An intense debate is taking place as Spain's agricultural regions face prolonged drought. The Valencian Community and Alcoy depend on rain and in drought conditions can lose 100% of crops. Murcia, Alicante and Almeria in the south east get water from local rivers, desalinated water and from the river Tagus. About 40% of water comes from desalinated water and diversion of water from the River Tagus hundreds of kilometres further north. Irrigation helps farmers plant organic lemons in what was once a dry arid region, and drip dry irrigation conserves water. The Spanish government is planning to limit the drop in the levels of the Tagus river to conserve water in the river which would reduce water to the south east around Murcia and Almeria. This region is considered to be the vegetable garden of Europe.

Most of the reporting on Ukraine follows the war. Questions are asked how will this conflict end? This report in Der Spiegel is one of the rare reports that looks at the Ukrainian economy with images and reporting from the ground that answer that question. If the Ukrainian economy is surviving in 2023 then Ukraine will continue long after a peace settlement is reached. It shows for instance that supermarket shelves are well stocked. It shows energy from half a million generators keeps the lights on and companies working in Ukraine. The steel industry is mostly destroyed yet the software industry continues to grow. Unemployment is 30% even after hundreds of thousands of younger Ukrainians are at the war front. Of about $62 billion promised by US and European countries about $31 billion has actually been transferred to Ukraine. The IMF has created an exception for aid to Ukraine with offices in Kviv and Brussels. All defense needs are covered from the Ukraine budget. Before the invasion in Feb 2021 defense took up 9% of the budget, now it takes up 42% of the budget. Another 16% for public security. For social benefits 16%, and another 26% for other expenditures. By having an economy that is functioning and life even in light from generators and solar energy, with supermarkets well stocked and providing office space for workers, with aid mechanisms working. Ukraine has already emerged as part of Europe, tried, tested and come through adversity of the worst sort. It is supposed to join the European Union, yet Der Spiegel says it is already tightly integrated into the EU. Its power grid was integrated with the EU power grid before the war, and nuclear power was sent to the EU from Ukraine before Russian attacks on the nuclear plant. Then transmission lines brought energy to Ukraine from the EU. The EU takes in 80% of Ukraine agricultural exports compared to 20% before the war. Even at the risk of lower prices and hurting farmers in Poland, the Polish government has allowed large imports of agricultural products into Poland. The close links with countries of the EU that share a border with Russia have increased. The problems now are that Ukraine after this war will have severe shortage of manpower. Already with the fall of the Soviet Union Ukraine lost about 8 million people and population was 44 million before the war. About 8 million people moved to Ukraine in the one year following Russian invasion. Of this 1.5 million stayed in Poland, the rest went on to other countries in the EU or returned. The countries such as Germany, Finland, Czech Republic have labor shortages of their own and encourage refugees to stay. Rebuilding is estimated to cost $131 billion. Yet as is evident in Poland after most of the damage from the second world war in Poland it was rebuilt using modern technology. Ukraine survives, its life goes on, is the message from Der Spiegel. In this way the war's outcome is already evident. Much of it comes from the European Union having sensed that attacks made with impunity would endanger all of the European countries when made by any dominant power. This is also what Cambridge historian Brendan Simms has shown about European history for the past 500 years in History of Europe- The struggle for Supremacy 1452 to the present. No one country says Simms was able to act with impunity and pose athreat to its neighbors as all other countries in Europe rallied to prevent this. This war is no exception.   ...

Section 230 is a law passed in 1996 that makes the Social Media Companies and Media companies such as Meta and Google and others to have no liability for content posted on their sites. This has allowed these companies to grow and develop monopolies on the internet. Senator Whitehouse of Rhode Island describes the biggest problem as being the Section 230 which needs to be removed. The following mothers who are Senators and mothers or grand mothers of children were very vocal on this point- Katie Britt-Alabama, Martha Blackburn-Tennessee, Ashley Woody-Florida (former Attorney General of Florida).  Senators who are fathers or grandfathers of children speaking are-Josh Hawley-Missouri,      Whitehouse-Rhode Island, Bluementhal-Connecticut, Corbyn-Texas, Chuck Grassley-Iowa. Senator Whitehouse says-  "I understand Senator Graham was with respect to getting rid Of Section 230 Um, I strongly believe that Section 230 has long outlived its use, and it is now a real vessel for evil. That needs to come to an end. Um, the laws that Section 230 protects these big platforms from are very often laws that go back to the common law of England. that we inherited when this country was initially founded. I mean, these are long lasting, well tested. Important Legal constraints that have They've met the test of time, not by the year, by the decade, but by the century. And yet because of this crazy Section 230, these Ancient and highly respected doctrines just don't reach these people. And it really makes no sense that if you're a Internet platform you get treated one way. You do the exact same thing. And you're a publisher, you get treated a completely different way. In the overall scheme of things social media has weakened education in America as children of the Nation spend countless hours away from classroom education on their smartphones. Australia and other countries including China regulate the use of the smartphones and internet social media for children under the age of 14. This regulation strengthens education in these countries at the same time that the absence of limits weakens education competitiveness in America, and creates the idea that America's days of leadership in education have passed.The loss of this leadership means the loss of American leadership in the world in a decisive way. ...

