AP/NORC poll March 2023 shows 7 out of 10 adults in the US feel that the US is spending too much on development assistance when the budget for USAID is $40 billion. In general Republican administrations prefer foreign aid to be adminstered by the State Department not a separate agency. USAID was setup during the Cold War with the Soviet Union by president John F. Kennedy in 1961. Today it adminsters programs for HIV/Aids and for pandemics, health programs that can be done through the State Department. Attitudes have shifted following the pandemic with 9 out of 10 Republicans opposed to foreign aid through USAID. Some of the criticism is that it funds bureaucrats favorite programs. The actual impact is now uncertain in the developing of an economy. For example Sri Lanka benefits more from aid and development assistance from neighbor India than from programs of USAID as it tackles the current economic crisis following the pandemic. India pulling together the aid through IMF for Sri Lanka, and the investment in energy from India is way more important than the small USAID programs.  ...

Biden's very conservative choices for his cabinet which one British reader of The Times calls UK One Nation type choices. Many of the cabinet members could easily have served under a Republican administration before Trump or a Democratic administration in the tradition of Harry Truman in the 1950's. No members of the cabinet belong to the Bernie Sanders wing of the Democratic Party.  A look at the Truman administration after 1950 shows John Wesley Snyder, who headed a bank in St Louis and worked for the Reconstruction Finance Corporation under Franklin Roosevelt performing a key role for integrating 8 million GI soldiers into the economy, and implementing the Marshall Plan. A similar job awaits another banking official Janet Yellen in Biden's cabinet to keep people employed during the pandemic. Xavier Becerra, currently attorney general of California, and formerly Congressman for 24 years, who endorsed "medicare for all" is the new Health Secretary. He grew up in a one room apartment with his Mexican parents. Secretary of State goes to Anthony Blinken, Dean Acheson was in this role under Truman as the Cold War surged with the Berlin crisis and the Iron Curtain in Eastern Europe. Today the challenges from Russia and China are taking the shape of a revival of tensions. George Marshall who led American forces in the war, was secretary of defense. This position is given to a soldier Gen. Lloyd Austin who led forces in the wars in the Middle East. This has the potential to deliver better results after the years when America veered off course under the administrations of Reagan, Clinton, Bush and Obama, following the Truman, Eisenhower administrations that setup the recovery after World War II. Today after the banking crisis of 2009, disastrous healthcare and infrastructure neglect in the U.S., followed by the pandemic, a recovery like the one after World War II is needed.   ...

Coronavirus will add $2.5 billion to the cost of the Tokyo Olympics mostly for rebooking facilities, and paying additional wages for staff, as well as virus testing and cost for preventing spread of the virus. As is typical of these games going back to the disaster in spending at the Montreal Olympics that took the city years to recover, costs can double or more than double earlier estimates. Someone has to bear the extra costs and the national government will take on $1 billion of these extra costs.  The official budget estimate was $12.6 billion. An estimate from Japan Board of Audit in 2019 came up with figure of $20 billion. The pandemic would bring this closer to $22.5 billion or close to double. This cost to the Japanese taxpayer is leading one third of people to sour on the games saying they should be canceled in mid-Nov. TV Ashai poll, with one third saying delay it, only one third for it to go ahead. Except for $5.6 billion from a privately organized committee its all coming from the City of Tokyo with some help from the Japanese government. Segregated enclaves are considered "parallel societies" that do not fit into Danish culture or Danish law.  In the past these immigrant communities stayed separate culturally from the rest of the country where people did not learn Danish and participate in the wider society, and yet benefitted from the welfare system's benefits. Young children in preschools will now be required to take 25 hours a week in preschools that teach the  Danish language and help them integrate culturally.

The IMF promised to increase the aid package to Greece from $45 billion to $120 billion. Together with aid from the EU and Germany the total would come to $160 billion. This after the markets responded negatively to efforts by Greece to obtain funds. With the junk rating for Greek bonds Greece is effectively cut off from the markets and it makes it increasingly difficullt to roll over debt including $8 billion euros due May 19, 2010. Equally significant are the rumblings being heard about Spain, which is a much larger country than Greece, and an economy 5 times as large. An IMF loan to Spain would have to be significantly larger.

Making stuff- machining and other skills -are now cool in American schools. You Tube reality show "Clash of Trades" and building up prestige of machining skills and machining jobs in the trades from a young age. Young people are getting excited about making things again.Other articles in NYT and elsewhere in media this month show how the big tech companies have become huge and  bureuacratic, so big that no one cares for the individual, its just get on with it. Computer coding jobs not just in the US but also in India are not glamorous anymore, as companies employ tens of thousands of programmers in many locations and are not responsive.

