Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Expect all tariffs to be in place under other legislation to be in place in coming months. ...

Mokoto Rich of the NYT discusses sentiment in Japan as the North Korean nuclear program advances. A majority of Japanese surveyed do not favor preemptive strikes. Japan's Constitution only allows acting in self-defense. Experts say Japan has to consider what it would do for missiles flying over Japanese territory in the direction of the U.S. A Japanese government ruling in 1956 allows acting in self-defense in a broader way. Yet the public in Japan is not sure what is the best way to respond. Also to be considered is how this will be seen in South Korea and China- would Japan taking a greater defensive role and building its own anti-ballistic missile system defenses lead to greater tensions in the region.

Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

Iraq as two states in one now dragged into Iran War by Iran sponsored Popular Mobilization Forces that are part of the two state government. It points to a never ending conflict in this region, even after Afghanistan, Syria and Iraq. Finding alternative sources of oil and accelerating renewable energy are ways to stay away from the Middle East, easier to accomplish through innovation and rapid progress than sourcing oil from the region.  Irreconciliable differences between religious sects complicated further by the artificial countries created of Syria and Iraq created by the British and French Empires from the ruins of the Ottoman Empire by 1921 are enough reason to stay out of the Middle East conflicts for the US, Russia, India, China, the European Union.  The British and French colonial powers that drew up the map of Iraq and Syria created states with different populations that made no difference to them in 1921, but which create unmanageable and impossible to run states today. This is learning from the bitter experience of 50 years of conflict and wars that led through war distraction to deindustrialization of the US and European Union, and consequently to the tariff wars with China, a process that is still unwinding today. The US is better off developing new oil supplies as it considers another push in renewable energy, the EU, China and India have the resources to make a new push for renewable energy and efficient use of energy similar to Germany and Japan, using additional supplies from the US as a transition point. Imagine combining the energy technological innovation that is a bigger motivation combining the scientific minds and resources of China, Japan, India, the US and Europe, than the dislocation and internal strife inside these countries that is generated from the Middle East -that is itself the legacy of irrational decisions made by colonial powers of the 1920's,  1930's and 1940's that remain a hundred years later- impossible to resolve except by working with new solutions for energy outside of the region. ...

Shinzo Abe's 2017 trip to Mohandas Gandhi's Sabarmati Ashram in Ahmedabad, India, struck a chord in India. He was awarded the Padma Vibushan India's highest civilian honor. Abe said about relations with India as he opened the bullet train projects financed by Japan - "JAI India, JAI Japan" with the first two letters of Japan and the first of India making JAI. Both Abe and Modi had the foresight to build closer relations between Japan and India starting two decades earlier.

This NHK documentary looks at the idea of "Cheap Japan" as wages and prices have stagnated for over three decades. Where the US has grown by 58% for wages over that period Japan has declined by 12%. Japanese companies wages offered even in Thailand and Malaysia, and for low wage products in factories of Vietnam and Bangladesh are cheap and uncompetitive. A Japanese apparel brand is shown looking for factories in Bangladesh that can make shirts at $1.65 to be sold in Japan at $6. Japan's wages and prices are now falling behind developing countries and a Japanese economist calls it "declining Japan." Foreign investment is key to reviving growth by attracting new talent, changing business thinking and style of managing that is more open to new ideas and expansion. It may be of interest to note that Chinese companies in Japan may be focused on electronics and advanced technologies than American private equity in Japan focused on hotels and health care simply to boost profits. ...

The WSJ editorial board opinion is offered in the spirit of free markets and free people from Jefferson's Declaration and Adam Smith's Wealth of Nations. Yet it is a complete misreading of Adam Smith as Smith had a social side which called for corporate interests of that time such as the East India Company of Britain to behave in a responsible manner with public interests and social sentiment in mind. Smith also sought to preserve the national interest of Britain and its role as dominant power. Whereas for for three decades WSJ is taking enormous risks with the national interest of the US in remaining a dominant industrial power. No one at the WSJ can explain how this can be done by shipping out the manufacturing industrial capacity and technological knowhow of any Nation, especially the United States over 3 decades. Worse it risks the entire period and the ideas of the awakening in Europe in ideas and science that powered the Industrial Revolution, that did not happen in Asia,  and led to so many of the advances in science and industry that we enjoy today, and share with large Asian nations China and India. That amazing period of awakening and the Industrial Revolution and its achievements is not part of the collective memory of the nations of Asia, of China India and Japan, and this kind of attitude of neglect of this essential part of our mindset and makeup in the US and Europe, acts to our detriment, and to the detriment of China, India and Japan. ...

