A significant part of the haze and air pollution in New Delhi, India, comes from crop burning in the neighboring Punjab and Haryana region. Here the Hindu newspaper looks at the practice that has not changed even after a 2015 government and NGT order banning the practice. This report cites data from the state of Punjab showing 65% of the 1.85 million farming families in the Punjab are small and marginal farmers. The problem is that the rice paddy harvest leaves 19.7 million tons of paddy straw in the fields and the farmers see burning this as a quick way to avoid incurring the cost of machinery and labor. The Punjab government is required to provide machinery to farmers for preventing the burning. Farmers say it has not provided this. Punjab government seeks funding from the central government in Delhi for meeting the cost. Till then marginal farmers continue their old ways creating a thick haze over New Delhi. Solutions proposed are having more biomass plants to generate energy and use the paddy straw, a Happy Seeder variety that takes works with the straw, and shifting to Basmati rice instead of the common rice crop. The way Indian democracy works political parties have remained wary of collectively working out solutions, letting the problem continue.  ...

Ashwani Lohani, head of the Railway Board for Indian Railways says the bullet train is creating a paradigm shift in how people travel in India. That the distance from the city where Mahatma Gandhi had his Ashram to Mumbai is covered in less time than it takes to travel by air is a huge shift for India. Some media reports have incorrectly stated that the money used for the bullet train could have been used for improvements to the railway system. Lohani says it is important that people understand that the money for the bullet train is coming from Japan and would not be available if the bullet train was not built. It is also at interest rates of 0.1% and a moratorium period of 15 years making the loans almost free. The advantage of the project is also that it has a demonstrative effect showing that a lot can be done in bringing Indian Railways into the pattern of rapid rail travel prevalent in Europe and now in China. China has shown the way by developing its rail system and also developing the technology for bullet trains using Kawasaki technology from Japan and building on this. It is imperative that India do this and modernize its own system. This is an aspect of infrastructure also that has a massive impact on people's lives. When trains can travel at bullet speed between city centres in India it also creates a new energy for bringing the rest of the system to higher technology standards.     ...

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

This toxic mix of pollutants is trapped by the cooler air during the winter over much of northern India. At one point the pollution index reached 643 in New Delhi, by comparison it was hard to breather with an index of 116 from the wildfires in Canada's northern region that sent smoke all the way into Washington D.C.

This Economic Times report provides details about the  remaining aspects of the Indian Mumbai Ahmedabad bullet train project using Japanese technology. The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. JICA or Japan International Cooperation Agency is a government agency that provides aid for development projects and technical cooperation with other countries. It is part of the official development assistance of Japan which was $16.1 billion in 2020, according to OECD. ...

This report in DW.com looks at the problems behind the suspension of all operations at India's Jet Airways.  Jet Airways faced little competition in its early years in the early 1990's and was a success as a full service airline competing with state controlled Air India and Indian Airlines. By 2005 the emergence of low cost carriers operating on thin margins and using a cost efficient model of operation hit Jet Airways hard. It still operated as a full service airline failing to change its model to tackle a cost conscious growing Indian market. The $500 million used to acquire a weak budget airline Air Sahara was a costly move leading to a writeoff of the entire investment and a lost opportunity to adapt Jet Airways to the new cost efficient models roiling the airline industry in Asia.  It is difficult to operate in a environment where a depreciating rupee could add an additional burden from volatile oil prices for cost of fuel to operate. Airlines that operated on razor thin margins such as Indigo and SpiceJet used cost and efficiency parameters as key to flying passengers. Jet Airways failed to make this the priority, continuing to operate as a full service airline. The favorable oil price environment for a brief period in 2015 was not used by the airline to streamline costs.  Add to this the effect of Goods and Services Tax which increased costs by 18%, the effects of demonetisation in reducing passenger ability to buy with cash, and the 5% tax on jet fuel in 2018, creating a financial crisis at Jet Airways.  In the end banks decided not to extend further financing for the airline to operate and looked for a large buyer. ...

