It was only after years of negotiation that Lighthizer was able to get Japan to play by fair rules of world trade. In 2025 Jamieson as US Trade Representative for the US is Lighthizer's deputy in prior negotiations with Asian trade partners who have unfairly gamed the system to their advantage. Canada, Mexico and China are misrepresenting the facts to show they play by the rules when they clearly and blatantly flout world fair trading practices that lead to losses for American workers. The reality is that the Smoot Hawley tariffs by the senators of states that were not industrial states in the US inthe 1930's were adopted by the reckless atitude of Herbert Hoover as president and by senators who had no grasp of world trade. Senator Harry Truman from Missouri as president made correcting these mistakes a top priority in the late 1940's. Today's abuse of the system by Asian countries and Canada, Mexico have nothing to do with the tariffs of the 1930's- America wants all nations to play by the rules which over time will create a stronger world trading system. ...

Only 40% of Japan's banking transactions are elctronic, most are using banknotes or cash. Bank notes are made of wood bark called mitsumata in traditional ways. As Japanese farmers grow less of this bark it was sourced from mountains in the eastern part of Nepal. This adds to risks of companies operating in China leading to companies not adding to investments in China and looking at options of manufacturing or doing business in other friendly locations such as India and Vietnam for manufacturing. New deals are also being done with South Korea, Japan instead of China as China's surveillance of business grows and risks increase of operating in China.

As the virus toll mounts Japan's prime minister Abe announces a nationwide emergency on April 15. He delayed action to avoid effects on the economy of a lockdown. Japan is shifting to taking stronger action after seeing infections double every 8 days to reach 9000. Abe says person to person contact has to go down by 80%. The measures are not a lockdown as in the UK and are voluntary. Total deaths are 136 in Japan. A Kyodo News poll shows about 80% of the public thinks the moves comes too late. 

Schools are shut and companies have closed operations. Flights were restricted and visitors to Japan dropped 93% in March. These voluntary actions as well as a cultural advantage in people used to wearing face masks, is likely to help Japan through this health crisis. The emergency will cover a holiday period, and is through May 6. The government will give every household $1000 as a way to offset income lost.

Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...

Martin Fackler talks to Yasuhiro Nakasone, former LDP leader and prime minister during the Reagan days. He gives his views on improving the relationship with the U.S., advice to prime minister Yukio Hatoyama on his goal of building a more equal relationship with the U.S., the issues surrounding the U.S. base in Okinawa. He says Hatoyama should have a relaxed conversation with president Obama, over dinner and after dinner. Not one or two hours but much longer and increased contact with much time as possible spent together to increase rapport. He points to a picture of him and Reagan in windbreakers walking through the woods in Camp David as an example of the trust needed to be built in the U.S.-Japan relationship. Nakasone once described Japan as an "unsinkable aircraft carrier" in the Cold War with the Soviet Union. Nakasone does not think the LDP dominance was a good thing and says the DPJ's rise and the LDP voted out of power was good for Japan. His view is that Japan can become more equal by being closer to the U.S. than becoming apart from it. An approach he took by being less deferential than his predecessors at summit meetings, but at the same time working closely with the U.S. Nakasone says Hatoyama is not doing this by showing he values Japan's relationship with China more than its relationship with the U.S. These remarks he describes as not being prudent, and do not reflect the security alliance wih the U.S. and the shared values of a liberal democracy. Okinawa and other problems can be resolved through talking between partners, friendly relations and a relationship built on trust between leaders....

It is important to know the cause of 0.3% contraction in first quarter 2025 for US economy. It is says WSJ because of a 5% hit from net exports, the difference between exports and imports, as importers rushed to import more before a tariff deadline. Imports by the US increased by 42% in first quarter 2025. Some include MIchigan Governor Whitmer who supports the tariffs as a way to take back America's industrial base, build factories in the US, say the uncertainty of the way tariffs were implemented is damaging confidence in the economy. For instance could the US have excluded the EU, Japan, UK, India as allies, and focused on China.  The problem with that approach is that it would single out China. It means other nations Japan, South Korea, Germany are not investing in the US, also have used trade for unfair advantage, are not called out. This would put China in an odd position. It is better to call out all who benefited from unfair advantage including China, Germany, Japan South Korea, Taiwan, because this has more credibility, giving all a honest and fair picture that they could then look at themselves in the mirror and correct. In the short run it looks messy, the tariff methods look erratic and back and forth increasing tariffs is also messy and unruy. Yet when every major trading nation knows deep inside that US is only saying it like it is asking only for fairness in trade, it will lead it to negotiate a fair trade agreement with US. ...

