In an historic event, the young Senator who introduced bills on improving fuel efficiency in the Senate only a few years ago, announces his proposal for a single national fuel efficiency standard of 35.5 miles per gallon in 2016. Mr Obama had the chief executives of 10 global auto companies all gathered together, as he made the announcement. It reverses decades of conflict on this issue, and puts the US at the forefront of developing new technologies for fuel efficiency and emissions control.

Jim Badhorn was a Chrysler engineer for 21 years before he took the buyout. He designed the rear doors of the Chrysler 300 sedan. Badhorn put much of the $75,000 into acollege fund for his 2 daughters. He hits the gym everyday. He is arenter so his home in Birminghan isn't like the other owners who have lost 40% of their home value. And he can't even find the end of the job line when he goes to a job fair for a military contractor.

City authorites are bulldozing vacant lots in Chicago, Pittsburgh and Detroit. Hundreds of vacant lots can be a problem for cities. Clearing these vacant lots is the first step to building new housing that is badly needed today. Detroit's population has fallen by two thirds, Pittsburgh by half, and Chicago by a quarter since 1950's. Detroit's land bank holds 63,000 vacant lots, Pittsburgh has 13,000 city owned lots being transferred to a land bank. Chicago has 10,000 vacant lots and 16,000 lots caught in a mess of unpaid taxes and unpaid fees. The city is working on new laws to speed up the clearing and development of these lots. Many are in Black and Latino neighborhoods once known to be redlined, meaning the banks denied the places mortgages and speculators engaged in blockbusting to sell declining white neighborhoods from the shift to suburbs to black people.

June unemployment numbers will jump say experts at IHS Insight as GM and Chrysler downsize even more to become smaller companies with even less market share. This will reflect closing Pontiac and sale or closing of the other GM brands Saturn, Saab, and Hummer. It will reflect closing of more dealerships of GM and Chrysler. THis might be offset by a pickup in sales if something like the European trading clunkers for new cars program takes off in the USA. But with the US customers more in debt and with rising job losses, the pattern may be different in the US. It may only offer a small boost in sales. Manufacturing still matters in a recovery. In 1980 manufacturing was 20% of America's output, now it is 11.5% says Mark Zandl of Moody's Economy.com. Manufacturing, he says, has a bigger impact than its size suggests, because it responds quickly. As sales resume workers are called back to their jobs. The sharp V shaped recoveries in the early 80's reflected the rapid response of manufacturing. After the 1980's both the declines and the recoveries were shallow in 1990-1991 and 2001. Now with GM and Chrysler shrinking further under the government plan to fix these companies, and taking the supplier impact, the rebound leg of the V is missing. The kick from the Big Three and their suppliers is missing, says Nigel Gault of IHS Insight. Of the 5.7 million jobs lost from Jan 2008 to June 2009, 1.6 million were in manufacturing and 289,000 were in motor vehicles, split almost evenly between assemblers and supplier networks....

The weak dollar and lower unionized labor costs may make exports an attractive goal for US carmakers as the US market is shrinking. After years of shunning export markets US carmakers may finally be waking up to the potential in places like Brazil, China and India. GM is considering export of the Malibu to Brazil, and expects to send 25,000 Buick Enclaves to China because the Buick brand sells very well there. With the new UAW agreemets and lower unionized costs, the US carmakers backs to the wall and open to trying new things and not so America centric, and a cheaper dollar, exports may be one more way in which US carmakers can revive the automobile business in a declinig uS market. It is possible that after this recession the US market may have matured to the point where US sales levels may have peaked like that in Japan and Germany and exports and international markets are the only ways to growth. In this sense the transformation to making the so called Big 3 into global companies has begun in earnest in a true sense, and their company structures and the kind of people who work there will in future reflect this global nature of their business. The UAW is on board in this effort, new wages are at $14 per hour for new hires, and the UAW understands that exports mean additional jobs. In fact the Lordstown, Ohio plant is one location for another GM small car in the future which would be exported, this 42 year old plant once a target for closure could then become an example of renewal in a new kind of business model. Note that the US exported $50.66 billion in vehicles, half of it to Mexico and Canada. It imported $150 billion in vehicles. From now on the shift wold be to export to emerging markets....

VW will move its US headquarters to Virginia from its present location at Auburn Hills, Michigan. This will bring it closer to where its customers are on both east and west coasts. It will also start emphasizing environmentally sound powertrain technologies meaning higher fuel efficiency and less polluting engines as is now becoming very important in Germany and the rest of the EU. Detroit will lose 400 more jobs in the process.

What is it like in Fushun, China? A city of 1.7 million in northern China it was a city that led in China's revolution against feudal regime and colonial occupation, and in cutting the birth rate. It is similar in size to Detroit, yet has only 5000 births compared to 20,000 in Detroit. Signs of aging are everywhere in Fushun as China's birthrate drops below 1.  For population to remain stable birthrate has to be 2.1. It is 0.7 in Fushun.

In Fushun most refineries and coal mines are closed. A third of the population is over 60 years old and half of the young people have left the city. In 10 years half of the population will be 60 years old.

