biden administration has a different plan. It is to use the interest to finance a loan of $50 billion from the EU and the US.

Concern that the $1.6 trillion aid package could become a bailout for business delayed passage in U.S. Congress, with Republicans trying to allay these concerns. The legislation in Congress would offer $350 billion for small business loans that may be fogiven if firms use them to keep workers on payroll and $500 billion to allow the Treasury Secretary to make loans, loan guarantees or investments to support businesses, states or municipalities. Democrats want less power over the money given to the Treasury Secretary and for money to be directly allocated to the states. The legislation also includes $200 billion for unemployment insurance, and direct payments to households estimated at $300 billion.  Another $242 billion includes appropriations, including money for hospitals and protective gear.  The one time payment to households is $1200 per person and $500 per child, with payments stopping at a specific income level. Unemployment assistane will now be given for 36 weeks instead of 26 weeks. These two items have universal support. It is the $500 billion for businesses with authority given to the Treasury Secretary that is the controversial part. Not so much the money given to businesses and required to go to payroll as the money to businesses in loans and other action with the Treasury Secretary making the decision. ...

DJT stated the facts about participants such as Denmark that made small contributions in numbers- DJT said on Fox News -We’ve never needed them. We have never really asked anything of them. They’ll say, they sent some troops to Afghanistan or this or that, and they did. They stayed a little back, little off the front lines.” About 41 Danish soldiers were killed in Afghanistan and about 800 Danes went in. DJT is probably talking about the  brunt of the action being taken by the US including the effects of road side bombs. About 2500 US soldiers died and 20,000 were wounded and the US took the brunt of the fighting. These were Bush-Obama wars that during that time distracted the Nation from the serious challenges that emerged later in drug cartels in Mexico that led to more deaths in the US than in the Korean and Vietnam wars and World War combined, and the deindustrialization of the US that began with the Clinton era decision to allow China to enter the World Trade Organization without any safeguards continued into the second term of the Obama administration. In the European media there is rarely any mention of the huge losses from drug trafficking into the US that requires action along the lines of the Monroe doctrine which also protect Europe from drug trafficking into the EU. ...

The Indian prime minister reviewed progress of the vaccination drive. On July 26, in the last 6 days about 38 million doses of vaccine have been adminstered in India. In a separate affidavit to the Supreme Court the government laid out its plan for making enough vaccine supplies to vaccinate the entire population over 18 by December 31, 2021, over 940 million people requiring over 1880 million doses.  "Out of this requirement for 1880 million doses 516 million doses will be made available by July 31, 2021, in about 34 days. The remaining 1350 million doses for complete vaccination to the eligible population" says the government information provided to the Supreme Court. The breakdown of vaccine supplies manufacturing is also given to SC. Of the total of 1350 million vaccine doses the following is how it will be manufactured in India in the next 6 months. Black or illicit money in India is estimated to be $400 billion to $1 trillion, much of it in the domestic economy. About 30% of land transactions are in black money, and it is growing with 500 and 1000 rupee notes increasing in circulation by about 79% and 106% between 2011 and 2016, according to government sources. The Narendra Modi government has announced that 500 and 1000 rupee notes will no longer be accepted in transactions as of midnight. People have 50 days to exchange them at banks, and banks will keep records so that this money can be taken into account for taxes due. Harris supports some of the most far reaching efforts to help workers and families with cost of living action. Teachers would benefit with pay raises, workers earning less than $100,000 a year would benefit with special support of $500 a month to meet cost of living increases, $100 billion would be invested to support housing affordability using a estate tax on the wealthiest households. Harris proposed Rent Relief Act would provided refundable tax credits giving renters who earn less than $100,000 the ability to recoup housing costs in excess of 30 percent of their incomes. One of the more egregious situations today is shown in the WSJ where 25% of people renting apartments in the US- middle and lower income people- pay over 50% of their income on rent leaving less and less for food, transport, childcare. This would make a huge difference for these households. Affordable Housing is a big issue in many states including Nevad and Biden had proposed a 5% cap on rent increases after 20% increase in the last two years of the pandemic. Harris's proposal goes beyond this to help the hardest hit households. Harris supports emergency relief funding for homeless. And she supports spending $100 billion in communities hurt by discrimination in getting housing. ...

IEA Director Fatih Birol says conservation of energy plans should be undertaken by all nations. He says Gulf countries and Saudi oil output will not be the same even when the war ends and the shipping lanes in the Hormuz Straits will not be handling the volumes of 100 ships that passed through the sea channel before the Iran War. Yet he says the best solution is for opening the Straits of Hormuz. This raises some serious questions about depending on the Straits of Hormuz and the Persian Gulf for oil supplies in 2027 and beyond. Can conservation, new sources of oil, acceleration of renewable energy use and electric car technologies lead to making the Middle East oil supplies becoming redundant, doing without this supply or turning it into a marginal source which would lower oil prices even further to the $50 level? Energy use decline for the same or higher GDP levels have potential in the US, China and India. Japan and Germany have cut energy use by about 50% in Japan and 35% in Germany with slightly higher Real GDP levels than 1996 in Japan and a 50% increase in Germany over a 30 year period( using 2015 as base year).  Major renewable energy gains have been made in the last 10 years with solar and wind technologies and electric car technologies. Much of the gains in electric car technologies lies ahead and this would cut crude oil significantly for cars and trucks which makes up 60-70% of oil use. Add to this conservation technologies. Other sources of oil can be found. And Venezuelan, Alaskan oil can be ramped up to replace volatile sources from the Middle East.  ...
