Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

In a sign that the trade negotiations with China are stalled even as negotiators met for talks, president Trump said China was slowing talks down in the hope of talking to ELizabeth Warren or Joe Biden, Democratic candidates for the elections in the U.S. in 2020.  President Trump also said China has not come through the way it said on agricultural imports from the U.S. He tweeted "that is the problem with China they just don't come through." Mr. Trump also took credit for the slowing down of China's economy from the tariffs war. Mr. Trump took credit for China's weakening economy, making some companies leave, the tariffs he has imposed on $250 billion of Chinese products causing enormous pressure. Chinese exports to the U.S. have dropped by 8.5% and exports to other countries up slightly. China's infrastructure investments are cushioning part of the shock from the tariffs war. No major stimulus is planned in China because it would worsen the debt already accumulated after the over stimulus conducted in response to the financial crisis of 2009. The thinking is that a slight drop in the year to year increase in GDP from 11.4% to 10%, according to both IMF and Goldman Sachs group forecasts, isn't going to do much in reducing China's demand growth for oil. For one thing China's industry is very energy intensive and consumes a lot of energy to produce a give amount of output. Its estimated that it takes about 1% of increase in energy demand to produce 1% rise in GDP. It ranks as the largest consumer of coal and the second largest user of oil. It takes in about 8 million barrels a day of the 84 million barrels a day, that is 9.52%. Even as China's export sector slows down because of lower demand from the industrialized countries, the Chinese government can use its large cash reserves to build roads and bridges and ports and upgrade infrastructure to maintain employment levels. Major refiners margins have swung wildly from $30 in May 2007 from $10 in the last few years. Before the recent boom in refinery margins the margins average $5, and it looks like the boom in refinery building in Saudi Arabia, India and China and the US that resulted from shortage of refinery capacity, will bring margins back to their longterm average. A surge in oil prices that has outpaced the rise in prices of gasoline and refined products is shrinking margins and lowering profits and stock price of refiners like Tesoro and Valero. and upgrade its infrastructure ...

Biden said "workers built the middle class." Trump said China was the enemy not low wages or incompetent bosses, saying "the current wage negotiations are not as important as you think," when workers had tiered wages from previous concessions on wages, with entry level wages starting at about $17 an hour. That is only slightly above the $16 minimum wage in California. America in the Clinton-Trump world had truly forgotten that workers in its factories built America, and workers families made America what it was for most of the century since Lincoln and the Industrial Revolution. ...

This WSJ editorial looks beyond Speaker Nancy Pelosi's visit to Taiwan. It says for decades during which China modernized its economy with US investment and technology, Chinese policy remained peaceful reunification and no set date. The US under this agreement for peaceful reunification agreed that it would follow One China policy and not follow the earlier policy during the Cold War of close defense ties with Taiwan. Now it appears from Chinese policy under Xi Jinping that Chinese plans are for reunification of Taiwan by any means and with a date of the next decade or even in the next 18 months, says WSJ. This is a change of previous Chinese policy says WSJ and the US response should be to act with a change in its policy to provide Taiwan with the ability to defend itself during an invasion of the islands around Taiwan or other invasion.

German chancellor Scholz announces $65 billion in aid to households to help meet the higher energy prices and higher price of food and groceries. About $1.5 billion will go to cheaper transport tickets such as the 9 euro monthly fare for use on rail all over Germany. The last thing we want to do is to bring back the images of the 1953 American sponsored coup, which ousted Prime Minister Mohamed Mossadegh and returned Shah Pahlavi to power, says Senator John Kerry in an op-ed article in the NYT. He cautions America getting involved in Iran, letting Iranians decide on their own, as the CIA supported coup that overthrew Mossadegh's elected government and put a king in his place because he would be more friendly to American oil and other interests in the region, may arouse bitter memories of America's influence in avery negative way in an earlier period. Most Americans may not remember the American sponsored coup. Mossadegh was a socialist during the Cold War and wnated to nationalize the oil industry run by foreign companies in the country. During those days the interests of American oil companies, the Cold War with the Soviet Union, and British-French colonial era interests in the Middle and Africa and Asia, were all intertwined. The Korean war had just ended, Suez crisis of 1956 with the nationalization of the Suez Canal by Egypt, was a few years away, the French were fighting to keep their colonial empire in Vietnam, and America was supporting Pakistan with Sabre fighter jets bringing a version of the cold war to the Indian subcontinent even though India was the largest democracy in Asia. Partly because its leader Jawaharlal Nehru, was an independent minded socialist, who avoided joining the cold war with his non-alignment policies. Adlai Stevenson, Democratic candidate for President against Eisenhower was very enthusiastic about Nehru in his speeches, but Republican Secretary of State Dulles saw things differently, just as today there are huge differences between the way a Rumsfeld and an Obama see the world. Many of the problems today in places like Pakistan Afghanistan, Iran and Iraq had their beginning during this period....

Washington Post Analysis and reporting shows Russian economy is now sensitive to cuts in oil purchases by India. Russian economy with $213 billion a year in the war effort would suffer from higher inflation and interest rates higher than current 18% if India cuts Russian oil purchases of about $119 billion a year. A shift may be already taking place as India buys more from Saudis, UAE and Iraq. Studies by CLSA cited in the Economic Times show India gaining only about $1 to 3 billion by buying Russian oil. India has much more to gain by shifting away from Russian oil. Russian inflation is at 9% and the economic growth is about 0.4%.  A further increase in interest rates from 18% in a war time economy could kill the civilian economy say experts in Russia the Washington Post has talked to. About 17% of Russian refineries production is removed by Ukrainian strikes on refineries in Russia, leading to higher prices for oil. More crude oil is being exported instead of refined product as a result. This explains why the US under president DJT decided to take the difficult step to deter India from Russian oil purchases as it would not have been able to get China to reduce its $136 billion Russian oil purchjases each year the way it could for India. This was done to end the war even though it is little understood in India.  ...
