Anna Fifield of the Washington Post provides this exceptional piece on Yuka Ogata, a 42 year old municipal assembly member of the Kumamoto Municipal Assembly. Yuka sat in the assembly seat with her 7 month baby in the front row to the men looking on in amazement. Ogata has a Masters degree in conflict resolution from George Mason University. Ogata was earlier reported to have created a stir by sitting while pregnant while asking questions.  Yuka Ogata says she wants to draw attention to the struggles of women as they seek to work so that they can raise a child and work happily. Japan's government has announced the key goal of "womenomics" to increase participation of women in the economy as a way to increase growth. Earlier Yuka had asked the Assembly authorites to open a day care center or let mothers bring their children to work. Both requests were denied and Ogata's child was removed from the Municipal Assembly. Here Anna Fifield gives other examples. Larissa Waters who according to new rules nursed her baby in the Australian parliament. Licia Ronzulli, an Italian member of the European parliament takes her daughter to the chamber in Strasbourg sine 2010. This WSJ report shows how the debt ceiling negotiation were conducted and the process that made it possible to reach an agreement since the State of the Union address by president Biden on February 7, 2023. It started with Biden getting unanimity right on the floor of Congress during his speech about protecting Medicare and Social Security. The Republican strategy was to pass the legislation on spending that did not specify where cuts were to be made yet used 2022 spending levels with a 1% increase. The deal was to be for three years and passed the spending bill with an increase inthe debt ceiling. Till that time the Democrats decided to not enter negotiations.  Biden and McCarthy then had to choose who would represent their side in the long negotiation process that lay ahead till June 5. Progressive Democrats called for invoking the 14th Amendment that allows the government to continue functioning and pay its bills. Biden chose not to take that route. Respect for the other side, a prepared script are an important point in negotiations. To get results something even more important is essential flexibility and a plan, Plan B. Trust began to develop between McCarthy and Biden. Biden and McCarthy did not any time engage in acrimonious description of the other side. At one point when Biden was in Hiroshima for the G7 meetings Ricchetti on the Biden side and Graves on the Republican side began to feel the frustration. Biden decided to fly home early from Hiroshima. He was constantly in touch with his negotiators Steve Ricchetti, a trusted aide, and a cabinet official the Budget Director Shalanda Young. Graves a long time trusted adviser of McCarthy headed the negotiations for McCarthy.  Shalanda Young and Garrett Graves are both from Louisiana and Graves says he used to work out with Young's dad in the same area. This had a positive effect. It also reduced the tensions in the negotiations so that it could be said this was the calmest negotiation from either side that has been seen in the US  for a long time and bodes well for America's future and for its people, far beyond any concessions made by either party.  Biden made clear at the outset what he could accept without leaving it hidden- he would agree to some work requirements, he would not agree to work requirements for Medicaid. Others in the Democratic party conveyed how distraught they were with efforts to impose stringent requirements for federal food aid during a cost of living crisis when the Republican positions ruled out any new taxes on the wealthiest Americans. In the end Republicans agreed to keep spending limits for 2023 for two more years into 2025 when they would be increased by 1%. Democrats offered to cut (Income Tax) Internal Revenue Service (IRS) spending to increase IRS staffing from $80 billion to $70 billion. Biden said "nobody got everything they wanted." It would have to be passed in Congress with the support of moderate Democrats and moderate Republicans, with members holding extreme positions among Republicans and Democrats opposing. The two parties coming together after a long time to meet the real challenges ahead for the American people. ...

