Both Russia and China saw their countries as rivals to the US and European Union in political and economic terms even as Merkel and Bush-Obama supported growing integration of the US and EU economies with Russia and China, and saw no problem with that. ...

European Union countries reopen for travel this summer. A new travel pass or digital Covid certificate is approved to promote freedom of travel as more people get vaccinated. About a third of people are vaccinated for first shot in France and about 40% in Germany, which means in coming weeks they will have the second shot and enough antibodies to make a return to normal life possible. The EU has negotiated this time with Pfizer for 1.8 billion doses and is building enough vaccine supplies. For the first time governments are stepping up with plans and resources allocated - in India the government now has plans to create supplies of 2 billion doses by the end of the year. This means there is new hope if the vaccination is accompanied by efforts to build booster shot supplies this time planning ahead. Managing the risk of those who are vaccine skeptical remains a problem to be tackled. Masks and other essential precautions also need to be followed in crowded spaces as this was neglected where there was a second or third wave. In 2020 after years of neglect of proper regulatory functioning, fines of up to 10% of revenues are put in legislation for online harm or anti-competitive behaviour. During and after the pandemic a complete reassessment of priorities as a society both in the U.S., Europe and other nations needs to happen before capital investment can be directed into infrastructure, health and education, as tech has reached a point of diminishing returns. Reports suggest voter turnout of young people 18-24 was close to 70%. With most of the new voters, about 2 million 19-34 year olds registered to vote in the weeks before the election according to the Electoral Commission, drawn into politics by the simplicity and style of Labor leader Corbyn. One voter says young people voted because Labor did not sneer at them, recalling the negative tactics employed in the campaign and the likability of Labor leader Corbyn because he refused to respond. A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Experts say this is a small step in the overall effort to level the playing field. ...

Wirecard has filed for insolvency.The $2 billion missing in a bank account for Wirecard is more than all the profits it has made over 10 years. It got off the ground in 2016 after Credit Suisse and Softbank took interest in investing. This report in the WSJ shows the hazy history of the company and the details about the missing money in the bank account in the Philippines. Ernst and Young says it was deceived, and the money did not exist in the accounts, as reported in this video by the WSJ. The billions of dollars invested in companies like Wirecard, WeWork and other companies, could easily have funded the PPE equipment, facial masks, and other healthcare equipment held as a reserve for emergencies such as this pandemic, in any large region such as North America or the European Union.   For every Wirecard there are 10 others in every region of the world. Just in the last month several imploded including a coffee venture copied right off Starbucks each involving losses of billions of dollars. ...

A humorous story on how Lady Hale delivered the unanimous decision of the UK Supreme Court against the prorogation of parliament by prime minister Boris Johnson, with a pun on the word pro-rogue-ation. And some ideas on how this was received by all sides. The decision was not popular in Britain and was seen by the royals and people around Queen Elizabeth as bad advice given to the Queen by the prime minister. Much of the behaviour of Boris Johnson and adviser Dominic Cummings is based on polls showing them winning over Labour seats in northern England that voted for Brexit in a general election to give the Conservatives a majority. Labour leader McDonnell has said that they have miscalculated. Labour party continues to emphasize that the real issue before the country is failing infrastructure, inequalities, lack of opportunity, jobs and the economy, not leaving the European Union. Labour's strategy is to wait out the general election for a couple of months so that voters can judge from the actions the competence of the Boris Johnson government to run the country for 5 years. ...

Failing schools with poor teachers, and no examination system to keep out teachers who lack training and education, are a major problem for Mexico. It was part of the education reforms passed in Congress in 2013. A week before elections the militant teachers union CNTE has mounted protests to prevent this from taking place. The Mexican government of president Nieto temporarily suspended examinations as a result of the protests. This article in the Economist magazine says this affects the credibility of the government's committment to the reforms Mexico needs to become competitive in the global economy, and could affect how investors see the reforms being implemented for the oil industry. It also questions the autonomy of independent bodies setup to implement the reforms, leading to a statement by the National Institute for Education Evaluation(INEE), clearly setup by Congress to implement this reform, that this violates the constitution. Can this happen to the telecom and energy regulators, whose authority could be undermined in other ways, say critics....