India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. By settling for a 15% tariff Japan was protecting its other industries from the higher tariff of 24-25% proposed earlier. US industry has operated with no assistance from the US government and faces a financial markets structure in the US that is not helpful to American industry making long term investments that overseas makers with support from their governments are able to make. US workers suffered badly over three decades and the ineptitude of previous US presidents in protecting American workers from this situation. The Europeans and the Japanese, South Koreans know this and understand that the US plays the critical role in the free world and without it, without the workers and rural communities of the US, their way of life and freedom will suffer irreparable harm. Japanese PM Ishiba and its business organization Keidanren are focused on implementing the US Japan Trade Agreement mitigating any effects inside Japan. Japan was able to protect it's auto export model to the US from high tariffs settling for a moderate tariff of 15%. A similar agreement was accepted by Germany when Leyen accepted the 15% tariff on German car export model. For decades Germany and Japan have used their auto export model to take a large share of the US market, joined by Korean makers, putting American car makers and their workers at a disadvantage since the 1980's. This creates a level playing field in world trade and is in the interest of workers in the US. ...

This report in the NYT says South Korea is putting itself at a disadvantage by investing in the US and with its commitments for buying LNG from the US. It like other articles in the NYT sells America short. The goodwill earned by Japan and South Korea by the approach to trade agreements that acknowledges the unfair treatment the US put up with from both partners for decades is something that will be remembered by the American people. Any agreement South Korea and Japan make with the US will be to the lasting benefit of the two Asian nations as it is built on shared goodwill of the American people and the people of Japan and Korea. Agreements with China are largely temporary adjustments in a larger situation of competition between the US and Europe with China and are transient arrangements.

US DJT administration using Section 301 creates the tariffs the US Supreme Court struck down- the EU, Mexico, Canada at 10%, Japan,, India China at 12.5%- June 2 2026. These countries are not doing enough to control the importation of products made with forced labour. This only goes to show what was said at that time and which the SCOTUS itself said the DJT administration could do, find other laws by which the same tariffs could be imposed. By the time the US Supreme Court reviewed the case it was already clear that all these countries had accepted DJT tariffs, and most had negotiated fair deals with the US including making up for past abuses by these countries of the international trading system. The US Supreme Court its shortsightedness ignored this or did not quite grasp this as Justices legal knowledge of facts does not mean grasp of the facts of commerce, trade and business and the history underlying it. Jamieson Greer interviewed at the Council of Foreign Relations this week and Robert Lighhizer in Foreign Affairs (covered and summarized on these Lyrarc pages this week as found rarely in other places) have documented these abuses in detail leading to the US losing $20 trillion in wealth shifted to these countries and its manufacturing dependent communities devastated by loss of over 5 million jobs through the shortsightedness of Bush/Obama adminstrations who let this happen, and these countries that took advantage with reckless disregard for these communities in the US, on a scale unknown in history.  ...

Media headlines focused on Xi's statements on Taiwan. China is concerned that US not recognize Taiwan independence, but not much beyond that. China puts Iran much lower on the list of issues it considers important. It appears that China first priority is to be accepted as an equal partner with the US as a superpower. That is Xi's goal in this trip. Issues of Hormuz and Iran not something China considers important. China has an interest in a non-nuclear Iran, in no nuclear weapons proliferation. As the US has made this a priority China prefers to be not vocal on this issue, as it relies on the US to see this is done. A secondary priority for China is to have the US agree that China could continue to import from the Hormuz Straits to met its oil needs. As China has relations with Arab states it is carefully balancing this with relations with Iran. What does this mean? It means China and US are in considerable agreement on the current situation in the Gulf region and in the Middle East. China sees beyond Iran, so does the US. Both countries are focused on the future - on reindustrialization in the US and China on the next phase in its industrialization. New countries and blocs are also emerging that will rival China and the US- India/Japan and the European Union under leadership of Germany and France. These four countries or blocs are all thinking of the world beyond a failed Middle East- the economic issues they face and how best to tackle them, and the issues relating to borders and security, how best to tackle them. ...