The failure of the 117th Congress to pass key parts of president Biden's agenda for hard hit families and workers in America is now taking place. The 50-50 standoff in the US Senate and failure of two Democrat senators Sinema of Arizona, Manchin of West Virgina to support Biden's Families and Workers Plan leaves key parts of the safety net being left out. This leaves out the education, and paid leave part of the agenda and provisions for utilities to accelerate shift away from coal out of the bill. It fails to implement a new national agenda for upward mobility, child care and paid leave to help stressed out mothers and families. The failure to include even a modest community college 2 years of support at a time when men's college enrollment is dropping to disastrous levels for America's economic competitiveness is a failure of the 117th Congress to grasp the needs of families and workers in America today. Only a new Congress in 2022 can take up the needed action for families and workers in education, health care, child care and help for families. The passage of the infrastructure bill and the current version of the social spending bill can only be seen as a first step in the right direction, after three decades of different administrations neglecting infrastructure, education, healthcare, childcare, elderly care, upward mobility, and climate change. On the plus side as the first step to restore dignity and health of families and workers in America it includes- $150 billion for rental assistance, home buying help, public housing repairs, and building 1 million affordable housing units. $150 billion for federal programs for home health care and community care for older Americans and people with disabilities $165 billion to reduce premiums for people under Affordable Health Care Act, cover additional 4 million through Medicaid, adding hearing coverage but not dental or vision to Medicare. $200 billion for child care tax credit to parents. $400 billion to reduce health care costs and give universal pre-kindergarden for 3-4 year old children. $40 billion for worker training $555 billion for fighting climate change including through tax incentives for sources of energy that are low emission and low carbon. It will be paid for by additional taxes on incomes of very high income earners in annual $1 million plus range, and by having a corporate minimum tax of 15% for large corporations, including on profits overseas, that previously did not pay this tax. A wealth tax on unrealized capital gains of billionaires or other wealth of the richest Americans is left for a future Congress to consider for financing the key parts of climate change provisions, education and health care that were left out. The education and healthcare provisions need to be expanded to restore America's historic mission of upward mobility for all. A provision for Medicare to comprehensively negotiate prices with pharmaceutical companies that would be taken for granted in any advanced country as in Europe, is also left for a future Congress that understands and responds to the dire needs of families and workers in America for affordable healthcare medicine neglected by administration after administration for the last three decades.   ...

The port of Long Beach which takes in 20% of the container shipping of the USA,, and is next only to Los Angeles port in container shipping, is becoming a story of two economies, the American and the Chinese. Thousands of cars from Toyota, Nissan and Mercedes are piling on port property turning it into one huge parking lot, as dealers across the country say they have no need for them, and piles of paper and metal baled together to be shipped back on these ships to China to be recycled into cardboard for export boxes are also piling up as China no longer needs them. The drivers who drive the trucks are also being laid offf and looking for new jobs, which are signs that a deeper economic downturn is underway and the the Detroit automakers GM and Ford CEO's who told the Banking committee that they are making their estimates for 2009 on the basis of a 13- 14 million vehicle sales year may be in for another rude shock. The figure for the last quarter may be running at 10 million, and if this continues into 2009 as its expected to do, even the producton of cars after accelerated plant closures may have nowhere to go in 2009. Which is why there are so many questions about what is going on in the auto industry and so much need for candour and frank discussion that was missing in the evasiveness apparent in the Senate hearings on November 18, 2008, as CEO and union president skirted around the issues and senators failed to ask many other questions like these on what is happening on demand as well as many others....

The new data security law that went into effect Sept 1, 2021, limits the amount of sensitive information China will share with foreign companies, and investors. All data related activities are subject to government oversight says this report in WSJ, including collection, storage, use and transmission. Companies in China now are reluctant to share information.  Because the law is ambiguous about what is sensitive information this makes companies more reluctant. The result is a China that is more opaque than before. It is driven by antagonism in the US over the effect on American workers of manufacturing and supply chains shifted to China. The response of the Chinese government is to turn the country inward, looking to self sufficiency, data security, and an environment that looks at foreigners with suspicion, says this report in WSJ. The pandemic has increased this view of foreigners in China, after China's experience with a deteriorating trade relationship with the US. Xi Jinping has not left the country since the pandemic started in January 2020. China has also seen an alarming drop in passengers going overseas or coming into China from 50 million in the first 8 months of 2019, to 1 million in the first 8 months of 2021, a drop of 49 million passengers, according to data from the Civil Aviation Administration. Government directives are to minimize foreign travel as a result of the pandemic. People in the US see the operations in China of companies such as Apple and now Tesla as a sign of how well the system of international cooperation is functioning without realizing that these companies never had the understanding of the history and culture of the country after two centuries of struggle against colonialism. When the situation takes a different turn as it has after Mr. Trump raised the issue of American workers and loss of manufacturing, and after the pandemic created unexpected distrust, there is very little these companies have to offer to keep the relationship between two of the world's population blocs, between North America and the closely related population of South America, with the people of China, a billion people on each side. This shows that the relationship cannot be left only to the business and private sector driven by profit and business interests, that all sections of the population in China and in the US need to be involved for a stable relationship with ongoing human and cultural contacts at all levels. ...