Is Norway endorsing the position of a former president of the US to "Drill, Baby Drill.?" It would cost upwards of 1 trillion dollars to fix US inaction on climate change to 2028. Norway is drilling like crazy to help Germany tackle the cutoff from Russian oil and gas supplies. It is also pursuing climate change action and green energy. The result is some confusion about where it is heading. The Guardian comments on this position taken by Norway. It can only be seen as oil and gas meeting a transition period's needs, yet with the severity of cliamte change events in the form of fires and floods in the world in 2024, is this a tenable position? Norwegians will say their cleaner fossil fuel production takes the place of dirty coal plants in Europe. How could Germany manage without Russian oil and gas without Norwegian supplies they ask. Others say Norway gets a quarter of its GDP from oil and gas. It is at the same time the country that is way ahead in renewables, most of its grid runs on renewables. And yet it has cut greenhouse gas emissions only by 11% since 1990 4 times less than Germany. Norway will come up for more criticism considering that its push on fossil fuels in 2023-24 is reducing investment for shift to a fossil free world. It is not an issue that can be talked away or not confronted head on as it is the harbringer of something worse- doing nothing for 4 years to 2028 that is proposed on the back of stuff that is being done by Norway- a US presidential candidate promising to relegate climate change action to zero by denying it exists and by saying "Drill, Baby Drill," at the RNC Convention in Milwaukee. ...

The official trailer for Oppenheimer the movie shows the giant ball of fire it shows a grim looking scientist but does not show the the effects of the war on civilians as was shown just 8 months back in May 2023 by premier Kishida of Japan and the organizers of the G7 summit in Hiroshima at the exhibition in Hiroshima. The new exhibition at the Hiroshima Peace Memorial was visited by G7 leaders. It shows the human beings that died on that day, the survivors including children, the lives they lived, what they were doing at that moment on August 6, 1945. NHK documentary taking us through each exhibit in a walk through the exhibition was a profoundly moving experience. Yet few in the US may have seen it, and fewer even know it even exists.

Strategic siting in renewable rich areas (Dallas center the largest is in renewable rich area) and fair cost allocation to not burden small businesses and households are major issues in Data Center building. Data centers for AI -rows and rows of servers 5000 in hyperscale data centers- used 4% of the US total electricity use in 2024. This is growing rapidly. By 2030 this is expected to grow by more than double, by 133%. About 60% of this to power the servers and 30% for cooling the servers. About a third of these servers are located in Virginia, Texas and California. How will this affect Cost of Living concerns, affect electricity prices? Carnegie Mellon working with North Carolina State University did the modeling on the energy and emissions implications of data center buildup in the US in their Open Outlook Initiative. A 8% annual increase in electricity prices is expected on average and as high as 25% in Virginia by 2030.  Total of about 40% increase over 5 years. Between 2014 and 2024 10 year period average cost for a home electricity use went up 25% from $114 a month to $142. This would now go up by 40% to about $200 by 2030 in just 5 years significantly impacting cost of living in the US. In which states will it strain electricity grids? In 2023 data centers consumed 26% of the total electricity supply in Virginia. In North Dakota 15%, Nebraska 12%, Iowa 11%, Oregon 11% according to Electric Power Research Institute. What are the energy types used? Natural gas is used for 40% of the data center electricity, wind and solar 25%, nuclear 20% and coal 15%.   ...

The effects of drought on the Colorado river and the dams in the arid west of the US which support 40 million people. This is also part of the fastest growing region in the US. The seven states along the river must negotiate major cuts in water use by mid-August or the federal government has to step in an make the cuts, says this NYT report. Years of overuse of water and climate change have led to this situation.  Lake Mead the US's largest water reservoir is two thirds empty. It is fed by the Colorado river. The upstream states or Upper basin states are Colorado, Wyoming, New Mexico, Utah. The downstream states or Lower Basin states are Nevada, California, and Arizona. Downstream and upstream states have to figure out how the water cuts will be made. Agriculture use makes up 70-80% of the water use. Then there are the sprawling cities such as Los Angeles and Denver and Salt Lake City. Affected are the Imperial Irrigation District in Southern California, a major agricultural area. Las Vegas has come up with solutions for its 1.6 miillion metro area population by conserving water and staying under its 1.8% of the river allocation even as the population grows. Converting lawns and turf to desert and growing only arid zone vegetation to conserve water is being applied. This is a reality check for climate change and a reversal from the earlier effort in the 1930's to impose brute will on the landscape to build huge sprawling cities and agriculture zones. Now all that has to go into adapting to the landscape and fitting into it, limiting the use of water, recycling it, and conserving water in every way possible. It means adapting in every way, not acting in crisis solution mode but shifting to a whole new way of adapting to the environment that should have been there in the first place with some respect for Nature. ...