US and Iran accept Pakistan's mediation of the war with a 2 week ceasefire and opening of Straits of Hormuz- April 7 2026. The mediation by prime minister Sharif of Pakistan gave both sides in the war a way to back down. Both sides agreed to talks in Islamabad, Pakistan. As a partner of Pakistan, China may also have a role in setting up a settlement as China and Japan have the most to lose from the Straits of Hormuz being closed, oil prices rocketing up to $115 and higher, and even a prolonged shutdown of Hormuz Straits. Both China and Japan get 90% of their imports from Hormuz Straits. Oil prices drop to the $100 level from $115 after the announcement of talks in Islamabad. This is not a long term settlement. After the two weeks US president meets president Xi of China in Beijing shortly afterwards on May 14-15. It is likely that preparations for that trip will involve China and Pakistan working together to get the US and Iran to agree to an extension of the ceasefire. One outcome of this war is as Le Monde has noted- the unreliability of Hormuz supplies and shift to imports from US and Venezuela and other parts of the world for fossil fuels. And with this a renewed effort to reduce the fossil fuels needed by accelerating renewable energy supplies in Europe, India and China. More attention will also be focused on reducing the proliferation of nuclear weapons by all major powers. Removing US involvement in NATO may also turn out to be positive in some ways to bring Russia and US as nuclear powers to better working relationships, and reduce the nuclear arms race and weapons race. For Europe it means meeting needs of Ukraine and improving military capabilities. The overall result may be positive for all countries. The Middle East region will be seen as one in which no powers should get involved in and the Middle East will also find it has squandered its valuable oil dividend in five decades of wars and mismanagement and fall behind the rest of Asia and Europe, the US in economic progress and development. ...

President DJT has several options after SC Tariffs decision -Sections 122 Trade Act of 1972 has 150 day limit and 15% maximum tariff rate, and Sections 232 and 301 of the Trade Expansion Act of 1962 is specifically designed for China and countries with high trade deficits. DJT pointed out at the press conference following the Supreme Court decision pointed out that he had these options at the beginning in April for tariffs. He chose IEEPA instead because the other options required work that would take several months showing the unfair treatment of the US by other nations. It is likely that the president used IEEPA for speed yet kept open the options to replace it with the option that would work best. The new studies will have been started much earlier in 2025 so that the president can introduce all his tariffs under new arrangements. Another aspect of this is that the president has negotiated Free Trade Agreements with most of the nations that are large trade partners from India, China, Vietnam, South Korea, Japan to UK, EU, Germany, France with the idea of boosting the US economy with tariffs of 10-15%. ...

Iraq is an artifical entity, an artificial state created by the British out of the defeated and disintegrated Ottoman Empire. Created from 3 Ottoman Arab provinces- provinces or vilayets of Mosul province which was mostly Sunni, Baghdad province, the city of Baghdad  mostly Sunni and rural areas Shia, and Basra in the south mostly Shia from tribes who converted to Shia Islam extending the reach of Shia religious sites such as Karbala. Note that the Sunni Arabs were closer to the power structures of the Ottoman Empire than Shia in the 18th and 19th century. As a result post war Iraq in 1950's was dominated by Sunni elites and the British imposed Faisal 1 monarchy of 1921 was thrown out by Sunni elites in the army in 1958 by Karim Kassem, followed by the emergence of Saddam Hussein from Pan Arab Baath socialist ideologies of that period.  After the US wars in Iraq and Iraq- Iran war, Iran mobilized Shia into popular militias. In 2026 Iraq is essentially several ministates pulled together in Baghdad, with Shia, Sunni and Kurdish ministates formed into the governing structure, and everyone praying for no outside interference to pull it all apart and maintain a fragile peace. While the British got Iraq Mandate from League of Nations in 1921 French got Syria provinces of the Ottoman Empire. In fact Sykes and Picot are the British and French diplomats who created artificial states of Iraq and Syria to suit their interests in the region for oil and for controlling Suez and territories in India, Indochina, Hong Kong, parts of coastal China (Shanghai). Why is this important? It is important because at the time Britian dealt with weak Sunni populations that were controlled through monarchs they put in place, and the British and French industrial power had no rivals. Today the Sunnis are mobilized and the Shia have with Iranian support mobilized also, and sectarian wars have torn the place apart for 40 years. America's founding fathers and first president George Washington, would if here today consider this the one place US would have nothing to do with in terms of wars and bases. On oil George Washington would advise America to find alternative sources than get dragged into useless sectarian wars and lose the battle for reindustrialization, after America's elites and their economists have essentially deindustrialized America. It is appropriate for the US president to take action only on grounds of not letting the place fall into regimes with ballistic missiles and nuclear weapons that could reach US and Europe. And for that China and Russia, India and Brazil, Germany and France should also do their part and fulfill responsibilities. As for Britain and France it is appropriate for the US president to say to the posturing in Europe and ambivalent posiions, "Go, get you own oil in the Hormuz," as the US is self sufficient in oil and does not need Iranian or Iraqi oil. It is also appropriate knowing that this Iraq and Syria were created by Sykes and Picot and the British and French to build and sustain their Empires that no longer exist because Turkey and India, and China, through the effort of Gandhi and Ataturk, Sun-Yat Sen and Mao, Brazil also, are now strong independent nations. The message is- if Germany can do it to get only 6% of energy imports from Hormuz straits, so can China and Japan. China and Japan get 90% of their imports from the Hormuz straits and there is no reason why China and Japan, Britain, India need to be so dependent on a region where disruptions have happened again and again for 40 years. If they do not want to change they can assume the responsibilities of keeping Hormuz Straits on their own. ...