Senators in the US Congress, Rubio and Schumer, have asked the US government to look into Apple's plans to work with Chinese semiconductor company YMTC. As a result the Commerce Department has placed export restrictions on YMTC. This NYT report looks at the two decade long rise of China and of Apple after Steve Jobs returned to Apple in 1997 and shifted manufacturing to China. When Jobs returned to Apple he found major quality issues at Apple's manufacturing facilities, a demoralized workforce, and financial losses, with CEO Michael Spindler running the company into the ground. Jobs had to start with afresh model for Apple and decided to shift manufacturing to China under the engineering leadership of Tim Cook. Alabama native Cook went to Auburn University for his engineering degree and Duke for his business degree. Cook joined Jobs in 1998 at Apple and for ten years till 2007 the two cut costs, shifted to contract manufacturers and rebuilt Apple with new products, iPod, iPad and the iphone. By not manufacturing Apple avoided quality control issues, and the costs of maintaining inventory. It was Tim Cook who ran operations worldwide, and he gradually built up the manufacturing relationships in China with Foxconn, which makes most of Apple's products in sprawling Chinese factories that employ 20 years later about 3 million Chinese workers. Foxconn was chosen by Apple in 2000 to manufacture the Apple Mac laptop. Before that it was a parts supplier to Apple. Increasingly Apple relied on Foxconn to make its new products including the iPhone. Both companies growth relied on the manufacturing of Foxconn to the point where Apple was dependent on Foxconn and had intertwined its operations with Foxconn in China. Today the whole relationship is being called into question after two decades in which American workers suffered the effects of the outshoring of manufacturing jobs. It should be noted that though Mr. Trump raised the issue of manufacturing exclusively in China with Apple, the Trump administration did little to change the practices of the company that pioneered this type of massive manufacturing role for China. That surrendered the entire supply chain to foreign suppliers in the interest of cutting costs and maintaining huge profit margins, with which it financed an array of new products and reached $1 trillion in sales from $10 billion, hundredfold increase over 2 decades. American workers and families for the first time in American history got very little from this Cook-Jobs project. American infrastructure in communities that would have been supported by American factories including the services and infrastructure in communities financed through local taxes, a practice throughout the Industrial Revolution in the US, was sharply disrupted over 2 decades. It caused a rupture in social relations and increased inequality in the US, and defunded infrastructure that comes with manufacturing.  It is the task of the Biden administration to now correct what Mr. Trump simply talked about but never induced or required Apple to do- lead the resurgence of American manufacturing, and make its major investments in the US, invest in its workers and families, invest in America. ...

A book review of the book by Nicholas Carr, on the Internet, and how it leads people to shallow thinking and superficial reading. Carr writes that when one goes onto the Internet one comes into an environment that encourages superficial reading, thinking quickly and in aharried rushed manner. The thinking is distracted and the learning superficial. He calls the pattern of skimming pages an "F pattern" where one takes in only a few lines of text and misses the rest. And the ability to absorb knowledge, and transfer it to a long term memory, which helps us to reflect and think about what is said and develop our own thinking, suffers in this process. What we gain in breadth of kowledge is lost in the depth of understanding which is eroded.

Money shifting out of the PIMCO Total Return Fund as returns from bonds decline in 2012-2013 and this fund returns are a negative 1.2% for 2013, assets under management decline to $247.9 billion by Oct 31, 2013 from $286 billion at the end of 2012. The Vanguard Total Stock Market Index Fund takes first place in size of funds, with returns of 27% in 2013, and $288 billion in assets under management up from $210 billion at the end of 2012. Index funds are increasing in popularity with low costs. This Vanguard Fund has expenses at 4 cents for every $100 invested compared to 46 cents for the PIMCO fund, because the index funds invest in all the stocks in a particular stock index avoiding management fees.