Flat payment rates for Medicare Advantage to Insurers by the DJT administration which is questioning how health care needs of the country remain unmet and US healthcare comparing very unfavorably with other advanced countries in Europe and Japan and also in India. Some of this is because of the behaviour and practices of the health and pharmaceutical industries in the US. The 2027 payment by government for Medicare Advantage is 0.09 percent. In 2026 it was about 5%. In 2025 it was -0.16 percent and in 2024 it was -1.12% under the Biden administration showing a great deal of dissatisfaction with funding Medicare Advantage. Medicare Advantage was set up by the Bush Republicans in 2003 who set it up with the nice sounding name Medicare Modernization Act. It was an effort to help the insurance companies with government money. Today in the second term of DJT in 2026 affordability is what American people care about most and the DJT administration is unhappy with the insurance companies. Dr. Mehmet Oz is in charge of Medicare and Medicaid Services Agency of the federal government and he says about Medicare Advantage and new policy to save “taxpayers from unnecessary spending (on Medicare Advantage) that is not oriented towards addressing real health needs.” The DJT Kennedy-Oz approach is for comprehensive digital information linking all medical providers, making America healthy again, cutting through the dense fog created over the last 2 decades, making pharmaceutical costs as affordable as the best in European nations, and refusing to subisidize if delivery is poor and health results are poor.   ...

West Bengal elections in April-May 2026- the elections come after Sri Lanka, Bangladesh, and Nepal, nearby countries, all changed governments following protests about corrupt governance, mismanangement of the economy. Inside India there is a profound change that is not even covered in the  established media such as the BBC and DW.com. The states of Orissa, Andhra Pradesh, and Bihar, in the northeastern part of India had landslides in voting for the ruling BJP party and NDA alliance for Clean government and Modernization of the economy. A similar vote took place also with a landslide for Clean Governance and Modernization in the state of Maharashtra in the western part of India with the commercial hub of Mumbai (Bombay). In the southern part of India in Kerala, the capital city local government in Thiruvananthapuram has also shifted to this Clean Governance and Modernization under the BJP government that governs at the federal level in New Delhi. India is like China and Japan before it, going through massive change to modernize the country with new infrastructure building and rapid development including investments in hospitals, universities and airports, trade logistics, factories for industrial production. The magnitude of the change is reflected inthe population of most of these states being close to 100 million in each state West Bengal(105 million), Maharashtra(130 million), Bihar (133 million), almost the whole population of the US in just 3 of the many states- witnessing huge changes that could mean 20-25% growth rate a year n the next couple of years to 2030 doubling their GDP. ...

Greg Ip of WSJ points out that DJT's tariffs are not fully understood. DJT did not use tariffs in the way he is doing now in his first term. Today Congress understands that it is a negotiating tactic when the US is at a disadvantage with other nations using non tariff and hidden barriers. Mostly all countries except China will accept the tariffs and it generates $240 billion a year to finance US resurgence. In the past US spent years of negotiating to get agreements with recalcitrant countries like Japan or China or the EU. The US just doesn't have that kind of time when it has lost its manufacturing, its shipbuilding, its shipping and ports. The average tariff under Biden was 3%. It now is about 13.4%. Much of the Tibetan and Himalayan region is relatively even today uninhabited or sparsely inhabited high country and remote from China for all of China's history, till 1950 and its entry into Tibet the culmination of the struggle with policies of colonial empires of Britain and Japan. It has nothing to say about the world in 2025 or 2050 with two ancient civilizations, part of the fabric of Buddhism in Asia side by side, having accepted the modern world of the European civilization that came with the scientific and industrial revolutions between 1600-2000.

President Biden and leaders in the EU, Japan, India and other countries helped negotiate the global minimum tax. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.