As the virus toll mounts Japan's prime minister Abe announces a nationwide emergency on April 15. He delayed action to avoid effects on the economy of a lockdown. Japan is shifting to taking stronger action after seeing infections double every 8 days to reach 9000. Abe says person to person contact has to go down by 80%. The measures are not a lockdown as in the UK and are voluntary. Total deaths are 136 in Japan. A Kyodo News poll shows about 80% of the public thinks the moves comes too late.

Schools are shut and companies have closed operations. Flights were restricted and visitors to Japan dropped 93% in March. These voluntary actions as well as a cultural advantage in people used to wearing face masks, is likely to help Japan through this health crisis. The emergency will cover a holiday period, and is through May 6. The government will give every household $1000 as a way to offset income lost.

Iran War and rescue of pilot of downed F15-E in mountainous terrain in southern Iran April 4 2026. CSAR or Search and Rescue Missions become a critical part of the war. The pilot was a colonel trained for the mission and spent 24 hours in mountainous terrain which was monitored by US forces, after intelligence located him in a mountain crevice. For this to be possible unlike in the Vietnam War and Korean War other nations are not involved as in the earlier Cold War.  The US under DJT as president has shifted to respecting Russia as a Northern European power that it can talk with (meetings with Putin in Alaska 2025) and China as a trade partner (planned meeting in Beijing in April 2026) that it can talk with unlike with previous administrations of Biden, Obama and Bush where China had afree hand in economic matters and global trade and Russia was shut out of the world economic system by elites who ran the government in the US at that time. Russia seeks reintegration in the world political and economic systems, and China seeks acceptance as an economic power which the US respects, both points in which the US has offered to accept. US has also repeated the line to China that it was not going to do the job of keeping Hormuz open for China and Japan to get 90% of oil imports, and in oding so risk losing its soldier's lives, while China and Japan can quietly watch doing nothing to help free navigation of international waters. Note that the narrowest strip of water of 13 miles separates Oman from Iran so that a part of these waters are on the Omani side and not on the Iranian side making free use of that Omani part under international law possible- in which sense Iranian hostile activity closing the Omani side also is a violation of free navigation. This is not pointed out by Iran or Japan or even Britain who are benefitting from US action and remaining silent or being ambivalent or accusing US of being interventionist even when everyone knows MAGA base rejected Bush in the Republican party and the elites and embraced DJT for great part because they want nothing to do with interventionist adventures in the Middle East for certain. US is getting a bum rap from European allies and from China, India, Japan and the media inside the US and in those countries as if the US seeks oil from the Middle East. It was Britain where a lot of the posturing goes on about non intervention that started this oil based intervention since 1900 in Iran itself, and in artificial states of Iraq, Syria, that it created out of the collapsed Ottoman Empire in World War 1. Sykes and Picot were the US and French diplomats who set that up. US under DJT has accomplished self sufficiency in oil and US has no need for anything from the Middle East, no desire to even get involved, and MAGA well grasps that fact and wants to keep it that way. Only nuclear weapons and ballistic missiles with long range to hit US and EU are reason for US action, which is reason enough for EU, China, Russia to set their own goals so that non proliferation in dangerous areas is prevented. So that the people of China, Russia, India, Europe and the rest of the world can enjoy the fruits of their own labors after a century of severe hardships and struggles which the American people if not their elites respect, and the fruits of peaceful cooperation which the American people extend to the World, and to China, Russia and India. ...