India scholar Ashutosh Varney at Brown University, says the anti-corruption movement is different from earlier protests because corruption is perceived differently by today's employees working in the large pirvate sector compared to public sector employees in previous decades when the private sector was still small. For this middle class corruption takes on a different meaning as holding back the country's economy and development, and making day to day life difficult for ordinary people because of corrupt officials in the government bureaucracy. Steve Lohr of the NYT talks of industrial policy by the Obama administration that is behind the new mileage standards of 31.5 by 2016. But when one looks at the huge gap opening up between compettitors in Europe and Japan and the Detroit carmakers in technologies for fuel efficiency, and the fact that foreign car makers now control more than 50% of the car market in the USA, it may just be that the Detroit carmakers will now be doing what it takes to compete with the Japanese and the Europeans. And one looks at it carefully one sees a compromise here by the Obama administration, the Euopeans and the Japanese have standards that require closer to 50mpg in 2016, leaving Detroit carmakers behind even with the new standards.

Banks in Britain will be charged a 50% tax on 2009 bonuses of more than 25,000 pounds or $40,800. It will be imposed directly on the bonus pool at banks and will be paid by the bank. It takes place effective immediately and affects 2009 profits. The public in Britain is sympathetic to such a move and it comes in the midst of concerns about the British deficits similar in proportion to that of Greece, and of the Dubai debt crisis. Andrew Hilton, who runs CSFI, a research center focussed on financial issues put it aptly: "I think banking has become a truly parasitical business. Bankers these days borrow money at 30 basis points and lend it to te governmet at 300 basis points and then they go play golf."

The Fed announced that it will lend directly to the 20 largest investment banks and is willing to hold different kinds of collateral including mortgage securities that cannot find buyers. In effect the Fed took over Bear Stearns portfolio takes on its risks, will make the decisions regarding the portfolio, and is lending $30 billion with a credit line to manage the takeover and any liabilities that ensue from this. Fed officials stated that Bear Stearn's portfolio by even conservative estimates has enough value to cover the Fed's $30 billon exposure. Ben Bernanke worked closely with the New York Fed through the weekend to get this deal done with JP Morgan and prevent a Bear Stearns collapse that could affect markets when they opened on Monday, March 17th, 2008.

Theresa May becomes the only candidate for leadership of the Conservative Party after Ms Leadsom withdraws from the race. No leadership vote will no take place with Conservative Party members and no early general election is planned. May is expected to become prime minister of Britain by July 12, replacing David Cameron. Her theme is for "one Britain" and to do away with the rising inequality and gap between London and the rest of the country, which was part of the anxiety of voters who voted 52% for Brexit on issues of immigration burden on social and health services, national sovereignty, and a sense of ordinary people being neglected by elites in both parties. May will invoke Article 50 to leave the European Union and begin a 2 year period of negotiations only after she has developed a clear negotiating strategy. Kenneth Clarke, a Conservative Party cabinet minister called May a "bloody difficult woman," but this did not affect May, who said Mr Juncker of the EU was the one who would find this out in negotiations.  What is significant for Britain is May's moderate position coupled with a clear goal for removing some of the causes of the inequity in British society, which is needed for Britain to remain united. She called on companies like Amazon, Google and others to pay their fair share of taxes, and made clear her intent to strengthen the mechanisms for controlling executive pay. Also part of this strategy will be a more effective immigration control policy, which she did not implement vigorously as Home Secretary in the Cameron government, partly because of constraints set by EU membership. May made clear her agenda going forward by saying: "There is a growing divide between a more prosperous older generation and a struggling younger generation. And there is a gaping chasm between wealthy London and the rest of the country."  Changes May is supporting are to make executive pay rules to become binding not just advisory, and for employees and consumers to gain seats on company boards.  ...

Harvard professor, Benjamin Friedman, reviews journalist Timothy Noah's book "The Great Divergences: America's Growing Inequality Crisis and What We Can Do About It." Friedman says, Karl Marx got it wrong when he predicted greater inequality based on the situation he saw in Europe and the U.S. in the late nineteenth century. Inequality actually decreased in the U.S. and Europe with industrialization, technological progress, higher educational and income levels by the early part of the twentieth century. Similiarly Simon Kuznets, Nobel Laureate, also got it wrong when he extrapolated from what he saw in the early postwar period, assuming greater equality and better opportunities in future decades. The approach Noah and Friedman advise is to look at individual factors that promote or discourage less divergence in income levels, opportunities and upward mobility. And based on this shape policy and action agenda for better outcomes. A whole range of issues fall in this range- promoting manufacturing and higher wage jobs, immigration policy, investments in education to upgrade skills, better educational opportunities, vocational training, upgrading education to keep up with new technology, and investments in research and new technologies for new industries that would create better opportunities. Because inequality is increasing worldwide, and countries are focussing on improving competitiveness as well as preserving the social fabric in a global economy, this is an issue facing all countries that seek a better future....