As Trump tries to gain the support of black voters with his visit to Detroit, the questions remain say people in Detroit.  His alienation of minorities from the primaries is not forgotten, and the lack of underlying empathy is why some experts say this is not resonating in the last 50 days before the election. Another problem is that presenting blacks in a bleak state is not seen as showing respect because Trump was absent during the struggles Detroit went through since 2008 down to street lighting and schools, foreclosures, and is only here now that the Michigan and Detroit economy has recovered to a considerable degree. Here Vanessa Williams of WP says there is a near universal condemnation of this kind of talk such as "what do you have to lose," as seeing blacks lacking the ability to think about where they were and where they are now, and the path ahead in clear terms as whites or Asian Americans are able to do. A sure sign of condescension. Democrats point to the gains for blacks in declining unemployment, some of the issues of inner cities not responding to either party's policies, improvement in health insurance, and access to voting rolls, and in the Michigan economy the rising tide lifting all boats with a booming auto industry. Largely an achievement of Democrats and the Big Three's good relationship with the UAW union. ...

This WSJ editorial cites French president Macron on the provisions in the Biden Inflation Reduction Act that favor Make in the USA and how it affects foreign automobile manufacturers. WSJ also says the actions taken by Japanese, Chinese, Canadian and German governments favor their domestic industries. For decades Make in the USA was neglected hurting American workers, American communities, and creating serious even dangerous (for democracy) social gaps in society. The Biden administration is following a Make in the USA policy that is now being followed by the EU and Germany of bringing supply chains closer or back to home ground after the pandemic showed the serious shortcomings of shipping American or European manufacturing overseas. After the hollowing out of Detroit over two decades Detroit now gets a chance to come back with the rebuilding of the car industry in the renewables age.

Duncan Moore of the University of Rochester points out what makes Pittsburgh, San Diego and Rochester different from Detroit, Cleveland and Fresno. The investment in the local community, large universities and the research money they bring in, the small businesses using advanced technologies and connecting with the universities, have helped these communities thrive even when a dominant employer or a dominant business has suffered decline. In Detroit's case it is also learning some of these lessons- the areas around Detroit such as Dearborn are recovering with the recovery of Ford Motor Company, and the University of Michigan in Ann Arbor is a major research hub with large federal funding, the Fiat engineered recovery at Chrysler is also giving new life to the region.

Missteps by the Detroit automakers include fighting fuel efficiency legislation in 2005, even when the USA faced higher gas prices, and diluting the fuel efficiency legislation with a target of 35mpg for 2020 at a time when Europeans were taking up more aggressive challenges as public opinion there moved in that direction. They also spent heavily in lobbying spending, about $175 million for GM and Ford in the last 10 years, and some would say lobbying against the national interest and the national security interest of the USA, because failure to reduce consumption of oil through fuel efficient cars weakens the economy by sending hundreds of billions of dollars overseas to mideast countries. The closing of plants in states like Alabama, Louisiana, Georgia and Delaware and consolidating their operations closer to home weakened Congressional support, And the foreign auto makers built plants in places in the south like Alabama resulting in Senator Shelby of Alabama becoming allied with them. Rick Wagoner failed to show the vision and leadership needed, and Detroit failed to realize that vision and leadership were required to run these companies. not coming up through the large bureaucracies of these companies. And people associate him with declining market share and a company in decline and asky why. The whole mood of the country is reflected in newspaper columns across the country, in reader comments that run into the hundreds for each article overwhelmingly negative for taxpayer money going to Detroit automakers. This is the situation today and catches the Detroit automakers management, union, dealers, suppliers, by surprise as they have become so used to the status quo and know nothing different....

President Biden becomes the first US president to be present at the picket line. Biden says through a bullhorn at the UAW strike picket line in Detroit- "Unions built the middle class. It's a fact." He is pushing for auto companies to reach an agreement with the UAW union, and avoid any effects in the economy. He told union workers outside a Belleville Michigan GM plant near Detroit- "You've heard me say this many times. Wall Street did'nt build this country. The unions built this country. And the unions built the middle class. That's a fact. Let's keep  going. You deserve what you earned. And you earned a hell of a lot more than you get paid now." When he handed the bull horn to Shawn Fain the UAW leader, Fain said about billionaires and the executive class- "They think they own the world. But we make it run."

The testing shortages in the states and the lack of enough cartridges provided by the U.S. government for Abbott Labs testing machines is causing much frustration, as shown here in the WSJ. Illinois one hotspot is an example. Illinois governor Pritzker says he spoke to Abbott Labs a week ago and thought he had an agreement to conduct 3000 tests a day. He then learned that the U.S. government was taking over the purchasing and distribution of the tests.  He  received 15 Abbott machines and 120 cartridges for all of Illinois which would enable 120 tests from the U.S. government. Abbott currently is making 50,000 test cartridges a day for the rapid test. Detroit which had better experience with the Abbott machines says it has conducted 1000 Abbott rapid tests, shortly after Abbott got approval on March 27. With the 1000 tests Detroit was able to test first responders and bus drivers in quarantine. Detroit recently purchased another 4000 additional tests from Abbott which it wants to use in nursing homes and homeless shelters, vulnerable populations in the city. The Abbott test provides result in 15 minutes making it very effective in implementing fast quarantine action when the virus is spreading quickly in a specific population.  Other governors say they are banging their head against a wall trying to get more tests. ...