Volunteer teachers are working to keep Kashmiri children in open air makeshift community classes in fields, pine forests and orchards,  so that some form of continuity in schooling can be maintained during the coronavirus. Without government aid about 12 million more people would have fallen into poverty in the US during the pandemic in 2020-2021. This is evident from census figures analyzed in the WSJ and NYT. The Supplemental Poverty Measure -which takes into account a broader range of income and expenses including hundreds of billions of dollars of pandemic aid -shows that poverty actually declined, dropping by 2.9% to 9.1%, as a result of government taking action in the US under the Trump and Biden administrations. The $400 billion  dollars of stimulus checks and aid during the Trump and Biden administrations in 2021 have made a real difference in the lives of not just poor Americans but Americans in the middle class and all sections of society. Similar aid was delivered in the European Union and Britain. In India government aid was distributed by depositing money directly into hundreds of millions of bank accounts of poor and marginal income people. Aid included food aid in grains, lentils and vegetables directly provided at subsidized prices or free by the government. Right wing or left wing government designations were meaningless as governments of different persuasions acted decisively to provide direct and timely help in US, Europe, and India. ...

New details emerge on how India informed Pakistan that only terrorist bases were targets not the Pakistan military. India's Foereign Minister Jaishankar says this was to make clear that only terrorist bases would be struck in response to the terrorist attack in Pahalgam on tourists. This was to be careful so that deescalatory steps could be taken. When Pakistan chose to attack military targets in India India did the same on military targets and air defense systems in Pakistan were taken out. At that point India insisted that for a stop to the war Pakistan's general would call India's general to end the war, which is what happened. Jaishankar made it clear that US Marco Rubio of JD Vance complied with India's request to the US that only after the Pakistan general called the Indian general would the conflict be stopped as India had not targeted Pakistan military.

The cities on the list that one does not expect are cities such as Jodhpur in the Thar desert, and Srinagar in the mountainous region of Kashmir. Srinagar is on the list because of inadequate sewage facilities to treat sewage. The Dal lake is polluted from houseboats and tourist hotels dumping sewage into the lake and not connecting to the sewage system. Jodhpur is polluted from auto exhaust and vehicular pollution.. The WHO says India's efforts to control pollution need to follow the steps taken by China recently. In response to citizen pressure and outrage about health conditions China has closed down polluting factories, and is shifting away from coal, away from coal stoves. India's efforts are inadequate and scattered says the WHO. This includes stopping fireworks sales that aggravated toxic conditions in Delhi. A program giving 37 million poor Indian women free gas connections helps a shift from use of dung fired clay ovens or coal ovens. Pollution kills 7 million people each year says WHO, and over half or 3.8 million people die from use of unhealthy cooking stoves which create indoor air pollution. Of cities above 14 million Delhi ranks first, Cairo, Egypt second, Mumbai, India fourth and Beijing fifth in air pollution levels.  ...

Wall Street gives disproportionate importance to China relative to India, Russia and Brazil three large nations on 3 continents for example. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. Following SPD's Scholz frustrated yet restrained approach to the war, Chancellor Merz is investing in a rebuilding of Germany's defense forces and it's infrastructure. ...

India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. It is also how Abe had faith in Vivekananda's, Gandhi's and Modi's vision for India's development. And the future of Japan and India with Australia and the US as anchors for the free world in the Asian region. ...

About half of foreign investment in poor developing countries is sent through tax havens resulting in tax revenues lost to poor countries. Here Max Bearak of the Washington Post points to a offshore to offshore transaction when Vodafone bought a company Hutchison Essar in India- Vodafone based in Netherlands and Hutchison in the Cayman and British Virgin Islands both tax havens- the result being a loss of $2.2 billion in tax revenues to India. This is about what it costs to provide subsidized meals to schoolchildren in India, says Bearak. The Tax Justice Network says the figure of Angel Gurria of the OECD that 3 times the foreign aid is lost through such tax evasion is a bit low, its estimate is as high as ten times foreign aid lost through tax evasion of this type.