A major problem for parents and the schools may be knowing this and use this knowledge to keep increasing prices is that the true value of education is about your own effort and the quality of teachers, that the major state universities provide everything one needs for a good education, one just has to work hard at it. There is nothing about a Northwestern or a Brown that cannot be done by studying in the UC state system universities or state universities across the Nation, yet paradoxically the idea is kept up of the added value of a prestige name when much of a good education can be achieved at state universities costing $13,000 a year or $52,000 for 4 years at a UC Riverside or UC Santa Barbara. Michigan state instate at $16,000 and Arizona State at $13,000 a year are similar to other options.Upper middle class families struggling to pay for colleges that charge anywhere from $38,000 a year to $96,000 a year for so called elite. A shocking 40% increase in college tution is not justified by the colleges who seem to be impervious to the impact of these price increases when no such price increases were seen in the post war decades that followed 1950. Here a father who works as a director of a manufacturing company with incomes in the range of $200,000-$250,000 a year faces the difficult decisions of letting children make the decision and yet having to make sober choices about affordability. With about $200,000 set aside for tution expenses for 2 children parents face tution that can cost for 4 years $160,000 to $250,000 for 1 child. In this situation Brown cost $93,000 a year but reduced it to $65,000, Northwestern and Cornell wanted $96,000 and $81,000 a year, Notre Dame $38,000 a year and UC Berkeley $52,000 for instate tution. This means there is little left for the second child's college tution when the first child 4 year cost is in this case $65,000 a year for Brown University and $260,000 for 4 years.  ...

Economic aid from Qatar enables the Morsi government in Egypt to defer agreement for an IMF loan of $4.8 billion which requires Egypt to cut social programs, further aggravating a difficult economic situation for the people of Egypt. It also comes as Egypt's economy has suffered a decline from two years of protest and its foreign exchange reserves have hit new lows. Qatar gave Egypt $3 billion in low interest loans at 3.5%. Earlier Qatar deposited $4 billion at the Egyptian central bank, and gave $1 billion in grant aid.

The EU moves to support Egypt's precarious economy with 7.4 billion in euros of aid and help for its economy. This comes at a crucial time for a country with 106 million people facing economic difficulties. 5 billion euros of concessional loans, 1.8 billion euros of investment, 600 million euros of grants including 200 million euros to manage migration. This is a positive proactive step taken by Leyen and EU. Leyen visited Cairo. Lessons have been learned. Joining Leyen in Cairo were leaders of Austria, Belgium, Greece and Italy in a new strategic partnership of European Union nations with Egypt. Pandemic and war in Ukraine affecting food supplies, higher energy costs, have hit Egypt hardest . No matter which government was running Egypt the problems simply were too big for a fragile economy in a difficult region. For the first time the EU has learned from the migration crisis and its own eurozone crisis, to work and cooperate with regions outside to ensure a better future for all. And not to be deflected with wars and other crises in making the right decisions ahead of time not reacting to crises but staying ahead of them. How many years have been lost- because the ideas for better lives of all was what president Kennedy's New Frontier was all about when he talked about it in the years 1956-1963. EU needs a new vision for Africa and Arab North Africa. ...

The Swedish government is seeing the 3 Baltic countries as part of its own economic region, and is treating them as part of the home region. It plans to do whatever it can to help them. The recapitalization effort for Swedish banks that made a large amount of loans to these countries, is similiar to the one that Sweden conducted for its banks in the 1990's, after a real estate bust. Swedish banks loans to the 3 Baltic countries amount to about 20% of Sweden's GDP. According to Danske Bank the loans could cost Sweden 2 to 6% of its GDP over several years. In 2009 the economies of the Baltic countries could contract 6 to 10%. Already Sweden has approved a rescue package of $173 billion, or 1.5 trillion kronor, to guarantee issues of Swedish bank debt, with some of it used to recapitalize banks with heavy losses. It contributed 1 billion euros to the 7.85 billion euro rescue package for Latvia made by the IMF, and traded $1.1 billion woth of Estonian kroons for Swedish kronor to help stabilize the Estonian currency. Swedbank and Nordea Bank are taking part in the recapitalization, while the SEB Bank of the Wallenberg family has so far managed on its own....