With fewer and fewer good startup companies and massive amounts of capital wasted on startups that did not produce either jobs or lasting value questions are being raised about the startup culture and role of startups in a growing economy. The coronavirus has speeded up the process- already underway was a lack of quality in startup companies, now these companies that were wasting capital are facing a completely different environment. Reasons given for their situation are the lack of job creation over last two decades from startups. The startup founders being many just out of college or with a few years of experience, lack of accumulated experience in industry of founders, the glamour that had nothing behind it except the search for quick results. Primarily though the reason is that it takes time to build good companies that also create good jobs and add to the country's GDP, and this means additions to technology, bringing experience and building up of experience of founders, that patience and persistence is lacking in today's startup culture and startup companies. There is a bigger problem and this is a problem for all of society and the whole nation in every country. This is the misallocation of capital, the erratic shift away from infrastructure, public services, health services and education, and employment in the national interest, that form the backbone of the economy of any country. It is in this sense that the shift in capital allocation, away from misallocation on a massive scale, has to be made in the national interest, interest of society, interest of the people.  ...

The title is misplaced- it is Vivekananda as Modi's mentor and hero that is central to the ideas he has put forth for Swacch Bharat, Jal Jeevan, to bring education, water and electricity to the common man. Vivekananda was also the inspiration for AatmaNirbhar Bharat. Mohandas Gandhi said that he had read Vivekananda thoroughly and through that reading he had come to be in touch with the common man in India a thousand fold. Modi has also read Vivekananda thoroughly and felt the same way. Vivekananda has said- "Loko ke shiksit karo ke ve atmannirbhar hona sikhe."  If the common man could not get to education, education had to be delivered to the common man. Vivekananda's vision was for an exchange with America and Europe in which he would bring Vedanta and Yoga to these countries in exchange for technology and capital. This is not Modi's project, it is Vivekananda's project, simply brought forward by Modi as service to the nation and the world. It also comes at a time 125 years after Vivekananda expressed these ideas when US and European Union are looking for fresh ideas to restructure their supply chain, and taking a new look at the potential of India and Indians. It is a different America that India faces, not that of the past, after this pandemic and the social plus economic ills that have affected the country. Biden is different, America is different. So is the European Union as it takes on new leadership after the German and French elections, just as America has done. Both look to the future for a partnership with India and Indians to realize India's potential.   ...

Approval process by government is now much stricter and the approval process takes longer for new wind turbines. A leading renewable energy developer BayWa re. estimates 45% of the old turbines installed 20 years ago would not be approved under today's stricter standards. As these become unprofitable a lot of new turbines have to replace older ones. After years of gains suddenly in 3 years the wind power capacity installed each year is dropping sharply, and is in deep trouble. Especially because wind energy plays a big role in Germany, accounting for 25% of total electricity production in 2019, solar only has 10%. For all of Germany only 290 MW was installed in first half of 2019, 80% drop from same period 2018.  In 2018 2800 MW of wind turbines were installed, and that was down from 5000MW in 2017. Problems in addition to stricter approval standards is the resistance from the public which fears wind turbines close to residential areas could affect health of residents. In Bavaria 10H ban is imposed on new installations, requiring 10 times the height of the wind turbine as minimum distance from homes. Other issues are wildlife and the impact on  birds in the area. 300 turbines for 1200 MW are blocked for this reason. Other reasons are military concerns, FM radio beacons. It used to take 10 months for approval. Now the process is so long that the technology itself has changed by that time. Commercial risks are growing for operators in this environment as new costly regulations come into place. A regulation in Brandenburg requires payment of 10,000 euros to neighboring municipalities per wind turbine. Subsidy eligibility is also being cut. ...

The U.S. has challenged the ideas in the blueprint for development of "Made in China 2025," particularly as it relates to western transfer of technology to China. AKK tell BBC that Brexit has been a strain for all of us, that in some ways it has paralyzed us. She tells the BBC's Adler that anything that keeps Britain in the EU is something that would make her personally very happy.