From the National Archives of America here is the letter Mohandas Gandhi wrote to president Franklin Roosevelt calling for American help on July 1, 1942, one month before the launch of the Quit India Movement. With Roosevelt's reply to Gandhi on August 1, 1942, offering his fullest support as stated in his foreign minister Cordell Hull's bold vision of a community of free nations such as India and the idea of the United Nations in Hull's speech made on July 23, 1942. Hull responds to Gandhi' call with the full support of Roosevelt.  Mohandas Gandhi writes to Roosevelt that- "I hold that the full acceptance of my proposal and that alone can put the allied case on an unassailable basis. I venture to think that the Allied declaration that the Allies are fighting to make the world safe for freedom of the individual and for democracy sounds hollow as long as India, and for that matter Africa, are exploited by Great Britain, and America has the negro problem in her own home. In order to make my proposal fool proof I have suggested that if the Allies think it necessary, they may keep their troops, at their own expense, in India, not for keeping internal order but for preventing Japanese aggression and defending China. As fas as India is concerned we must become free even as America and Great Britain are. The Allied troops will remain in India during the war under treaty with the Free India government that may be formed by the people of India without any outside interference, direct or indirect." Gandhi wrote with his proposal to Roosevelt - "It is on behalf of this proposal that I write this to enlist your active sympathy." Roosevelt wrote in his letter that-  "I am sure you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations... I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government." Cordell Hull stated in his speech "What we are Fighting For, July 23, 1942, that- "In this vast struggle we, Americans, stand united with those, who like ourselves, are fighting for the preservation of their freedom, with those who are fighting to regain the freedom of which they have been brutally deprived, with those who are fighting for the opportunity to achieve freedom. We have always believed, and we believe today, that all peoples, without distinction of race, color, or religion, who are prepared and willing to accept the responsibilities of liberty, are entitled to its enjoyment. We have always sought and we seek today, to encourage and aid all who aspire to freedom to establish their right to it by preparing to assume its obligations. We have striven to meet squarely our own responsibility in this respect-in Cuba, in the Philippines, and wherever else it has devolved upon us. It has been our purpose in the past, and will remain our purpose in the future- to use the full measure of our influence to support attainment of freedom by all peoples, who by their acts, show themselves worthy of it and ready for it."   ...

Apple faces large hurdles in China with models made locally by Huawei and other Chinese companies that offer similar features at a price about one third less. Chinese buyers are also looking for products that are made locally by Chinese companies. As a result Apple's market share in China has declined from 9% in 2015 to 7% in 2016. The future for Apple does not look bright apart from a core group of Apple fans that look for new product launches every year. Social media comments cited here show the comments about the iPhone 7 that say buyers should not pay $159 for Air Pods, the cordless earbuds. With the economic situation changing buyers are careful to pay so much for the iPhone 7, when it looks so much like the iPhone 6. In India Apple iPhone price are much higher and remain a significant hurdle for price conscious buyers.

The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. It is now moving ahead in 2022.  Infrastructure plays a key role in developing economies such as India and Mexico, yet it requires resolute conviction and perseverance as much of the political setup as shown in Mexico leads to leakage of funds meant for infrastructure and very little being done at great cost to the ease of living of ordinary people. In Mumbai and other cities in India. The same is true for Mexico which at this time of the pandemic needs to bolster its spirits and move ahead with much needed development work to help people in all parts of the country. With the Yucatan Rail Project Mexico can move to the next phase with wind farms on the Yucatan out to sea, and solar energy projects that could with new technology be transmitted to other parts of Mexico and to the US. It is important to keep trying and persevere on these new projects and look to a brighter future. For Mexico US relations better living conditions in Mexico also relieves the burden of illegal immigration and problems related to it in neighborly relations. Mexican officials should increase contacts with Indian officials working on the projects in the Assam region and  along the Brahmaputra river, in Indian states in the northeast, to exchange ideas and notes to gain from each other's experiences in integrating regions that were previously not integrated into the Indian and Mexican economies. This is a topic to be added to the G-20 topics to be discussed at the next meeting in Bali, Indonesia, on November 15-16, 2022. For Mexico it is an opportunity to also widen its infrastructure work to learn from what India is doing in solar and wind energy and build collaborative efforts. ...