The US Federal Reserve Report on Economic Wellbeing of US Households 2024-May 2025 gives some insights into the well being of American households. It shows food insufficiency households the same in 2023-2025 at 7%. The situation for cost of living remains a concern in 2024 as well as 2025. Retirement savings have improved for many middle class Americans, as confirmed by reports from Fidelity and Vanguard. The people earning less than 25,000 are 19% and about the same in 2024 under Biden as under DJT in 2025. 39% make $100,000 or more and 26% make $50,000 -$100,000. Combining the 19% making less than $25,000 and the 16% making between $25,000 and $50,000 shows about one third of the population under $50,000 living paycheck to paycheck. It would appear that $2000 DJT rebate putting $160 billion out of $550 billion of tariff revenues for 2025-2026  in the hands of 79 million households that make less than $100,000 would go a long way to keep the situation stable with optimism and hope arising from the restructuring of world trade that would bring trillions of dollars of investment into the US from Europe and Asia. A this investment plus domestic investment should bring back jobs and higher incomes to US manufacturing in small towns across America. The rest of $550 billion tariff revenue of $390 billion would go to reducing the deficit which would improve prospects for the economy in 2027 and produce a more resilient economy in 2027-2028. As shown on this page the popular Democratic Governor of Michigan in her op-ed in Washington Post supports strategic tariffs, and supports using the revenue for a check to American workers of $2000 per worker or per worker household and offers to work with the opposite party to get a WIN-WIN for the American People.  In the whole process of trade tariffs it must be remembered when seeing the inconsistent cases of tariff use by this Republican administration that these were special reason situations not aberrations or whimsical. First, it should be borne in mind that behind the appearance of DJT making tariff decisions is a carefully thought out process that took ten years to form under Reagan era Trade Representative Lighthizer who negotiated with Japan, and his deputy Jamieson for 2016-2024, and the economic and capital markets experience of Scott Bessent as Treasury Secretary. The two cases of inconsistent application of tariffs relate to the 50% tariff on India and the reduction of tariffs on China agreement on rare earths, and the imposition of a large tarif on Japan and the EU. In the first instance with India it was intended to give Ukraine breathing room from Russian attacks as Germany steps up its military preparedness and assistance to Ukraine. With both countries it was about saving face important in Asian or any societies and it has achieved it's purpose. Reports show both Indian and Chinese refiners have quietly cut purchases of oil from Russia leading to Russian oil selling at about $20 discount to Brent crude oil. In the case of Japan the quick action to raise tariffs was intended not to get into long drawn negotiations and show serious intent- Japan is known for dragging out negotiations for years if not decades. The same is true for the European Union. With the Swiss it was about a certain disrespect of the US coming from attitudes that Swiss products were somehow superior. Not just in the long run, in 2026-2028 history will show that the effort done right - and it takes effort to get this right- to restructure world trade so that other nations are not siphoning off the benefits and leaving the US to lose its manufacturing and factories is the right one. And taken with courage and sincere desire to create a fair distribution of the benefits of world trade for too long distorted by egregious practices of competitors. It has nothing to do with 2 senators from the 1930's who were from places like the Mountain West in the US, having no concept of world trade, Smoot and Hawley, who under a irresponsible president Hoover got everything wrong. This is a carefully set out plan to evenly balance the benefits of world trade to all nations.   ...

Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. US Trade Representative Jamieson Greer says this is not chaos in tariff policy because you don't change 70 years of policy overnight. He says China's is highest because it has the highest trade deficit, then EU, Japan, South Korea at 15% because of the smaller deficits with these nations, Vietnam because it is used  by China to send products to the US, India because of geopolitical reasons buying Russian oil. See Dasha Burns, Politico White House Bureau Chief's  interview with USTR Jamieson Greer.  He says about India- Jamieson USTR calls India "an outlier" and says "I'm confident we will get a deal with India in the near future." India he says has largely corrected its imports of Russian oil and negotiations are underway for a deal.  ON USMCA Greer says of the $31 trillion in trade with Canada and Mexico $29 trillion is us right. trade between Canda and Mexico is small. So he says it makes sense to negotiate separately with Canada and separately with Mexico. This suggests that there doesnt need to be a USMCA- separate deals are just fine says Greer. Mexico has gained much in automobiles under USMCA- US wants to make more in the US including auto parts which it can do by negotiating this with Mexico. It does not make a ton of economic sense to marry the three economies together, says Greer, as the import export profiles, lab,or situations are all different. Are Tariffs good for the economy and do they lead to higher prices? Greer says inflation was down in the first DJT term in trade with China and tariffs. Greer says there is never a 1 to 1 with tariffs. It tariffs become a kind of leveage in getting agreements. That is the style of these tariffs. You tell Ecuador or Brazil we don't make these here so there will be no tariffs on bananas and on coffee. Says Greer- we have seen inflation in check, imported goods relatively low priced. We have seen that we can have growth and higher wages with tariffs at the same time. The growth in 2025 third quarter at 3.8% annual growth, and Atlanta Fed predicting 4.2% growth in 2026. And tariff money can be used for paying down the debt and financing America's reindustrialization, Greer says members of Congress are asking about this.When a new administration comes tariffs will still be part of the playbook. ...