It may come as a shock to many to know that the most populous country in Africa, and a large oil exporter, has a power grid according to the Economist, the size of the city of Bradford in England. Most of the electricity is generated with private generators. Most of the oil revenues of $40 billion get siphoned off and there is very little government investment in infrastructure. The manufacuring sector has actually declined from what it was a few years earlier. And money that should have gone into refining capacity has also been siphoned off by corrupt officials. Parliamentarians make $2 millon a year, according to the Economist. And a huge network of patronage and corruption ensures that most revenues are allocated among this elite. The north and the main city of Kano is even poorer, with one estimate putting the people suffering from deprivation and poverty in Kano put at 2 million out of a population of 9 million. The south with the cities of Lagos and Onitsha does somewhat better. Jonathan is from the south and won most of his votes in the south, the previous president was from the north. With the sectarian and religious divisions, most presidents depend on the support of regional bosses. Each of the country's 36 regions gets to choose one cabinet minister. In this climate a lot of hope is placed by the people of Nigeria on the shoulders of Jonathan Goodluck, the new president. The Economist calls for honest appointments to key positions to make a break from the past, and serious effort to make investments in the nations power grid and in industry. ...

The Chief Economic Adviser to the Indian Government Mr. Anantha Nageswaran, makes these comments on the economy of India before the presentation of the new Budget for April 2023 to March 2024. The Economic Survey of India states that "India is prepared to grow at its potential once the one-off shocks of the Covid pandemic and of the supply chain recede." He sees the sweeping effects of the reforms across multiple dimensions taken from 2016 to 2022 having a lag effect and now making their impact. This means that potential growth can go up to 7 or 8% with macroeconomic improvement, fiscal improvement, infrastructure efforts, women's employment, and getting rid of LIC (License, Inspect and Compliance) across local, state and central levels. He says the central bank estimate of 6.8% retail inflation for 2022-2023 is outside its target range but yet not high enough to deter private consumption, and no low enough to weaken the inducement to invest. He says slower growth in the world including the US will bring two advantages for India- low oil prices and a better current account deficit situation.  ...

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

Vietnam's efforts to boost solar energy in 2018 by offering 9 cents per kilowatt hour to owners of solar farms is leading to unexpected surge in solar energy. Instead of the 850 MW of solar energy the production increased to 5 gigawatts by 2019. Investments had be done in 2 years for the offer by the state owned electricity company and electricity purchases would depend on daily needs. The huge increase has brightened the prospects for solar energy in this part of Asia.    Most of the solar energy comes from the southern part of Vietnam and the government is expanding the capacity of the power grid to handle the solar energy production. Vietnam is growing at 5-7% a year for two decades and power capacity is expected to double by 2030. The share of coal in the enrgy mix planned is 43%. The unexpected surge in solar energy production means the 10% fo solar energy in the energy mix was achieved ten years ahead of the schedule. This means fewer coal plants will be needed. In five years solar energy is expected to become cheaper to produce than energy from coal, according to energy consultancy Wood Mackenzie. Coal plants are also meeting public resistance, and regulatory hurdles. Coal plants take ten years to become operation. Solar energy projects can be completed in 2 years. This means solar can take a much larger share of energy production in the future .  ...

For Democrats to represent the working class their leaders have to come from these working class communities. This is not going to happens say people in this NYT Edsall report. Working class voters are about 60% of voters mostly not college educated, to 40% for non working class voters who are college educated. Biden was one of thse working class people who headed the Democrat party and stood on picket lines fro the UAW. Not Harris or Clinton. Democrats rail about billionaires but much of the multi billionaire community is in the Democrat party, much opf Silicon Valley and New York financial interests. Bush was not working class either yet there has been a unexpected transformation of the Republican party as trade, immigration, drug and migrant trafficking required non nonsense law and order, and strong action, based on common sense and stable values from the previous generation of Americans. This also applied to social issues such as LGBTQ and Transgender. This leaves one with the question will the Democrats be able to get rid of the Califonria Silicon Valley Techies, and New York financial interests, lobbying class,  within its ranks? Will it be able to transform itself by drawing from the working class communities working class leaders? ...

The U.S. military has stopped training Nigerian military units, because of corruption, human rights abuses by soldiers, and infiltration of the Nigerian military by Boko Haram. Another story in the NYT describes the tensions in Nigeria as a former military ruler runs for president on a platform of restoring law and order. Boroko Haram militants are active in the Muslim north and the Nigerian military riddlled with corruption and lack of proper equipment and training has failed to control the militants. Nigeria has a long history of corruption in government and the current government of Jonathan faces the same problems, with oil revenues not going into development of the country- most Nigerians cannot depend on the electrical grid, and infrastructure is in bad shape.

It takes the lines from Rudyard Kipling about both being impostors- "if you can meet triumph and disaster,  and treat both impostors just the same..." Experts say the important thing in both success and failure is to understand what one did wrong, and take corrective action. Some go as far as to say failure is an event, and it ended yesterday. This is the way athletes and other people who overcome challenges that we read about have approached a failure or disaster. Some overcome physical handicaps with such grit that we find our failure to be tiny by comparison. Take for instance an athlete with burns on his feet from a fire, who is told he can never walk again, and he comes back to win an Olympics gold medal in running. This is a true story from the 1936 Olympics of Glenn Cunningham who won the 1500 metres gold medal. ...