Sinn Fein is very different today from what it was decades earlier as the political wing of the Irish Republican party. When Ireland became independent Britain retained a third of the country as part of the UK as Northern Ireland. Sinn Fein's goal was to reunify the country.  It is popular today along the border and in regions struggling with poverty, including rural areas. As a left of centre party it is unique in Europe as both the main parties are right of center. Housing is an issue for Sinn Fein because it is the first to call for government to play a role in building new housing to tackle a severe housing shortage. With social policies that include government involvement to support social programs, Sinn Fein is likely to be the largest party winning 25% of the votes, with Fiana Fail the current party getting 24%,  and Fine Gael 20%. Yet rival parties are not likely to form a coalition with Sinn Fein. It also shows how much has changed when Irish reunification is now on the agenda with a referendum in 5 years proposed by Sinn Fein, as an accepted feature of the political landscape with Britain leaving the European Union. Under Mary Lou Macdonald who is from Dublin, replacing Gerry Adams, the image of the party is very different today, compared to the violence tinged past of the links to the Irish Republican Army. Most supporters today have few memories of that period, growing up in the period after peace was established in Ireland between different factions.  The exit of Britain from the European Union has provided momentum to the idea of reunification of Ireland from all sides for the first time. The links to the EU are popular in all parts of Ireland and Northern Ireland. The links to the economic crisis of 2009 and free markets have tainted the record of Fiana Fail, long the dominant party.  In Northern Ireland Mr. McGuiness is succeeded by Michelle O'Neill, who was just 21 when the peace deal was signed. In Ireland Mary Lou McDonald entered politics after the peace deal and has a Dublin accent.  The new generation looks at the EU as a natural partner, distancing itself from England. It also thinks and acts differently than Sinn Fein of the past. In just the way Scottish independence has found its way as an accepted idea in Scotland, Irish unification is seen as a positive idea with its association with the European Union, ...

As 22 million Americans go on unemployment benefits some Americans protest in states such as Michigan and North Carolina, Virginia. Even though Michigan was hard hit the western part of the state is quite different from the south east and Detroit which were hit hard. As the situation is different in each state and also by county president Trump has made it clear that it is the governors of the states who will decide and also the reopening could be varied by county. President Trump is also looking at other countries which are reopening in phases such as Germany where April 20, May 4, are dates for phases of reopening starting April 20 with small shops less than 800 square meters in space. European Union is similar to the U.S. in size. Germany went in front, but France like New York is coming in the back of this. France hit hard, has extended the lockdown till May 11.

The more pro-European faction within prime minister Theresa May's Conservative Party is reluctant to push for a vote at this time to avoid what it sees as "political suicide"- a massively disruptive departure of Britain from the European Union without an agreement. This gives May another 2 weeks to come up with a solution. 

Most observers believe Theresa May is simply using a strategy of running down the clock to the March 29 deadline. By not extending the deadline she is seen as planning to hand out to the British Parliament two starkly different options- a massively disruptive no-deal Brexit causing Britain's departure from the European without any agreement and the option of accepting the agreement the prime minister has negotiated with the EU which protects Ireland and Northern Ireland peace and open border trade flows called the Irish backstop.