South Korean media is critical about the lack of merit in generating goodwill of the agreement between prime minister Abe and prime minister Lee on 'comfort women.' Some South Koreans see an uncomfortable association between history showing Ms. Lee's father being an officer in the Japanese Imperial Army, and the agreement that does not do much to put the issue behind by offering $8.3 million. Japanese prime minister Abe considers the 1965 agreement normalizing relations between the 2 countries with no reparations as final, with no exceptions for the situation where many South Korean women were used by the Japanese Imperial Army. An exception might open up claims from other survivors of the war in other situations, Japan fears. Japan offered $8.3 million as an humanitarian gesture for the surviving 46 comfort women, which is seen as insulting for the women in the South Korean media. This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

In the 1990's one could go to Madrid and freely walk out of the Puerta de Atocha main train station there with little traffic. Over the years after the financial crisis Madrid and Spain suffered. Under PM Pedro it has recovered. Yet it is not the same with international tourism from China, India, US having made visits crowded and less friendly. There is the garbage can index for tourism that tells you something is wrong when garbage cans are overflowing- it happened as tourism jumped to France in the last 2 decades- with garbage overflowing outside Notre Dame before renovation. (After 1993 Japan removed all garbage cans from streets.) About 100 million tourist visited France in 2024 and 80 million to Spain. It brings $100 billion in tourism receipts to Spain and about $80 billion each for France and UK, so that it is a key source of revenue for countries. How to make trips that avoid the rush - careful planning for season and month, finding the right places depending on one's interests nature, history, science, or other, and avoiding tours as there are plenty of resources to do it on one's own, finding right places to stay and visit, using local transport, tram and speed trains in Europe, giving enough time for each place, talking to locals and taking a lesson on Rocket languages online which uses locals and practices word pronunciation so you sound like a local. ...

This report by Jia Lynn Yang in NYT covers only the Coolidge period and the JFK period ignoring the wider trend since the 1850's when immigration from Asia to the US was discouraged. The laws limiting Japanese, Chinese and Indian immigrants were put in place long before 1924 by the 1890's. Japan agreed to limit immigration to the US under an agreement with the US after 1900. China was undergoing a transition under the Boxer Rebellion and upheaval in government in the period after 1900, India was part of Britain's colonial Empire.It does not mention that Chinese laborers helped do the dangerous work to build the railroads east to west. It also ignores the immigration from Mexico which was a special case in immigration because of Mexico's relationship along the border, first with the Mexican American War that achieved Jefferson's idea of a continental nation coast to coast. Mexico was a source of labor for US agriculture in the 1930's and 1940's when Asian immigration was severely constrained. When Gen. Eisenhower won the election in 1952 immigration policy was on the agenda, in fact Truman had a commission look at it by 1950. Operation Wetback was launched by Eisenhower and returned millions of Mexican migrants back to Mexico. Fearing the lack of farm help for Mexican agriculture Mexican agricultural interests supported the return of migrants. All this is left out by Lynn Yang. For almost a century Asian immigration was discouraged till JFK with experience in Asia during the war looked at Asian immigration to US differently passing new legislation to support this in the JFK/LBJ terms as president. In this sense the operations under DJT at the Border  and in the US in 2025-2026 are similar to what happened under Operation Wetback under a popular president Eisenhower, after the surge in Mexican migration adding millions of migrants to the US population in the 1930's and 1940's. A greater glimpse of the US can only be imagined if after the early immigration and discovery of the continent by the Spanish, the French and the British by 1600, the continent had not been unified first by the war of 1756-1763 with the French and Indian Wars creating the original 13 British colonies before the War of Independence in 1776, and the expansion to Spanish/Mexican territory to the West and South including California, Texas and Florida in the Mexican American War of 1846-48. In that situation there would be five sectors in America- British, Spanish, French, Mexican and American. The US could not have advanced as an industrial power divided in this way and would not have attracted immigrants from Europe the away it did. If it was split into two Southern confederacy and Northern Union states it would also have led to a similar situation. There would be conflict. It is only divine intervention and the courage and ideas of Jefferson and Washington, the work of president Polk, the leadership of Lincoln, and the industrial revolution on a large scale of one Nation in peace for most of the 19th century, that it became a haven for immigrants from a troubled Europe, a struggling Asia and Mexico. ...

It has increased its investments in Japan's stock market during the pandemic as a way to boost spirits in the stock market to $400 billion as of Sept. 30, 2020.  Of this $56 billion is a gain in the stock market after Japan's stock market gained 60% from a deep low during the early period of the pandemic. In March Governor Haruhiko Kuroda doubled the ceiling for BOJ to $115 billion for purchases of exchange traded funds.

The purpose of this activity is to encourage risk taking in the broader economy, and ensure prices are rising at a small but steady pace. The BOJ now owns 6% of the total value of the Tokyo stock market. The BOJ does not buy individual funds but invests in the market through exchange traded funds. The BOJ purchases were effective in easing uncertainty and promoting confidence as the pandemic surged in Japan and in the rest of the world.