In India's southern coastline state of Kerala, PM Modi has pursued a strategy of working with the CPI led government on development projects, and at the same time contested elections to set up a BJP government in the state. The capital city of Trivandrum (Thiruvananthapuram) local election has led to a BJP municipal government in 2026. In an address to supporters in Trivandrum PM Modi said he was gratified by the results in elections for the capital city of Trivandrum (Thiruvananthapuram), and wanted to make it India's model city., It reminded him he said of the situation in Gujarat when the BJP party won elections in Ahmedabad for the first time in 1987 for city government. By showing good governance in Ahmedabad, BJP was able to win elections in the state and provide good government and industrialization for Gujarat for the decades since 2001 when Modi formed the state government. US policy is to end war as soon as nuclear threat is over- DJT on Iran war on March 31 2026. When the US feels Iran 'won't be able to come up with a nuclear weapon, then we'll leave,' says DJT. US is self sufficient and exports oil to Europe. It doesn't need Iranian oil. DJT makes that clear to allies in Europe who have not taken a stand in the war and limited access to their airbases, saying as Starmer did yesterday that Britain did not want to expand the war. Really, the US does not want to expand the war. DJT's MAGA base does not want this war, and Biden's base does not want this war. US does not need Straits of Hormuz- it is Britain, Italy and EU countries, mainly China, Japan, South Korea that need the Straits of Hormuz. Speaking for the US DJT tells these countries in Europe to get the oil themselves in the Straits. He also tells China to get the oil from the Straits- if they need it and are so complacent as to get 90% of their imports from Hormuz after 40 years of disruptions and wars, as China does. DJT said- "If France or some other country wants to get oil or gas, they'll go up through the Hormuz Strait, they'll go right up there, and they'll be able to fend for themselves. What happens with the strait we're not going to have anything to do with, because these countries, China, China will go up and they'll fuel up their beautiful ships... and they'll take care of themselves. There's no reason for us to do it." "The USA won't be there to help you anymore, just like you weren't there for us. Iran has been, essentially, decimated. The hard part is done. Go get your own oil!" ...

What is not reported is that the US could accept a shift of some appliance production overseas, what it could not accept is the shift of its manufacturing base in industries it created in semiconductors and technology to Taiwan, China and Japan, South Korea. It will take 4 years of the DJT administration for the investments to be made in the US, the future administrations will continue this policy. Deng and Kellman in WSJ clearly understate the importance of the policy changes for America's Level Playing Field ALPF. It is easy to say Whirlpool and Harley Davidson won't be coming back strongly soon as the EU, Japan and South Korean makers of appliances and motorcycles will be able to absorb most or all of the 15% in tariffs. US $1.5 trillion budget request for 2027 fiscal year by the president for military and defense spending is about 4.7% of US GDP forecast of $31.8 trillion in 2026. In 1960 it was 9% following the Korean War. It dropped to 3.1% of GDP by 2000 and stayed around 3.4% till the current effort to modernization of the US military is thought to require about 5% of GDP.  (World Bank charts). The US spent far higher during an earlier period reaching 14% of GDP in 1953 during the Cold War with the Soviet Union. This report shows WSJ Analysis of where the $1.5 trillion request for Defense is going-  $1.1 trillion for War Department and $350 billion for critical munitions. The munitions are in short supply and war in Iran shows that it plays a critical part in defensive systems such as intercepting of missiles as missiles in short supply affect overall capabilities. An additional $200 billion for Iran War. We took a different way to help millions around the world build educated informed mindsets that affects and shapes their lives. For a future that is open, global and digital, with everyone having access to high quality information. We believe in the renewal of America, renewal of Europe, the renewal of India, the rest of Asia, Latin America and Africa. The renewal of our supply chains, health, education, infrastructure, as we rebuild our countries after the pandemic. Literacy and knowledge we believe cannot thrive and grow in a world of web bots, web crawlers, or AI. This requires human curiosity, human learning, and human imagination. We take as inspiration the saying- “One has to be free, and as broad as sky. One has to have a mind that is crystal clear, only then can truth shine in it.” Every contribution whether big or small is precious- in this crisis and ahead.