Comments in the WSJ on the Trump - Putin meeting in Helsinki, and what the U.S. president should watch for in conversations and negotiations.  It says Mr. Putin's top priority is to shore up his prestige at home, to enhance his political standing. It says Mr. Trump is intent on showing the two countries can get along well but is skeptical of Mr. Putin's intentions on arms control and other issues. The efforts to increase the discord between the European Union and the U.S. are seen by the WSJ as Mr.Putin's effort to erode the will of the West to add to its capabilities. That any American president has to be wary of this effort especially in light of recent events.   From Mr. Putin's point of view the Russian economy is now in much better shape than when the "liberals" were running the country with a collapse of the Russian currency. The need to restore Russian prestige. That the expansion of the EUropean Union and NATO to the borders of Russia, and the situation in first Georgia and then Ukraine, required Russia to respond to protect its defense from foreign threats.This led to wars and intervention in Georgia and then Ukraine as part of Russian policy in response to advances of the West to its borders, and support of proxy governments in the Middle East. The response to economic sanctions was to turn to influence elections in the U.S. and Europe and the U.S. to soften sanctions. On the issue of sanctions this has not happened and the goal of Russia is to mitigate the effect of sanctions. ...

This report in the DW on Brexit shows Britain deeply divided, with older voters supporting Leave and younger voters coming out for Remain. Most of northern England and Wales coming out for Leave, and London, Manchester, Liverpool, Leeds  with Scotland and Northern Ireland coming out for Remain. The failure of Labor Party to rally its supporters under Corbyn also rankles with some in the Remain campaign. Corbyn avoided joint appearances with the Remain campaign and said he was 7.5 out of ten in favor of remaining in the EU.

Having 12 million human beings caught in a net of fear and apprehension, living life in the shadows, even in abad economy, no, especially in a bad economy, makes no sense, says the NYT editorial. These immigrants can become productive citizens, some of the most hard working who did the backbreaking work in factories and construction, who send money to keep families in Mexico and other parts of Latin Ameica from falling into poverty. In doing so and working on the books instead of off the books, they earn more, spend more, pay more taxes. and have the ability to ensure that there are fewer abuses in the workplace. This way they also get better education for themseves to improve job prospects, and better education for their children who can become part of the next generation of productive citizens. It also clears the path for focus on how to handle better border enforcement focussing resources on fighting crime, drugs, violence, and have a future flow of workers that is in line with the economy's needs. It createss decent workplaces, where people's workplace rights are not violated by unscruplous employers. In this case the fair thing to do, is also the most beneficial thing to do in the larger sense for the economy. In this context the agreement of labor unions, the AFL-CIO and the Change to Win (a rival federation that includes auto service employees, Teamsters and carpenters), to agree that an independent national commission would figure out the size of temporary workers depending on the needs of the economy, higher if it was growing, lower if it wasn't, basing it on conditions in the labor markets, is a good things says NYT. It takes necessary courage for unions, Obama to do the needed fight to protect these future citizens and build a better America with their help, rather than wish the impossible of putting them all on the boat back. ...

Macron's unpopularity extends to a plan for new stained glass windows at Notre Dame. Strangely enough the unpopularity of Macron comes from an imperious perceived as arrogant attitude that was also the reason of the undoing of his predecessor Nicholas Sarkozy. Is there something about the concentration of power in the French presidential palace Elysee that leads to such behaviors.

This doesn't help France or Europe in 2025-2026 with France changing prime ministers every few months, just as Britain did in 2023-2034 this time with the Brexit ideas and attitudes of indifference even snubbing behaviors towards the European Union.

The US is requesting talks with China at the World Trade Organization with the objective of ending hundreds of millions of dollars of subsidies China gives to increase wind energy production. The wind power grants are being targeted because Chinese producers are required to use domestic parts to be eligible for the grant, which range from $6.7 million to $22.5 million. In the last 5 years foreign companies' share of the Chinese market has dropped from 79% to 13%, according to Goldman Sachs, with China's efforts to promote Chinese manufacturers. The renewable energy market in China is expected to reach $100 billion by 2020. And wind energy is the fastest growing sector. The effort comes after the US Steelworkers union alleged that China was using import substitution subsidies in violation of WTO rules, in a 5800 page petition. Steelworkers union president, Leo Gerard, says this doesn't address most of the billions of dollars of clean-tech subsidies and other support provided by the Chinese government. Gerard says the goal is not litigation but to put an end to these practices that are trade distorting, and act as a barrier to US exports to China....
